Abstract

Vehicle loading and unloading operations are critical activities that directly affect ship departure schedules. This study aims to analyze the factors causing delays in vehicle loading operations and the mitigation efforts implemented on KM Dharma Rucitra VIII. The research employs a qualitative descriptive method, with data collected through field observations, interviews, documentation studies, and fishbone diagram analysis. The results indicate that vehicle loading delays are influenced by four main factors. The material factor is related to the presence of Over Dimension Over Load vehicles. The method factor arises from the absence of standardized procedures for checking vehicle dimensions and load limits. The environment factor includes tidal conditions and sea waves that affect ship stability during loading operations. The machine factor is associated with rampdoor loads exceeding the Safe Working Load of 45 tons. These factors are interrelated and disrupt the continuity of the vehicle loading process. Based on the fishbone analysis, several mitigation efforts are proposed, including monitoring weather forecasts and tidal conditions through the Maritime Meteorological Station, utilizing Indonesian tidal reference data, arranging vehicle loading based on priority, restricting over dimension over load vehicles, and implementing standardized checks of vehicle dimensions and loads prior to loading. The application of these measures is expected to improve safety, orderliness, and efficiency in vehicle loading operations, thereby minimizing delays in ship departures.

Abstract

Tankers is an important role in supporting the distribution of fuel oil. During the transportation process, the quality of the cargo is a crucial aspect because it must meet the specified requirements. However, in practice, there are often problems with cargo quality known as cargo off spec, which is a condition where the cargo does not meet the required quality standards. This study aims to determine the causes and solutions as well as prevention of cargo off spec on MT. Gunung Kemala. The method used in this study is descriptive qualitative, with the research location on the MT. Gunung Kemala ship. The data used is primary data obtained directly through interviews and observations, while secondary data is obtained from ship documents or related official reports on board the ship. This study also used data collection techniques such as observation, interviews, and documentation. It also used the fishbone analysis method for data analysis. The results of this study show that the causes of cargo off spec on MT. Gunung Kemala were due to the physical condition of the tanks and the characteristics of the cargo being carried. It was also caused by the intertank process carried out by the ship. Efforts to overcome cargo off spec were carried out by using free water treatment with a Wilden pump. Preventive measures that can be taken include improving infrastructure maintenance, specifically the implementation of tank cleaning to remove sludge that is a source of contamination. Optimization of intertank handling procedures and strict supervision are carried out through sampling and testing methods from several points.

Abstract

One Hour Notice (OHN) is a critical procedure in ship operations designed to ensure readiness before the vessel conducts maneuvering activities such as departure, berthing, or handling conditions requiring heightened alertness. The implementation of One Hour Notice (OHN) requires effective coordination between deck and engine watchkeepers to ensure that all steps are carried out according to operational standards. This study aims to evaluate the watchkeeping officers’ understanding of the OHN procedure and assess its implementation on board MT. Pis Patriot, as well as identify potential obstacles encountered during its execution. This research employs a descriptive qualitative method supported by observation, structured interviews, and documentation. Informants include deck watch officers, engine watch officers, and the Chief Engineer. The research instruments consist of observation sheets, interview guides, and documentation checklists. Data were analyzed using the stages of data reduction, data display, and conclusion drawing based on the Miles and Huberman model. The results indicate that the officers’ understanding of One Hour Notice (OHN) falls into the “fairly good” category, although several inaccuracies remain regarding specific objectives and procedural sequences. The implementation of One Hour Notice (OHN) on board is generally effective but not yet fully consistent, particularly concerning time synchronization, inter-department coordination, and the completion of inspection checklists. Main obstacles include limited training, outdated SOPs, and insufficient routine evaluations by ship management. Overall, this study concludes that although One Hour Notice (OHN) implementation on MT. Pis Patriot is functioning adequately, improvements in theoretical understanding and procedural compliance are needed to fully support ship safety and operational efficiency.

Abstract

This study aims to analyze the optimization of Personal Protective Equipment (PPE) use in an effort to maintain occupational safety on the MV. Tonasa Line XV. The study used a qualitative approach with data collection techniques through field observations, in-depth interviews with four key ship informants (Chief Officer, Bosun, Third Officer, and AB), and documentation. Data analysis was conducted using the Miles and Huberman interactive model which includes data reduction, data presentation, and conclusion drawing. The results of the study indicate that the availability of PPE on the ship has basically met the need for occupational protection, but the quality of some equipment has begun to decline and the use of additional protection is not evenly distributed. Crew compliance is relatively good in the use of helmets and safety shoes, but partial non-compliance is still found in the use of gloves and ear protectors which has the potential to cause minor work injuries. The safety control system through safety briefings and officer supervision has been implemented, although its effectiveness is not optimal because sanctions are still in the form of verbal warnings. On the other hand, the crew safety culture is relatively positive and is a major supporting factor in maintaining occupational safety, while the main weakness lies in the aspect of PPE maintenance and replacement that is not yet responsive. Therefore, optimizing the use of PPE requires strengthening behavioral discipline, a maintenance management system, and stricter enforcement of safety regulations to ensure sustainable occupational safety on ships.

Abstract

SOPEP is a box that is usually red or yellow and has the words SOPEP written on it and contains tools used to prevent oil spills, such as rags, sand, sawdust, oil spill dispersant (OSD), brooms, and buckets. SOPEP (Shipboard Oil Pollution Emergency Plan) is a plan for handling oil spills into the sea that every ship must have. MARPOL 73/78 Annex I, requires that all ships with GT 400 and above must (for tankers starting from GT 150 and above) be equipped with SOPEP equipment following the instructions given by IMO and MEPC (Marine Environmental Protection Committee). Sailing practice is carried out at MV.DK02. The method used in this research is the descriptive qualitative method. That is a research method that utilizes qualitative data and is described descriptively. The results of this study indicate that the constraints experienced by the kru when implementing SOPEP on ships were the kru's lack of knowledge about SOPEP and the tools in it, who should already be familiar with SOPEP tools and their uses.

Abstract

Ship seaworthiness is a vital aspect of shipping safety that relies heavily on the integrity of the ship's structure, where corrosion poses a primary threat. To mitigate this risk, the Planned Maintenance System (PMS) is implemented as a planned maintenance standard in accordance with the ISM Code and international regulations. This study aims to analyze the mitigation of the corrosion rate in the implementation of the Planned Maintenance System (PMS) on MV. Bukit Raya to ensure ship seaworthiness. Using descriptive qualitative methods and Gap Analysis, data were collected through observation, interviews, and documentation. The results indicate that the implementation of PMS is not yet optimal due to tight operational schedules and short port stays, leading to improvisational maintenance. Non-compliance with surface preparation standards (ISO 8501-1) was found, often prioritized for aesthetic targets. This results in coating failures (blistering) and recurring corrosion, necessitating stricter supervision of technical maintenance standards.

Abstract

This study aims to analyze the optimization of the readiness of fire fighting equipment in addressing fire hazards on board KM Sabuk Nusantara 37. The background of this research is based on the importance of fire protection systems on board ships as a preventive and emergency response measure in accordance with international maritime safety regulations. The research employed a descriptive qualitative method. Data were collected through direct observation, interviews with ship officers and crew members, and documentation during sea practice. The data were analyzed using triangulation techniques to obtain valid and objective conclusions. The results of the study indicate that the vessel has been equipped with fire-fighting equipment and Standard Operating Procedures (SOP) in accordance with safety standards. The Portable Fire Extinguishers (PFE) were found to be in good condition, with normal pressure, intact safety seals, and periodic inspections conducted regularly. However, several issues were identified in the fire hose system, including corroded nozzles and damaged or empty hose boxes, indicating that the overall readiness has not yet been fully optimized. The contributing factors include insufficient comprehensive maintenance, the lack of timely replacement of damaged equipment, and the uneven understanding among crew members regarding their duties as specified in the muster list. Optimization efforts include implementing a planned maintenance system, replacing unserviceable equipment, and enhancing crew competence through regular training and periodic fire drills.

Abstract

Gas carrier vessels have a high level of operational risk due to the characteristics of the cargo, which is volatile, pressurized, and can be toxic, such as ammonia. One of the important stages after cargo discharge is gas freeing, which is the process of removing residual gas vapour inside the cargo tank until it reaches a condition that is safe for entry. This process aims to ensure that the tank is free from hazardous gases so that it is safe for the crew to carry out maintenance or inspection activitiesThis study aims to determine the implementation process of gas freeing, identify the obstacles that occur, and analyze the efforts made to overcome these obstacles on LPG/C Coral Ivory. The research method used is descriptive qualitative with data collection techniques through observation, interviews, and documentation. Data analysis was conducted using a fishbone diagram to identify the factors causing the problems. The results show that the obstacles in the gas freeing process are influenced by material, method, and measurement factors. The efforts to overcome these problems include optimizing the warming-up process, adjusting inerting and purging gradually, and improving gas monitoring to ensure that the tank condition meets safety procedures.

Abstract

Maritime safety is the top priority in ship operations, especially during mooring and unmooring activities at ports, which carry a high risk of accidents due to the use of mechanical equipment, mooring line tension, and crew activities on deck. Mooring winch plays an important role as the main equipment in supporting these operations, therefore proper maintenance is required to ensure optimal performance. This study analyzes the maintenance of mooring winch on board MT. Defiance and its role in supporting the safety and smoothness of mooring and unmooring operations. This research uses a qualitative method with data collection techniques including observation, interviews, and document studies. The results show that the implementation of maintenance has not been fully optimal, as indicated by the lack of routine inspection on components such as brake, drum, clutch, and hydraulic system, as well as the incomplete implementation of the Planned Maintenance System (PMS). The challenges faced include technical factors (component wear, decreased brake performance, and hydraulic system problems) and internal factors (lack of crew discipline, limited understanding of maintenance procedures, and suboptimal supervision). To address these issues, comprehensive measures have been taken: conducting routine inspections before and after mooring operations; applying maintenance checklists consistently; improving crew awareness through safety meetings, training, and evaluations; and strengthening supervision and coordination in maintenance activities. With proper and systematic maintenance, the mooring winch is expected to function optimally so that mooring and unmooring operations can run safely, smoothly, and efficiently.

Abstract

Maritime safety is the top priority when vessels enter narrow channels, which carry a high risk of accidents. Rule 9 COLREG 1972 serves as an important guideline, and this study analyzes its implementation on the Tirta Samudra XXXVIII – a Gen-eral Cargo vessel owned by PT. USDA SEROJA JAYA, operating on routes across Indonesia through narrow channels in Surabaya and Central Kalimantan. This re-search uses a qualitative method with data collection techniques including observa-tion, interviews, and document studies. The results show that the implementation of the rules has been well-executed: maintaining the vessel’s position on the starboard side of the channel using radar, AIS, GPS, and echo sounder; adjusting speed; con-ducting continuous observations; and communicating in accordance with regula-tions. A safety briefing is always conducted before entering the channel to anticipate potential hazards. The challenges faced include external factors (high traffic density, small vessels/fishermen obstructing the route, unfavorable weather/sea conditions) and internal factors (over-reliance on automated systems, suboptimal coordination, and varying levels of understanding among the crew). To address these issues, comprehensive measures have been taken: for external factors, the vessel monitors information from BMKG (Indonesian Agency for Meteorology, Climatology and Ge-ophysics), tide tables, and VTS (Vessel Traffic Service); reduces speed and com-municates with other vessels during heavy traffic; and uses VHF communication and evasive maneuvers when there are obstructions. For internal factors, the com-pany conducts regular training, emergency simulations, briefings, and evaluations; updates navigation equipment; and implements a closed communication system with clear roles.
