Abstract

This research investigates the effectiveness of managing Village-Owned Enterprises (BUMDes) in improving community welfare in Kemiri Village, Sidoarjo. Using a qualitative method with a descriptive approach, data were collected through interviews and direct observations. The study evaluates BUMDes management using three indicators: goal achievement, integration, and adaptation. Results show that while income for food court stand owners has increased, it still depends on event frequency. Integration efforts are hampered by irregular socialization activities due to new management. However, communication is effective through accessible contacts and social media. Adaptation efforts are supported by the community, benefiting from affordable food and essential goods. The study highlights the need for structured socialization schedules and improved funding to optimize BUMDes' impact on community welfare. Highlight: Income rise tied to event frequency. Abstract

General Background: Human resource capacity development is essential for ensuring professional, transparent, and accountable government procurement processes. Specific Background: In Sidoarjo Regency, the limited number and competence of procurement personnel have created challenges in fulfilling functional procurement management positions despite regulatory requirements for standardized qualifications and competencies. Knowledge Gap: Previous studies emphasized performance improvement and competency-based management but provided limited analysis of human resource capacity development as a strategy to fulfill procurement functional position formation at the local government level. Aims: This study analyzes human resource capacity development efforts to support the fulfillment of procurement functional positions in Sidoarjo Regency by evaluating personnel quantity, competence, and competency gaps. Results: Using a qualitative descriptive approach, findings indicate that capacity development is implemented through formal education encouragement for employees lacking bachelor’s degrees, participation in webinars, technical training, and competency testing, as well as work experience assignments as procurement officials or selection working group members. However, participation in competency testing remains constrained by cost, time limitations, and employee readiness, and the number of functional procurement officials remains below the recommended requirement. Novelty: This study provides an integrated analysis linking education, skills training, and professional experience as key indicators for fulfilling procurement functional position formation within a regional government context. Implications: The findings provide empirical evidence to support policy formulation for systematic human resource capacity development to reduce competency gaps, improve personnel availability, and support accountable government procurement administration. Highlights: Formal Higher Education Pathways Are Encouraged to Meet Minimum Qualification Requirements for Procurement Personnel. Abstract

Penelitian ini bertujuan mendeskripsikan dan efektivitas program layanan Perpustakaan Daerah Sidoarjo dalam penyelenggaraan literasi masyarakat. Menggunakan metode deskriptif kualitatif dengan observasi, wawancara, dan dokumentasi. Analisis data menggunakan model Miles & Huberman. Hasil penelitian menunjukkan bahwa program-program tersebut efektif berdasarkan lima indikator Campbell (1989:121), yaitu: 1) Keberhasilan program, terlihat dari tercapainya target jumlah pengunjung dan terwujudnya budaya membaca di masyarakat. 2) Keberhasilan sasaran, keberhasilan pencapaian melalui inovasi perpustakaan keliling, sehingga layanan literasi sampai ke daerah yang sulit dijangkau. 3) Kepuasan terhadap program, tingkat kepuasan pengguna tergolong tinggi, meskipun terdapat kendala teknis pada aplikasi SIDIRA yang sedang dalam perbaikan. 4) Tingkat input dan output, menunjukkan optimalisasi SDM dan peningkatan partisipasi masyarakat. 5) Pencapaian tujuan menyeluruh, perpustakaan berhasil menjadi pusat informasi, pendidikan, dan penggerak literasi melalui inovasi seperti Wisata Literasi Virtual Reality ramah difabel dan perluasan jangkauan layanan. Kata Kunci: Efektivitas, Program Layanan Perpustakaan, Literasi Masyarakat, Perpustakaan Daerah Sidoarjo.

Abstract

Tujuan dari penelitian ini adalah untuk mengetahui bagaimana pelaksanaan program ketahanan pangan dan untuk mengetahui permasalahan-permasalahan pada program ketahanan pangan di Desa Permisan Kecamatan Jabon. Penelitian ini menggunakan metode kualitatif, dengan melakukan observasi, wawancara, dan dokumentasi. Hasil dari penelitian berdasarkan teori Implementasi yang dikemukakan oleh Edwards III menunjukkan bahwa : 1) Komunikasi, penyampaian informasi kepada para petani melalui kegiatan bimbingan teknis (BIMTEK) atau sosialisasi. 2) Sumber Daya, masih terdapat masalah dalam sumber daya manusianya dimana mayoritas petani sudah berusia lanjut sehingga pengetahuan dan pemahaman mereka terbatas. Pada ketersediaan sumber daya finansial dan sumber daya sarana dan prasarana tidak ada kendala signifikan. 3) Disposisi, belum bisa dikatakan berjalan dengan baik, hal ini bisa dilihat dari manfaat langsung dari program ketahanan pangan bagi masyarakat belum terlihat secara signifikan. Meskipun demikian, para petani bertanggung jawab atas tugas dan tupoksinya masing-masing. 4) Struktur Birokrasi, terdapat SOP yang jelas namun koordinasi antar stakeholder yang terlibat belum berjalan dengan baik.

Abstract

Objective: This study aims to analyze how the digital transformation of Family Card (KK) renewal services through the Digital Population Identity (IKD) application at the Sidoarjo Regency Population and Civil Registration Office is progressing, specifically in terms of technological readiness, human resource competencies, policy support, and community participation in utilizing digital services. Method: This study employs a qualitative descriptive approach with data collection techniques including interviews, observations, and documentation. Informants were selected using purposive sampling, involving Disdukcapil officials and members of the public who use the IKD. Data analysis was conducted using the Miles and Huberman model, referencing Vial’s (2019) digital transformation framework. Results: The findings indicate that the IKD service has successfully made the process of splitting family cards more practical, faster, and accessible from home. Infrastructure and human resources are sufficiently supportive, though minor challenges remain, such as limited devices, network disruptions, and an activation process that initially confused some members of the public. Service procedures have become more efficient compared to manual methods, although they still depend on system stability. Public participation has also increased, although it still requires stronger guidance and digital literacy. Novelty: The novelty of this research lies in its specific focus on IKD-based family registration services, using a comprehensive approach that integrates technological, human resource, organizational, and community aspects within a single framework of digital transformation, thereby providing new insights into the development of more adaptive and relevant digital public services.

Abstract

Collaborating between the public and education sectors, improving access to resources, and strengthening communities are the objectives of this research. A major focus of economic development studies has been community engagement in local economic development. This initiative strengthens social relations and economic growth. Data analysis was conducted through observation, interviews, literature review, and documentation. Primary data consists of information collected directly in the field through in-depth interviews with community informants and business owners. The results of the analysis show that community participation in the planning and evaluation stages is in the medium or good category. At the implementation and utilization stages, community participation is also very good. Residents of Binangun Hamlet in Plintahan experienced socioeconomic impacts. The village reduces poverty and unemployment by providing opportunities to work together, expand knowledge and insights, increase income, and create jobs through collaboration between residents

Abstract

This study examines the implementation of the Desa Sehat (Healthy Village) Program as a manifestation of the Sustainable Development Goals (SDGs) at the village level, focusing on Larangan Village, Candi District, Sidoarjo Regency. The Desa Sehat Program serves as a strategy to improve community welfare through basic health services, empowerment, and enhanced citizen participation. The study employs a descriptive qualitative approach with purposive sampling and data analysis using the Miles and Huberman model. The findings reveal that the program has been implemented fairly well, achieving an indicator score of 77.34%, including zero infant mortality and successful handling of drug abuse cases. However, challenges remain in expanding BPJS Health coverage, addressing unmet health service needs, and improving maternal health facilities. The analysis based on Edward III’s implementation theory indicates that communication, resources, implementer disposition, and bureaucratic structure play crucial roles in the program’s effectiveness. The policy implications highlight the need for local governments to strengthen cross-sector coordination, enhance human resource capacity, and utilize digital technology for health program monitoring. Furthermore, increasing community participation through health cadres and community-based education is recommended as a strategic effort to accelerate the achievement of the Desa Sehat and Sejahtera (Healthy and Prosperous Village) goals in alignment with the SDGs framework

Abstract

This study aims to analyze the effectiveness of the Non-Cash Food Assistance Program (BPNT) in improving the welfare of poor communities in Larangan Village, Candi Sub-district, Sidoarjo Regency. This research is important given the persistence of administrative problems and variations in the level of BPNT implementation success at the village level. The study employs a qualitative method with a descriptive approach. Data were collected through in-depth interviews, field observations, and documentation of BPNT program implementation. Program effectiveness was analyzed using Duncan’s effectiveness indicators as cited in Steers, namely goal attainment, integration, and adaptation. The findings indicate that the implementation of the BPNT Program in Larangan Village is moderately effective. In terms of goal attainment, the program is well targeted, as assistance is provided to poor households that genuinely need it, particularly vulnerable groups such as elderly people without stable income. In terms of integration, coordination and socialization among the village government, hamlet heads, neighborhood (RW), and community (RT) units run well, enabling program information to be evenly disseminated to the community. Meanwhile, in terms of adaptation, beneficiaries are able to adjust to the non-cash distribution system based on electronic cards, although administrative problems such as data discrepancies and delays in fund disbursement still occur. The novelty of this study lies in the application of Duncan’s effectiveness indicators in the context of village governance and in its empirical findings regarding administrative barriers that directly affect program effectiveness at the local level. This study provides practical implications for village governments and policymakers to strengthen data validation, enhance cross-actor coordination, and simplify administrative procedures in order to improve the effectiveness and sustainability of the BPNT Program.

Abstract

This research analyzes the implementation of Basic Education Data (DAPODIK) at SMA Negeri 1 Porong in the context of optimizing data, with a focus on the role of bureaucratic structure, availability of resources, and effectiveness of collaboration between parties. Using a qualitative approach with a case study method, data was collected through semi-structured interviews and documentation analysis. Data analysis uses George Edward III's theoretical framework, which highlights the importance of communication, resources, disposition and bureaucratic structure in the implementation of public policy. The findings show that a well-defined bureaucratic structure, with clear SOPs and effective coordination, supports the smooth implementation of DAPODIK. The availability of competent human resources is also an important factor. The main challenges are limited ICT infrastructure and the need to increase active participation from students and parents. This research underlines the importance of regular evaluation and adaptation of implementation strategies to ensure the effectiveness of DAPODIK in supporting and improving the quality of education.

Abstract

Penelitian ini bertujuan untuk mengkaji peran kepala desa dalam pengembangan desa wisata sebagai upaya peningkatan ekonomi di tingkat desa. Pendekatan yang digunakan dalam penelitian ini adalah kualitatif deskriptif, dengan instrumen penelitian yang meliputi observasi, wawancara terstruktur, serta peneliti sebagai instrumen utama. Teknik analisis data yang diterapkan mengacu pada model analisis Miles dan Huberman, yang mencakup reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa peran kepala desa dalam pengembangan desa wisata masih belum optimal. Hal ini disebabkan oleh rendahnya kesadaran masyarakat dan pola pikir yang terbatas mengenai potensi ekonomi desa wisata. Kepala desa berperan sebagai motivator, fasilitator, mobilisator, dan mediator, yang mempengaruhi proses pembangunan desa wisata. Beberapa faktor yang mempengaruhi efektivitas peran kepala desa antara lain rendahnya kualitas sumber daya manusia (SDM) masyarakat, keterbatasan peraturan terkait alokasi dana desa, serta persoalan kepemilikan lahan wisata yang bersifat pribadi. Temuan ini memberikan gambaran penting tentang tantangan yang dihadapi dalam pengembangan desa wisata dan perlunya kolaborasi yang lebih kuat antara pemerintah desa dan masyarakat.This study aims to examine the role of the village head in developing tourist villages as a means of economic development at the village level. The research employs a descriptive qualitative approach, with research instruments including observation, structured interviews, and the researcher as the primary instrument. Data analysis techniques follow the Miles and Huberman model, which involves data reduction, data presentation, and drawing conclusions. The findings indicate that the role of the village head in tourism village development has not yet been optimal. This is due to the low awareness and limited mindset of the community regarding the economic potential of tourism villages. The village head plays the role of a motivator, facilitator, mobilizer, and mediator, influencing the tourism village development process. Several factors affecting the effectiveness of the village head's role include the low quality of human resources (HR) in the community, the limitations of regulations on the allocation of village funds, and the issue of privately owned tourism land. These findings highlight the challenges faced in tourism village development and the need for stronger collaboration between the village government and the community.
