Abstract

Street vendors or commonly called PKL are a group of traders who sell their wares on the sides of public roads, sidewalks, which are far from being neat and clean. The regulations governing the management of street vendors are contained in Regional Regulation Number 11 of 2001 concerning the arrangement and development of street vendors. The city of Pekanbaru has 6 traditional markets and what is of concern is the Sukaramai traditional market or what is called the Agus Salim market, because the market has experienced an increase in street vendors from 2018-2019. The Pekanbaru City Trade and Industry Office has made efforts and is also working with the Pekanbaru City Civil Service Unit to control traders selling along Jalan Agus Salim, but after the control was carried out the traders returned to their original selling places, so problems related to street vendors continued to occur. The method used in this study is qualitative, the data sources used in this study include primary data and secondary data, the research location was carried out at the Department of Industry and Trade in the Market Sector. The research informants in this study were the Head of the Market Sector, the Head of the Civil Service Police Unit Investigators, Traders and Buyers. The theoretical concept used by researchers is the policy evaluation theory. This study uses a qualitative research method, data collection techniques used are interviews and documentation. The results of the study, that the evaluation of the policy of Regional Regulation Number 11 of 2001 concerning the management and development of street vendors by the Industry and Trade Office in the Pasa Sector has not been maximized, which is caused by several factors, namely the lack of human resources in the Market Sector, lack of a budget that supports the construction and provision of facilities markets, lack of coordination between sub-districts, sub-districts and other relevant agencies. Abstract

Department of Education is a government agency that has duties and functions in the field of education. Pelalawan Regency is an area with the number of School Drop Outs Increasing in 2017-2018. So it needs government collaboration with other parties to reduce the number of dropouts in Pelalawan District. This happens because there is still a lack of government socialization to drop out children. The formulation of the problem in this research is How do Actors Collaborate in Reducing School Drop Outs for 2017-2018 and What are the Collaboration Actors in Reducing Dropping Outs for 2017-2018?                The purpose of this study is to find out collaboration actors in reducing school dropouts in 2018-2019 and to describe the collaboration actors in reducing school dropouts in 2017-2018. PThis research is a descriptive study with a qualitative approach. The location of this research was conducted in Pelalawan Regency. Data Collection Techniques are done with Qualitative Data.               The results of the author's research are the Collaboration of Local Governments in Reducing School Drop Outs for 2019-2019. Establishing cooperation between actors in reducing school dropouts so that these programs are implemented well. The collaboration Actor in Reducing School Drop Outs for 2017-2018: Government, Schools, Youth Organization, Parents.

Abstract

The Service Program is an activity in providing knowledge and experience possessed by lecturers and students to the community. The problems experienced by Petapahan Jaya Village are related to data accuracy, the SDGs points of the Village have not been implemented optimally, including those related to tourism and Micro, Small and Medium Enterprises (MSMEs). The lack of innovation to make tourism objects attractive causes agro-tourism to no longer operate, and the limited knowledge possessed by MSME owners in using technology, and access to the outside world so that business owners sell only to meet family needs and not serve as opportunities to explore the world. wider. The implementation method includes data and information collection, drafting work programs, field surveys, mentoring and making MSME promotional videos. The result is the implementation of SDGs data collection activities, assistance to develop the potentials, especially in the field of agro-tourism and MSMEs. It is hoped that the knowledge gained can be applied in the MSME business so that it can improve the economy of the people of Petapahan Jaya Village

Abstract

Covid-19 (Corona Virus Disease) is a disease that was first reported in Wuhan City, China on December 31, 2019. The Covid-19 virus pandemic has also haunted Indonesia, including Pekanbaru City, because since the first cases it has been increasing. Covid-19 of course affects all aspects of life, especially in the field of religious activities because the spread of Covid-19 can pass through many crowds. To reduce the spread of Covid-19 through Perwako Pekanbaru Number 74 of 2020 concerning Guidelines for the Implementation of Social Restrictions in handling Covid-19 (Corona Virus Disease) in Pekanbaru City in order to improve community discipline. The purpose of this study is to describe Government Collaboration in handling Covid19 in religious activities in Pekanbaru City in 2020. This study uses the collaboration theory according to Noorsyamsa Djumara. The method used is descriptive qualitative as for the informants as many as 20 informants with 13 agencies, Pekanbaru City Bappeda as the main informant. Data collection techniques using interviews and documentation. Data analysis was carried out in this study through the stages of data reduction, data presentation, and conclusions. Based on the results of research on Collaboration in Handling Covid-19 in Religious Activities in Pekanbaru City that the collaboration of the Pekanbaru City government through 5 main components in Collaboration according to Noorsyamsa Djumara 2008 carried out by the Government is considered not optimal, the collaboration carried out in handling Covid-19 religious activities in Pekanbaru City consists of the religious sector Task Force teams. Abstract

Indigenous peoples as state entities have constitutional rights that must be fulfilled. However, the existence of indigenous peoples today is still marginalized so they are not much involved in the administration of government. Departing from this empirical phenomenon, this study aims to describe the recognition of indigenous peoples' rights and the village government's strategy in implementing the recognition of indigenous peoples' rights. This study uses a qualitative approach with sources of information from the village government, traditional leaders, and the local government of Kampar Regency. From this research, it is found that the rights of indigenous peoples are recognized in the form of (1) having autonomous rights over their customary communities; (2) the right to manage their ulayat; (3) the right to develop and preserve their customs. Meanwhile, the village government's strategy in implementing the rights and recognition of indigenous peoples is to collaborate with traditional institutions in the administration of government and the implementation of economic, social, political, and cultural life. This study concludes that the democratization process has brought positive changes to the recognition and protection of indigenous peoples' rights.

Abstract

ABSTRACT The many deviant phenomena in the process of population administration services carried out by irresponsible parties need to be addressed immediately so that they do not become increasingly attached to the officials on duty. Besides that, the existence of the Covid-19 outbreak that has hit all of Indonesia has had an impact on various fields. Especially in public service sector, namely the Population Administration Services by the Department of Population and Civil Registration at Pekanbaru City which was hampered. The need to innovate to improve the quality of service and maintain the course of service, especially in the Covid-19 situation. This study aims to discover the innovations made by the City Government, in this case, it's the Department of Population and Civil Registration at Pekanbaru City in improving administrative services for the people of Pekanbaru City during the Covid-19 pandemic in 2021 to 2022 during the transition period. This research method uses a qualitative approach with a descriptive research type. Data collection techniques used in this study were interviews and documentation. The results of the study show that the Government of Pekanbaru City, especially the Department of Population and Civil Registry of Pekanbaru City, has carried out a service innovation called Sipenduduk which is a website-based application for making population documents so that applications for managing population documents are now online. In particular, for the collection of e-KTP population documents still taken directly to the Department of Population and Civil Registry of Pekanbaru City. However, the Department of Population and Civil Registry of Pekanbaru City is still experiencing some obstacles related to network, full servers, and problematic user data. On the other hand, people also experience problems in using Sipenduduk. There are still many people who do not understand how to use Sipenduduk. Besides, the many lines that must be passed make people who want to take population document products at the office confused, because there is no information regarding the route that must be passed at the Department of Population and Civil Registry of Pekanbaru City office. Abstract

ABSTRACTThis study aims to determine the form of community empowerment in Suka Mulya Village through human development, business development, and environmental development, in the process of community empowerment and village government innovations on the community empowerment model of Suka Mulya Village, Bangkinang District. The method used in this research is to use a qualitative approach with data collection techniques namely interviews. The results of this study are the form of an innovative model for empowering cattle farmer groups in Suka Mulya Village including human development, namely by coaching through a corn-cow integration system program with the aim of optimally utilizing the potential of natural resources. For business development, namely with business training in making herbal herbs for cows. This aims to be a new innovation in increasing the entrepreneurial spirit of cattle farmers. The next step is to develop the environment, namely by training and fostering the utilization of cow dung waste into biogas. Finally, institutional development namely the role of Kampar district plantation and livestock service as a forum for information strengthening cattle breeder empowerment activities. Suggestions from this study are that it would be better to give a form of empowerment innovation that is more technology-based so that the cattle farmer groups become more empowered and develop, so that the goals of community empowerment can be realized properly.ABSTRAKTujuan penelitian ini ialah guna mengetahui bentuk dari pemberdayaan masyarakat desa Suka Mulya melalui bina manusia, bina usaha, dan bina lingkungan, dalam proses pemberdayaan masyarakat serta inovasi pemerintah desa terhadap model pemberdayaan masyarakat Desa Suka Mulya, Kecamatan Bangkinang. Penelitian ini menggunakan metode pendekatan kualitatif dengan teknik pengumpulan data yakni wawancara. Hasil dari penelitian ini ialah bentuk dari inovasi model pemberdayaan kelompok peternak sapi di Desa Suka Mulya meliputi bina manusia yakni dengan pembinaan melalui program sistem integrasi jagung-sapi dengan tujuan memanfaatkan potensi sumberdaya alam dengan optimal. Untuk bina usaha yakni dengan pelatihan usaha pembuatan jamu herbal untuk sapi. Ini bertujuan agar menjadi inovasi baru dalam peningkatan jiwa wirausaha dari peternak sapi. Selanjutnya bina lingkungan yakni dengan pelatihan dan pembinaan pemanfaatan limbah kotoran sapi menjadi biogas. Terakhir, bina kelembagaan, yakni dengan adanya peran dari Dinas Perkebunan dan Peternakan Kabupaten Kampar sebagai wadah informasi dalam penguatan kegiatan pemberdayaan peternak sapi. Saran dari penelitian ini yaitu alangkah baiknya diberikan bentuk inovasi pemberdayaan yang lebih berbasis pada teknologi agar para kelompok peternak sapi menjadi lebih berdaya dan berkembang, sehingga tujuan dari pemberdayaan masyarakat dapat terwujud dengan baik.

Abstract

ABSTRACT Desain Kelembagaan merupakan salah satu bagian dari Collaborative Governance yang merupakan suatu model, dimana dalam membangun suatu daerah, pemerintah tidak dapat dengan sendirinya mengelola daerah, dimana dibutuhkan peran dan fungsi pemangku kepentingan yang lain untuk menyelesaikan permasalahan maupun mengakomodir kebutuhan publik, salah satu sektor yang memerlukan desain kelembagaan yang berperan sebagai wadah dalam terhubungnya setiap stakeholder, dan antar setiap sektor pengelolaan wisata, khususnya pada saat ini Desa Wisata menjadi sebuah pioner terdepan dalam peningkatan taraf kepariwisataan. Penelitian ini bertujuan untuk mendeskripsikan Desain Kelembagaan dalam pengelolaan desa wisata Kubu Gadang di Kota Padang Panjang tahun 2020-2021. Desa Wisata Kubu Gadang mendapatkan sertifikasi status desa wisata Maju dibandingkan desa wisata lainnya yang ada di kota Padang Panjang yang masih berstatus desa wisata Rintisan. Metode penelitian yang digunakan yaitu metode kualitatif dengan menjelaskan data deskriptif. Jenis data penelitian yang di gunakan adalah primer yang berupa data-data yang di peroleh dari informan penelitian dan sekunder yang berupa data-data yang diperoleh dari dokumen-dokumen terkait. Kemudian lokasi penelitian di Desa Wisata Kubu Gadang, Kecamatan Padang Panjang Timur. Penelitian ini menemukan bahwa dalam penerapanya pengelolaan sudah berjalan secara kolaboratif, indikator starting condition berjalan baik dimana adanya sejarah kerja sama antar setiap stakeholders, serta indikator Kepemimpinan faslitatiif juga berjalan dengan cukup baik yang disebabkan oleh berimbangnya porsi pemimpin antara formal dan non formal, walaupun indikator desain kelembagaan tidak optimal dikarenakan tidak adanya forum khusus yang menggabungkan setiap stakeholders dalam mengelola, hal tersebut tidak optimal dalam mengelola Desa Wisata Kubu Gadang dan hasil collaborative dimana desa Wisata Kubu Gadang berhasil meningkatkan starusnya menjadi Desa Wisata Maju,dan pengelolaan sudah berjalan baik dan optimal. Abstract

The city of Dumai has always been plagued by flood problems until now, the coverage of flood areas is still spread throughout the city. For this reason, a Dumai City BPBD strategy is needed so that flood problems can be overcome. Extreme weather such as high rainfall is a trigger factor for flooding. The floods that occurred in Dumai City from 2019 to 2021 have made people always worry about flood disasters. This study intends to formulate the Dumai City BPBD strategy in flood disaster management and the efforts of the Regional Disaster Management Agency (BPBD) in handling it. The research location is in Dumai City, precisely at the Dumai City Regional Disaster Management Agency (BPBD) on the basis of the consideration that floods often occur in this area. This study uses the theory of strategy put forward by Fred R. David, namely strategy formulation, strategy implementation, and strategy evaluation that enables an organization to achieve its goals. Using a descriptive qualitative approach. Data collection techniques through interviews and documentation. The data analysis techniques used are data collection, data reduction, data presentation, and drawing conclusions or verification. The results showed that the strategy implemented by BPBD Dumai City in the form of program activities, namely disaster prevention and preparedness services and disaster victim rescue and evacuation services had not run optimally in flood disaster management. One of the obstacles in the implementation of the disaster management program is the limited budget and minimal human resources in the field. Then, the condition of the Dumai City area has mostly shallow river areas so it is very prone to natural disasters in the form of flooding, especially during the rainy season. Abstract

The Covid-19 (Corona Virus Disease-19) pandemic has hit the world since the end of 2019 then this virus entered Indonesia since the beginning of 2020. For approximately 2 years the Covid-19 Pandemic has caused many disasters in various sectors of life, one of which is the food sector. The impact that occurs is ranging from fluctuations in food prices to disruption of food distribution due to various policies implemented by the government. Therefore, the Pekanbaru City Government through the Food Security Office is building community food security with three strategies to anticipate food insecurity in emergency response efforts during the Covid-19 Pandemic. The Covid-19 pandemic is still in a high category but food production and distribution activities continue to run. This research aims to find out the strategy of the Government of Pekanbaru inining food security during the Covid-19 pandemic and what factors hinder the Government strategy in keeping food security in the time of the COVID-19 Pandemic in 2020. This research uses a qualitative approach with descriptive methods. In data collection, the writer uses interviewing and documentation techniques. The results of this study show that the strategy of the Government of Pekanbaru inining food resilience during the Covid-19 pandemic is the socialization of KWT/KT, building or providing governmental stimulus assistance in the field of food security for KWT /KT, monitoring of the distribution of aid to KWT, and evaluating the implementation of the Strategy of the Governments in keeping food security in the time of the COVID-19 Pandemic. As for the strategy carried out by the Department of Food Resilience, it is possible to know from the number of recipients of the program more safe food than those in the food vulnerability category. With regard to internal impediment factors, refocusing the budget due to the presence of the Covid-19 pandemic and external impediments, such as adaptation related to the understanding of KWT/KT activities, optimization of land utilization, lack of attention to KWT /KT, as well as lack of information obtained by KWT on the development of the Food Housing Area (KRPL) and the mining activities of Food Self-Government.
