Abstract

Background: A public policy does not appear suddenly without a certain background, because public policy is formulated to respond, and solve problems. Purpose: This research departs from the assumption that the Sampang Regency Government formulate the Regional Regulation No. 7 of 2019 concerning Madrasah Diniyah Takmiliyah because it is caused by certain conditions. Method: To confirm these assumptions, the researchers collected data from data sources within the Regional Government, DPRD, FKDT, and madrash diniyah organizer in Sampang District using interviews, observation and documentation. The data obtained is then analyzed by means of data reduction, data presentation, and conclusion/verification. Rresult: This research resulted that (1) the substance and (2) background of this Perdakab Sampang. The substance of Sampang Regional Regulation can be classified into six key aspects: 1) Objectives and targets of Madrasah Diniyah Takmiliyah; 2) Administration; 3) Rights and obligations of students, educators, parents, and the local government; 4) Curriculum; 5) Supervision and monitoring; 6) Funding. And the background of this regulation included: (1) Implementation of government decentralization; (2) Response Results Identification of problems, needs, and community aspirations; (3) NPM implementation; and (4) the reality of madrasah diniyah.

Abstract

Purpose: This study explores the development of contextual approach-based Islamic Religious Education (PAI) teaching materials and their impact on students' critical thinking skills at SD Negeri 004 Cemaga Selatan. Method: Using a qualitative approach, data were collected through participatory observation, interviews, and document analysis, then analyzed using the Miles and Huberman model with triangulation for credibility. Result: Findings reveal that contextual teaching materials developed through systematic stages, needs analysis, design, and evaluation, effectively enhance critical thinking through project-based and transformative learning. Teachers act as facilitators, connecting learning content to real-world contexts, which improves student understanding, motivation, and critical awareness. However, time constraints, limited resources, and conventional learning habits pose implementation challenges. Conclusion: The study concludes that contextual and inclusive teaching materials foster critical thinking and character development aligned with contemporary societal needs, contributing to more effective and relevant educational practices that improve overall education quality.

Abstract

Purpose: This study examines the perceptions of students at the Islamic University of Malang regarding the use of audio-visual teaching material in Qiro’ah Learning, with particular attention to learning motivation. Method: Employing a qualitative phenomenological approach, the study is grounded in Richard E. Mayer’s Multimedia Learning Theory, which highlights the integration of visual and auditory elements to enhance learning effectiveness. Data were collected through in-depth interviews, participatory observation, and documentation involving ten students from the Arabic Language Education program enrolled in a Qiro’ah course. Result: The findings reveal that audio-visual teaching materials have a positive influence on students’ learning motivation, cognitive engagement, and reading comprehension. Conclusion: Student reported improved understanding of textual meaning, greater learning interest, and increased enthusiasm during the learning process, indicating that multimedia-based instruction supports more meaningful and engaging Qiro’ah learning experiences.

Abstract

Background: Quality culture is seen as an important part of the higher education system in developing the quality of its management to achieve learning communities in tertiary institutions that carry out educational processes oriented towards achieving quality standards. Purpose: The formulation of the research problem is: 1) How is the development of a quality culture at the Madura State Islamic Institute and Nazhhatut Thullab Islamic High School Sampang Madura? 2) What is the impact of the development of a quality culture on organizational commitment at the Madura State Institute of Islamic Studies and the Islamic College of Nazhatut Thullab Sampang Madura? Merhod: To answer the questions in the problem formulation above, the researcher uses qualitative research with interviews and documentation as a means of collecting data. Data analysis used in this study included data reduction, data presentation and decision making. Result: From the research carried out, the results are as follows: 1) quality development carried out at IAIN Madura and IAI NATA is carried out in aspects, behavior that describes the university's motto (vision), internal and external input is accommodated as a basis for decision making, employee involvement, education and training, reward system, 2) the development of a quality culture in the two tertiary institutions above has an impact on the commitment of lecturers and staff to survive, have a career, be proud and be happy in the two tertiary institutions.

Abstract

Purpose: This study aims to develop and validate the Integrative Religious Moderation Model based on Maslow’s Hierarchy of Needs (MBIM-RM) as an effective framework for internalizing moderation values to prevent radicalism among Generation Z students. Method: A qualitative multi-case study design was employed at SMAN 1 Garut and SMKN 1 Garut, involving teachers, school leaders, and students selected through purposive sampling. Data was collected via interviews, observations, and document analysis, then analyzed using the interactive model of Miles, Huberman, and Saldaña. Result: The findings reveal that the internalization of religious moderation occurs through five interrelated stages: contextualization, actualization, role modeling and social habituation, inclusivity-differentiation, and digital externalization, with each stage reflecting the fulfillment of students' psychological, social, and moral needs. Moral development is most effective when schools create an ecosystem that meets students' intrinsic needs for safety, social acceptance, self-esteem, and self-actualization. The integration of digital moral engagement is a significant innovation, as it allows students to develop ethical moral agency in digital environments. Conclusion: Theoretically, MBIM-RM bridges Maslow’s motivation theory, Bandura’s social learning theory, and Berger & Luckmann’s social construction theory, positioning moderation as a dynamic psychosocial ecosystem rather than a static moral attribute. Implication: Practically, this model offers a framework that can be replicated and adapted by educators and policymakers through reflective, participatory learning that is responsive to technological developments. Future research is recommended to use mixed-method and longitudinal approaches, integrating AI-based learning analytics to refine the model in various educational contexts.

Abstract

Purpose: This study aims to analyze the influence of Social Emotional Learning (SEL) based on Islamic Education on the implementation of the Independent Curriculum in elementary schools within the Panglima Sulung Cluster, Tembilahan. Method: The research employed a quantitative correlational approach involving 196 respondents, consisting of teachers and students from SDN 001 Tembilahan Kota and SDN 002 Tembilahan. Result: The findings reveal a positive and significant relationship between Islamic Education–based SEL and the implementation of the Independent Curriculum (r = 0.672; p < 0.05). The coefficient of determination (R² = 0.451) indicates that 45.1% of the variance in the successful implementation of the Independent Curriculum is influenced by the application of Islamic value–based SEL. The integration of values such as sincerity (ikhlas), patience (sabr), trustworthiness (amanah), brotherhood (ukhuwah), and justice (‘adl) has been shown to support differentiated learning and strengthen the Pancasila Student Profile. Conclusion: This study confirms that Islamic Education–based SEL plays a strategic role in enhancing the effectiveness of the Independent Curriculum. Practically, these findings recommend the systematic integration of Islamic social-emotional and spiritual learning into the planning and implementation of teaching and learning processes in elementary schools.

Abstract

Background: This study investigates the leadership strategies employed in managing institutional transformation at Universitas Islam Negeri Sultan Aji Muhammad Idris Samarinda. Purpose: This study explores the change management strategy employed during the transformation of the State Islamic College (STAIN) Samarinda into the State Islamic Institute (IAIN), and ultimately into the State Islamic University (UIN) Sultan Aji Muhammad Idris Samarinda. Method: Employing a qualitative case study approach, data were gathered through in-depth interviews, observations, and documentation, with analysis conducted using NVivo 12 Pro software. Result: The findings reveal that the transformation process was guided by a leadership strategy referred to as the “KEEP-Grassroot System,” which emphasizes four interrelated dimensions: collaboration, enculturation, education, and participation. This strategy enabled leaders to facilitate inclusive decision-making, integrate local wisdom, promote educational values, and foster broad community engagement. The study argues that leadership in change management should not be oriented merely toward control, but rather toward enabling and facilitating institutional adaptation. Conclusion: This case highlights how effective leadership practices rooted in a grassroots approach can strengthen institutional identity, cultural integration, and organizational resilience. The research offers theoretical contributions to organizational change management and provides practical insights for higher education leaders seeking to implement sustainable transformations

Abstract

Purpose: This study aims to examine the relationship between the implementation of Islamic Religious Education (PAI) and the development of a religious school culture in two public senior high schools in the Meranti Islands Regency, namely SMA Negeri 3 Tebing Tinggi and SMA Negeri 2 Tebing Tinggi. Method: Using a quantitative correlational approach, data were collected from 224 respondents consisting of 212 students, 10 PAI teachers, and 2 principals. Research instruments included Likert scale questionnaires, observation guidelines, and semi-structured interviews. Result: Statistical analysis using SPSS version 26 showed a strong and significant positive correlation (r = 0.62, p < 0.01) between PAI implementation and the schools’ religious culture. Regression analysis revealed that PAI implementation contributes 38.4% to the formation of a religious culture, while other factors such as school leadership, family involvement, and community environment account for the remaining variance. Conclusion: Comparative results indicated that SMA Negeri 3 demonstrated a stronger correlation (r = 0.65) than SMA Negeri 2 (r = 0.58), suggesting contextual differences in institutional support and teacher engagement. Implication: The study contributes to the field of Islamic education by emphasizing that effective PAI implementation is not limited to classroom instruction but also reinforces religious habits and values through consistent practice and role modeling within the school ecosystem.

Abstract

Background: Islamic education at the Bahrul Ulum Qur'ani Islamic Boarding School implements the tahfidz program as an approach that combines memorisation of the Qur'an with an understanding of moral and ethical values. Purpose: This study aims to analyse the impact of the tahfidz program on the formation of character and social involvement of students. This study uses a descriptive qualitative approach to understand the social phenomena that occur at the Bahrul Ulum Qur'ani Islamic Boarding School in Pemalang related to the tahfidz program. Method: This research will focus on one specific aspect, namely, students who participate in the tahfidz program. The population is students registered at the Bahrul Ulum Qur'ani Islamic Boarding School in Pemalang who participate in the tahfidz program. The number of samples taken ranged from 15-25 students. The research instrument includes Semi-Structured Interviews. And observation by observing the learning process and activities outside the cottage, to get a broader context. And documentation includes: Teaching materials, activity notes, and reports on relevant pesantren activities. Meanwhile, Data Analysis consists of Data Transcription, which is converting interview recordings into written text to facilitate analysis. Coding by identifying themes or categories from the data obtained. Result: The results of this study show that the tahfidz program at the Bahrul Ulum Qur'ani Islamic Boarding School in Pemalang has a positive impact on the development of students' character and their involvement in social activities. Conclusion: the data showed that students who memorised the Qur'an tended to have stronger ethical values and behaved better in their social environment, which signified the integration of religious values into their daily lives.

Abstract

Background: Indonesia’s social, cultural, and religious diversity requires Islamic education to promote tolerance, mutual respect, and social harmony. Purpose: This study aims to examine the internalization of multicultural values in Islamic Religious Education (PAI) at MA Terpadu Tunas Cendekia Babakan Ciwaringin, Cirebon Regency. Method: Using a qualitative descriptive approach, data were collected through interviews, observations, and documentation involving PAI teachers, dormitory supervisors, and students, and analyzed through data reduction, presentation, and conclusion drawing. Result: The findings indicate that multicultural values are internalized through three stages: value transformation, value transaction, and value transinternalization, with key values including tolerance, equality, justice, harmony, and social responsibility. The boarding school system reinforces these values through habituation, role modeling, and integrated socio-religious activities. Conclusion: This study demonstrates that PAI grounded in universal Islamic values can effectively cultivate inclusive and harmonious student character and offers a practical model that may be adapted in other schools, particularly those implementing integrated or boarding-based educational systems.
