Abstract

Land conflicts are complex issues that frequently occur in various regions in Indonesia and impact the social, economic, and political stability of communities. Local governments play a crucial role in resolving land conflicts because they are closest to the community and have authority over regional management. This study aims to analyze the role of local governments in resolving land conflicts and identify obstacles encountered in their implementation. The research method used is a qualitative approach, collecting data through interviews, searching for relevant literature, and documenting relevant parties. The results indicate that local governments play a role in providing preventive and repressive legal protection in resolving land conflicts. However, this role is not yet optimal due to obstacles such as a lack of good faith from each party and the continued refusal of parties to implement peace agreements. Strengthening institutional capacity and increasing synergy between parties is needed to create a just, transparent, and sustainable resolution of land conflicts.

Political participation is an important indicator in assessing the quality of democracy, so the KPU's role as an election organizer is very strategic in encouraging public involvement. The research method used is normative legal research with a legislative approach and a conceptual approach, and supported by relevant empirical data. The results show that the KPU has several main functions, namely regulatory, educational, and facilitative functions in increasing political participation. Efforts made include election socialization, voter education, and providing inclusive access for all levels of society. However, there are various obstacles such as low levels of public political education, limited access to information in certain areas, and socio-cultural factors that influence the level of participation. In conclusion, the KPU's function in increasing political participation in the 2024 North Toraja Pilkada has been implemented, but not optimally. More innovative and collaborative strategies are needed to increase public awareness and involvement in the democratic process.

Abstract

Legal protection for doctors in opening midical records. This study aims to analyze the legal protection provided to physicians in disclosing medical records and the limitations governing this practice. Medical records are confidential documents protected by law, but under certain circumstances they may be disclosed for legal, health, or other purposes as regulated by statutory regulations. The research method used is normative legal research with a statutory and conceptual approach. The results indicate that physicians have an obligation to maintain the confidentiality of patient medical records, but also have the right to disclose medical records under certain circumstances, such as with patient consent, a statutory order, or a request from law enforcement. Legal protection is provided to physicians as long as the disclosure of medical records is carried out in accordance with applicable legal procedures and provisions. Furthermore, physicians cannot be held legally liable if the disclosure of medical records is carried out in good faith and for legitimate purposes. In conclusion, legal protection for physicians in disclosing medical records depends on compliance with applicable legal provisions and the principles of confidentiality and professionalism. Therefore, medical personnel need to have a good understanding of the limitations and procedures for disclosing medical records to avoid legal risks.

Abstract

High population growth is one of the development challenges that requires control efforts through effective and sustainable Family Planning (FP) programs. In Rindingallo District, the implementation of family planning services still faces various obstacles, such as limited access to information, low community participation, and suboptimal data collection and monitoring of family planning participants. This study aims to analyze digital-based Family Planning service innovations in addressing the challenges of high population growth in Rindingallo District and to identify the factors that support and hinder their implementation. This research employs a qualitative approach with a descriptive method. Data collection techniques were conducted through interviews, observations, and documentation involving family planning extension officers, healthcare workers, district government officials, and community members as informants. Data analysis was carried out through the stages of data reduction, data presentation, and conclusion drawing. The results indicate that digital-based Family Planning service innovation contributes positively to improving service effectiveness through the utilization of digital applications, social media, and population information systems for information dissemination, participant data management, as well as monitoring and evaluation of family planning programs. These innovations have enhanced public access to family planning information, accelerated service processes, and supported data-driven decision-making. However, their implementation still faces challenges, including limited internet network infrastructure, low digital literacy among some community members, and limited human resources with information technology competencies. This study concludes that digital-based Family Planning service innovation is an effective strategy for supporting population growth control in Rindingallo District. Therefore, efforts are needed to improve human resource capacity, strengthen digital infrastructure, and enhance collaboration among stakeholders to optimize the sustainable success of digital-based Family Planning programs.
