Abstract

The use of plastic bags has become a habit, there is no day without a plastic bag. Seeing the importance of this problem, the government established a regulation for paying plastic bags in supermarkets in 2015, which is Rp. 200,- per sheet, and it is up to May 31, 2016. This policy did not work well and since 2016 supermarkets have returned to using plastic bags without paying for them. The aims of this study were (1) to analyze consumers’ willingness to pay more for plastic bags, (2) to analyze the cluster of consumer knowledge about plastic bags which damage the environment, (3) to analyze the most important factor that consumer will pay more for plastic bags . The study was conducted from May- June 2021 in Bandung, with simple random sampling. The results showed that generally consumers are willing to pay more for plastic bags (willingness to pay) between Rs. 500, - to Rs, 2.000, -, .Consumers who aware that plastic bags destroy the environment was 14.70 %, the medium knowledge was 63.39 % and the low knowledge was 21.91 %. Although the respondent’s knowledge is high, waste disposal is often practiced using plastic bags. Thus, it is not directly proportional to respondents’ knowledge and behavior about plastic bags. The most important factors that consumers are willing to pay for plastic bags are gender and family. This study can be considered for Ministry of Environment, Modern Retail, stakeholders and other market agents in considering the use of plastic bags.

Abstract

People who live on peatlands are very dependent on the values and functions contained by the surrounding ecosystem. They certainly need empowerment to strengthen their social capital in meeting their needs. This study aims to analyze the importance of strengthening community social capital on peatlands. The research method used is qualitative research to describe and explain the observed conditions. The results showed that the pattern of ecosystem management on peatlands did not involve all parties, so that people living on peatlands did not really feel the benefits. Whereas the existence of the community can be relied on in maintaining the ecosystem even though they have reasons to use existing resources to fulfill their daily needs. It is just a matter of how all stakeholders involved can make efforts to empower them so that they have strong social capital to protect the environment. With this, the community will feel they have an interest in using all available resources on peatlands in a responsible and sustainable manner.

Abstract

This study aims to determine and analyze community participation in the development planning process in Kalijaga Village, Harjamukti District, Cirebon City, West Java Province. The approach used is qualitative. Data sources are the Head of Cirebon City Regional Development Planning Agency, Harjamukti Sub-District Head, Kalijaga Urban Village Chief, Hamlet Heads, and Community Representatives. Data collection techniques using semi-structured interviews, observation, and documentation. Furthermore, the data were analyzed using stage 3 flow, namely data reduction, data display and conclusion drawing or verification. The study’s results explained that community participation in the development planning process in Kalijaga Village, Harjamukti Sub-District, Cirebon City, was relatively low. Community limitations influence the low community participation in the development planning process in understanding development planning. There is a pessimistic attitude of the community towards the development planning process because their proposals are not accommodated in the higher process, the limited number of officials and development cadres in charge of communicating information about development planning to the community, and the implementation time of development planning is relatively short, so it is not balanced with the material that must be discussed and decided.

This study examines the relation between women and agroforestry in Cijedil and Wangunjaya Villages, Cugenang District, Cianjur Regency, West Java. The study of the dynamics of agroforestry management, which is an agricultural practice carried out on forest land or land that resembles a forest, is carried out using an ecofeminist perspective. The study was conducted in two villages in Cianjur, West Java, Indonesia. These two villages are representatives of agroforestry land variations, which consist of forest, agroforestry, and agricultural land. This land type represents the level of human intervention in forest land management. The research was conducted using quantitative and qualitative research methods, using interviews and observation as key data collection instruments. The results of the study found that the division of labor based on gender in agroforestry practices has changed. Significant changes were also found in the relations between women and agroforestry, as well as gender relations in the decision-making process related to agroforestry in farmer households. From an eco-feminist perspective, this study shows that the dynamics of women in managing agroforestry not only increases the role of women, but also strengthens the position of women as employers in their own agroferestry land.

Purposive sampling techniques were used in 120 cassava farmers in Wonogiri Regency. Primary data were obtained with the aid of well-structured questionnaires and interviews. The data were analyzed using Foster-Greer Thorbecke (FGT) index and logistic regression (logit). The result of Foster Greer-Thorbecke's (FGT) analysis showed that headcount index (P0) was 0,3417, poverty gap index (P1) was 0,2092, poverty severity index (P2) was 0,1280. The logistic regression (logit) showed that determinants of the poverty status of cassava farmers were education, land area, household size, and farming experience. There needs to be an increase in education, land area, farming experience, and reduce the number of family dependents with family planning government programs.

Abstract

The Weberian narrative has become ingrained in the Indonesian bureaucracy has an impact on the fact that the bureaucratic reform agenda is not yet actual, so that public disappointment with the performance of the bureaucracy is still a general finding. The performance of the bureaucracy in Indonesia is still ineffective. To overhaul this order, Zizek’s thoughts on the subject deserve to be placed as a critical activity in exploring the role of the state civil apparatus (SCA). This study aims to read the authentic potential of bureaucrats as agents of change in bureaucratic reform in Indonesia by borrowing the analysis of the Zizekian radical subject. This research method uses a desk study by collecting data and information based on information analysis and secondary data. The results showed that basically SCA has an authentic capacity as a radical subject, in this case the subject of reform which is able to overthrow the Weberian bureaucratic structure that has become the shackles of the Symbolic One. This can be done by organizing the subject of reform collectively which is continually breaking the Weberian bureaucracy. The important implication of this study is as an anchor for SCAs who believe in the importance of change in the bureaucratic environment and that their role is very important as agents of reform subjects who dare to risk themselves taking action towards better bureaucratic reform.

Abstract

Qualitative research was carried out using the Exploratory Research method and the Snowball Sampling interview method with Functional Employees and Officials of the West Java Provincial Civil Service Agency, as key informants. Using the theoretical dimensions of Integrated Talent Management from Berger and Berger (2018) as a knife for analyzing the implementation of talent management, and making a SWOT analysis to choose the right strategy implementation. The results of the study show that effective talent management practices are able to create superior performing employees. To achieve effective talent management, a strategy is needed to strengthen Employee Career Planning, increase Employee Capabilities, build a Talent Mindset culture, obtain full support from the Organization’s Top Leaders, and build a One Apps Talent Management Information Service System. The impact of this research is that it will be able to create opportunities to develop the implementation of effective talent management strategies in public organizations. In an effort to produce superior Employee Performance, it is important for the Organization to align its Organizational Strategy, Culture, Structure and Talent in order to create a world-class West Java Bureaucracy.
