Abstract

GIS (Geographic Information System) atau Sistem Informasi Geografis merupakan suatu sistem yang mengelola keadaan geografis bumi, dengan adanya tools yang bisa memudahkan dalam proses digitasi suatu peta kita dapat menganalisis dan mengelola dalam bentuk database. Kabupaten Cianjur memiliki banyak tempat bersejarah yang belum banyak diketahui oleh masyarakat umum khususnya masyarakat Cianjur itu sendiri, ada yang hanya mengetahui nama dari tempat tersebut tapi tidak mengetahui sejarah lokasinya. Kurangnya informasi tersebut membuat masyarakat mengunjungi tempat tanpa tahu sejarahnya. Oleh karena itu, dibutuhkan sistem  yang dapat membantu masyarakat terutama masyarakat Cianjur tersendiri dalam mendapatkan informasi mengenai tempat-tempat lokasi yang bersejarah di Cianjur. Serta dapat membantu pengelola arsip dalam mengelola sebuah informasi mengenai tempat lokasi dan deskripsi bersejarah yang belum banyak diketahui masyarakat Kabupaten Cianjur ataupun dari luar Kabupaten Cianjur. Perancangan Sistem Informasi Geografis Daerah Monumental di Kabupaten Cianjur menggunakan paradigm model Waterfall dengan UML (unified modeling language) dengan alat yang digunakan untuk merancang yaitu usecase  diagram, activity diagram, class diagram dan sequence diagram. Sedangkan alat pembangunan sistem database menggunakan MySQL, XAMPP, Visual Studio Code, Google Maps API, Google Chrome, Balsamiq Mockups. Sistem yang dirancang diharapkan dapat mempermudah masyarakat Cianjur dalam menerima informasi lokasi bersejarah di Kabupaten Cianjur, masyarkat dapat melihat data – data Arsip di Kabupaten Cianjur.

Abstract

This research aims to understand and find out the factors behind the food crisis experienced by agricultural commodity farmers and the legal protection as well as the efforts made by the government to prevent food crises by strengthening the budget for agricultural commodity farmers. This research uses normative juridical research methods, research by tracing or reviewing and analyzing library materials or ready-to-use document materials. This research uses primary legal materials, namely legal materials originating from statutory regulations, such as Undang-Undang No.18 Tahun 2012 Tentang Ketahanan Pangan, Undang-Undang No. 19 Tahun 2013 Tentang Perlindungan dan Pemberdayaan Petani, Peraturan Pemerintah No. 17 Tahun 2015 Tentang Ketahanan Pangan dan Gizi, but also utilizing secondary legal materials such as relevant journals and books as well as tertiary legal materials in the form of data and facts from the internet. The results of the research show that this food crisis has a broad impact on Indonesian society, Indonesian people will experience soaring prices of basic commodities, hunger, dependence on imports, and affecting agricultural crop production. To overcome the food crisis, farmers must increase crop productivity in a sustainable way, such as using organic fertilizer, balanced fertilization, and using superior seeds. Apart from that, the government's efforts to handle the food crisis for agricultural commodity farmer include setting the basic price of food production and determining the government purchasing price (HPP).

Abstract

Law No. 19 of 2013 on the Protection and Empowerment of Farmers aims to improve farmers' welfare through various programs, including fertilizer subsidies. However, the distribution of subsidized fertilizers often faces issues such as misallocation, delays, and misuse. The Farmer Card (Kartu Tani), an innovation to facilitate the distribution of subsidized fertilizers, has significant potential to address these problems. This study aims to evaluate the effectiveness of the Farmer Card in the distribution of subsidized fertilizers, identify the challenges faced by farmers in its use, and propose solutions for the optimization of the Farmer Card. Using a descriptive qualitative approach through literature review, this study finds that the main challenges include technical issues, lack of socialization, bureaucratic hurdles, and farmers' distrust of new technology. Proposed solutions include enhancing technological infrastructure, providing intensive training for farmers, and simplifying administrative procedures. The study's results indicate that improvements in these aspects can enhance the effectiveness and transparency of subsidized fertilizer distribution through the Farmer Card.

Abstract

Media sosial telah menjadi bagian tak terpisahkan dari kehidupan masyarakat sehari-hari, segala sesuatu saat ini dapat ditemukan dengan mudah di internet atau media sosial. Tentu kemajuan teknologi ini mempermudah masyarakat dalam mencari tahu tentang informasi yang ada dalam negeri maupun luar negeri. Namun, dibalik kemudahan teknologi yang ada saat ini, kejahatan cyber menjadi ancaman serius karena dapat menyebabkan berbagai kerugian. Oleh karena itu peran hukum dalam melindungi korban penipuan di media sosial ini sangat penting adanya. Tujuan adanya artikel ini, untuk menambah informasi bahwasanya penegakan hukum dan perlindungan hukum bagi korban penipuan di media sosial itu sangat penting dan untuk menambah wawasan masyarakat terkait pentingnya serta berbahayanya perkembangan teknologi. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kepustakaan yang digunakan dalam penulisan artikel ini, dengan tujuan untuk memperoleh penjelasan berdasarkan variabel-variabel yang diteliti nantinya. Hasil penelitian menunjukkan bahwa masyarakat saat ini masih awam terhadap kasus cybercrime yang marak terjadi di media sosial serta terdapat berbagai kendala dalam penanganannya seperti kurangnya penegak hukum, minimnya bukti dan fasilitas untuk penyelidikannya. Pencegahan kejahatan cyber melalui media sosial memerlukan upaya kerja sama yang kuat antar masyarakat dan pemerintah agar dapat menekan jumlah kasus kejahatannya Kejahatan cyber menjadi ancaman serius karena dapat menyebabkan berbagai kerugian.

Abstract

Indonesia is currently experiencing an emergency criminal act of sexual violence, massive steps are needed to solve it. Not only that, the rights of victims must be properly accommodated, in line with the commitment of the Indonesian nation to eliminate all forms of torture and degrading treatment and discrimination against women, children, and persons with disabilities. The purpose of this study was to determine the comparison of the law of protection of victims of sexual violence crimes in Indonesian positive law and international law based on the Beijing Declaration. The result of the discussion was that there were similarities and differences in the provision of protection and rights for victims of sexual violence crimes both based on positive law and based on international law. The conclusion of this study is that violence against women needs to be prevented and eliminated, guided by the adoption of the Beijing Declaration and Platform for Action Indonesia as one of the countries involved must implement these actions, especially sexual violence in the form of national regulations or laws. So based on this explanation, it is necessary for the State Government to cooperate in providing assistance to victims of sexual violence and the need for the dissemination of information and education in various forms to prevent sexual violence from occurring. In addition, the widespread number of perpetrators of sexual violence where the perpetrator is a minor makes it necessary to change the laws of the juvenile justice system.

Abstract

The development of information technology during this period tends to experience enormous changes and progress in society, and its development has both positive and negative impacts on human culture and civilization. Identification of the main problems examined in this research includes legal protection for victims of misuse of artificial intelligence and legal liability for losses caused by artificial intelligence. The method used is a normative juridical approach whose focus is to conduct research based on library references or secondary data carried out on norms and principles contained in secondary data sources, such as primary, secondary and tertiary legal materials. The results of this research state that legal protection for the use of electronic agents, such as AI, is strictly regulated in Indonesian legislation, especially in the ITE Law and PP 71 of 2019. Legal responsibility for losses caused by artificial intelligence also requires a legal entity. to know the consequences of committing or not committing an unlawful act. The implementation of AI deviations is in accordance with the relevant regulations, namely the ITE Law. The Civil Code recognizes legal responsibility for AI if it can fulfill the requirements of an unlawful act. An act that violates another person's rights or obligations is said to be an unlawful act.

Abstract

Culture and social life are one particle that becomes a binding unity, culture faithfully escorts the development of human civilization from pre-Islamic times to the perfect Islamic era as a teaching from ancient Greece to modern times like today. From this long process, culture basically has values that can traditionally be passed on to the next generations. Indonesia is a country that has a lot of culture, which consists of a collection of cultures that exist throughout the Indonesian homeland in the form of local culture. Foreign cultures continue to enter unstoppably into Indonesia which can erode or dilute the local culture owned by the Indonesian people. This problem lies in the need for the government's role in protecting Indonesian culture in the era of globalisation, such as in preserving local culture, the government must facilitate all forms of artistic activities held by the community, besides that the government also has a role to provide support in activities related to culture and open as much as possible the participation of young people or adolescents in maintaining its preservation. The research method used is descriptive method, the foundation of the research method is the philosophy of postpositivism. It aims to be able to determine whether the social and cultural life movement will succeed in having a broad impact and provide changes in living standards as expected.

Abstract

Abstract The Society 5.0 era brings deep integration between the physical and digital worlds, supported by technologies such as artificial intelligence (AI), Internet of Things (IoT), and big data. Behind these innovations, a new threat emerges in the form of cybercrime that is increasingly complex, anonymous, cross-border, and difficult to track. Cybercrime in this context does not only target individuals, but also strategic infrastructure, with the potential to disrupt social and economic stability. Indonesia's criminal law system, especially through the ITE Law, has not been fully able to keep up with this dynamic. Many of the provisions are multi-interpreted and focus on cracking down on content, rather than strategic digital crimes such as hacking, cyberespionage, or ransomware attacks. The limitations of digital forensics, the lack of international cooperation, and the lack of optimal digital proof regulations aggravate law enforcement. The descriptive normative legal research method in this study shows the urgency of criminal law reform that is more adaptive, collaborative, and technology-based. A new approach is needed that prioritizes the principles of digital justice, good governance, and cyber ethics to answer the challenges of transnational cybercrime. Without these reforms, Indonesia risks experiencing a justice deficit and is increasingly lagging behind in the legal response to digital crime in the Society 5.0 era. Therefore, the renewal of the criminal law paradigm is a necessity to maintain national digital security and sovereignty.

Abstract

The rapid development of information technology has created a complex and widespread digital ecosystem, where digital platforms are becoming massive collectors of personal data. This phenomenon poses a risk of data leakage and misuse that threatens individual privacy. In Indonesia, even though Law No. 27 of 2022 concerning Personal Data Protection (PDP Law) has been passed, its implementation still faces significant challenges, especially related to infrastructure readiness, law enforcement, and public awareness. Existing regulations tend to be normative and have not been able to keep up with rapid technological innovation, so the responsibility of digital platforms in maintaining data security is still weak and formalistic. This study uses a normative juridical approach to examine the effectiveness of the PDP Law in regulating the legal responsibilities of digital platforms. The results of the analysis show the need to strengthen supervision mechanisms, firm law enforcement, and increase technical capacity and human resources. Lessons learned from international standards emphasize the importance of independent oversight bodies and the application of privacy by design principles. With the synergy of adaptive regulations, reliable technology, and collective awareness, personal data protection can be realized effectively to protect users' rights and security in the digital era.

Abstract

Digital transformation in public services brings efficiency and transparency, but at the same time gives birth to new modes of corruption that are non-physical, complex, and transnational. Digitalization opens up opportunities for data manipulation, system engineering, and the elimination of traces of electronic transactions, which are difficult to handle with conventional criminal law instruments. Law No. 31 of 1999 and Law No. 20 of 2001 still dominantly use the classic paradigm that focuses on physical state losses, so it is not yet fully able to reach technology-based crimes. The limitations of these norms create legal gaps and the risk of impunity, especially when the principle of legality requires the formulation of clear criminal justices. On the other hand, proving digital corruption requires explicit recognition of electronic evidence, while the judicial system is still based on conventional evidence. This condition emphasizes the need for responsive criminal law reform, both through expanding the formulation of criminal offenses, strengthening the position of electronic evidence, and developing new sanctions relevant to digital crimes. This research uses a normative juridical method by examining positive law, legality principles, doctrines, and law application practices. The analysis shows that the effectiveness of eradicating digital corruption can only be achieved through regulatory harmonization, increasing the technological capacity of the apparatus, and integrating criminal law with the cyber and administrative law regime. Thus, criminal law is required to be adaptive so as not to be left behind from the dynamics of crime in the digital era.
