Abstract

Kegiatan pengabdian masyarakat melalui magang di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia (BKPSDM) Kabupaten Cirebon ini bertujuan untuk memperoleh pengalaman secara praktis serta memperkenalkan proses kerja birokrasi bagi mahasiswa secara langsung. Pengabdian ini dilatarbelakangi oleh kualitas pelayanan kenaikan pangkat Pegawai Negeri Sipil di lingkungan Kabupaten Cirebon. Metode   pelaksanaan kegiatan dilakukan dengan observasi langsung dan wawancara dengan pegawai BKPSDM. Hasil identifikasi menunjukkan bahwa terdapat tiga permasalahan utama yaitu terkait aspek administrasi, gangguan teknis, dan faktor sumber daya manusia.  Meski terdapat hambatan, dilakukan sejumlah upaya oleh BKPSDM Kabupaten Cirebon melalui sinkronisasi data, sosialisasi prosedur kepangkatan, dan kebijakan pengajuan setiap bulan. Dengan demikian, efektivitas pelayanan kenaikan pangkat dapat berjalan dengan baik dengan berjalannya peningkatan pada pengelolaan data dan optimalisasi sistem pelayanan digital secara bertahap.

Abstract

Digital transformation in education requires adaptive and strategic communication approaches to ensure that the learning process contributes effectively to the development of superior human resources (HR) toward the vision of Indonesia Emas 2045. This study aims to analyze digital education communication strategies in strengthening youth digital literacy as an integral component of HR development in the digital era. The research was conducted through a literature study and conceptual review of recent scientific sources that discuss communication, digital education models, and digital literacy frameworks. The findings indicate that the effectiveness of communication in digital-based education systems is strongly influenced by multi-stakeholder collaboration, involving schools, families, the government, digital platforms, and the private sector. In addition, the integration of interactive media, technology-supported learning methods, and active youth involvement in digital learning environments enhances knowledge absorption and critical engagement. The study argues that participatory, collaborative, and value-oriented communication strategies are essential for forming young generations who are critical, creative, technologically proficient, and possess strong digital ethics and citizenship. Strengthened digital literacy not only contributes to academic achievement but also develops future competencies such as problem solving, innovation, and global communication, which are crucial for future national competitiveness. The recommendations highlight the necessity of sustainable digital literacy initiatives, continuous capacity building for educators, and the creation of inclusive digital learning ecosystems. These efforts are positioned as key foundations for preparing competitive superior human resources who are adaptive, globally oriented, and able to contribute significantly to Indonesia’s socio-economic transformation in the global era and future

Abstract

Kelurahan Sindang Jawa memiliki potensi ekonomi lokal yang kuat melalui keberadaan berbagai UMKM di sektor makanan ringan, kerajinan, dan fashion. Namun, potensi tersebut belum berkembang optimal terkait kapasitas digital pelaku usaha, khususnya dalam produksi konten, manajemen pemasaran, dan pengelolaan bisnis berbasis platform daring. Hasil identifikasi bersama mitra menunjukkan tiga kelompok permasalahan utama terkait keterbatasan kemampuan dalam produksi dan desain konten digital, meliputi pemahaman desain grafis, pemanfaatan alat produksi konten, serta inkonsistensi branding; rendahnya kompetensi manajemen dan pemasaran digital, termasuk kurangnya pemahaman tentang platform promosi online, penjadwalan konten dan segmentasi pasar, serta minimnya dokumentasi data konsumen; dan belum optimalnya digitalisasi pengelolaan usaha, yang tercermin dari penggunaan media sosial. Program pemberdayaan UMKM ini dirancang melalui pelatihan desain konten, optimalisasi platform digital marketing, dan pendampingan strategi branding. Pelaksanaan program diharapkan menghasilkan peningkatan literasi digital, konsistensi branding, perluasan jangkauan pasar, serta penguatan identitas produk lokal. Secara keseluruhan, program ini memberikan dampak ekonomi dan sosial sebagai langkah strategis dalam mendorong transformasi ekonomi berbasis digital di tingkat lokal.

Abstract

Bureaucratic reform is an effort of renewal and fundamental change in the system of governance aimed at creating governance that is more effective, efficient, transparent, and oriented toward public service. However, in recent years, the implementation of bureaucratic reform at the local level has shown that the structuring of governmental institutions still requires significant improvement, indicating the need for a paradigm shift in governance. This study aims to identify the implementation of bureaucratic reform in optimizing the performance of public services in Buyut Village, Gunung Jati Subdistrict, Cirebon Regency. This research employs a descriptive empirical method with a qualitative approach. Data analysis was conducted through data reduction, systematic data reading, and conclusion drawing. The theoretical framework refers to public policy theory with the concept of optimization as proposed by Sirigoringo (2005), which includes elements of objectives, decision alternatives, and constraining resources. The results indicate that the performance of public services in Buyut Village, Gunung Jati Subdistrict, Cirebon Regency has not yet been optimal. Although certain achievements have been made in service delivery, there are still indicators that require optimization, particularly in the aspect of constraining resources. This condition is reflected in complaints from some residents of Buyut Village regarding the lack of adequate facilities, infrastructure, and service-supporting amenities to facilitate village government services to the community. Based on these findings, efforts to optimize bureaucratic reform at the village level should prioritize the provision of adequate facilities, infrastructure, and supporting resources before bureaucratic reform policies are implemented. Thus, bureaucratic reform is expected to improve the quality of public services and provide tangible benefits for rural communities while fostering public trust in government officials. Furthermore, community involvement and the enhancement of bureaucratic capacity are essential elements to ensure the sustainability of the bureaucratic reform agenda at the village governance level.

Abstract

Bureaucratic reform is an effort to make fundamental changes and renewals to the government administration system. However, bureaucratic reform in recent years has shown that bureaucratic restructuring still requires significant improvements, necessitating a shift in government paradigm. This study aims to identify bureaucratic reforms in optimizing service performance in Buyut Village, Gunung Jati District, Cirebon Regency. This study uses a descriptive empirical method with a qualitative approach. Data sources include secondary and primary data. Data collection techniques include observation, interviews, and documentation. Data analysis is carried out through data reduction, data reading, and drawing conclusions. This study applies public policy theories with the optimization concept proposed by Sirigoringo in 2005, which consists of objectives, decision alternatives, and limiting resources. The results indicate that service performance in Buyut Village, Gunung Jati District, Cirebon Regency is not yet optimal, but there are aspects that still require optimization, particularly the limiting resource indicator. This situation has led some residents of Buyut Village to complain about the lack of adequate facilities, infrastructure, and resources to support the various services provided by the village. Optimizing bureaucratic reform for village government services requires careful attention to these facilities, infrastructure, and resources before implementing this policy.

Abstract

The problem in this study is to determine how the application of Abraham Maslow's theory can explain the work motivation of village officials, especially hamlet heads, in Maniskidul Village, due to the imbalance in the fulfillment of work needs at each hierarchy of needs according to the theory. The objective of this study is to identify the elements that determine the work motivation of hamlet heads. This study adopts an interpretive qualitative methodology, including participatory observation, in-depth discussions, and a review of archives relevant to the research. The results indicate that financial compensation, health insurance, and employment security relatively fulfill physiological and safety needs. Harmonious village-community relations and mutual cooperation enable the fulfillment of social needs. However, there are no adequate competency development and reward mechanisms to fulfill the needs for self-actualization, esteem, and beauty. This condition shows that social affiliation and cultural legitimacy have a greater influence on the motivation of hamlet heads than formal incentives. According to the study, village bureaucratic reform must accommodate the fulfillment of higher-level needs by implementing a reward system, work environment management, and training. For more comprehensive and measurable results, it is recommended that the study be expanded using a mixed method.

Abstract

The digital era demands that the Indonesian bureaucracy adapt through the implementation of an Electronic-Based Government System (ESG). The success of digital transformation is largely determined by the capabilities of the State Civil Apparatus (Civil Servants) as public administration implementers. However, limited digital literacy, intergenerational skill gaps, irrelevant training, a conservative organizational culture, and disparities in digital infrastructure are obstacles to realizing an effective digital bureaucracy. This study aims to analyze the role of development administration in increasing the capacity of civil servants (ASN) using the Grindle capacity building approach, which encompasses individual, organizational, and system development. The method used is qualitative-descriptive through literature studies and policy analysis related to the digital transformation of the bureaucracy and the development of civil servant human resources. The results of the study indicate that improving digital literacy, technical competence, and adaptive mindsets of civil servants is necessary at the individual level, while organizations require flexible, collaborative structures and visionary leadership. At the system level, regulatory support, policy integration, and the provision of digital infrastructure are needed. The results of this study demonstrate that development administration plays a strategic role in directing digital transformation through comprehensive capacity building of civil servants

Abstract

Social media has transformed how sports fans interact, enabling virtual communities that foster strong emotional bonds with their favorite clubs. However, online fan communities face challenges in maintaining content consistency, increasing engagement, and reinforcing collective identity amid growing competition. This study examines how members of the Pena Real Madrid Brebes community use Instagram and explores their motives for following the @madridistaindo_brebes account. Using a descriptive qualitative approach, data were collected through interviews, observations, and literature review, then analyzed using the Miles and Huberman model. The findings reveal that Instagram serves as the community’s primary communication medium, with content distributed through features such as feeds, Stories, and Reels. These features are optimized to deliver information, entertainment, and interactive content. Members’ motivations align with the uses and gratification framework. Overall, Instagram plays a central role in fulfilling both informational and psychological needs while sthrengthening engagement within the fan community. Furthermore, this study contributes by providing empirical insight into how localized fan communities strategically utilize Instagram features to sustain engagement and reinforce collective identity, while extending the    application of uses and gratifications theory within the context of digital sports fandom.

Abstract

This study aims to analyze the role of FOMO in the running community, describe the process of forming social identity through membership, interaction, and shared activities, and interpret its relevance in influencing the way members interpret their involvement, both as an effort to maintain health and as a need for social recognition and existence. The study used a descriptive qualitative method with in-depth interview techniques with six informants, participatory observation, and documentation. The results of the study show that there is a shift in the meaning of FOMO to "Good FOMO" which plays a role in disciplining health behaviors, especially related to sleep patterns and smoking cessation. The formation of social identity emerges through the categorization of the self as an inclusive group, the internalization of the role of the "runner" in the concept of self, and social comparison through digital media that encourages motivation to achieve. The research also found a paradox of participation, namely the involvement of members more driven by the need for social existence, making physical health a by-product. It is concluded that in hybrid communities, FOMO serves as an informal social control mechanism that maintains adherence to a healthy lifestyle while strengthening the group's social identity.
