Abstract

The availability of learning materials that support independent learning is an important factor in improving the quality of higher education. In the Video Media Development course, students often experience difficulties in understanding the stages of video media development systematically due to the limited availability of instructional materials that are practical, concise, and well-structured. This study aimed to develop a micro module that is valid and practical as a supplementary learning resource for the Video Media Development course. The study employed a Research and Development (R&D) approach using the ADDIE model, which consists of five stages: analysis, design, development, implementation, and evaluation. The research subjects included material experts, media experts, instructional experts, and students of the Educational Technology Study Program at Universitas Negeri Makassar. Data were collected through interviews, needs assessment questionnaires, expert validation questionnaires, and student response questionnaires. The findings revealed that the level of student need for the developed micro module reached 94%, indicating a highly needed category. The validation results showed that the material expert assessment reached 88%, the media expert assessment reached 100%, and the instructional expert assessment reached 92%, all of which were categorized as highly valid. Furthermore, the practicality test involving 43 students obtained a score of 89.22%, indicating a highly practical category. These findings demonstrate that the developed micro module is feasible for use as a supplementary learning resource in the Video Media Development course and has the potential to support students’ independent learning effectively.

Abstract

This study aims to analyze the interoperability of the One Data policy implementation by the Jambi Province Communication and Informatics Office (Diskominfo). The research uses a descriptive qualitative approach through observation, interviews, and documentation, analyzed based on the Interoperability Digital Government theory, which includes technical interoperability, semantic interoperability, organizational interoperability, and legal and policy interoperability. The results show that the implementation of the One Data policy has been supported by the establishment of the Jambi Data and Analytic Center (JDAC) and the Jambi Province One Data Website as a data management center. However, interoperability is still suboptimal because data integration still relies on manual processes, data updates are inconsistent, and the application of data and metadata standards is not yet uniform across Regional Apparatus Organizations (OPD). In addition, the coordination system still faces obstacles in aspects of human resources, organizational commitment, and supervision of policy implementation. Therefore, it is necessary to strengthen system infrastructure, human resource capacity, inter-agency coordination, and data standardization so that the interoperability of the One Data policy in Jambi Province can run more effectively and sustainably.

Abstract

This study examines the development of literary appreciation and dramatic criticism in Indonesian literature from the 1920s generation through the 2000s, employing a historical-critical approach and reception theory. The study focuses on how each literary generation responded to its respective social, political, and cultural conditions through dramatic works, and how literary criticism reflected those responses as expressions of aesthetic and ideological values. A literature review method was employed, drawing on primary sources including dramatic texts and critical documents, as well as secondary sources comprising journal articles and academic books published within the last decade. Findings indicate that each generation constructed distinct aesthetic conventions: the 1920s generation relied on Malay-Western literary traditions; the 1933 generation introduced social realism as a response to colonialism; the 1945 generation emphasized post-war universal humanism; while contemporary drama of the 2000s is characterized by formal experimentation, cultural hybridity, and narrative fragmentation. These findings demonstrate that Indonesian dramatic criticism cannot be separated from its sociohistorical context and the evolving dynamics of public reception. Theoretical implications reinforce the argument that literary appreciation is inherently contextual and relational, while practical implications are relevant to curriculum development and dramatic work evaluation in Indonesia.

Abstract

This research is motivated by the persistently low level of polite behavior in second-grade students at the UPT SDN 024 Tanah Merah. Politeness is an important character value instilled from an early age because it is related to students' daily behavior at school. Therefore, the role of teachers is crucial in developing polite and courteous character in students through various habituation efforts. This study aims to describe the role of teachers in developing polite and courteous character in second-grade students at UPT SDN 024 Tanah Merah. The research method used was a qualitative case study. Data collection techniques included observation, interviews, and documentation. Data were analyzed qualitatively through data reduction, data presentation, conclusion drawing, and verification. This study used triangulation to validate the data. The results indicate that efforts have been made to develop polite character in students through various habituation activities in the learning process and daily interactions at school, but implementation has not been fully optimal. Students' polite character is reflected through eight behavioral indicators: saying thank you, saying sorry, saying please, being friendly, not interrupting, expressing opinions politely, being humble and positive, and respecting the opinions of others. The teacher's role in shaping this character includes serving as a guide, enforcer of class rules, and facilitator, as well as role model, motivator, and instructor. However, in its implementation, several obstacles exist, namely teachers' inadequate understanding and insight, inconsistent teacher role models, and limited time and workload.

Abstract

The mandatory 20% education budget allocation from the state budget (APBN) has not fully correlated linearly with the equalization of teacher quality and learning outcomes in Indonesia. This study aims to critically analyze the disparities in teacher quality and their impact on equitable access to quality education through the perspective of budgeting efficiency. The method used is library research with a qualitative-analytical approach, exploring secondary data from national policy documents, World Bank reports, UNESCO, and data releases from the Central Bureau of Statistics (BPS). The results of the study indicate that allocative inefficiency triggers the concentration of certified teachers in affluent urban areas, while rural and 3T (frontier, outermost, and remote) regions continue to experience a chronic shortage of academically qualified teachers. Evaluation of affirmative funding models reveals that past distribution interventions were project-based without long-term carrier retention incentives. This study concludes that a radical restructuring of local financing formulas into demand-driven financing and strengthening budget accountability at the regional level are absolute prerequisites to break the chain of educational marginalization.
