Abstract

Elderly people are those who have reached the age of sixty years and above. Based on data from the Central Statistics Agency (BPS) in 2021, the number of elderly in Indonesia is 29.3 million, which makes up to 10.82 percent of the total population. This number will continue to increase, leading to one of the world's most emerging problems, namely aging society. The issue of elderly people is an issue that must be paid attention to. Facts show that many elderly still have to work to meet their living needs. The increasing need for formal elder care provisions puts intensive pressure on providing elderly services and paying attention to social protection systems and service delivery in government-owned nursing homes. This research presents and develops what policy instruments are used in effective nursing home management in East Java. Using qualitative observation and in-depth interviews, this research aims to determine what instruments the Provincial Government uses to manage nursing homes in East Java and what policy instruments can be developed to effectively manage nursing homes in East Java, Indonesia. This research finds that the sort of policy instruments employed by the Government to manage nursing homes effectively encompass family and community, voluntary organization, regulations, information and appeal, and subsidies—next is the development of policy instruments that should be carried out in a public enterprise.

Abstract

This community service activity aims to increase the political and civil literacy of novice voters in preparation for the 2024 Simultaneous Elections in Indonesia. The targets of this community service activity are school students or youth who are at least 17 years old in the year the 2024 Simultaneous Election will be held. Youth were chosen as the main target because they are a group with a large proportion in the 2024 election contestation which will determine the future of democracy. As new voters, they need preparation and a deep understanding of how to participate in the political process effectively to determine the direction and policies of government. For this reason, the Public Administration Department of Universitas Airlangga will partner with the East Java Provincial Education Office which will later provide guidance to the SMAN 1 Giri, Banyuwangi Regency to hold a community service program at the school. Community service activities will involve understanding the political system, democratic processes, political issues, and the importance of active political participation. Activities will be carried out through three main stages: preparation, implementation and evaluation. The preparatory stage involves collecting and compiling relevant political and civic literacy materials. Next, the implementation stage will involve counseling, workshops and group discussions to provide in-depth understanding to novice voters. The evaluation stage will be carried out to measure the effectiveness of the program and obtain feedback from participants. It is hoped that this activity will provide a fundamental contribution in increasing the political and civil literacy of novice voters. With a better understanding of the political system, first-time voters will be able to make good political decisions, participate actively in the political process, and critically evaluate the information they receive.

Abstract

Abstract After the conclusion of the National Program for Community Empowerment in 2015, Tuban Regency took the initiative to establish Regent Regulation Number 27 of 2018 to manage the remaining assets, including revolving funds. This research aims to describe and analyze the sustainability strategies for managing the revolving funds from the National Program for Community Empowerment in Rural Areas (PNPM-MPd) in Tuban Regency. The focus is on the sustainability theory by Aras & Crowther (2008), encompassing societal influence, environmental impact, organizational culture, and finance. This qualitative descriptive study involved 12 informants. Findings indicate that Rengel and Semanding Sub-districts successfully implemented societal influence through strategies like collateral-free capital access, social funds, and the leadership of group leaders. Environmental impact was addressed through financing strategies for farmers and agreements to defer payments during crop failures. Financial aspects were evident in the increased assets of BUMDesma, innovative strategies by BUMDesma administrators, and transparency and accountability in revolving fund management. However, the organizational culture aspect was not optimally implemented due to a lack of coordination and synergy between regional device organizations (OPD) or the district guidance team, and passive and subjective village leadership.  Keywords: continuity; community empowerment; BUMDes Together     Abstrak  Setelah berakhirnya Program Nasional Pemberdayaan Masyarakat pada tahun 2015, Kabupaten Tuban berinisiatif menetapkan Peraturan Bupati Tuban Nomor 27 Tahun 2018 untuk mengelola aset-aset yang ditinggalkan, termasuk dana bergulir. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis strategi keberlanjutan pengelolaan dana bergulir eks Program Nasional Pemberdayaan Masyarakat Mandiri-Perdesaan (PNPM-MPd) di Kabupaten Tuban, dengan berfokus pada teori sustainability oleh Aras & Crowther (2008) yang mencakup aspek societal influence, environmental impact, organisational culture, dan finance. Penelitian ini menggunakan metode deskriptif kualitatif dan melibatkan 12 informan. Temuan menunjukkan bahwa Kecamatan Rengel dan Semanding telah berhasil menerapkan aspek societal influence melalui strategi akses permodalan tanpa agunan, dana sosial, dan ketokohan ketua kelompok. Aspek environmental impact diwujudkan melalui strategi permodalan bagi petani dan kesepakatan penangguhan pembayaran saat gagal panen. Aspek finance ditunjukkan melalui peningkatan aset BUMDesma, strategi inovatif pengurus BUMDesma, serta transparansi dan akuntabilitas dalam pengelolaan dana bergulir. Namun, aspek organisational culture masih belum diterapkan secara optimal, karena tidak adanya koordinasi dan sinergi antar Organisasi Perangkat Daerah (OPD) atau tim pembina kabupaten dan kepemimpinan kepala desa yang pasif dan subjektif. Abstract

Abstract The advancement of Information and Communication Technology (ICT) has revolutionized numerous aspects of life, including urban management, through the adoption of the smart city paradigm. A key initiative within this paradigm is the implementation of a Smart Parking System (SPS), where cashless parking payments play a pivotal role. In 2024, the city of Surabaya introduced a cashless payment system for on-street parking (TJU) as mandated by the Mayor of Surabaya. This study explores and analyzes the development and implementation of the SPS within the framework of TJU parking management policies. A qualitative research method was employed, integrating secondary data analysis, in-depth interviews, and field observations. The analytical framework is based on Weerakkody et al.'s (2011) model, which identifies four critical factors for e-government implementation: political, technological, organizational, and social dimensions. The findings indicate that the cashless parking payment policy has encountered significant implementation challenges. Politically, government support prioritizes fiscal considerations over digital reform in parking management, and communication among stakeholders has been ineffective. Technologically, the integration of the cashless system remains incomplete. Organizationally, the responsibility for transitioning to a cashless system lies with the UPTD Parking Unit of the Surabaya Transportation Agency, which is already burdened with multiple duties, thereby affecting its performance. Socially, the digital divide presents challenges, and public safety concerns arise regarding potential crimes during cashless transactions in on-street parking areas. Moreover, public awareness of the advantages of cashless parking remains low, and the lack of accountability in cash-based transactions has further hindered the acceptance and development of SPS in Surabaya. Keywords: Smart Parking System; Cashless Parking Payment; E-Government; Policy Implementation; Surabaya City Abstrak Perkembangan TIK merubah berbagai aspek kehidupan termasuk tata kelola kota dengan paradigma smart city. Salah satu inisiatif smart city adalah penerapan smart parking system (SPS) dimana aspek pembayaran parkir menjadi komponen penting di dalamnya. Pada tahun 2024, Kota Surabaya menerapkan sistem pembayaran parkir non-tunai di kawasan parkir tepi jalan umum (TJU) berdasarkan instruksi Wali Kota Surabaya. Penelitian ini bertujuan untuk mengetahui dan menganalisis penerapan pengembangan SPS dalam kebijakan tata kelola perparkiran TJU. Penelitian ini menggunakan metode kualitatif yang mengombinasikan eksplorasi data sekunder, wawancara mendalam, dan pengamatan. Teori yang digunakan diadaptasi dari Weerakkody dkk (2011) yang melihat empat faktor kunci implementasi e-government: politik, teknologi, organisasi, dan sosial. Hasil analisis menunjukkan implementasi kebijakan pembayaran parkir non-tunai tidak berhasil dilaksanakan. Secara politik, dukungan pemerintah didasarkan alasan fiskal, bukan reformasi tata kelola parkir berbasis digital. Komunikasi efektif antar stakeholder juga gagal dilakukan. Dari sisi teknologi, integrasi sistem pembayaran parkir non-tunai belum dibangun. Secara organisasi, pelimpahan tanggungjawab transisi sistem pembayaran parkir terletak pada UPTD Parkir Dinas Perhubungan Kota Surabaya. Padahal UPTD Parkir memiliki banyak tupoksi lain sehingga membuat kinerja organisasi menjadi tidak optimal. Secara sosial, isu digital divide perlu mendapatkan perhatian. Selain itu, potensi kejahatan di tepi jalan umum saat melakukan transaksi juga muncul sebagai kekhawatiran masyarakat. Awareness masyarakat terkait manfaat pembayaran parkir non-tunai perlu ditingkatkan. Selain itu, faktor rendahnya akuntabilitas dari pembayaran parkir tunai juga menimbulkan resistensi terhadap pengembangan SPS di Kota Surabaya. Abstract

Dalam era modern ini, kebijakan publik yang mendorong inklusi sosial telah menjadi perhatian penting bagi banyak negara dan pemerintahan daerah. Upaya untuk mengurangi kesenjangan sosial dan memastikan keadilan bagi semua warganya menjadi fokus utama dalam pembentukan kebijakan ini. Melalui langkah-langkah konkret dan strategis, kebijakan publik dapat berperan sebagai penggerak dalam menciptakan masyarakat yang inklusif, di mana setiap individu memiliki kesempatan yang sama untuk berpartisipasi dan mendapatkan manfaat dari pembangunan. Penelitian ini bertujuan untuk mengevaluasi implementasi kebijakan publik berupa Bantuan Pangan Non Tunai (BPNT) di Kelurahan Bendulmerisi, Kecamatan Wonocolo, Kota Surabaya dalam mendorong inklusi sosial. Metode yang digunakan dalam penelitian ini adalah deskriptif dengan pendekatan kualitatif, serta menggunakan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa implementasi kebijakan BPNT telah memberikan dampak positif dalam meningkatkan inklusi sosial di Kelurahan Bendulmerisi. Namun terdapat aspek yang perlu di evaluasi yakni pendataan warga yang berhak menerima bantuan dan sosialisasi yang lebih efektif mengenai penggunaan KPM.

Abstract

The dynamics of modernisation and globalisation threaten the preservation of local traditions and cultural identity of local communities which include challenges to maintain traditional cultural values and practices amidst social, economic, and cultural changes caused by modernisation and global influences. The results show that the uniqueness of local culture, celebrations, and traditional festivals in Jalan Tunjungan which are maintained through the active role of local residents become an important pillar in maintaining tradition and cultural heritage in Tunjungan area, while strengthening its identity as an urban cultural heritage site in the midst of modernisationiterature study and interview which then analysed by contextual interpretation and data triangulation. The results show that the uniqueness of local culture, celebrations, and traditional festivals in Jalan Tunjungan which are maintained through the active role of local residents become an important pillar in maintaining tradition and cultural heritage in Tunjungan area, while strengthening its identity as an urban cultural heritage site in the midst of modernisation.

Abstract

This study aims to analyze stakeholders in forest resource management in Tugusari Village, Bangsalsari District, Jember Regency. This research is motivated by the drastic reduction of critical land in Jember Regency, or in other words, there is success in forest conservation. In answering the problem formulation using Overseas Development Administration theory to identify stakeholders. Meanwhile, for the categorization and interrelation of stakeholders using Reed's theory. This study uses descriptive qualitative method. The results of this study have identified primary, secondary and key stakeholders. The primary stakeholders were LMDH Wana Makmur and the Tugusari Village Government. Secondary stakeholders are PWH Unit VII Bondowoso Jember working area. The key stakeholder is the public company Perhutani KPH Jember. Meanwhile, the stakeholder category consists of key players, contact setters, subjects and crowd. The key category is the public company Perhutani KPH Jember. The contract setters, namely the Village Government. Subjects were LMDH Wana Makmur and Crowd, namely UPT PWH VII Bondowoso, Jember working area. While, the interrelation between LMDH Wana Makmur stakeholders and the public company Perhutani KPH Jember went good because they often held coordination meetings and collaborative involvement

Abstract

Abstract This study aims to clarify the adverse effects stemming from the absence of Good Environmental Governance (GEG) practices. This investigation employed a methodical approach to review the literature, focusing on nine research articles selected using the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) framework. GEG, as a transformative mechanism, holds significant potential for mitigating the effects of global warming. However, in various regions worldwide, numerous individuals continue to struggle with the effective implementation of GEG. Forests represent the areas most adversely affected by the absence of GEG implementation. Numerous environmental challenges persist, including issues related to air quality, water standards, urban waste management, transportation systems, land use, deforestation, and shifts in climate patterns. The absence of GEG implementation manifests in adverse trends such as diminished rule of law, weakened institutional capacity, insufficient community engagement, and a lack of transparency and accountability. This study aspires to serve as a reference for governments in the pressing need to implement GEG, aiming to construct a more sustainable environmental framework that mitigates the effects of global warming. Abstract

Cases of underage marriage have continued to increase, supported by religious law, and accepted by Indonesian Muslims. To analyze this phenomenon, this study is an empirical legal study using a qualitative descriptive approach. The data was obtained through observation, interviews, and a search for religious texts/arguments. The analysis was constructed to explain the relationship between the practice of early marriage and the use of the texts of the Qur'an and Hadith as the main sources in Islamic law. It shows that this exegetical approach has helped perpetuate the practice of underage marriage, as it not only promotes a partial and purely textual understanding of Islam's teachings regarding marriage but is also easily manipulated to promote certain views, as a form of religious manipulation of underage marriages. As a result, marriage is taught and understood from a purely doctrinal perspective, without considering the health and well-being of the married couple. Instead, this study recommends using an integrated approach that continuously strives to prevent the underage marriage, one capable of obtaining a comprehensive understanding that recognizes the interests of all stakeholders including underage couples. Only then can a comprehensive understanding of religious teachings and experiences be obtained

Abstract

The development of rural tourism in rural areas deserves attention due to its various advantage. In the Nganjuk Regency there is rural village destination which has received various awards, namely the Wisata Tani Betet. This study aims to describe the identification of stakeholders and the role of stakeholders in the development of Wisata Tani Betet. The research method is descriptive qualitative with data collection techniques of interviews using purposive techniques and supporting informants using snowball techniques, field observations and documentation studies. The theory used is based on stakeholder classification which includes primary, key and secondary stakeholders and stakeholder roles which includes policy creators, coordinators, facilitators, implementers and accelerator. In addition to describing the stakeholder role identified based on the Tourism Area Life Cycle (TALC) stages which is includes the exploration stage, the involvement stage, the development stage, the consolidation stage, the stagnation stage and the decline stage. The results show that Wisata Tani Betet has gone through 3 stages of the Tourism Area Life Cycle (TALC), which is the exploration stage, the involvement stage and the development stage. At each of these stages, stakeholders have carried out their respective roles, beside that local leadership and social capital owned by the Betet Village Government and Pokdarwis Regul, are factors that accelerate the development of tourism destinations. On the other hand, the lack of funding and the competencies of human resources is a barrier for tourism destinations to reach the next stage.
