Abstract

Penelitian ini bertujuan untuk mengidentifikasi potensi mitigasi kebakaran lahan Gambut di Desa Rimbo Panjang, Kecamatan Tambang, Kabupaten Kampar, yang memiliki ekosistem gambut dengan kerentanan tinggi. Indonesia, sebagai negara yang rentan terhadap bencana ekologis, menghadapi ancaman signifikan dari kebakaran lahan gambut, dan degradasi ekosistem gambut. Metode yang digunakan mencakup pengukuran tinggi muka air tanah (TMA), kelembaban, dan pertalasi untuk menganalisis potensi kebakaran. Hasil menunjukkan adanya hubungan linier yang signifikan antara kelembaban dan pertalasi, serta antara TMA dan kelembaban tanah. Analisis menunjukkan bahwa kondisi TMA di bawah 40 cm dianggap aman dari kebakaran. Temuan ini memberikan wawasan penting untuk pengelolaan sumber daya alam dan strategi mitigasi kebakaran yang berkelanjutan. Penelitian ini menyarankan perlunya pendekatan berbasis komunitas dan pemantauan kelembaban secara berkelanjutan untuk meningkatkan resiliensi lokal terhadap risiko kebakaran.

Abstract

Sustainable peatland management requires a governance framework that can address institutional fragmentation and cross-sectoral tensions, particularly in ecologically sensitive and economically strategic coastal peatlands. Riau Province, as one of the regions with the largest coastal peatlands in Indonesia, represents the complexity of such governance due to overlapping authorities, conflicting land use interests, and pressures from natural resource-based develop-ment. This article examines the challenges of Riau's coastal peatland governance through the lens of governance frameworks and institutional analysis, with the aim of conceptualizing a shift from sectoral management to an integrated governance model. The study adopts a qualitative approach based on policy and institutional analysis, utilizing the concepts of multi-level governance, institutional interplay, and policy coherence to assess how the configuration of actors, rules, and power relations shapes peat management practices at the national and regional levels. Analytical findings indicate that governance fragmentation—reflected in inconsistent regulations, overlapping institutional mandates, and weak vertical and horizontal coordination—is a major obstacle to the sustainability of Riau's coastal peat ecosystem. This article argues that the failure of peatland governance in Riau is not merely technical-ecological in nature, but rather rooted in institutional design and the political dynamics of policy.

Abstract

The Sustainable Development Goals (SDGs) are a concept that has been agreed upon and committed to by the global community to be implemented by countries around the world, to be achieved by 2030 at the latest. The Indonesian government has ratified this agreement by issuing Presidential Regulation No. 111 of 2022 and drafting the 2025–2029 SDGs National Action Plan, which emphasises strategic coordination, integrated monitoring, and financing innovation. These regulations are followed up at the subnational level by both provincial and district/city governments, down to the village/sub-district level. At the provincial level, Riau has launched the Riau Hijau (Green Riau) Programme through Riau Governor Regulation No. 9 of 2021, which serves as a guideline for environmentally-friendly development in Riau Province. This regulation supports the reduction of greenhouse gas emissions and the improvement of environmental quality. At the Siak Regency Government level, the Siak Hijau (Green Siak) Programme has been issued through Regional Regulation No. 4 of 2022, which serves as the legal basis for the implementation of environmentally-based sustainable development in Siak Regency. This regional regulation establishes strategies, policies, and mechanisms for implementing Siak as a Green Regency. As an implementation and strategy of the Siak Regency Government in accelerating the implementation of the Siak Green Programme to achieve the Sustainable Development Goals (SDGs), the Siak Regency Government has established a Green Siak Task Force
