Abstract

Bureaucratic digitization through an Electronic-Based Government System is a strategic step in increasing the efficiency, transparency, and accountability of public services. This study aims to analyze the implementation in Gorontalo with a focus on organizational culture, human resource readiness, and the effectiveness of supporting policies. Using a qualitative approach, this study collected data through in-depth interviews, observations, and studies of relevant documents. The results of the study indicate that success depends not only on technological infrastructure, but also on the readiness of an adaptive organizational culture to change. A work culture that supports innovation and digitalization is an important factor in accelerating implementation. In addition, limited technological competence among State Civil Apparatus is still a major obstacle that needs to be overcome through continuous training and capacity building. In terms of policy, although related regulations are available, challenges in implementation at the regional level are still faced, especially in terms of coordination and understanding of policies. In conclusion, sustainability and effectiveness in Gorontalo require a holistic approach that includes strengthening organizational culture, improving apparatus skills, and more concrete policy synergy. With good collaboration between various stakeholders, bureaucratic digitization can run optimally in realizing more efficient governance that is responsive to community needs.

Abstract

This study aims to analyze the implementation of Dynamic Governance in investment policies in Gorontalo Province. it emphasizes flexibility, innovation, and adaptability in the decision-making process, so that it can respond to changes in the investment environment more effectively. In the context investment policies, they still face various challenges, including regulations that are not yet fully adaptive, complex bureaucracy, and limited infrastructure that can hinder investment attractiveness. The research method used is a qualitative approach with data collection techniques through in-depth interviews, documentation studies, and direct observation of policies implemented by the Investment and One-Stop Integrated Service Office (DPMPTSP). The results of the study indicate that efforts to digitize licensing services and bureaucratic reform have been carried out, but have not been fully optimal in creating a conducive investment environment. In addition, the lack of coordination between local and central governments is often an obstacle to effective policy implementation. With a more adaptive and innovative strategy, it is hoped that Gorontalo can increase its competitiveness as an attractive and sustainable investment destination

Abstract

This study analyzes the implementation of the Zero Fraud Program in reducing fraud rates and its impact on employee performance at PT Usaha Garda Arta, Depok Branch. This study uses a qualitative approach with interview methods, observation, and document analysis of five key informants. SWOT analysis is used to evaluate the strengths, weaknesses, opportunities and threats of this program. The results of the study indicate that the Zero Fraud Program is effective in reducing fraud rates through strict supervision, anti-fraud fires, and ongoing training. However, there are still obstacles such as limited technology, minimal management involvement, and employee resistance to change. Although this program is able to reduce fraud cases, problems such as high absenteeism, low work motivation, and lack of employee understanding of anti-fraud policies are still obstacles to improving performance. This program has a positive impact on productivity, time efficiency, and work quality, but it needs improvement in technology integration, increasing policy transparency, and communication between management and employees. This study recommends the implementation of a more comprehensive fraud prevention framework, increasing management participation, and performance-based incentive training, and developing an integrity-based work culture will increase the effectiveness of fraud prevention in the long term.

Abstract

This study examines the short-term performance of Initial Public Offering (IPO) stocks on the Indonesia Stock Exchange (IDX) by analyzing the role of firm size. A total of 60 IPO-listed companies between 2021 and 2024 were categorized into three groups—small, medium, and large—based on total assets at the time of listing. Using abnormal return as the performance metric, the study evaluates daily and cumulative returns over a 45-day period post-IPO. Findings reveal that small firms tend to experience higher abnormal returns on the first day of trading, consistent with the underpricing phenomenon often attributed to higher information asymmetry and investor speculation. However, in the longer short-term window, large firms accumulate significantly greater cumulative abnormal returns, reflecting stronger investor confidence and market stability. The Kruskal-Wallis test confirms a statistically significant difference in abnormal returns between small and large firms. These results indicate that firm size influences investor perception and post-listing price behavior. While smaller firms benefit from short-term speculative gains, larger firms offer more sustained performance. The study underscores the need for investors and regulators to account for firm size when evaluating IPO opportunities in emerging markets.

Abstract

Differentiated learning is an effort to adapt the learning process to the learning needs of each student. Education in Indonesia, through the independent curriculum, is starting to introduce a lot of student-oriented learning. So there needs to be an appropriate learning approach that can be applied to learning activities. So the aim of this research is to evaluate previous scientific research articles related to differentiated learning in elementary schools (SD). In order to examine the usefulness of the differentiated learning approach in elementary schools (SD). In this article, the research method used is a literature review. The research data used are articles published within the last 5 years, namely between 2019 and 2023. As well as at the elementary school (SD) education level. This research stage was carried out by searching the literature with the keyword "Differentiated Learning" with findings of 6,280 articles. Then data selection was based on criteria according to the year of publication and research topic, namely differentiated learning at elementary school (SD) level, where 16 articles were obtained. Next, analyze the data as well as interpret and write the results and conclusions of the data analysis. Based on the results of the literature review analysis, it can be concluded that teachers can implement differentiated learning in the classroom well by providing a good understanding of differentiated learning. Then the benefit of implementing differentiated learning is that it can facilitate the diversity of students' learning needs based on learning styles. The application of differentiated learning has the potential to improve students' academic achievement and interest in learning. The application of differentiated learning in the classroom can also improve 21st century skills and support the implementation of independent learning.

Abstract

Learning at SMP Islam Sultan Agung Sudimoro uses a flipped classroom model due to the dense curriculum, with each topic covered in just 1–2 meetings. Students must study independently at home, but existing media like books and digital modules are seen as unappealing. To address this, a gamified, interactive illustration-based application was developed to boost interest and improve independent learning. This study aims to analyze students’ needs, develop the gamified media, and test its effectiveness in teaching cultural arts to eighth-grade students. The method used is R&D with the 4D model (Define, Design, Develop, Disseminate). The results show that students highly need interactive media. Expert validation of content and media achieved very valid scores (87.50% and 90.32%), practicality tests reached 93% (highly feasible), and the effectiveness test based on the N-Gain Score was 0.89 (high category). Thus, the application-based gamification was proven to be highly effective in helping students understand illustration drawing material.

Abstract

This research focuses on applying the Differentiated Discovery Learning model based on drawing traditional decorative varieties in fine art subjects to improve learning outcomes for students. Based on observations on the subject of fine arts, a problem was found in students in grade VII-H at SMP Negeri 02 Batu related to low learning outcomes in drawing materials of traditional ornamental varieties. This model combines a Discovery Learning strategy with a differentiation approach, which tailors the learning strategy to the learners' abilities, interests, and learning styles. The subjects in this study are students of class VII-H SMP Negeri 02 Batu with a total of 30 students. The method used in this study is Classroom Action Research (PTK) with Mc cycles based on Kemmis and McTaggart, which consists of two cycles. Each cycle includes the stages of planning, implementation of actions, observation, and reflection. Data collection procedures were collected through observations, interviews, questionnaires, and documentation. Quantitative and qualitative methods are used for data analysis. The implications of this PTK research show that the application of Differentiated Discovery Learning can improve student learning outcomes. The results showed that with the implementation of Differentiated Discovery Learning, the percentage of pre-action data was obtained by 40%, in the first cycle by 60% and in the second cycle by 90%. Therefore, it can be concluded that the application of Differentiated Discovery Learning can improve the learning outcomes of fine arts students in class VII-H SMP Negeri 02 Batu on traditional decorative drawing materials.

Abstract

Nowadays there are so many soft drink producers which is somehow creating competition between producers in Malang and Batu as Batu is also one of the soft drink central production. But so far there is no producers make soft drink as the healthy soft drink package. This opportunity is first and it has started producing this healthy soft drink. In this research, the writer used quantitative method. The data was collected by spreading questionnaire and observing. The methods of analysis data in this research were regress linier, validity test and reliability, the classic test consist of normality, multicollinearity and heteroscedasticity, partial and test hypotheses simultaneously.The results of this multiple linear regression analysis show that prices, promotions, partially or simultaneously have a positive and significant effect on purchasing decisions. It can be concluded that purchasing decisions can be improved with prices which include, affordability of prices, suitability of prices with product quality, compatibility of prices with benefits, price competitiveness, for promotions that can be improved by promotions including promotional messages, promotional media, and promotion time.

Abstract

This study is about the meaning of speech function in the 2024 Indonesian presidential candidate debates. The purpose of this study is to find out the meaning of speech function of the speech function in Indonesian 2024 presidential candidate debates based on Halliday (2024) classification of speech function. Qualitative research design is used to analyze the data. The result showed that all candidates predominantly utilized statements to convey their vision and mission, indicating a focus on asserting their positions and values. There were offer function employed by all the presidential candidates. The distribution of speech function offer could differ across the sources or speakers analyzed. Question function submitted by the first candidate which is two utterances. The question function delivered by the first candidate Anies Baswedan and the third candidate Ganjar Pranowo. The command utterance was only found in the third candidate Ganjar Pranowo speech.

Abstract

The evolution of digital technology and social media has significantly transformed the landscape of public communication. Public trust and institutional reputation have become strategic elements for organizational sustainability amidst the torrent of information and disinformation. This article aims to analyze the key factors in maintaining public trust and institutional reputation in the digital age and to formulate effective strategies based on current literature and case studies. A qualitative-descriptive approach was used, with data sources derived from scientific literature reviews and public case documentation. The analysis results indicate that transparency, accountability, digital literacy, rapid crisis response, and data-driven communication management are the primary foundations for maintaining trust and reputation sustainably. This study provides conceptual and practical contributions to strengthening public communication governance in the digital age.
