Abstract

The digital revolution transforms public administration, notably service delivery efficiency and accountability. According to this study, the digital tools and platforms used by governments worldwide impact public service delivery efficiency and accountability. This study examines how digital technologies like e-governance and data analytics influence public sector operations and how organisational culture and leadership might offset these effects. A mixed-approaches design employing qualitative and quantitative methods achieved research aims. Semi-structured interviews and focus groups with public sector workers and others produced qualitative data, while surveys and secondary data analysis acquired quantitative data. Thematic analysis was done in NVivo for qualitative data, while descriptive statistics, correlation, and regression were done in SPSS for quantitative data. Quantitative analysis indicates that digital transformation strongly impacts service delivery efficiency (R² = 0.42, F (3, 246) = 15.67, p < 0.001) and accountability (R² = 0.36, F (3, 246) = 12.29, p < 0.001). Significant predictors of service delivery efficiency and accountability include digital transformation (β = 0.45, p < 0.001), organisational culture (β = 0.35, p < 0.01), and leadership (β = 0.32, p < 0.05). Qualitative studies revealed that automation, real-time data sharing, transparency, and public involvement improve efficiency and accountability. This research found that digital transformation boosts public administration efficiency and accountability. Implementation needs a supportive workplace and good leadership. This study argues that governments should encourage digital adoption, address data privacy concerns, and close the digital divide to provide inclusive and equitable digital services.

Abstract

This study aims to explore the influence of social media on the formation of students' self-identity and interpersonal skills. In a social context, social media offers opportunities for students to express themselves and network, but it also brings challenges such as social pressure and a decline in face-to-face interaction. This study was conducted with a descriptive qualitative approach in State Islamic universities, using interview, observation, and documentation techniques to collect data. The results show that social media allows students to form digital identities through tailored content, but it often raises unrealistic social expectations. In addition, reliance on social media reduces the intensity and quality of face-to-face interactions, which impacts interpersonal skills such as empathy and listening. This research makes an important contribution to understanding the dynamics of social media in the socio-cultural context of Indonesia, but it has limitations in population coverage. These findings are expected to serve as a basis for further research and the development of more thoughtful social media use strategies.

Abstract

This study analyses the challenges associated with incorporating Information and Communication Technologies (ICTs) into secondary education in Pakistan, with a particular emphasis on the city of Lahore. This aims to highlight the primary challenges faced at the institutional, teacher, and student levels, as well as the potential components that might assist in overcoming these challenges. The research uses a sequential mixed-method technique, in which the interview material is exposed to qualitative analysis, and the survey data are reviewed statistically. The results indicate that participants generally have a favourable view regarding incorporating information and communication technologies (ICTs) into the learning process. However, even though administrators and Information and Communication Technology coordinators are aware of several challenges and potential elements that might facilitate the incorporation of ICT, there is a need for additional viewpoints to be shared between staff and students about particular difficulties. The study outlines the problems and the topics of dispute about the obstacles that stand in the way of integrating ICT.

Abstract

Combining online and physical education transformed Pakistan's higher education. This study compares educational methods' pros and cons. This study investigates Pakistani higher education institutions' instructional modes' performance, student choice, and challenges. Good mixed-methods study used quantitative and qualitative data. This extensive survey comprised 500 Pakistani public and private college students. Students, instructors, and administrators were carefully questioned to confirm the results. Theme analysis examined qualitative data, whereas descriptive statistics, t-tests, and regression analysis examined quantitative data. According to data, many students choose online education for its flexibility and convenience. Student engagement and success are lower in online education than in physical education. Physical education is superior to high-quality education despite logistical restrictions due to active involvement and controlled learning conditions. Technology, the digital divide, accessibility, and packed classrooms affect online and physical education. The paper recommends separate online and physical education for Pakistani higher education students. A hybrid paradigm combining both modalities' capabilities is proposed. These results show policymakers and educators require technical infrastructure, digital literacy, and inclusive education. All Pakistani children need these programs for a fair and practical education.

Abstract

This research focuses on the legal, philosophical, and human rights analysis of the application of caning sanctions in prostitution crimes as regulated in Aceh Qanun Number 06 of 2014. The study is directed to examine the legal legitimacy, social effectiveness, and normative tensions between sharia norms and human rights principles in the context of Aceh's special autonomy. The research method used is a normative legal approach, with a review of legislation, legal doctrine, and academic literature. The analysis was conducted qualitatively through content analysis methods to assess the consistency, relevance, and consequences of the application of caning sanctions. The results show that caning sanctions in Aceh have strong legal legitimacy through the constitution, UUPA, and Qanun Jinayat, and are based on philosophical values of justice, welfare, and deterrent effects. However, its effectiveness in suppressing prostitution practices is still limited due to more dominant socio-economic factors. From a human rights perspective, caning creates normative tensions because it has the potential to violate the principle of prohibition of torture and treatment that degrades human dignity. The implications of this research emphasize the importance of reformulating Aceh's criminal justice policy to be more adaptive to human rights criticisms without neglecting the legitimacy of sharia. This effort can be achieved through regulatory evaluation, strengthening empirical indicators of deterrent effects, and exploring more humane alternatives to sharia-based punishment.

Abstract

The lack of harmonization in halal tourism regulations in Indonesia, Pakistan, and Nigeria has led to differences in standards, weak legal certainty, and inconsistent services that hinder the development of halal destinations. This study aims to analyse and compare the regulatory frameworks of halal tourism in Indonesia, Pakistan, and Nigeria, highlighting the differences in legal systems, institutional capacity, and their implications for the consistency of services and the development of the halal tourism industry. This research employs a qualitative method with a literature study approach, examining laws, government policies, institutional documents, and academic literature related to halal regulations. Data were analysed using content analysis techniques and comparative analysis to identify patterns of similarities, differences, and regulatory effectiveness across the three countries. The results of the study indicate that Indonesia has a more standardised halal regulatory framework, established through formal institutions such as BPJPH and MUI. In contrast, Pakistan adopts a market-driven approach due to the absence of formal regulations governing the halal tourism sector. Nigeria has fragmented rules due to its federal structure and dual legal system, resulting in varying standards of halal service across regions. The findings of this literature show that the legal system and the governance capacity of each country greatly influence the effectiveness of regulations. This research provides an understanding of the relationship between legal configuration and the efficacy of halal governance, offering a basis for regulatory harmonisation that strengthens the competitiveness of halal destinations. This study makes a new contribution by presenting a comprehensive comparative legal analysis of halal tourism regulations in three countries with distinct legal system characteristics, which have not been extensively discussed in previous studies.
