Abstract

The development dynamics of Pekanbaru City is so rapid and accompanied by rapid population growth has brought consequences on increasing the volume of waste from the community. The rapid growth of population, industry, investment and trade in Pekanbaru City produces domestic waste of approximately 1,100 tons per day. With the amount of waste generated in such a way, the environmental conditions of Pekanbaru City, especially the community settlements, fall into the category of complex hygiene issues. The Waste Management consisting of Planning, Organizing, Staffing, Motivating, and Supervision/Controlling.

Abstract

Development planning is a must for every level of government, both central and regional, as mandated in Law No. 25 of 2004 concerning the development planning system. Bengkalis Regency as one of the regions in Riau Province also conducts development planning. The aspects of development planning in the Regency include Malay culture as a derivative of the Riau Vision 2020. Planning aspects of Malay culture development is a manifestation of the elected Regional Vision and Mission and can be seen in its harmony with the Province. The formulation of the problem in this study is how is the form of development planning aspects of Malay culture in Bengkalis District in supporting the Riau 2020 Vision? This study aims to describe the form of development planning aspects of Malay culture in Bengkalis Regency in supporting the Riau Vision 2020. The results of the study indicate that the planning of the development of the Malay cultural center has referred to the Provincial government planning documents, both contained in the RPJMD to RKPD even though they are only quantity, not yet fully touched the quality of the substance of Malay culture. The planning contained in the Bengkalis Regency RPJMD document is limited to the Vision and Mission statement, while the objectives to the strategic plan are not formulated. Nevertheless specifically in the Office of Culture, Youth and Sports expressly formulated this in the OPD Work Plan.

Abstract

The partnership between the Regional Government and the private sector is a step that the Government can take as an effort to cover up the limitations in waste management in the city of Pekanbaru. The dynamics of rapid population growth have had consequences for increasing the volume of garbage to approximately 1,100 tons per day. The Pekanbaru City Government then took steps to implement partnerships with the private sector as an effort to manage waste management. However, the involvement of the private sector in dealing with waste issues actually showed a failure in 2015. In 2018, the Pekanbaru City Government again planned to submit waste management to the private sector. Therefore, this study tries to focus on two formulations of the problem, which is why the Pekanbaru City Government again delegates the authority to manage waste in the city of Pekanbaru to the private sector? And what is the right scheme for government and private partnerships in carrying out waste management in Pekanbaru City? To answer the above questions, this research was escorted by the Reinventing Government theory of David Osborne and Ted Gaebler and also the theory of Public Private Partnership. Through the case study method, this research will explore the partnership between Pekanbaru City Government and the private sector in waste management in Pekanbaru City. The results showed that the objective of the partnership between the Regional Government of Pekanbaru and third parties in waste management in the city of Pekanbaru was to overcome the inability of the Pekanbaru City Government to provide facilities and infrastructure, garbage fleets, human resources and budget constraints. Thus, the logic of this partnership leads to one of the lines of thought offered by Osborn regarding the Catalytic Government (Steering Rather Than Rowing). The scheme of success of the partnership of Pekanbaru City Government and the private sector in waste management needs to pay attention to process factors, partner factors and structural factors. Thus, waste management in the city of Pekanbaru requires a paradigm shift, from being limited to disposal to become a focus on management and utilization.

Abstract

The Regional Medium Term Development Plan (RPJMD) is one of the development planning documents that must be prepared by the regional government 6 months after the regional head is inaugurated. Vision The mission in the RPJMD is the vision and mission of the elected regional head offered to the community at the time of the campaign implementation in the implementation of the Regional Election Committee and adjustments that refer to the existing RPJPD. This means that the RPJMD is a political contract between the regional head and the community during his tenure (5 years). The political process is also interpreted as a stage where there is interaction between the executive and the legislature in the legislative process, especially in relation to the discussion of the RPJMD which sets out the vision and mission of the regional head during his term of office. The legislative process is focused on the stages of discussion and agreement with the DPRD regarding the RPJMD and its relation to the performance of the future regional government.

Abstract

Penelitian ini menganalisis mekanisme pertanggungjawaban Dana Desa dalam kerangka implementasi salah satu agenda dari Nawa Cita Jokowi-JK, yaitu poin ke 3 “Membangun Indonesia dari Pinggiran dengan Memperkuat Daerah-daerah dan Desa dalam Kerangka Negara Kesatuan” di desa Berumbung Baru yang diklasifikasikan sebagai Desa Maju dan Desa Tumang yang diklasfikasikan sebagai Desa tertinggal di Kabupaten SIAK, Provinsi Riau. Hasil penelitian menunjukan bahwa terdapat beberapa kesamaan dan perbedaan dalam proses pelaporan dan pertanggungjawaban antara kedua desa yang menjadi poin penilaian terhadap implementasi agenda Nawa Cita Jokowi-JK, diantara adalah mekanisme penyusunan laporan, tahapan pelaporan, dinamika yang terjadi, penilaian terhadap kebijakan.

Abstract

This study examines and analyzes the accountability report on the use of village finances in Alam Panjang Village, Rumbio Jaya District, Kampar Regency. In the use of village finances, accountability reports are required as a form of good governance, based on Presidential Regulation No. 29/2014 concerning the Performance Accountability System for Government Agencies, so that governance is running well, effectively and efficiently. Data collection techniques in this study used observations or field observations, interviews and documentation. The results showed that the village government of Alam Panjang had delivered village financial reports in an accountability manner, both vertically (to the regent) and horizontally (to the community) which were submitted through various community forums. However, even though the accountability report has followed the existing regulations / regulations, monitoring and evaluation is also needed in the use of village finances, so that village finances can be of benefit to village development and improve community welfare.

Abstract

The implementation of the WFH policy during the Covid-19 pandemic certainly has responsibilities and obligations that are no different from working in an office. However, it can be seen from the fact that in its implementation, WFH cannot be separated from challenges and obstacles that must be faced, this is because not all work can be carried out from home. This study aims to evaluate the implementation of the WFH policy in the Pekanbaru City BAPPEDA work environment during the Covid-19 pandemic. This research uses descriptive qualitative method. The data obtained were sourced from the head of the personnel department at BAPPEDA Pekanbaru City. Data collection was carried out through observation, interviews, and collecting documents supporting the research. The results obtained indicate that based on evaluation activities by paying attention to the 6 (six) evaluation criteria such as effectiveness, efficiency, adequacy, leveling, responsiveness, and accuracy that have been carried out and can be seen where in practice, with the existence of WFH that has not been able to run properly. good and there is a tendency that there is a decline in public services. It can be seen that, there are obstacles from the existence of WFH which include aspects of computer availability, aspects of the ability to master information technology, and aspects of performance appraisal.

Abstract

Basically, the preparation of regional regulations departs from the expectation of the realization of quality public services. One of the steps that can be taken is to bring input and aspirations from the community. The Government can capture the aspirations of the community as the parties affected by the presence of public policies. This service is carried out in Pekanbaru City, precisely in Marpoyan Damai and Senapelan District. This service activity also emphasizes the importance of community involvement in making regional regulations. Therefore, this service is carried out in the context of strengthening community participation in the formation of regional regulations. This activity is carried out using presentation and discussion methods to provide understanding to the community regarding three things, namely the concept of participation, participation channels and solutions in dealing with participation constraints. The results of this service activity further add to the public's insight regarding the technical delivery of aspirations. Through this service activity, the community gains reinforcement regarding ways that can be done to pass the proposal. Communities need to know specific ways to convey aspirations, including making superior programs, conveying aspirations in forums and synchronizing proposals with the sub-district agenda.

Abstract

This research is motivated by the large number of hoarding rubbish around the Capital District and several subdistricts in Kuantan Singingi Regency. The rubbish control in Kuantan Singingi Regency has not been carried out well as evidenced by the non-functioning of several rubbish control sites both TPST or TPS3R. Marginally, the activities in rubbish control are the rubbish accumulation control, the rubbish aggregration, transfer and transportation, processing and final disposal. The rubbish control is grouped into two stages, namely rubbish reduction and rubbish andling with each stage.       The location of this research was carried out at the Kuantan Singingi District Environmental Agency. This research is aimed to describe how the management of rubbish at Kuantan Singingi Regency in 2018. The research method used in this study is a qualitative approach, which in theory the researcher tries to explain the stages activities of government management start from planning, organizing, management programs to coaching and supervision activities carried out by the Kuantan Singingi government especially for environmental agency in rubbish control in 2018 so that it can be seen how the government manage a rubbish matters. Data collection techniques in this study used interview techniques and relevant documentation.               The results of the study were found in the field that government management in rubbish control in 2018 has not been implemented optimally due to several factors. From internal problem of government such as the lack of infrastructure management facilities and the lack of budget. And then from external problem of government such as low levels of community participation in overcoming this problem. so that the management activities carried out by the Kuantan Singingi Regency government cannot be done as well as possible.  Keywords : Planning, Organizing, Program Management, Guidance and Supervision.

Abstract

Nagari Tuo Pariangan is one of the villages in Tanah Datar Regency. Nagari Tuo Pariangan has various tourist attractions and has been named the most beautiful village in the world by Budget Travel's version so that it becomes a tourist attraction and is visited by many tourists. The wealth and tourism potential of Tanah Datar Regency, of course, requires good and proper management. In developing a tourist village, a partnership between the government and all existingresources is needed to optimize the tourism potential it has. However, the local government has not been optimal in managing Nagari Tuo Pariangan tourism, this can be seen from the absence of a development plan in the form of RIPPDA. This study aims to determine government partnerships and the inhibiting factors of government partnerships in developing the most beautiful village tourism object in Nagari Tuo Pariangan, Tanah Datar Regency. This study uses descriptive qualitative methods and data collection techniques based on observations or observations, interviews, and documentation. The results of this study indicate that the partnership in developing the most beautiful village tourism object in Nagari Tuo Pariangan, Tanah Datar Regency in 2018-2020 has not gone well, this can be seen from the decline in the number of tourists visiting in 2018-2020. The factors that become obstacles in developing the most beautiful village tourism object in Nagari Tuo Pariangan are that the PERDA on RIPPDA 2017-2025 has not been stipulated as a guide for the development of the tourism sector, tourism objects in Nagari Tuo Pariangan are on communal land, there are still limited facilities and infrastructure supporting tourism, the quality and quantity of human resources for managing tourist destinations is still limited, and the creative economy sector has not yet supported tourism.
