Abstract

Marine sediment mining in the Riau Islands Province, particularly around Karimun Besar Island, has created a multidimensional challenge involving ecological degradation, socio-economic disparities, and maritime security concerns. This study aims to analyze the ecological transformation and its implications for non-traditional maritime security using a qualitative documentary analysis approach. Data were obtained from six scientific journals and institutional reports from BMKG, KLHK, and IOJI. The results reveal that intensive sand extraction has caused significant geomorphological changes, including seabed deformation, shoreline erosion, and mangrove degradation of up to 40% between 2015 and 2023. Although mining activities have increased local household income by approximately 20%, labor absorption remains minimal at only 4%, leading to social inequality and community tension. Furthermore, environmental damage has weakened coastal resilience and triggered non-traditional security threats such as cross-border fishing, smuggling, and local conflicts. The study concludes that marine sediment mining in Karimun Besar represents a paradox of development economic gains coexist with ecological and security degradation. To address this issue, Indonesia must adopt an eco-maritime security governance model that integrates environmental protection, socio-economic sustainability, and inter-agency maritime coordination to maintain national resilience and Good Order at Sea

Abstract

Indonesia, as the world’s largest archipelagic nation, faces significant challenges in maintaining the security of its vast and complex maritime borders. Threats such as illegal fishing, smuggling, piracy, terrorism, and territorial disputes demand adaptive and visionary leadership strategies. This study aims to analyze how the application of strategic leadership can strengthen surveillance systems and safeguard Indonesia’s maritime sovereignty. Theoretical approaches employed include visionary, transactional, and situational leadership models, each contributing to enhancing maritime organizational effectiveness amid evolving threats. The findings indicate that the integration of modern technologies—such as satellites, drones, and radar systems—along with human resource capacity building and cross-sectoral cooperation among the Navy, Coast Guard, Marine Police, and intelligence agencies, plays a crucial role in reinforcing maritime border security. Furthermore, active maritime diplomacy through ASEAN and international cooperation enhances Indonesia’s position in addressing transnational threats. With adaptive, collaborative, and technology-oriented leadership, Indonesia can improve maritime surveillance effectiveness, protect natural resources, and ensure stability and sovereignty across its maritime border regions.

Abstract

Indonesia’s maritime governance faces persistent challenges due to overlapping authorities and fragmented coordination among its main maritime enforcement agencies: BAKAMLA, KPLP, and POLAIRUD. This study aims to analyze the institutional synergy among these agencies in preventing the exploitation of natural resources in the strategic waters of Karimun Besar. Using a qualitative descriptive method with document analysis and triangulation, this research examines legal documents (Law No. 32/2014, Presidential Regulation No. 178/2014, Government Regulation No. 5/2020), institutional reports, and academic literature. The results show that interagency synergy remains suboptimal due to inconsistencies in legal mandates, overlapping jurisdiction, and weak technological integration for data sharing. The study proposes the establishment of a National Maritime Security Coordination Framework supported by an integrated Maritime Domain Awareness (MDA) system to strengthen surveillance and coordination. Policy recommendations include the standardization of joint patrol SOPs, the development of an interagency data-sharing platform, and the creation of a Joint Maritime Operation Center (JMOC) in strategic areas such as Karimun Besar. Strengthening institutional collaboration and data integration is essential for achieving effective maritime domain awareness and realizing Indonesia’s vision as a Global Maritime Fulcrum.

Abstract

This research aims to analyze the impact of climate change in the Anthropocene era on Indonesia's maritime security and to evaluate the capacity of marine governance in addressing these challenges. The method used is a Systematic Literature Review (SLR), analyzing various relevant literature from journals, policy reports, and institutional data related to climate change, maritime security, and marine governance. The results of the study indicate that climate change affects marine ecosystems, disrupts the socio-economic stability of coastal communities, and increases security risks, including threats to maritime sovereignty. Indonesia's marine governance capacity faces challenges such as policy fragmentation, weak inter-agency coordination, and limitations in infrastructure and human resources. To address these challenges, reforms in marine governance are recommended, including strengthening institutions, investing in technology and human resources, and implementing ecosystem-based policies. A collaborative approach involving local communities and international cooperation is also a strategic step towards creating sustainable, adaptive, and inclusive marine governance.

Abstract

This article explores anticipated shifts in military technology through the year 2100 by synthesizing present-day technological trajectories, scientific advancements, and evolving defense policies. Over the coming century, defense architectures are likely to transform substantially, marked by pervasive combat automation, sophisticated exoskeleton systems, adaptive smart-material camouflage, and the incorporation of genetic and biotechnological applications for defense purposes. Control of cyberspace and outer space will emerge as pivotal strategic arenas. Together, these trends will reframe warfare from primarily kinetic encounters to conflicts driven by advanced technologies and data-centric operations. Developments in artificial intelligence, machine learning, and autonomous weapons are expected to lessen direct human involvement while accelerating and streamlining military decision-making processes (Scharre, 2018). However, these innovations raise serious concerns automated escalation, erosion of meaningful human oversight, and potential unethical deployment of powerful technologies highlighting the pressing need for robust international legal and ethical governance. This paper offers a detailed examination of these trajectories and their implications for global military capabilities and international security in the twenty-second century.

Abstract

Indonesia’s maritime identity as the world’s largest archipelagic state places it at the center of global maritime trade and security dynamics. However, fragmented coordination among its maritime enforcement agencies—namely BAKAMLA, KPLP, and POLAIRUD—continues to limit effective governance, particularly in strategic regions such as Karimun Besar Island within the Malacca Strait. This study examines the problem of institutional synergy and Maritime Domain Awareness (MDA) through a learning-based governance perspective, employing a qualitative document analysis and triangulation approach. The research integrates three learning theories—Connectivism, Constructivism, and Social Learning Theory—to explore how inter-agency cooperation can evolve through digital connectivity, shared meaning, and behavioral adaptation. The findings reveal that Indonesia’s maritime security governance remains hindered by overlapping mandates, unintegrated information systems, and limited interoperability. Applying learning-based principles, the study argues that improving maritime synergy requires not only legal harmonization but also institutional learning through continuous data exchange, joint training, and shared operational frameworks. The paper proposes a National Maritime Security Coordination Framework that emphasizes data integration, collaborative learning, and adaptive policy reform. Strengthening institutional synergy and MDA through a learning-oriented approach is essential for realizing Indonesia’s vision as a Global Maritime Fulcrum, ensuring that its maritime governance becomes more coordinated, sustainable, and intelligence-driven.

Abstract

This research focuses on analyzing food security in remote prisons that are potentially vulnerable to disasters, with a case study focus on Nusakambangan Island, Central Java. The issue of food security in correctional environments is important because Nusakambangan's isolated geographical conditions cause complete dependence on external logistics supplies, especially from sea routes. When extreme weather, emergency conditions or disasters occur, food distribution is often disrupted, so internal production strategies are needed to maintain supply continuity. This research uses a descriptive qualitative approach with a case study method and analyzes field data from several prisons on Nusakambangan, including the Open Prison, Nirbaya, Gladakan, Kembang Kuning, Karanganyar, and Pasir Putih.The research findings indicate that the development of agricultural, livestock, and fisheries activities on Nusakambangan serves a dual role: as a food security strategy and as a means of inmate rehabilitation. The Open Prison and Kembang Kuning Prison are the most advanced models of food diversification with various commodities, while Nirbaya Prison demonstrates innovative adaptation to rocky land through a terracing system. This research concludes that food security on Nusakambangan can serve as an integrative model between correctional policies and adaptive food systems. Key recommendations include the establishment of an integrated food management institution, increased cross-ministerial technical support, and the development of a sustainable storage system and training for inmates. With institutional strengthening and agricultural innovation, Nusakambangan has the potential to become a national laboratory for resilient, productive, and equitable correctional food security.

Abstract

Agriculture plays a strategic role in the Indonesian economy, particularly in West Sumatra, where the majority of the population relies on rice cultivation for their livelihood. This study aims to analyze the role of farmer group empowerment in improving the welfare of farming households in Nagari Kampung Pinang, Lubuk Basung District, Agam Regency. The study employed a mixed methods approach. Data collection methods included document study, observation, in-depth interviews, questionnaires, and focus group discussions (FGDs). The research location was in Kampung Pinang Village, Lubuk Basung District, Agam Regency. Qualitatively, the research used the Milles and Huberman (1992) model, which begins with data collection, data reduction, data presentation, and drawing conclusions. Quantitatively, the research used MACTOR software analysis to evaluate the relationships and influences between factors. The theory used in this research is the Actor theory put forward by Macaulay and Cook (1996). The research results show that farmer groups play a strategic role as a liaison for access to production facilities, a forum for knowledge and technology transfer, a social actor that strengthens solidarity, a market mediator, a production supervisor, and a facilitator of cross-sector partnerships. MACTOR analysis revealed that the most intense interaction occurs between farmer groups and field agricultural extension workers, while private sector involvement is still limited. Structured, participatory, and collaborative empowerment programs have increased member capacity and agricultural productivity, which has had a positive impact on the welfare of farming households. These findings emphasize the importance of strengthening coordination between actors, developing partnerships with the private sector, and increasing the institutional capacity of farmer groups to ensure the sustainability of local agricultural development.

Abstract

This study aims to comprehensively analyze the role of financial literacy and financial inclusion on the financial performance of MSMEs in Indonesia through a literature review from various reputable national and international sources. The results show that good financial literacy encourages MSMEs to make more informed financial decisions, improve the quality of financial reports, and strengthen risk management capabilities. Meanwhile, financial inclusion expands MSMEs' access to capital, insurance, and digital payment services, thereby increasing business efficiency and competitiveness. However, challenges remain, particularly in the 3T (frontier and remote) regions, such as disparities in access, limited infrastructure, and a dominant cash transaction culture. Therefore, integrated policy interventions are needed in the form of contextual financial literacy education, strengthening the digital financial ecosystem, and improving infrastructure. This study is expected to serve as a reference for researchers, practitioners, and policymakers in formulating sustainable MSME empowerment strategies in the digital era

Abstract

The principle of honesty and fairness is the principle of elections which is integrated with the principles of direct, general, free and secret elections after the reforms. The addition of the principle of honesty and fairness as one of the principles in the implementation of democratic elections is not without reason. The principle of "honesty" implies that in the implementation of elections, every party related to the implementation of elections, including election organizers, government officials, election participants, election supervisors, election observers, and voters must behave and act honestly. Referring to the Election Law, the DKPP's decision is final and binding, and the KPU and BAWASLU must monitor its implementation in accordance with Bawaslu's responsibilities. DKPP decisions, functions and locations. The research method uses a normative and empirical juridical approach . The types of data used are secondary data and primary data. Data collection through library research and field research . The data analysis used is qualitative juridical. The results of the study show the position and duties of the Election Organizer Honorary Council as an institution that carries out a blending function between regulatory, administrative and punitive functions that are generally separated, but are appropriately carried out simultaneously by this new institution. Election organizers are treated as an ethics court. Legal settlement of violations of the code of ethics committed by the Election Organizer Honorary Council is final and binding, and the final decision after the DKPP decision comes into effect is decided and announced in the General DKPP General Assembly by providing legal remedies or other legal remedies, meaning nothing. That the decision is immediately binding and implemented. Therefore, all state and judicial administrators and DKPP decisions must be implemented correctly.
