Abstract

Tourism is one of the new industriest that can provide faster economic growth in terms of employment, income, living standards, and the effectiveness of other industrial sectors. The development of tourism in a region will bring many benefits for the society, namely economically, socially, and culture. Therefore, researchers want to see the efforts of local governments in the development of tourism Pacu Jalur in Kuantan Singingi regency in 2016-2017.This study aims to (1) Describe the effort of local governments in the development of tourism Pacu Jalur in Kuantan Singingi regency in 2016-2017, (2) Describe the inhibiting factors of local government in the developments of tourism Pacu Jalur in Kuantan Singingi regency 2016-2017. This research was conducted in Kuantan Singingi regency. Data collection technique is done by qualitative data analysis.The results concluded that the efforts of local governments in the development of tourism Pacu Jalur festival include development in the field of tourism industry, tourism destinations, tourism marketing and tourism institutions. The development of Pacu Jalur tourism is influenced by internal factors and external factors. Internal factor such as budget constraints, there are no local regulations directly related to Pacu Jalur, the lack of local government efforts to increase cooperation with private parties, and the lack of inventory data related to tourism development. External factors is include the lack of involvement of the company in the succes of the Pacu Jalur festival, the lack of public participation to engage in tourism development, and the tourism industry that is not orientedtoward the long term.Keyword: Local Government, Tourism Development, Pacu Jalur

Abstract

The people’s market is one of the most basic forms of populist economic application. Structuring becomes part of a process of government implementation that in the process of structuring can guarantee the realization of national development goals. Pekanbaru City Regulation No. 9 of 2014 concerning the management of the people’s market, Structuring is an effort made by the Local Government to organize and organize the existence and establishment of people’s markets, shopping centers and convenience stores in an area so that each one develops harmoniously, mutually beneficial and strengthens each other. Simpang Baru Panam Market is one of the markets in Tampan Subdistrict that received special allocation fund assistance in fiscal year 2019.This research aims to describe the arrangement of the people’s market in Simpang Baru Panam Pekanbaru market in 2019. This study uses a qualitative approach. Research location in Pasar Simpang Baru Panam Pekanbaru City. The data sources in this study are informants and document. The method used in this study is descriptive research with qualitative approach. Research data types are primary  and secondary data. The data collection technique in this study are documentation and interviews. The data analysis technique used in qualitative data analysis.The results of this study show that the market arrangement there are 3 stages, namely,planning in market development, Mobilization in market arrangement, and Supervision in the market. Planning as the basis of thinking of the objectives and the preparation  of measures that will be used to achieve the objectives in the structuring of the market in terms of physical condition of the building. Furthermore, the mobilization, which is meant to move all resources in the organization so that the work and activities carried out can achieve the objectives in the market. And supervision is given to Simpang Baru Market to improve security and order on the market. Factors that influence market stucturing are, budget structuring in market development, and human resources. Keywords : Structuring, Development, and Simpang Baru Market.

Abstract

The market revitalization program is a mandate from Indonesian President Joko Widodo to the Indonesian Ministry of Trade. The People's Market Revitalization Program is one form of the Indonesian Ministry of Trade's commitment to improve the competitiveness of the people's market, increase the welfare of traders through increasing turnover, support the smooth logistics and distribution of materials needed by the community and encourage the strengthening of domestic markets in an era of global competition that is increasingly wide open . Nagari Rao-Rao Market is one of the Nagari markets in Tanah Datar District which received assistance from the Special Allocation Fund in the assignment of market development for the 2018 fiscal year.This study aims to describe the market revitalization program in Nagari Rao-Rao Sungai Tarab District, Tanah Datar District, West Sumatra Province in 2018. This study uses a qualitative approach. The research location was Nagari Rao-Rao Market, Sungai Tarab District, Tanah Datar District, West Sumatra Province. Data sources in this study are informants and documents. Data collection techniques are done by documentation and interviews. While the data analysis technique is done by qualitative analysis of a descriptive type.The results of this study indicate that there are 3 stages of revitalization, namely physical intervention, economic rehabilitation, and social/institutional revitalization. Physical intervention which is a stage which includes physical repair of Nagari Rao-Rao market building which used to not have complete facilities after being revitalized now has quite complete facilities. Furthermore, economic rehabilitation, after the Nagari Rao-Rao market was carried out revitalization was able to improve the economy of the community and could increase Nagari's income. And the social/institutional revitalization of the election of market leaders is carried out directly through Nagari deliberations. Factors influencing the market revitalization program are, market revitalization budget, communication and human resources.Keywords: Program, Revitalization and Nagari Market.

Abstract

Coronavirus Disease 2019 (Covid-19) is a virus that spreads rapidly, including in Pekanbaru City. The initial case of Covid-19 in Pekanbaru City was in March 2020 and there was a very fast case development so that special handling was needed to suppress the spread of Covid-19 carried out by the Pekanbaru City Health Sector. In the implementation of the handling of Covid-19 in Pekanbaru City, the Health Sector followed the scheme of the Decree of the Minister of Health HK.01.07/Menkes/250/2020 concerning the Establishment of Large-Scale Social Restrictions in the Pekanbaru City Area in the Context of Accelerating Handling of the 2019 Corona Virus Disease.The purpose of this study was to determine the effectiveness of the Pekanbaru City Government in handling Covid-19 in the Health Sector in 2020 and the inhibiting factors for the effectiveness of the Pekanbaru City Government in handling Covid-19 in the Health Sector. This research uses qualitative method with descriptive research type. This method aims to get the right picture and explain the effectiveness of the Pekanbaru City Government in handling Covid-19 in the Health Sector. The results of this study are the Pekanbaru City Government in handling Covid-19 in the Health Sector with various policies and activities or handling efforts that are considered ineffective. Although various efforts have been made, such as Find, Treat and Heal (TOS), implementation of Pre-Large-Scale Social Restrictions (PSBB), Phase I to Phase III Large-Scale Social Restrictions (PSBB). Curative activities, preventive activities and promotive activities carried out by the Health Sector have not been effective as seen by the high number of Covid-19 cases in Pekanbaru City and the lack of facilities and infrastructure available in the Pekanbaru City Health Sector to handle the increasing number of Covid-19 patients.  Keywords: Effectiveness, handling Covid-19

Abstract

Penelitian ini bertujuan untuk menilai atau mengevaluasi hasil program pemberdayaan masyarakat dalam pengembangan kolam ikan nila.metode penelitian menggunakan kualitatif deskriptif.hasil penelitian evaluasi program menunjukkan dengan adanya evaluasi hasil,evaluasi proses dan evaluasi dampak pada evaluasi pengembangan kolam ikan nila sebagian besar sudah sesuai dengan tujuan program dengan apa yang diharapkan.di evaluasi proses adanya pembinaan dan pelatihan dalam pengembangan kolam ikan,penyedian sarana dan prasarana sertapengembangan usaha kolam ikan yang merupakan strategi yang cukup baik terhadap pelaksanaan program pengembangan kolam ikan nila dan  terdapat beberapa kendala pada evaluasi proses yaitu dari segi pemasaran hasil pembudidaya seperti pembeli yang tidak pasti, modal yang tidak jalan dan anggapan masyarakat terhadap pembudidayaan kolam  ikan masih kurang.pada evaluasi dampak dalam pengembangan budidaya kolam ikan nila ini sudah membawakan dampak yang positif kepada masyarakat dalam pengembangan kolam ikan nila yang bertujuan untuk meningkatkan ekonomi masyarakat,membuka peluang usaha bagi masyarakat serta untuk mengatasi masalah pengangguran ekonomi.

Abstract

BUMDes dibangun dengan tujuan untuk menggerakan dan mengakselerasi perekonomian desa. Harapannya segala sumber daya yang dimiliki desa bias di kelola oleh warga desa sendiri untuk meningkatkan pendapatan asli desa , sehingga bisa mandiri. Namun BUMDes yang dirancang sebagai ujung tombak ekonomi desa banyak yang mati sebelum berkembang karena minimya partisipasi warga.BUMDes perlu belajar dari gagalnya praktik institusi-institusi ekonomi desa sebelumnya. Arsitektur kebijakan yang berpola top-down terbukti tidak mampu meningkatkan ekonomi desa. Justru malah menjadi meda kapitalisasi elite desa atas sumber daya yang dimiliki desa. Untuk menuju kemandirian, perlu syarat material berupa partisipasi yang ditopang oleh kepemilikan. Warga desa memiliki hak untuk menjadi pemilik atas sumber daya desanya. Oleh karenanya membangun BUMDes perlu mempertimbangkan kepemilikan yang diperluas. Maka tujuan tersebut bias dilembagakan dengan langkah membangun BUMDes secara inklusif. Mengadaptasi pemberdayaan , warga desa bias menjadi member/pemilik dari BUMDes.

Abstract

Penelitian ini bertujuan untuk mengetahui Layanan Kesehatan Bayi dan Balita dan gambaran pelaksanaan posyandu selama masa pandemi Covid-19 Di Desa Buatan II. Dalam penelitian ini menggunakan metode pendekatan kuantitatif yang  mendeskripsikan dan mengetahui partisipasi masyarakat dalam mengikuti kegiatan Posyandu Di Desa Buatan II. Posyandu tetap dilaksanakan setiap 1 bulan sesuai dengan jadwal yang telah di tentukan, pada masa  pandemi Covid-19 anggota kader dan pembina posyandu lebih berkreatif  dalam melakukan pelayanan karena adanya pandemi tersebut masyarakat khawatir akan berdatangan ke posyandu. Oleh karena itu sangat diperlukan bentuk kreativitas yang berbasis teknologi informasi sehingga pemantauan dan pelayanan kesehatan pada bayi dan balita dapat terus dilakukan. Perlu tntutan untuk meningkatkan strategi pelayanan pada masa covid-19 juga menunjukan bahwa kebutuhan layanan belajar melalui posyandu penting bagi masyarakat, yang hendak secepatnya menjadi dasar menyusun pola dan strategi pelayanan oleh kader yang merupakan fasilitator pelayanan posyandu dan tuntutan warga belajar dalam hal ini peserta posyandu perlu mendapat apresiasi karen ini membuktikan bahwa Posyandu Di Desa Buatan II. Melalui kinerja para kader dan berbagai pihak telah mampu memberikan pembelajaran yang bermakna bagi masyarakat terutama kesadaran akan pentingnya kesehatan keluarga.

Abstract

This article discusses the problem of double voter lists in Pekanbaru. General Elections Commission (KPU) Pekanbaru set 3.62 Million Final Voter List (DPT), and Election Supervisory Agency (Bawaslu) found 1,956 double DPT. The problem of double DPT is seen from the aspect of updating data from the KPU Pekanbaru in the process of determining the number of DPT through stages of matching and research (coklit). This study uses descriptive qualitative methods with informants determined by researchers. The informant for this research is KPU Pekanbaru. The data obtained have been analyzed with an ethical and emic approach to finding that the double DPT was caused by the coklit process, which was not optimally conducted by Pekanbaru's KPU. The coklit process was hampered because voters were not at their place, so the KPU only relied on data from the neighbourhood (RT).

Abstract

The process of preparing a work programs of regional goverments is an integral part of the state financial system which assosiated with establishment of APBN and APBD. This studies will analyse the political processes during the discussion and establishment of Riau Province APBD in 2016. In general, there are 3 stages of discussion and establisment of Riau Province APBD in 2016 namely a discussion of KUA PPAS, framing a RANPERDA APBD, and establisment of APBD. However a discrepancy in the implementation schedue to the prevailing regulation lead to a non optimal discussion RKA SKPD, RAPBD and RANPERDA APBD where the entire process is done on December 2016. The political process on discussion and establishment of APBD on DPRD of Riau Province is observed on discussion of KUA PPAS that involving TAPD and Budgetary Board. The general overview of DPRD fraction to the RAPBD will be answered by local goverment and then DPRD plenary session wil be held to made a decision that supported by all DPRD members toward RAPBD to APBD, the plenary session will be concluded with the final opinion of The Mayor.

Abstract

This paper will examine the strategies to empower the Kampung Adat community through the development of institutional capacity in The Regency of Siak. The Regency of Siak is one of the districts that have established Desa Adat territory. Based on the Siak District Regulation No.02/2015 specifies eight Kampung Adat located in the district of Siak. Regulation for Kampung Adat setting in Siak district has gone through a long process started from; First, the opportunities of formation the Kampung Adat after the issuance of Law No. 6 2014 about the village. Secondly, the formation of team to determine and the establishment of Kampung Adat. Third are socializing, inventarization, identification and assessment as well as recommendations from the Regent. Fourth is the release of regulation of Kampung Adat in Siak district, Fifth is getting the Registration Number from the Provinces and Sixth is getting Kampung Adat Registration Code from Ministry of Internal Affair. But there is a hiatus periode on the process of determination of Kampung Adat in Siak district due to several things, such as yet issuance of Kampung Adat Code from the Ministry of Internal Affairs, the lack of regulation related provincial level Structuring the Kampung Adat, and the lack decree as technical guidelines for the process of reviving traditional village. Siak district government through BPMPD address this hiatus conditions with suggestion to the administration of the Kampung Adat and Adat leaders in particular to immediately arranged a draft form of village institutions or Adat regulations until provincial regulations and codes of Kampung Adat officialy released. This strategy is to accelerate the progress of forming the institution of Kampung Adat and to avoid longer hiatus on establishment. Strategy of community empowerment through the development of institutional capacity both government institutions, community organizations and traditional institutions have been prepared by the Government of Siak, it can be seen from the activities that are directed to the strengthening of the institutional capacity of government Kampung such as: capacity building for the selected Penghulu, The chairman LPMK and Chairman BAPEKAM for periode 2015- 2021, Bimtek government, kasi PMD districts and porters for all Siak Region, as well as coaching the village headman, the head of customary, traditional institutions chairman and chief BAPEKAM for all Siak Region. But then again BPMPD is not yet specifically arrange the activities to directly relate to the Kampung Adat because of the code for Kampung Adat is not yet obtained. At the level of Village Institution has also drawn up a planning document for development and have incorporated programs related to community development and empowerment, but still using the previous nomenclature which is Village.
