Abstract

This qualitative study explores the perceptions of clinic staff regarding their experiences with teleconsultation services and the human resource management (HRM) aspects involved in implementing such services in a small general practice (GP) clinic in Bali, Indonesia. The clinic operates a unique model where nurses manage patient care during morning shifts with remote physician support via teleconsultation. Data were collected through an online long-form survey completed by nine current and former staff members, including nurses and physicians. Thematic analysis revealed that teleconsultation was widely perceived as improving efficiency and accessibility of care. However, participants also reported challenges such as communication gaps, technical limitations, and diagnostic constraints. All respondents emphasized the need for structured training, adequate infrastructure, and clear communication protocols. While most participants expressed satisfaction with the service, this was closely linked to the availability of support and the nature of patient interaction. The findings underscore the importance of comprehensive HRM strategies that address both technical and interpersonal dimensions to ensure the sustainability and effectiveness of teleconsultation services in small clinical settings

Abstract

The e-commerce era has fuelled the rise of persuasive and aggressive digital advertising, influencing the way consumers make purchasing decisions. This study aims to identify the strategies used to manage anxiety triggered by exposure to digital advertising. A qualitative approach was used with data collection techniques through in-depth interviews and focus group discussions with six informants who actively shop on e-commerce platforms. The results show that consumers experience various forms of anxiety, such as fear of running out of products, regret for not buying immediately, and social pressure due to the Fear of Missing Out (FOMO) phenomenon. The main cause of anxiety comes from digital advertising elements such as time countdowns, limited stock, celebrity testimonials, and bulk purchase notifications. To manage anxiety, consumers use active, interactive, and passive strategies. The conclusion is that emotional control and awareness are very important in dealing with psychological distress caused by online advertising. The theoretical implications of this research enrich the application of Uncertainty Reduction Theory in the context of digital consumer behaviour, particularly in understanding active, interactive, and passive strategies as a form of uncertainty management accompanied by emotional anxiety. Practically, the findings provide insights for e-commerce industry players and advertisers to be wiser in designing advertising communication strategies by considering the psychological impact on consumers.

Abstract

The implementation of the Regional Public Service Agency Financial Management Pattern 'Pola Pengelolaan Keuangan Badan Layanan Umum Daerah' (hereinafter referred to as PPK-BLUD) at the Puskesmas Tanjungsari demonstrates significant results in enhancing the quality of health services and financial management. This paper aims to analyze the implementation of PPK-BLUD based on Merilee Grindle's policy implementation theory; which highlights the relationship between policy content; and implementation context. The writing method used is a qualitative approach with data collection techniques including observation; interviews; and document reviews. The results of the study indicate that the autonomy provided through PPK-BLUD enables the Puskesmas Tanjungsari to manage its budget more flexibly; enhance financial transparency through the application of a digital economic system; and implement service innovations such as an electronic queuing system and QRIS payments. The success of the implementation is supported by oversight from the Health Office and community participation through discussion forums such as the Self-Awareness Survey (SMD) and Village Community Deliberation (MMD). However, challenges remain regarding employee commitment and coordination between teams that still need improvement. In conclusion, the implementation of PPK-BLUD at the Puskesmas Tanjungsari has succeeded in enhancing the efficiency of financial management; the quality of health services; and financial independence. This success can serve as a model for other Community Health Centers in implementing similar policies to improve health services in the region.

Abstract

Human resource management (HRM) in Indonesian hospitals faces significant challenges in ensuring fairness, transparency and objectivity in performance evaluation and remuneration systems. These issues contribute to income disparities between medical and managerial staff, leading to lowered morale and reduced quality of healthcare services. This study aims to provide an existing performance appraisal system, identify remuneration inequities, and propose an AI-based meritocracy model to improve transparency and accountability. Through a systematic literature review of global and local sources, the study identifies objective key performance indicators (KPIs) and develops an AI-based conceptual framework for equitable distribution of remuneration, drawing on successful practices from countries such as the UK and Singapore. The proposed model integrates AI technologies such as machine learning and predictive analytics to optimize recruitment, performance monitoring and incentive allocation while addressing ethical concerns such as algorithmic bias and data privacy. This AI-based approach aims to increase healthcare worker motivation, reduce turnover, and improve service quality in Indonesian hospitals, with recommendations for phased implementation and strong governance to ensure ethical implementation.

Abstract

This study addresses the limited scholarship on the specific contribution of women’s transformational leadership in enhancing public service quality. While prior research often examines women’s leadership or transformational leadership separately, few systematically explore their intersection in the public sector. To bridge this gap, a systematic narrative review was conducted on 11 selected articles retrieved through Elicit AI. Thematic and contextual analysis was employed to identify patterns, themes, and theoretical constructs across organizational and sectoral contexts. Findings reveal that women leaders consistently demonstrate the four core dimensions of transformational leadership: idealized influence, inspirational motivation, intellectual stimulation, and individualized consideration. These practices foster inclusive, ethical, and innovative organizational cultures aligned with the demands of modern public service. However, contextual challenges such as organizational culture, social norms, gender stereotypes, and limited access to strategic roles shape the effectiveness of women’s leadership. Theoretically, this study contributes to leadership and gender scholarship by integrating transformational leadership theory into the domain of public administration. It underscores the importance of empathetic, participatory, and visionary leadership in advancing sustainable service reforms. Overall, the synthesis highlights how empowering women in transformational leadership roles enhances public service effectiveness and drives bureaucratic change, while calling for further research on intersectionality and cross-sectoral dynamics.

Abstract

The success of public organizations, such as the Samarinda City Manpower Office, is greatly influenced by the performance of its employees. Work discipline is one of the key factors contributing to productivity and operational efficiency. This study aims to analyze the relationship between work discipline and employee performance using a quantitative approach. The population in this study consisted of 70 people, and the sample used was 60 people, selected randomly based on a predetermined sampling formula. Data was collected through the distribution of questionnaires to respondents. Data analysis was performed using simple linear regression. The results of the study showed a strong and significant correlation between the level of work discipline and employee performance. These findings suggest that improving work discipline has a positive impact on productivity. Practically, these results emphasize the importance of implementing consistent discipline policies and work discipline training programs as part of an organizational performance improvement strategy. This study reinforces organizational behavior theory, which states that internal factors such as work discipline contribute significantly to performance. The uniqueness of this study lies in its specific focus on work discipline as a dominant variable in the local context of Samarinda, as well as its use of a quantitative approach that provides an empirical basis for data-driven decision-making in public sector human resource management.

Abstract

Rejeki Bukit Separi is a labor supply company for the coal mining industry in East Kalimantan. This study employs a quantitative approach using survey techniques, involving the entire population of 66 employees as the sample through total sampling. The analytical techniques used include validity tests, reliability tests, classical assumptions, and simple linear regression tests using SPSS version 25. The results of the study indicate that the physical work environment significantly influences performance. The objective of this study is to analyze the influence of the work environment on employee performance at PT. Rejeki Bukit Separi. Specifically, this study aims to identify the extent to which aspects of the work environment, both physical and non-physical, such as safety and social relationships, play a crucial role in supporting employee productivity and work effectiveness. Therefore, companies need to prioritize workplace environment quality as a strategic component of human resource management, especially in the mining sector, which is characterized by operational challenges and high work-related risks. These findings not only provide practical contributions for company management in designing policies more focused on employee well-being but are also expected to serve as a reference for further research and contribute theoretically to the development of human resource management science, particularly in the labor-intensive sector.

Abstract

Drug abuse and distribution remain critical challenges in Indonesia, with Medan City experiencing notably high case rates. This research responds to the growing urgency for effective governmental intervention. The study explores the implementation of preventive strategies by the National Narcotics Agency of North Sumatra in addressing drug abuse in Medan. Using a qualitative research design, data were collected over three months through observation, document analysis, and interviews with five purposively selected respondents. The study employs the strategic implementation framework of Hunger and Wheelen, focusing on program, budget, and procedural indicators. Results show that the agency has initiated various preventive measures, including awareness campaigns, counseling sessions, urine testing, technical training, and the development of drug-free sub-districts. Budget planning is managed effectively, with national funds allocated through detailed operational plans, while procedures are followed consistently to ensure structured program execution. Additionally, the reach of these initiatives remains suboptimal, primarily due to resource constraints. This study contributes to the literature by applying a managerial strategy lens to public drug prevention. The study underscores the necessity to increase resources, expand personnel, and establish a dedicated National Narcotics Agency office in Medan to enhance future prevention efforts.

Abstract

The digital transformation of the fashion retail sector has redefined customer-brand relationships, emphasizing the need for loyalty strategies that transcend traditional transactional approaches. This study, a systematic literature review (SLR), evaluates the effectiveness of loyalty programs in enhancing customer retention. A total of 201 peer-reviewed international articles were analyzed using bibliometric visualization with VOSviewer and thematic synthesis within the PRISMA framework. The analysis, guided by the Commitment-Trust Theory and the Customer-Based Brand Equity (CBBE) model, revealed that customer loyalty is no longer driven solely by incentives such as points or discounts. Instead, it is increasingly shaped by emotional engagement, personalized digital experiences, and the integration of social and environmental values into brand narratives. Gamification techniques and AI-powered personalization emerged as key enablers of long-term customer relationships. These findings have significant theoretical and practical implications, underscoring the importance of designing omnichannel, user-centric, and socially relevant loyalty programs to sustain customer retention in the highly competitive fashion retail landscape. Challenges remain in the complexity of program designs and their alignment with the preferences of younger generations, such as Millennials and Gen Z. Future research should consider adopting mixed-method and longitudinal approaches to gain a more comprehensive understanding.

Abstract

Entrepreneurship is one of the activities that has the potential to minimize unemployment rates while optimizing economic productivity in a country. However, the reality shows that students are not too interested in entrepreneurial activities. In an effort to foster students' entrepreneurial spirit, external and internal factors are needed that influence students' interest in entrepreneurship, including through technopreneurship learning and entrepreneurial attitudes. The purpose of this study is to determine the effect of technopreneurship learning and entrepreneurial attitudes on students' interest in entrepreneurship. The associative causal research method with a quantitative approach was applied in this study, by applying multiple linear regression analysis techniques assisted by IBM SPSS version 25 software. The sample used in this study was 36 students of SMA Semen Gresik in grades X to XII who had participated in the technopreneurship learning program. This study found that technopreneurship learning and entrepreneurial attitudes possessed by students simultaneously influenced students' interest in entrepreneurship. Meanwhile, it was partially found that technopreneurship learning did not have a significant effect on students' interest in entrepreneurship, while entrepreneurial attitudes had a significant effect on interest in entrepreneurship. With the findings of this study, it is hoped that schools will always help maximize the learning process of students, especially in studying entrepreneurship, so that students' interest in entrepreneurship increases.
