Abstract

The Layanan Tunggu Application is an application made to make it easier for the public to take care of population documents in the form of lost-KTP, Damaged-KTP and KTP-Berneedur/urgent. The process of implementing services through the LAGU application in 2020-2021 reaped many complaints from the public caused by obstacles experienced by users when accessing services through Layanan Tunggu Application. This study intends to formulate the effectiveness of mobile government services through the Layanan Tunggu application by Disdukcapil Pekanbaru City in 2020-2021. The research location is in Pekanbaru City, precisely at the Population and Civil Registration Office of Pekanbaru City. This research uses the theory of the effectiveness of mobile government services proposed by Jasin, namely program planning, implementation process, achievement / productivity results and community satisfaction. Data collection techniques through interviews and documentation. The data analysis techniques used are data collection, data reduction, data presentation, and conclusion drawing or verification. The results showed that the effectiveness of mobile government services through the Layanan Tunggu application has not been implemented effectively. The implementation process is constrained by dependence on the central server and the limited availability of E-KTP stamps, causing the productivity of the Layanan Tunggu application service to be not optimal. However, in 2021, several obstacles can be overcome, namely the creation of a Backup server and a piece of paper in the form of a temporary E-KTP when the delay in E-KTP stamps. then, at the Disdukcapil Service Office in Pekanbaru City, there are still some officers who are not friendly in responding to questions / complaints submitted directly by users of the Layanan Tunggu Application Keywords: Effectiveness, Service, Mobile Government, E-KTP, Pekanbaru City

Abstract

A government website is an official website managed by a government agency or institution to provide information and public services online. A government website is one manifestation of an electronic-based government system that is currently a program implemented by all regions in Indonesia. This research is located in Batam City, which in 2021-2022 became the city with the second lowest fulfillment of public service standards in the Riau Islands Province and had an electronic-based government system planning index that decreased in 2022 compared to 2021. The purpose of this study is to describe the capabilities of the Batam City Government in managing the website in 2021-2022. The method in this study uses a qualitative approach and a qualitative descriptive research type. The theory used is the capability theory of e-government Capability Theory according to the Harvard JFK School of Government with 3 indicators 1) Support 2) Capacity 3) Value. The results of this study are based on the theory of the Harvard JFK School of Government on the support indicator indicating that objectives have been determined, funds, technology, human resources have been allocated, and the institution of website management has been formed, on the capacity indicator the fulfillment of finances in management is adequate, the availability of technology is still inadequate and the number and skills of human resources are still lacking, for the value indicator seen from the community satisfaction index it is quite good, but the website is still at the stage of inconsistent transactions. The conclusion of this study is that the capability of the Batam City Government is not optimal on the capacity and value indicators, suggestions for the Batam City Government to improve website development to the horizontal integration stage, by improving the fulfillment of technological infrastructure and the fulfillment of the number and skills of human resources needed. Abstract

Forest and land fire prevention is an effort made to prevent and reduce factors that can cause forest and land fires. The Kampar Regency Regional Disaster Management Agency is a regional agency that carries out disaster management support functions. The problem in this study is that the role of the Kampar Regency Regional Disaster Management Agency has not been optimal because the area of burned land in Kampar Regency increased in 2022, while the number of cases decreased compared to 2021. The purpose of this study is to describe the role of the Kampar Regency Regional Disaster Management Agency in the prevention of forest and land fires in 2021-2022. The research approach used is a qualitative approach. The type of research is descriptive. The location of the research is in Kampar Regency and the Kampar Regency Regional Disaster Management Agency. The types of data and sources of research data are divided into primary data with data collection techniques, namely interviews from informants and secondary data in the form of documents related to research problems. The data collection technique is by means of interviews and documentation. The data analysis was carried out by qualitative analysis. The result of this study is that the Kampar Regency BPBD has carried out its functions and duties in accordance with article 7 paragraph 5 letter a of the Kampar Regent Regulation Number 65 of 2016 concerning the Position, Composition, Organization, Duties and Functions and Work Procedures of the Kampar Regency Regional Disaster Management Agency. The Kampar Regency BPBD has also carried out five forms of roles, namely as policy creators, coordinators, facilitators, implementers, and accelerators. In carrying out this role, the Kampar Regency BPBD collaborates and coordinates with all relevant stakeholders in achieving efforts to prevent forest and land fires. Keywords : Role, BPBD, Prevention

Abstract

The presence of street vendors continues to increase amidst the activities of Pekanbaru City as a trading center in the Sumatra region. This is a matter of concern because its existence is not well organized. Therefore, further efforts are needed from the Pekanbaru City government to regulate the existence of street vendors effectively through structuring activities. Structuring street vendors is an effort carried out through determining target locations to determine, move, control and eliminate street vendor locations by paying attention to public interest, social, aesthetic, health, economic, security, order, environmental cleanliness and in accordance with statutory regulations. The arrangement of street vendors aims to provide business opportunities for street vendors by determining locations that suit their purpose. This research intends to describe the effectiveness of government in managing street vendors in Pekanbaru City. The research location is in Pekanbaru City, specifically at the Pekanbaru City Trade and Industry Office and Simpang Baru Market Pekanbaru City. This research uses the effectiveness theory put forward by Campbell. Using a descriptive qualitative approach. Data collection techniques through interviews and documentation. The data analysis techniques used are data reduction, data presentation and drawing conclusions. The results of this research show that based on theoretical indicators, the government’s effectiveness in managing street vendors includes the concept of program success which has not yet achieved the target of the Pekanbaru City Trade and Industry Service in restoring the function of roads as public roads. Then the success of the target has been quite effective, seen from the capacity which is almost fulfilled by street vendors. Then satisfaction with the program cannot be said to be effective, seen from the market community satisfaction index (IKM) which has not yet reached the target. At the input and output level, it is quite effective where the government has been able to produce output based on existing input. Finally, the achievement of the overall goal has not been fully effective, seen from street vendors who still violate many rules, inaccurate data and weak coordination with related agencies. Of these indicators, only two indicators can be said to be effective for government in implementing the regulation of street vendors in Pekanbaru City in 2022-2023, namely the success of targets and the level of input and output.

Abstract

This study examines the policy implementation gap between the national design of KDMP program and its implementation at regional and village levels, particularly in Riau Province. Using an exploratory qualitative approach, data were collected through literature review, focus group discussions, and in-depth interviews with key stakeholders. The analysis applies a gap analysis framework across five dimensions: policy content and context, institutional capacity, stakeholder participation, stakeholder roles and interests, and collaboration and digital governance. The findings reveal a significant discrepancy between rapid legal establishment and limited operational readiness. Although 1,866 KDMP units have been formally established in Riau, only a small proportion are operational in terms of business activation, financing access, and partnerships. This study contributes by developing a multilevel governance framework to explain how national policy design, local institutional capacity, and multi-actor collaboration shape policy outcomes. Strengthening institutional capacity, regulatory alignment, and collaborative networks is essential for ensuring the effectiveness of KDMP as a driver of inclusive rural development.

Abstract

The partnership in waste management carried out by the Pekanbaru City Government is not without reason. The issue of waste has become a frightening specter that if it is not immediately managed properly it will increasingly reach a tipping point. However, it must be recognized that the Regional Government is faced with limitations in managing waste, thus establishing partnerships with the private sector. This research is here to see to what extent the shared authority covers limitations through the perspective of policy implementation. The problem will be dissected through David C. Korten’s policy implementation theory. Various data obtained from the case study method are then developed with theory in order to obtain a comprehensive conclusion. The results showed three important things. First, the compatibility between the program and the beneficiaries. The reality in the field shows that some of the programs that have been designed and outlined by law are already very comprehensive. Second, the compatibility between the program and the implementing organization. This point examines the compatibility between ideas and plans that have been prepared by the government and the capabilities of the implementing organization. PT. Samhana Indah as the implementer of waste management in the zone I zone is a financially well-established company, has an adequate transportation fleet, and is experienced in work management. Third, the compatibility between the user groups and the implementing organization. The private sector has done the work according to work standards and brought benefits to the surrounding community. Kemitraan dalam pengelolaan sampah yang dilakukan oleh Pemerintah Kota Pekanbaru bukan tanpa alasan. Persoalan sampah telah menjadi momok menakutkan yang jika tidak segera dikelola dengan baik maka akan semakin menuju titik kritis. Namun harus diakui bahwa Pemerintah Daerah dihadapkan pada keterbatasan dalam mengelola sampah, sehingga menjalin kemitraan dengan pihak swasta. Penelitian ini hadir untuk melihat sejauh mana wewenang yang dibagi itu menutupi keterbatasan melalui sudut pandang implementasi kebijakan. Permasalahan akan dibedah melalui teori implementasi kebijakan David C. Korten. Berbagai data yang diperoleh dari metode studi kasus kemudian dikembangkan dengan teori guna memperoleh suatu kesimpulan yang komprehensif. Hasil penelitian menunjukkan tiga hal penting. Pertama, kesesuaian antara program dan penerima manfaat. Kenyataan dilapangan menunjukkan bahwa beberapa program yang telah dirancang dan dituangkan melalui undang-undang sudah sangat komprehensif. Kedua, kesesuaian antara program dengan organisasi pelaksana. Poin ini menguji kesesuaian antara ide dan rencana yang telah disusun oleh pemerintah dengan kemampuan organisasi pelaksana. PT. Samhana Indah selaku pelaksana pengelolaan sampah di wilayah zona I merupakan perusahaan mapan secara finansial, memiliki armada pengangkutan yang memadai, serta berpengalaman dalam hal manajemen kerja. Ketiga, kesesuaian antara kelompok pemanfaat dengan organisasi pelaksana. Pihak swasta telah melakukan pekerjaan sesuai dengan standar kerja dan membawa manfaat kepada masyarakat sekitar.
