Abstract

The Natuna Exclusive Economic Zone (EEZ) is one of Indonesia’s most strategic maritime areas, facing persistent threats from illegal, unreported, and unregulated (IUU) fishing that undermine national sovereignty, food security, and marine sustainability. Conventional maritime patrols have proven inadequate due to limited resources, adverse weather, and the vastness of the region. This study explores the role of artificial intelligence (AI) in strengthening maritime governance, with particular attention to policy challenges in addressing IUU fishing in the Natuna EEZ. Using a qualitative-analytical case study approach, the research identifies major issues such as inter-agency coordination, legal recognition of digital evidence, and community participation in surveillance efforts. The findings show that AI can enhance maritime monitoring through multisensor data integration, trajectory prediction, and anomaly detection in vessel movements. However, the effectiveness of AI systems depends on institutional interoperability, legal adaptation, and inclusive governance mechanisms. The study concludes that AI integration in maritime governance represents a multidimensional reform rather than a purely technical advancement. It bridges technology, law, and environmental management, positioning AI as a strategic instrument to safeguard Indonesia’s maritime sovereignty and strengthen its contribution to Indo-Pacific security cooperation.

Abstract

The purpose of this study is to describe the rhetorical patterns seen in research articles produced by Indonesian authors' introductions. This study used document analysis as a part of qualitative approach. Twenty research articles (RAs) in the introduction section that were uploaded to SINTA served as the study's data sources. Research publications in the fields of literature, linguistics, and pedagogy written by Indonesians served as the data sources. The analysis used Swales's (2004) CARS theory to understand the rhetorical structure of article introductions. The findings reveal differences in the introductions' writing styles across the examined articles. Step 3: Occupying the Niche and Step 1: Outlining the Purpose or Stating the Nature of the Research were the two most important steps in the CARS structure. 48 data points, or 50% of the total data analyzed, are included in Step 3, indicating the significance of the authors' assertions regarding the presence and applicability of their research. In the meantime, Step 1 produced 15 data points (19.2%), suggesting that authors try to clearly state the goal and subject matter of their research. Furthermore, it was found that some phases, such Step 6 Move 3: Stating the Value of the Present Research and Step 7 Move 3: showing the Structure of the Present Research Paper, were completed less frequently, showing differences in rhetorical approach. This study suggests that Indonesian authors try to be open and honest about the goal of their research while also emphasizing the importance and contribution of their work. To summarize, Indonesian writers' use of rhetoric in research paper introductions reflects an effort to promote openness and clarity in articulating the study's purpose, which is crucial for improving scientific communication and comprehension.

Abstract

The discourse of international relations has long been characterized by debates on the dominant role of the state and the significance of international organizations within the global system. This article aims to provide a comparative analysis of realism and liberalism in their perspectives on state power and the role of international organizations. The study employs a literature review method with a qualitative comparative approach, drawing upon both classical and contemporary works in international relations theory. The findings indicate that realism positions the state as the primary actor, emphasizing the anarchic nature of the international system, national interests, and the distribution of power, while international organizations are perceived merely as instruments of powerful states. Conversely, liberalism highlights the importance of interdependence, international institutions, as well as norms and international law as mechanisms to reduce conflict and promote cooperation. This analysis demonstrates that both perspectives remain relevant in understanding the dynamics of contemporary global politics, though each has its limitations in explaining the complexity of international interactions. The study contributes theoretically to the development of international relations scholarship and offers practical implications for the formulation of foreign policy and multilateral diplomacy strategies.

Abstract

The increasing trend of human trafficking crimes involving Indonesian citizens (WNI) in Southeast Asia, particularly in Myanmar and Cambodia, reveals an increasingly complex and organized form of transnational crime. Many TPPO operations now occur in conflict zones such as Myawaddy, Myanmar, which has become a hub for global digital crime networks. This articleexamines TPPO as a form of man-made social disaster as defined by Law Number 24 of 2007concerning Disaster Management. The study focuses on analyzing the role of social intelligence in the stages of early detection, early warning, forecasting, and problem solving to en ly preventand address cross-border human trafficking. This research employs a descriptive qualitativeapproach, drawing on secondary data from government documents, international organizationreports, and media coverage between 2020 and 2025. The findings reveal weaknesses inIndonesia’s social intelligence system, including poor early detection mechanisms, the absence of integrated early warning systems, limited predictive capabilities, and a reactive response pattern. Fragmented data, lack of inter-agency coordination, and limited community involvement exacerbate these gaps. Therefore, a more integrated, preventive, and community-based social intelligence system is urgently needed as part of the national strategy to address TPPO as a crossborder threat and a contemporary social disaster.

Abstract

The Thai Canal or Kra Canal project has become one of the most significant geopolitical issues in the Southeast Asian region because it has the potential to change the regional maritime balance of power. This article analyses the geopolitical dynamics of the Thai Canal through two major approaches, namely A.T. Mahan's Sea Power theory and Kautilya's Mandala theory. Mahan's approach emphasises the importance of control of sea lanes as a determinant of national power, while Kautilya highlights the hierarchical interactions between states based on interests and balance of power (raison d'état). By combining these two theories, this research seeks to assess how the Thai Canal project affects Indonesia's maritime strategy, particularly in the context of its strategic position towards the Strait of Malacca and the Indonesian Archipelago Sea Route (ALKI). The analysis shows that the Thai Canal has the potential to shift international trade flows from the Strait of Malacca to the Andaman Sea, resulting in changes to the geopolitical configuration of the region. Based on Mahan's perspective, this condition requires Indonesia to strengthen its control over ALKI II and III to maintain its strategic role in the global trade route. Meanwhile, in Kautilya's perspective, Indonesia needs to implement balanced diplomacy between major powers such as China and the United States to maintain regional stability and national interests. Overall, this article emphasises the importance of synergy between maritime power and regional diplomacy as a basis for Indonesia to respond to the new geopolitical dynamics triggered by the Thai Canal.

Abstract

Digital innovation reshapes disaster preparedness education, with mobile platforms offering accessible learning opportunities. This study examines InaRISK Personal, Indonesia's government-developed mobile disaster education application, addressing the research gap in evaluating digital disaster preparedness tools in developing countries. Using descriptive qualitative content analysis combined with systematic literature review, we assessed the application against established disaster education frameworks (Petal et al., 2008; Paton & Johnston, 2017). Analysis reveals InaRISK Personal provides localized risk assessments, real-time hazard mapping, and personalized mitigation recommendations across four disaster phases. Despite 399,000 cumulative downloads by December 2024, active monthly users declined 18.85%, indicating critical retention challenges. Key barriers include limited digital literacy in Indonesia's context, weak curriculum integration, and absence of gamification features. This study contributes the first comprehensive content analysis of a government-developed disaster education app in Indonesia's high-risk context, providing empirical evidence of the retention paradox, where initial adoption does not guarantee sustained engagement. Findings suggest enhancing teacher training, embedding platforms within curricula, implementing engagement strategies, and strengthening digital literacy programs are critical for maximizing mobile-based disaster preparedness education effectiveness in disaster-prone developing countries.

Abstract

This study examines the role of peaceful narratives as a conflict resolution strategy in the digital arena following Indonesia's 2024 general elections. Amidst rising political polarization, especially among youth active on social media platforms such as TikTok and X (formerly Twitter), digital spaces have become arenas for both political expression and social division. The research applies qualitative content analysis to explore how "peaceful narratives" can reduce symbolic violence and promote inclusive political awareness. Utilizing Social Identity Theory and Johan Galtung's "peace by peaceful means" framework, the study analyzes the dynamics around the viral hashtag #PrettyGirlsDon'tVote02, which symbolizes political satire and identity polarization. Findings reveal that peaceful narratives counteract digital conflicts by fostering empathy, respectful dialogue, and civic engagement, thereby strengthening social cohesion and democratic deliberation. The study recommends reinforcing political literacy, creating healthier dialogue platforms, promoting public verification of information, and encouraging positive social role models. Ultimately, peaceful narratives not only mitigate digital conflicts but also lay the foundation for national unity and resilience in Indonesia's evolving democratic landscape.
