Abstract

ABSTRACT Adaptive Governance is one of the government's efforts to adapt amid abnormal circumstances, in this case due to the co-19 pandemic. The government is required to adapt even though in a different way or method in order to continue to carry out government administration activities. Of course, administration of government related to public services must continue. This is where the government's task is to find ways to adapt for the continuity of the implementation of public services. The government's challenge is to find a way so that public services do not only operate out of necessity, but must create public services that are prime in 2021-2022 or what is called the transitional period, namely the Covid-19 pandemic towards the New Normal. The research method used is a qualitative method by explaining descriptively. The type of research data used is primary data in the form of data obtained from research informants and secondary data obtained from related documents that can support data for research. The research location is the Pekanbaru City Investment and One-Stop Service Office (DPMPTSP). This study found that the Pekanbaru City DPMPTSP was able to adapt in 2021-2022 as evidenced by the increase in the amount of licensing data caused by information technology innovations that simplify and cut the flow of Public Services such as the SIMOLEK, SIAP and SIMPEL applications. In addition, DPMPTSP also maintains the Community Satisfaction Index (IKM) in 2021 by achieving a B (good) grade. Other things can also be seen in the ability of the City of Pekanbaru DPMPTSP to empower human resources with training and upgrading to support the capacity of employees. Furthermore, adaptation can also be seen through system modifications, in this case the Pekanbaru City DPMPTSP routinely checks the network so that there are minimal errors when working. In addition, the Pekanbaru City DPMPTSP also routinely collaborates and coordinates both internally and externally. Of course, what cannot be separated from all the adaptations that have been made is the skill of the Head of the Pekanbaru City DPMPTSP Office in leading internally and in making decisions and policies for the common good. Abstract

The city of Dumai has always been plagued by flood problems until now, the coverage of flood areas is still spread throughout the city. For this reason, a Dumai City BPBD strategy is needed so that flood problems can be overcome. Extreme weather such as high rainfall is a trigger factor for flooding. The floods that occurred in Dumai City from 2019 to 2021 have made people always worry about flood disasters. This study intends to formulate the Dumai City BPBD strategy in flood disaster management and the efforts of the Regional Disaster Management Agency (BPBD) in handling it. The research location is in Dumai City, precisely at the Dumai City Regional Disaster Management Agency (BPBD) on the basis of the consideration that floods often occur in this area. This study uses the theory of strategy put forward by Fred R. David, namely strategy formulation, strategy implementation, and strategy evaluation that enables an organization to achieve its goals. Using a descriptive qualitative approach. Data collection techniques through interviews and documentation. The data analysis techniques used are data collection, data reduction, data presentation, and drawing conclusions or verification. The results showed that the strategy implemented by BPBD Dumai City in the form of program activities, namely disaster prevention and preparedness services and disaster victim rescue and evacuation services had not run optimally in flood disaster management. One of the obstacles in the implementation of the disaster management program is the limited budget and minimal human resources in the field. Then, the condition of the Dumai City area has mostly shallow river areas so it is very prone to natural disasters in the form of flooding, especially during the rainy season. Abstract

Collaborative governance has become an essential need. Involving the government, the private sector, non-governmental organizations, and civil society in the formulation and implementation of family planning policies will ensure a comprehensive and integrated framework. This research has the problem formulation "How is the Collaborative Governance Program for Family Planning (KB) in Kampar Regency in 2023?" This study aims to describe the Collaborative Governance Program for Family Planning (KB) in Kampar Regency in 2023. The research method used in this study is a qualitative approach, the type of research used is descriptive, and the types of data used in this study are primary and secondary data. The location of this research was conducted in Kampar Regency with a focus on the DPPKBP3A Office along with several stakeholders who have an interest in implementing Collaborative Governance in the Family Planning Program. (KB). The data collection technique in this research is through interviews and documentation. The data analysis technique involves collecting data, analyzing, describing the data, and drawing conclusions. The findings in this study are as follows: Initial Conditions (starting condition) include a high rate of unmet need, the involvement of several actors in Collaborative Governance, resource imbalance, Leadership (Facilititative Leadership) with methods such as building trust among stakeholders, fair and inclusive leadership, Institutional Design (institutional Design) with transparency in procedures and policies, collective decision-making, Collaborative Process (Collaborative process) with face-to-face dialogue, building trust, commitment to the process, shared understanding, and collaborative outcomes. Abstract

Sosialisasi pentingnya pendidikan tinggi bagi lulusan SMK sederajat bertujuan untuk memeberikan pemahaman kepada siswa/siswi SMK yang akan tamat untuk dapat dilakukan pengarahan agar bisa mempertimbangkan dengan baik dan mampu memutuskan untuk melanjutkan pendidikannya, mengingat pentingnya pendidikan tinggi untuk mempersiapkan generasi penerus yang bermutu, berwawasan luas dan sebagai penggerak perubahan bangsa ke arah yang lebih baik kedepannya. Hal ini guna membangun sumber daya manusia yang bisa diberdayakan dalam pembangunan nasional nantinya. Kegiatan sosialisasi ini dilaksanakan di SMK Negeri 5 Mekar Sari yang diikuti oleh siswa/i kelas 12 dengan total peserta 63 orang yang dimana hanya mengambil perwakilan dari 8 kelas. Hal ini untuk memberikan materi yang berfokus sebagai bekal bagi mereka yang akan tamat. Acara sosialisasi ini berjalan lancar dan sesuai dengan perencanaan yang telah disusun bersama. Sedangkan, metode yang digunakan dalam acara sosialisasi ini adalah dengan melakukan sosisalisasi dan diskusi yang berkaitan dengan materi pentingnya pendidikan. Hasil yang didadapat dari kegiatan ini yaitu kepuasan serta pemahaman dari para peserta serta jawaban dari keraguan dan kecemasan dalam menentukan pendidikan di tingkat yang lebih lanjut.

Abstract

Sustainable national development is an important part of rural development that plays a role in empowering rural communities. In an effort to build Indonesia from villages, among others, village-owned enterprises are needed, which are supported by the legislation of Law Number 6 of 2014 concerning villages. It is hoped that BUMDes will be in favor of the community through the provision of socio-economic services. Meanwhile, BUMDes aims to seek profits by offering goods and services to the market. The existence of BUMDes is expected to increase the economic potential of the community through the principles of BUMDes governance. The principles of BUMDes governance are being cooperative, participatory, emancipatory, transparent, accountable, and sustainable. The objectives of this study are (1) to explore rural development in community empowerment through the governance of Village-Owned Enterprises in Mandau District, Bengkalis Regency. (2) To explain the factors that support and hinder rural development in the governance of Village-Owned Enterprises in Mandau District, Bengkalis Regency. The principle of BUMDes management in Mandau District, Bengkalis Regency, shows that cooperatively it has not been optimal in carrying out good cooperation in business development; participatorily, not all components seen in BUMDes have voluntarily provided support and contributed to the progress of BUMDes business; emancipatively, it can be seen that BUMDes managers lack female management members; in terms of transparency, there is still a lack of information disclosure and reporting submitted. Accountably, it is assessed that the resource capacity of BUMDes managers, lack of understanding of the role and vision and mission of BUMDes, in a sustainable way, has not been oriented towards the sustainability of BUMDes institutions and businesses. The factors supporting the principle of BUMDes management in Mandau District, Bengkalis Regency in poverty alleviation and village empowerment through BUMDes are very high. with an injection of BUMDes funds from villages, the Regency Budget, the Provincial Budget, and related ministries. Meanwhile, the inhibiting factors are the slow return of the budget lent to the community and the lack of functioning facilities made to bring profits to BUMDes businesses, such as market rentals and pertashops that are less profitable.

Abstract

The community service is based on a policy innovation issued by the Siak District Government in 2018 related to Siak Green District. In general, the Green Siak policy is encouraged to harmonies efforts to save and protect the environment with the economic benefits of natural resource management, which still considers aspects of environmental sustainability through the Ecological Fiscal Transfer (EFT) approach. The method of Community Service is carried out by brainstorming, group discussions, simulations and effective facilitation. The results of Community Service include: (1). Measuring the implementation of the Siak Hijau District policy and government programmed in community development, especially based on green villages. (2) Increasing the capacity of village governance towards village independence and village community welfare within the framework of the Siak Hijau District policy. (3) Mapping the potential and challenges of the village in improving environmental performance according to the indicators of Siak Hijau District. (4) Improving village local economic development through entrepreneurship, tourism, and culture through BUMKam. (5) Improving the quality of environmental health, especially in waste management and generating innovation through strengthening the Kampung Waste Bank institution.

Abstract

Siak District encourages efforts to support sustainable development through Regional Regulation No. 4 of 2022 concerning Siak Green District. Siak Hijau District regulates the sustainable management of natural resources in several utilization zones with the aim of harmonizing efforts to save and protect the environment with the economic benefits of natural resource management, which still considers aspects of environmental sustainability. This policy goal is very strategically integrated with ecological-based BUMKam management. This community service was carried out in Dosan Village, Pusako District. The method is done through presentations, discussions, brainstorming, simulations, effective facilitation of the community and BUMKam managers to identify business opportunities that are in accordance with the natural resource utilization zone, so that it is expected to become a village development model that supports sustainable development in Siak District. The results of the service show that BUMKam Kampung Dosan can be developed through optimizing local potential. Kampung Dosan Pusako Sub-district has tourism potential in the form of Lake Naga Sakti and Khalifah Sulaiman Green Park as an effort to develop the type of BUMKam business. In addition, it is necessary to have the ability to obtain business opportunities through the establishment and management of a Waste Bank as well as clean water and environmental management by BUMKam Kampung Dosan.

Abstract

This research is motivated by the many problems in the PEKA application which is a means of public complaints to the government regarding public services that can be handled immediately, the purpose of creating the PEKA application is to integrate with OPDs in Pekanbaru, but in its implementation not all OPDs are registered in the application. In addition, there are several other problems in terms of security, and lack of socialization. The public complaint mechanism in PEKA application includes submitting complaints, receiving or recording, distributing, examining, resolving or following up, and reporting. The purpose of this study is to see whether government management in managing public complaints through PEKA application has been running well or not by looking at the management mechanism for both the application and complaint management. The research method used in this study is a qualitative approach and descriptive research type. Data collection techniques are carried out by interviews and documentation. This study uses the Government Management Theory according to G.R.Terry with indicators of planning, organizing, implementing, and supervising. The results of the study found that government management in managing public complaints through PEKA application in Pekanbaru City in 2023-2024 has not been implemented optimally, because there are several aspects that have not been running well, namely the aspects of organizing and implementing. comprehensive and massive socialization has not been carried out either to fellow OPDs or the community, so that only 4 OPDs are registered in the application, and many people do not know about this application. In terms of implementation, it has not been running optimally, where this implementation is seen from the process of following up on public complaints, of the 15 complaints received in 2023-2024, not all of them were processed to completion. In addition, this application cannot be reused due to waiting for the recovery queue after being affected by the PDN hack in mid-2024. Keywords: Government Management, Application, Complaints
