Abstract

The rapid digital transformation of the construction sector has positioned Building Information Modeling (BIM) as a key instrument in improving efficiency, transparency, and collaboration in public construction projects. This study explores the policy strategies and challenges of implementing BIM within national-scale public construction procurement and execution in Indonesia. The main objectives are to analyze existing national policy strategies, identify key challenges hindering implementation, and propose strategic policy recommendations. The research employs a qualitative approach using a literature study method, synthesizing findings from academic journals, government regulations, and institutional reports published between 2019 and 2025. Data were analyzed using content and thematic analysis, categorized into three main themes: policy strategy, implementation challenges, and policy recommendations. The results show that Indonesias government has made significant progress in integrating BIM through regulatory enforcement, standardization initiatives, and capacity-building programs. However, implementation remains inconsistent due to uneven technological infrastructure, insufficient human resources, limited interoperability, and financial barriers among contractors. The study recommends developing a National BIM Roadmap, enhancing data management systems, strengthening BIM education and professional certification, and providing fiscal incentives to promote compliance. These findings highlight that effective BIM implementation requires not only regulatory support but also institutional collaboration and long-term investment in digital infrastructure and human capital.

Abstract

This study explores the meaning of marriage among single career women living in urban areas, focusing on how they interpret marriage in relation to ambition, gender roles, and happiness. Using a qualitative phenomenological approach with Interpretative Phenomenological Analysis (IPA), the research involved an in-depth interview with a 30-year-old female military doctor. Thematic analysis revealed three main themes: (1) Balancing Ambition and Love, where the participant viewed ambition and affection as two essential but often conflicting life forces; (2) Gender Roles in Marriage, where she expressed egalitarian views, emphasizing equal sharing of domestic and financial responsibilities; and (3) Marriage and Happiness, where communication, emotional maturity, and mutual respect were seen as foundations of marital harmony. For the participant, marriage is not an obligation but a partnership rooted in trust, empathy, and shared goals. She believes happiness in marriage depends on openness and understanding rather than social conformity or material success. Her perspective reflects a modern, independent woman navigating between traditional expectations and personal self-fulfillment. The findings highlight how single career women reinterpret marriage as a personal choice grounded in equality and self-awareness, offering valuable insights for developmental and social psychology, especially regarding the impact of cultural norms and gender roles on womens life decisions.

Abstract

This study aims to improve the ability to recognize place value concepts among a sixth-grade student with Autism Spectrum Disorder (ASD) at SLB Negeri Tebo through the use of Dienes blocks as concrete learning media. The initial assessment showed that the student was able to recognize numbers but experienced difficulties in identifying unit, tens, and hundreds place values, with a performance score of only 20%, far below the schools KKTP standard of 75%. This classroom action research employed two cycles consisting of planning, action, observation, and reflection. Data were collected through structured observation to document learning behaviors, performance tests at the end of each meeting, and documentation to support qualitative findings. The data were analyzed descriptively by comparing test results across cycles and interpreting behavioral changes based on observation notes. The findings indicate a gradual improvement from cycle I to cycle II. In cycle I, although the student showed increased interest in using Dienes blocks, mastery of the concept had not yet reached the expected level. Significant improvement occurred in cycle II, marked by the students ability to independently arrange units, tens, and hundreds, and correctly solve place value tasks. The final score reached 93.3%, exceeding the KKTP threshold. The results demonstrate that Dienes blocks effectively support students with ASD in understanding abstract mathematical concepts by providing concrete, visual, and structured learning experiences.

Abstract

This study examines the procedural irregularities that led to the annulment of the Consumer Dispute Settlement Agency (BPSK) decision in the Supreme Court Judgment No. 553/K-Pdt.Sus-BPSK/2025. The research was motivated by the increasing number of consumer disputes in digital transactions and the recurring inconsistency in BPSK decisions, particularly regarding violations of procedural fairness. Using a normative legal research method, the analysis draws upon statutory regulations, court decisions, and legal doctrine to assess whether the dispute resolution process conducted by BPSK aligned with the principles of consumer protection law. The findings reveal that BPSK failed to comply with essential procedural standards, including improper summons to the business actor, the absence of valid consent for arbitration, and reliance on outdated legal provisions. These errors resulted in the violation of due process and the principle of audi et alteram partem, ultimately undermining the legitimacy of BPSKs decision. The study further demonstrates that such procedural defects harm both consumers and business actors, weaken legal certainty, and diminish the credibility of BPSK as an alternative dispute resolution institution. The research concludes that strengthening procedural compliance, ensuring consistent application of legal norms, and enhancing institutional competence are crucial for improving the effectiveness of consumer dispute resolution and safeguarding public trust in BPSK

Abstract

Character education is an attempt to teach and instill mark favor character, moral, character as development ability somebody so that can take good/bad decisions, exemplary, discipline, and be able to apply it in daily life. Therefore, the objectives of this research were to describe the character education integration in teaching English, to describe the obstacles character education integration in teaching English, and to describe the efforts in character education implementation in teaching English at the tenth grade of SMA Negeri 1 Gunungsitoli in the 2024/2025. The method used in this research was descriptive qualitative. The research data were obtained through observation, questionnaire, and interview which were then analyzed using data analysis technique, namely: data reduction, data display, and conclusion. After analysis, the results indicate that the character education integration in teaching English at the tenth grade of SMA Negeri 1 Gunungsitoli has not been fully realized in the learning process. The findings show that the first teacher in integrate character education in teaching English learning process had integrated 12 character values and 6 character values have been established and the second teacher had integrated 13 character values and 5 character values have been established. Based on the results of interviews done by the researchers, that found out the obstacles faced by the English teacher in integrating character education in teaching learning are Providing a lost-and-found facility, Lost-and-found notice board, Displaying slogans or mottos about hard work and learning, Displaying achievement certificates and awards, Reducing the use of plastic in the classroom.

Abstract

Penelitian ini membahas efektivitas Badan Penyelesaian Sengketa Konsumen dalam menangani sengketa antara konsumen dan perusahaan asuransi yang kerap muncul akibat penolakan klaim, ketidakseimbangan informasi, serta penggunaan klausula baku yang merugikan konsumen. Penelitian menggunakan metode yuridis normatif dengan mengumpulkan bahan hukum primer, sekunder, dan tersier melalui kajian peraturan perundang-undangan, literatur ilmiah, dan pendapat ahli, kemudian dianalisis secara kualitatif melalui penafsiran norma dan pengkajian sistematis. Hasil penelitian menunjukkan bahwa keberadaan Badan Penyelesaian Sengketa Konsumen belum sepenuhnya efektif karena adanya tumpang tindih kewenangan dengan lembaga lain, keterbatasan kemampuan teknis dalam menilai dokumen polis, variasi kualitas putusan antar daerah, serta lemahnya mekanisme pelaksanaan putusan sehingga banyak putusan tidak dijalankan oleh pelaku usaha. Selain itu, rendahnya pemahaman konsumen mengenai isi polis memperkuat posisi dominan perusahaan asuransi dan memperbesar potensi terjadinya sengketa. Penelitian ini menyimpulkan bahwa efektivitas penyelesaian sengketa melalui Badan Penyelesaian Sengketa Konsumen perlu diperkuat melalui harmonisasi regulasi, peningkatan kapasitas kelembagaan, dan penataan mekanisme pelaksanaan putusan agar perlindungan yang sederhana, cepat, dan terjangkau bagi konsumen dapat diwujudkan secara lebih konsisten.

Abstract

Penelitian ini membahas tanggung jawab Direktorat Jenderal Kekayaan Intelektual dalam proses pendaftaran merek yang menimbulkan sengketa antara perusahaan Toyo Co., Ltd dengan pihak lain yang mengajukan pendaftaran merek yang memiliki kemiripan. Permasalahan muncul karena pendaftaran tersebut dianggap mengandung unsur persamaan pada pokoknya serta diduga diajukan dengan niat tidak baik, sehingga menimbulkan hambatan bagi pemilik merek yang sah. Penelitian ini menggunakan pendekatan yuridis normatif dengan menelaah peraturan hukum mengenai pelindungan merek serta menganalisis putusan terkait sengketa tersebut. Data diperoleh melalui studi kepustakaan terhadap bahan hukum primer berupa peraturan perundang-undangan, bahan hukum sekunder seperti jurnal dan pendapat ahli, serta bahan hukum tersier berupa kamus hukum. Analisis dilakukan secara kualitatif untuk menafsirkan ketentuan hukum yang berlaku dan mengaitkannya dengan persoalan pendaftaran merek yang disengketakan. Hasil penelitian menunjukkan bahwa DJKI memiliki tanggung jawab penting dalam pemeriksaan administratif dan substantif untuk memastikan bahwa setiap permohonan pendaftaran merek telah sesuai dengan ketentuan hukum. Kasus Toyo Co., Ltd menggambarkan bahwa pemeriksaan substantif belum berjalan optimal sehingga memungkinkan terjadinya pendaftaran merek yang memiliki kemiripan dengan merek terkenal. Kondisi ini mengakibatkan terganggunya kepastian hukum bagi pemilik merek. Penelitian ini menyimpulkan bahwa kualitas pemeriksaan perlu ditingkatkan melalui penerapan prinsip kehati-hatian dan penilaian yang lebih mendalam terhadap indikasi persamaan serta kemungkinan adanya niat tidak baik. Penguatan mekanisme pemeriksaan menjadi langkah penting untuk meningkatkan integritas sistem pendaftaran merek dan mencegah sengketa serupa pada masa mendatang.

Abstract

Homeschooling in Indonesia is legally recognized as a form of non-formal education under Ministry of Education and Culture Regulation No. 129 of 2014. However, it lacks a standardized national curriculum and evaluation system. This study employs the CIPPO evaluation model (Context, Input, Process, Product, Outcome) to analyze the homeschooling curriculum policy in Indonesia and compare it with practices in the United States, Finland, and Australia. The findings reveal that Indonesias policy remains general and heavily reliant on the capacity of parents and community-based initiatives. In contrast, other countries have implemented clearer regulations, structured curricula, and regular assessment systems to ensure quality and accountability. The CIPPO approach proves effective in identifying both the strengths and weaknesses of homeschooling policies and offers a foundation for improving policy direction toward a more equitable and standardized alternative education system.

Abstract

Pejabat Pembuat Akta Tanah (PPAT) memiliki peran penting dalam menjamin kepastian hukum terhadap setiap peralihan hak atas tanah melalui pembuatan akta otentik. Namun, dalam praktiknya, masih sering ditemukan kasus di mana Pejabat Pembuat Akta Tanah (PPAT) menerbitkan akta atas tanah yang ternyata dalam sengketa atau menggunakan dokumen yang tidak sah, sehingga menimbulkan persoalan hukum yang kompleks. Penelitian ini bertujuan untuk menganalisis bentuk pertanggungjawaban hukum PPAT dalam penerbitan akta atas tanah bermasalah, ditinjau dari aspek perdata, pidana, dan administratif. Penelitian ini menggunakan metode yuridis normatif dengan menelaah ketentuan hukum yang berlaku, antara lain Peraturan Pemerintah Nomor 24 Tahun 2016 tentang Perubahan atas PP Nomor 37 Tahun 1998 tentang Jabatan PPAT, Undang-undang Nomor 30 Tahun 2014 tentang Administrasi Pemerintahan, serta Kitab Undang-Undang Hukum Pidana (KUHP). Hasil penelitian menunjukkan bahwa PPAT dapat dimintai pertanggungjawaban apabila lalai atau dengan sengaja menerbitkan akta atas tanah sengketa, baik melalui sanksi perdata berupa ganti rugi, sanksi administratif seperti pencabutan izin jabatan, maupun sanksi pidana apabila terdapat unsur kesengajaan atau pemalsuan. Oleh karena itu, PPAT wajib menjunjung tinggi prinsip kehati-hatian, profesionalitas, dan kepastian hukum dengan memastikan status hukum tanah sebelum akta diterbitkan.

Abstract

Putusan Pengadilan Negeri Negara Nomor 44/Pdt.G/2023/PN Nga merupakan perkara perdata yang berakar pada hubungan perkawinan adat Bali antara seorang perempuan dan laki-laki beragama Hindu yang tinggal di Jembrana. Kasus ini mencerminkan benturan antara ketentuan hukum nasional dengan norma-norma adat yang masih kuat melekat dalam praktik sosial masyarakat Bali, terutama mengenai pengakuan tanggung jawab dan kedudukan perempuan dalam hubungan perkawinan adat yang tidak tercatat secara resmi. Dalam proses persidangan, majelis hakim tidak hanya mempertimbangkan bukti formil, tetapi juga menggali nilai-nilai lokal yang hidup di tengah masyarakat (living law) sesuai dengan semangat Pasal 5 ayat (1) Undang-Undang Nomor 48 Tahun 2009 tentang Kekuasaan Kehakiman. Putusan ini menunjukkan bagaimana pengadilan berperan sebagai jembatan antara hukum negara dan hukum adat, terutama dalam memberikan perlindungan hukum bagi perempuan yang sering berada dalam posisi rentan. Implikasinya tidak hanya memperkuat eksistensi hukum adat Bali, tetapi juga menegaskan pentingnya harmonisasi antara sistem hukum adat, hukum agama, dan hukum nasional dalam mewujudkan keadilan sosial di masyarakat pluralistik Indonesia.
