Abstract

Forest management is an interesting issue to discuss because it is closely related to the realization of the Sustainable Development Goals (SDGs), namely in handling climate change. The empirical phenomenon that occurs in Riau Province shows that there are still problems in forest management, resulting in deforestation and forest degradation, and forest tenure conflicts. Based on this, this study tries to answer the question what are the strategies used by the local political leadership and the challenges in forest management in Riau Province? This study used qualitative research methods. The research data comes from research informants, books, reports, research journals, and articles from news in the mass media and electronic media. Data analysis in this study uses a hermeneutic approach and analyzed using theories relevant to the research. The results of this study indicate that the strategy of local political leadership in forest management in Riau Province is in 4 (four) things, namely: (1) forest management planning; (2) forestry conflict prevention and resolution; and (3) forest and land fire prevention policies; and (4) forest and critical land rehabilitation. Meanwhile, the challenges faced by the local political leadership in forest management stem from the potential for corrupt behavior and a weak commitment to forest management. This study concludes that the strategy implemented by the local political leadership in Riau Province has not been able to realize sustainable forest management because of the weak commitment to sustainable forest management.

Abstract

Population growth in Indonesia which is increasing every year causes the land to become denser and affects the quality of settlements. Based on Presidential Regulation Number 2 of 2015 concerning the 2015-2019 National Medium-Term Development Plan, it provides a mandate in the scope of settlement development in urban areas through the settlement of quality settlements. The government through the Directorate General of Human Settlements runs the City Without Slums Program (KOTAKU). The KOTAKU program aims to support the realization of livable, productive, and sustainable urban settlements. With “Movement 100-0-100”. The problem in this research is that in the implementation of the KOTAKU program in Harjosari Kidul Village, there is still one resident who is less willing to be a participant related to the use of his personal land and limited funds to handle the location so the location is still not handled properly. This study seeks to examine the implementation of the City Without Slums (KOTAKU) program in Harjosari Kidul Village, as well as to examine what obstacles are in the implementation of the program. The research method used is a descriptive qualitative approach. The research wants to examine how it is implemented by using the theory of implementation from expert George C Edwards III. The results of this study that the Implementation of the City Without Slums (KOTAKU) Program in Harjosari Kidul Village is already exemplary, based on the problems of residents who were initially unwilling to become participants due to their private land, now the residents are willing but are still having problems handling the location due to limitations. funds to handle the location so that it still leaves slums in the location.

Abstract

This research was conducted in West Nusa Tenggara Province, aiming to find out the innovation of zero waste program policies. This study uses a descriptive method with a qualitative approach. The sources of data in this study are primary data obtained directly from the government, private sector, university, community and media. In addition, secondary data is also supported, which is data obtained from documents, publications, or literature related to Zero Waste Policy Innovations. The results of this study indicate that the zero waste program policy has generally been functioning and realized. Supporting factors in this zero waste program policy are government support for the program, adequate financial resources and the availability of human resources. While the inhibiting factor in this zero waste program policy is the lack awareness of the community in practice people tend to pay less attention to the problem of landfilling waste that occurs, especially the use of single-use materials that are very much in our environment. To overcome these obstacles, the Environment and Forestry Office of the Province of NTB took steps, namely increasing socialization and collaborating with other parties such as the private sector, media, academics and the community itself. The pentahelix model in the development of a zero waste program looks at the parameters of the involvement of various actors to work together in optimizing the zero waste program. the importance of collaboration with the Pentahelix Model, with the involvement of academia, the private sector, the community, government and the media is very important to support the zero waste program in the future, but so far this collaboration is still not optimal, measured from the interdependence between actors, constructive unification of thoughts, decisions together, and joint responsibility, only certain parties are involved in the collaboration, so it is important that there is a special agreement or regulation to regulate these components to be able to cooperate officially in seeking collaboration with the Pentahelix Model in the zero waste program.

Abstract

The existence of the Internet has a tremendous influence on human life in all fields. As a manifestation of improving services to the community, government agencies also use the Internet in providing services which are then known as e-government. E-government is designed as an internet-based service method that is able to provide fast, practical, and efficient services while providing transparency to the public. This article describes the implementation of e-government in government agencies with the aim of analyzing the obstacles found in the implementation of e-government. This article is library research where data collection is done by reviewing and exploring references in the form of articles, journals, books, magazines or other literature related to the topic under study. Data analysis was performed using Nvivo 12 plus. The results of this study indicate that there are three main obstacles in implementing e-government, namely: 1) understanding organizational culture; 2) linking political organization to the barriers of e-government, and 3) technological infrastructure barriers. Knowing these obstacles is expected to be an evaluation material for the government to better prepare for the implementation of e-government.

Abstract

This study is a perpetuation of the action research process carried out at Bumdesa Mitra Cibogo Sejahtera in Cisauk District, Tangerang Regency. This study was performed to understand the future of bumdesa performance in the village by considering aspects of past and current performance. The application of the principle of scenario planning is a relevant way to provide options for describing potential scenarios without disturbing the performance of the observed bumdesa unit. This scenario planning adapts the soft system dynamics (SSDM) methodological approach which is considered to be able to accommodate problematic situations in villages that deal more with human beings. The observed village conditions are problematic because bumdesa has a strategic role and a strong relationship with the authority of the village head. The outcome of the scenario planning described in the matrix map show that the condition of Cibogo Village can choose the optimistic option because of the strong support of the village head and the agile performance of the bumdesa. The potential analysis of the results of this scenario can be a reference for the needs analysis of Bumdesa Mitra Cibogo Sejahtera to identify asset and resource needs in the future.

Abstract

The implementation of Law Number 6 of 2014 concerning Villages is a form of independent and competitive rural development reform. The village law is a manifestation of granting authority and authority to villages in managing, managing, and regulating finances through the Village Fund Allocation (ADD). With the success of rural development reform, GVG has become a fundamental instrument in managing village finances. Unfortunately, previous research does not explain GVG as an effort to realize the development of the village tourism industry in Indonesia. This study seeks to provide literature through an analysis of the implementation of the principles of GVG to encourage the tourism industry’s success with a case study in Pujon Kidul Tourism Village, Malang Regency. Because the Pujon Kidul Tourism Village can develop tourism potential through managing village funds to increase Village Original Income (PADes) in Village-Owned Enterprises (BUMDES). The method used is a case study qualitative research with data collection techniques using in-depth interviews with stakeholders in Pujon Kidul Tourism Village. The research findings reveal that implementing GVG in Pujon Kidul Tourism Village in terms of transparency, accountability, and participation is marked by open discussions with the community through village deliberation forums. Responsibilities related to reporting funds sourced from APBDes, village funds, and other aid funds are also reported to the community verbally and in writing which is carried out at village deliberation forums. Meanwhile, the role of the community is still low because it still depends on the part of the village government.

Abstract

Indigenous peoples as state entities have constitutional rights that must be fulfilled. However, the existence of indigenous peoples today is still marginalized so they are not much involved in the administration of government. Departing from this empirical phenomenon, this study aims to describe the recognition of indigenous peoples' rights and the village government's strategy in implementing the recognition of indigenous peoples' rights. This study uses a qualitative approach with sources of information from the village government, traditional leaders, and the local government of Kampar Regency. From this research, it is found that the rights of indigenous peoples are recognized in the form of (1) having autonomous rights over their customary communities; (2) the right to manage their ulayat; (3) the right to develop and preserve their customs. Meanwhile, the village government's strategy in implementing the rights and recognition of indigenous peoples is to collaborate with traditional institutions in the administration of government and the implementation of economic, social, political, and cultural life. This study concludes that the democratization process has brought positive changes to the recognition and protection of indigenous peoples' rights.

Abstract

The scarcity of clean water in Dumai City has been going on for decades. PDAM Tirta Dumai Bersemai is required to have good performance so that the distribution of clean water is evenly distributed to all people. However, PDAM faces many challenges in achieving this goal. Challenges in the form of limited funds, human resources, and influential environmental factors so that performance is said to be not optimal. PDAM almost went bankrupt in 2016, trying to get up in 2018-2020 by making various efforts. This paper is intended to explain the success of PDAM in providing clean water. Success is interpreted not as an equal supply of clean water to all people but rather as success in getting through a period of bankruptcy. This research was conducted using qualitative methods by collecting data through interviews and documentation. The field results were then analyzed, resulting in the following findings. First, PDAM can be involved in various clean water supply schemes such as SPAM NUWS, PPP, and Durolis. This involvement shows the trust of the parties in the PDAM's performance. Second, improvements in PDAM performance are inseparable from improvements in PDAM's internal management. Improvement of PDAM's institutional dimension is the key to PDAM's revival. The leadership of the first and second periods of the principal director of PDAM showed significant changes. So that in the future, PDAM leadership must be based on qualified knowledge, information, and experience in managing clean water.

Abstract

The low level of regional fiscal independence can result in pressure and fiscal risks for the central and regional governments. Local governments need to have an adaptive organizational system to mitigate fiscal risks for their regions. This study aims to design an early warning system to monitor local government fiscal risks through an adaptive fiscal risk mitigation model. This research was conducted in two stages: first, identifying the level of regional fiscal risk using the content analysis method, and second, designing a risk mitigation model using the Soft System Methodology (SSM). The results of this study indicate that all the fiscal risk indicators studied (financial, economic, social, institutional, and environmental) have high-value risk items. The fiscal risk mitigation model resulting from this research is through the beyond budgeting conception, which focuses on the structure of the institutional system. A self-organizational framework and a bottom-up system are the two main elements that drive the beyond-budgeting institutional ecosystem as fiscal risk mitigation. The self-organizational framework can be built through the supportive leader, organizational network, and market coordination subsystems—the bottom-up system-building subsystem, namely through resources on demand, public focus, and relative targets.

Abstract

This study describes the dynamics of the policy of transferring former PNPM to Village Owned Enterprises (BUM Desa). This transfer is based on Government Regulation No. 11 of 2021 concerning the BUM Desa. This research was conducted in the former PNPM Sungai Tarab District. The purpose of this study is to examine how this transformation took shape and what were the obstacles faced by UPK DAPM Lenggogeni, who was a former PNPM, in transforming into a Joint Village-Owned Enterprise (BUM Desa bersama). The research method used is descriptive qualitative research method. Interviews were conducted with the Head of DAPM Lenggogeni, Sungai Tarab District, Secretary of Nagari, Head of Sungai Tarab Sub-District and Head of Community Empowerment Division of Tanah Datar DPMD. The results obtained are that looking at aspects of policy implementation by Edward III in the form of non-smooth communication between the former PNPM managers and the PMD PPKB service due to firm refusal from the manager became a dynamic in itself. Then for the aspect of human resources there is a shortage of personnel from the agency, as well as financial resources that must be taken from the ex-PNPM managing fund assets, making it difficult for the PMD PPKB agency to continue the transformation phase. The disposition of the agency is quite clear even though some SOP instructions have not been provided, as well as aspects of fragmentation that have not been developed between village institutions. This made it difficult to form an established organizational structure as a result of the implementation of the transformation of the former PNPM into BUM Desa bersama. None of the four stages of transformation have been carried out, so it is feared that in the remaining two months or so this policy cannot be implemented in Sungai Tarab District.
