Abstract

A credit agreement with mortgage rights is a legal arrangement that involves the lender, borrower, and a PPAT, who is tasked with formalizing the land deed as a legal document outlining the rights and obligations of all parties involved. The objective of this study is to examine the obligations of Land Deed Drafting Officials (PPAT) concerning the execution of credit agreements with collateral rights. Employing a normative legal approach, the findings emphasize the pivotal role of PPAT in administering mortgage rights within such agreements. PPAT not only acts as the executor of the Deed of Granting Mortgage Rights (APHT) but also shoulders responsibilities including verifying legal data, ensuring document completeness, and adhering to legal regulations. Moreover, the study underscores the significance of timeliness in the registration procedure, setting a deadline of 7 working days post-signing of the APHT. Any delays in registration, particularly stemming from PPAT negligence, may entail legal ramifications and pose risks for creditors. In summary, the research outcomes offer a thorough understanding of the vital role played by PPAT in overseeing the encumbrance of Mortgage Rights, thereby enhancing security and legal assurance in credit transactions with Mortgage Guarantee.

Abstract

Long before Islam came, local culture and beliefs of Animism and Dynamism were very close to the community. It was from here that the belief that disaster would occur because of something or a matter came into existence. Tolak bala in the big Indonesian dictionary is defined as an action to reject disaster; an effort to avoid danger; a series of activities carried out by a group of people to hold a kenduri tolak bala. Everyone certainly longs for safety and happiness, so that if a disaster threatens them, they try to ward it off. Islamic law has stipulated that only Allah is the source of salvation, a Muslim must believe that only Allah controls all good and harm, both those that have not yet befallen and those that have befallen. As in surah az-zumar verse 38; in other letters such as surah al-Baqarah verse 45 also emphasizes human dependence on Allah. This research was conducted in Tanah Bara village, Gunung Meriah District, Aceh Singkil Regency using a descriptive analysis method. The practice of tolak bala in Tanah Bara village on every Wednesday at the end of the month of Syafar. Various series are carried out such as, hajat prayer, dhikr and prayer to ward off disaster, bathing to ward off disaster using KASE and smearing betel water on the forehead of family members. There is no practice of ward off disaster in Tanah Bara Village that performs offerings such as throwing food into the river for offerings. The practice of ward off disaster as has been briefly described, is carried out only as an effort to keep away from danger. The practice of ward off disaster in Tanah Bara Village is legitimated by Islamic law, because it still reflects the spirit of Islamic law, meaning that it is permitted in Islamic law for the practice of ward off disaster in Tanah Bara Village. In the practice of ward off disaster that is carried out, there are no acts of idolatry committed, such as throwing offerings into the river, or throwing food with the aim of offerings. Only the essence of the practice of ward off disaster after using KASE, then diving by realizing it like the flow of water with the KASE, then all diseases disappear. This is the point of the problem of the practice of warding off disaster that the author wants to examine further to obtain legal legitimacy, whether it is permissible or not.

Abstract

The new approach to state financial management began with the introduction of Law Number 17 of 2003 on State Finance, Law Number 1 of 2004 on State Treasury, and Law Number 15 of 2004 on the Audit of State Financial Management and Accountability. The implementation of Minister of Religious Affairs Regulation Number 32 of 2021, which essentially serves as a policy or program within the Ministry of Religious Affairs, outlines the procedures for appointing treasury officials. This process will significantly influence the transparency and accountability of budget management. The success of these policies in achieving their intended outcomes naturally depends on factors related to policy, organizational structure, and the surrounding environment. The competence of frontline implementers is the competence of policy implementers, while the competence of implementers is a work ability of each policy implementer which includes aspects of knowledge, skills, and work attitudes in accordance with the expected standardization. Minister of Religious Affairs Regulation Number 32 of 2021 Article 2 Paragraph 5 states that state treasury officials, namely Paying Warrant Signing Officers, Commitment Making Officials and Expenditure Treasurers must have a certificate of competence. With regard to the prerequisites to be able to carry out duties as a state treasury official, they must have competence, where one of the indicators of having this competence is eligibility indicated by the certificate obtained after following the certification process. To achieve good policy implementation cannot be achieved in a short time where there must be several stages taken. The first stage is called the fullness stage where it is very important to be qualified to be eligible for office, the next stage is quality, namely how the work is carried out better and who does it.

Abstract

This study evaluates the effectiveness of teacher certification policy in addressing the teacher shortage crisis in Indonesia. Using a qualitative approach, data were collected from interviews with certified teachers, principals, and policymakers to understand the implementation of the policy, the challenges faced, and its impact on education quality. The results show that although teacher certification can improve pedagogical skills, implementation is often hampered by inadequate operational support, uneven distribution of certified teachers, and budget constraints. Inequitable distribution of teachers, especially in remote areas, as well as budget and ongoing training issues are key issues that reduce the effectiveness of the policy. To increase the impact of the certification policy, better operational support at the school level, incentives for teachers in less developed areas, and most importantly, more effective budget planning are needed. These findings provide important insights for policy makers and education practitioners in designing more comprehensive strategies to improve education quality in Indonesia.

Abstract

School is one of the places where children are active with their peers. Peers and the diversity of education at school are factors that influence children's habits in choosing education in school. Nutritional food can play both a positive and a negative role. Children can identify a variety of foods through the intestine so that they can form an appetite, but when the intestine contains intestines, it can cause disease. The study aims to figure out how school-age children choose to attend school. This research uses cross-sectional methods with a quantitative-descriptive approach. The research instrument used was a modified Safriana consumption questionnaire. stratified random sampling technique, with 270 respondents from class I to class VI. The results showed that boys were more likely to choose unhealthy choices than girls. Class I students were the most likely to make unsafe choices, while class VI students were the most likely to make healthy choices. Most kids choose important foods that are delicious and cheap, and the most popular kind of food is one-piece.
