Abstract

Village funds remain the primary driving force in village development in Kediri, as 44.93% of village revenue in Kediri Regency comes from village funds. However, there are still obstacles in the implementation of the village fund policy in Kediri Regency, which could potentially affect the achievement of policy objectives. In response to this situation, this study aims to analyze the factors influencing the implementation of the village fund policy in Kediri Regency. Referring to Edwards III's Direct and Indirect Impact on Implementation Model and using quantitative methods, it was found that Resources, Attitude, and Bureaucratic Structure have a significant influence on the implementation of village fund policy in Kediri Regency. In contrast, Communication does not have a significant influence. Meanwhile, when the four variables were tested together, the results showed that Communication, Resources, Attitude, and Bureaucratic Structure have a significant influence on the implementation of village fund policy in Kediri Regency, simultaneously. This study recommends that the government prioritise attention to the quality of Standard Operating Procedures, the distribution of roles among implementers, the consistency of implementers' perspectives and attitudes, the quality of human resources, and the provision of adequate authority and facilities.

Abstract

This community service aims to increase sales and product promotion through efforts to improve public speaking and copywriting skills for business actors. The target of this community service activity is business actors who are members and are fostered by the Integrated Business Service Center for Cooperatives and UMKM (PLUT-KUMKM) in Batu City, East Java. For this reason, the Department of Public Administration of Airlangga University will partner with the Integrated Business Service Center for Cooperatives and UMKM (PLUT KUMKM) in Batu City, East Java to hold a community service program at the location. Community service activities will provide public speaking and copywriting training for business actors who are members of the PLUT-KUMKM in Batu City. Activities will be carried out through three main stages: preparation, implementation, and evaluation. The preparation stage involves collecting and compiling relevant political and civil literacy materials. Furthermore, the implementation stage will involve counseling, workshops, and group discussions to provide in-depth understanding to business actors. The evaluation stage will be carried out to measure the effectiveness of the program and obtain feedback from participants. This activity is expected to provide a fundamental contribution to increasing sales, promotions, marketing coverage areas and the quality of MSME products. Through this community service activity, it is hoped that business actors in the PLUT KUMKM Batu City will become more aware of how public speaking and copy writing in a business product will compete in a dynamic environment by utilizing digital technology.

Abstract

Micro, Small, and Medium Enterprises (MSMEs) play a vital role in economic growth, job creation, and innovation, both in Indonesia and in other countries such as India. Although MSMEs make a significant contribution to industrial output and employment, this sector still faces challenges such as limited financing, technology adoption, and market access. The government is trying to overcome these obstacles through funding, incentives, and regulatory simplification. Indonesia is recorded as the country with the largest number of MSMEs in ASEAN, with significant contributions to GDP and national workforce absorption. This study highlights efforts to strengthen MSMEs in Banyuwangi Regency through the "MSME Naik Kelas" program. With an economic structure that is still dominated by micro businesses, Banyuwangi focuses on strengthening access to capital, training, digitalization, and market expansion. This study uses a qualitative approach with literature study and case study methods. The policy implementation approach refers to the Edward III model which includes transmission, clarity, and consistency. The Banyuwangi government implements programs such as "Warung Naik Kelas (WeNak)" and "Jagoan Banyuwangi" to accelerate the development of MSMEs. The findings show that the effectiveness of communication, clarity of instructions, and consistency of implementation greatly determine the success of MSME transformation. In addition, support from regional regulations and a continuous monitoring system strengthen the effectiveness of the program. In conclusion, the success of MSME development in Banyuwangi does not only depend on the right policies, but also on adaptive communication strategies and the active involvement of business actors. This comprehensive support allows MSMEs to increase their competitiveness and contribute more to the regional economy

Abstract

This study evaluates the fulfillment of Minimum Service Standards (SPM) in basic education in Lumajang Regency. Using the Human Capital Theory approach, it analyzes how government budget allocation impacts education quality. The findings indicate that despite significant budget allocations, challenges persist in meeting minimum service targets, particularly in equality education. In-depth interviews with Education Office officials reveal several obstacles, including limited resources, inadequate facilities, and low public awareness of equality education. The study highlights that although the Lumajang Regency government has allocated substantial funds for education, disparities remain in service achievements. The budget distribution prioritizes primary and secondary education, while non-formal education, particularly equality education, receives less attention. As a result, the achievement rate for equality education remains significantly lower compared to other educational sectors. To address these issues, this study recommends a more holistic and integrated strategy. Key suggestions include enhancing public awareness campaigns, optimizing non-APBD funding sources such as Corporate Social Responsibility (CSR) initiatives and village funds, and leveraging technology to improve educational accessibility and quality. Additionally, teacher training programs and better infrastructure investments are essential to enhance educational outcomes. A systematic evaluation and monitoring framework, supported by technology and independent institutions, is necessary to track progress and ensure policy effectiveness. By implementing these strategies, the Lumajang Regency government can improve education service standards, reduce disparities, and foster sustainable human resource development.

Abstract

Many large-scale development projects, including Indonesia’s new capital relocation, face challenges in ensuring inclusive and participatory governance. The development of Nusantara Capital City (IKN) has been marked by limited public consultation, rapid policy formulation, and marginalization of local communities, leading to recurring resistance at various levels. These issues threaten the achievement of SDG 11 (Sustainable Cities and Communities) and SDG 16 (Peace, Justice, and Strong Institutions), both of which emphasize inclusive and transparent governance. This study explores co-production as a governance approach to enhance citizen engagement in the context of IKN’s development. Employing a qualitative literature review, it examines how co-production is conceptualized and practiced in the planning of IKN. The findings indicate that while co-production is recognized in official discourse, its implementation remains limited and fragmented. Key barriers include weak legal frameworks, lack of institutional mechanisms, and absence of a formal oversight body. Strengthening co-production is crucial for ensuring transparency, inclusivity, and accountability in IKN’s governance. The study proposes a comprehensive framework involving legal reforms, institutionalization of participatory mechanisms, and enhanced accountability tools. These efforts are vital to transform IKN from a top-down megaproject into a model of inclusive urban governance.

Abstract

This research purpose in an effort to understand how inclusive governance could address the on going socio political conflict in South Sudan, this paper draws parallels from the Aceh peace process in Indonesia. Utilizing document review as the research method, the study analyzes peace agreements, government reports, and academic literature to identify key governance strategies that contributed to the stability and reconciliation in Aceh. Framed within the theoretical framework of inclusive governance, the paper highlights the role of power-sharing, local autonomy, and the participation of diverse stakeholders. This study contributes to the literature by offering a contextualized application of inclusive governance to South Sudan’s complex political landscape, providing recommendations for sustainable peace building efforts.

Abstract

The postcolonial African state has frequently been conceptualised as an artificial construction. Ethnic inequality remains a critical yet underexplored structural determinant of governance failure in multi-ethnic states. This study explores how ethnic inequality contributes to governance crises in ethnically diverse states, focusing on Nigeria and South Sudan. This study was guided by the research question of whether ethnic inequality contributes to governance crises in Nigeria and South Sudan, and what lessons can be drawn for fragile states globally. It employs a qualitative comparative analysis to identify institutionalized and informal ethnic exclusion, revealing that Nigeria’s formal mechanisms for ethnic inclusion are undermined by elite capture and clientelism, leading to governance dysfunction. In contrast, South Sudan’s governance is dominated by informal ethnic militarism, resulting in state collapse. This study contributes new empirical and theoretical insights by linking ethnic inequality directly to the governance breakdown in fragile African states, offering lessons applicable to other divided societies.

Abstract

The village government is expected to be able to have a significant influence on development in various fields. However, this interest often hinders village governance implementation due to the insufficient institutional capacity of the village. This situation can have far-reaching effects on socio-economic issues within the community. Therefore, institutional capacity and the development of c0-production for village governments and communities are key elements in addressing issues in the village. In the governance management process, Margomulyo village officials still require development in various aspects, including governance knowledge and adopting information technology in bureaucracy. This community service activity provides training and mentoring to Margomulyo village government officials to enhance their capacity. The method employed in this activity involves delivering lectures, providing modules, and offering follow-up mentoring. The outcomes of this community service include an improvement in the knowledge of village officials regarding capacity building and co-production, as evidenced by post-test scores, as well as the enhancement of the village website and the prototype of the Saminku application.

Abstract

Inclusive development encompasses social, environmental, and current generational development (Gupta et al., 2015). In this effort, all community groups must be actively involved, including youth within Indigenous communities. The Samin community is an Indigenous group whose principles support inclusive development. However, the role of youth in this context remains underexplored and requires further investigation. Therefore, this qualitative study aims to examine the role of youth in promoting inclusive development within the Samin Indigenous community. Data were collected through observation, in-depth interviews, and focus group discussions (FGDs). The findings revealed that youth participation in inclusive development remains limited. Consequently, strategic measures are needed to raise awareness among elders to involve youth, the presence of the Samin Cultural Gallery as a learning resource, and expanded networks to strengthen governance and tourism management, which positively affects the local economy
