Abstract

The International Maritime Organization (IMO)'s 2019 implementation of the Traffic Separation Scheme (TSS) in the Indonesian Archipelagic Sea Lanes (ALKI) I and II affirms Indonesia's maritime sovereignty while imposing significant financial obligations. As an Archipelagic State that ratified UNCLOS 1982 through Law No. 17/1985, Indonesia bears the operational costs of Vessel Traffic Service (VTS) infrastructure, Navigational Aids (SBNP), and environmental pollution risk mitigation, reaching over USD 12 million per year. All these costs are fully covered by the state budget, while over 15,000 large vessels pass through each year as free-riders. This condition induces market failure and systemic vulnerability within the maritime security governance of coastal states. From the perspective of Defense Science, particularly Defense Economic Theory (Public Goods Theory and Burden-Sharing Theory) and the Sea Power concept, this condition creates defense fiscal asymmetry and national strategic vulnerability. This article aims to construct a policy option for withdrawing service tariffs based on multilateral consensus under the corridor of Article 26 Paragraph (2) of UNCLOS 1982 in order to operationalize internationally recognized user-pays and cost-recovery principle. Through a cost recovery approach, a moderate tariff scheme has the potential to generate independent shipping funds of USD 31.25 million per year. The policy implementation is formulated in a four-phase roadmap including: the establishment of a Single Authority for managing ALKI, harmonization of the PP on PNBP with Law No. 32/2014 and MK Decision No. 27/PUU-XIX/2021, active maritime diplomacy at the IMO MSC/MEPC session, and management of the Marine Safety Trust Fund.

Abstract

Loss to follow-up is the principal leak in Indonesia’s tuberculosis care cascade, yet adherence support is rationed by staffing rather than by need. We developed a risk model for loss to follow-up in drug-susceptible pulmonary tuberculosis on a synthetic cohort of 20,000 patients whose parameters were anchored to published estimates, principally a national analysis of the Indonesian Tuberculosis Information System covering 71,665 patients. Penalised logistic regression, random forest and gradient boosting were compared on a held-out test set of 6,000 patients, with isotonic recalibration, bootstrap confidence intervals, decision curve analysis and a capacity-constrained triage rule. Observed loss to follow-up was 18.6 per cent. Discrimination was closely similar across learners, with areas under the curve of 0.735 for logistic regression and 0.739 for calibrated boosting, whereas calibration slopes ranged from 1.480 to 1.017. Flagging the highest-risk fifth of the cohort captured 46.0 per cent of events at a positive predictive value of 42.5 per cent, a 2.29-fold enrichment. Algorithm choice proved inconsequential; calibration and explicit decision analysis determined whether the model could be used. The estimates describe a simulation and require validation on real surveillance data.

Abstract

The quality of Madrasah Aliyah graduates is largely determined by the quality of the learning process and teacher competence. Limited structured training and sustainable professional development remain challenges in many private madrasahs, including MA Al Wathoniyah 5 Jakarta. This study aims to analyze the planning, implementation, and impact of teacher training and development management strategies on graduate quality. A qualitative approach with a case study design was employed. Data were collected through in-depth interviews with the head of the madrasah, vice head for curriculum affairs, and teachers, complemented by observations of training activities and document analysis. Data were analyzed using Miles and Huberman’s interactive model, consisting of data reduction, data display, and conclusion drawing. The findings indicate that training planning involved competency needs analysis, program design, and the determination of objectives, budgets, and schedules. Implementation included In-House Training (IHT), workshops, and Subject Teacher Consultation Forums (MGMP), focusing on strengthening pedagogical and professional competencies and the use of instructional technology. Regular mentoring and performance evaluation were also conducted. The strategy positively contributed to teacher competence and performance, learning quality, and students’ academic and non-academic achievements. However, implementation was constrained by limited budgets and time. The study recommends strengthening managerial commitment to sustainable teacher professional development.

Abstract

The advancement of digital communication has transformed the way language is produced, shared, and interpreted in online spaces. This transformation has also contributed to the emergence of hate speech, particularly in digital content involving public figures with large audiences. This study aims to describe the forms of hate speech as illocutionary speech acts in Deddy Corbuzier's podcast and to analyze their implications for the development of netizens' language in digital spaces. Using a descriptive qualitative approach, data were collected from two podcast episodes and related YouTube comments through documentation, observation, and note-taking techniques, then analyzed based on Austin and Searle's speech act theories. The findings reveal six forms of hate speech—insult, defamation, unpleasant acts, provocation, incitement, and misinformation—expressed through assertive, directive, expressive, commissive, and declarative speech acts, with expressive acts being the most dominant. Hate speech in the podcast ranges from implicit forms delivered through humor (D1) to more explicit forms through criticism and argumentation (D2). Netizens' comments demonstrate acceptance, reproduction, and modification of these linguistic patterns, indicating that podcast discourse contributes to the normalization and reinforcement of hateful language in digital spaces. This study highlights the importance of digital and language literacy in fostering ethical and responsible online communication.

Abstract

Worker resilience has become an important topic in occupational and organizational psychology due to increasing work demands, technological changes, and workplace stress. Resilience is viewed as a psychological resource that helps workers adapt, recover, and maintain effective functioning under stressful conditions. This study aimed to review the literature on worker resilience by identifying its influencing factors, impacts, and research gaps. A narrative literature review approach was applied by analyzing 10 relevant national and international journal articles published between 2016 and 2026. The reviewed studies included quantitative and qualitative research across various occupational sectors. The findings showed that resilience contributes significantly to reducing work stress and burnout while enhancing psychological well-being, work engagement, and employee performance. Workers with high resilience demonstrated stronger coping skills, emotional regulation, optimism, and self-efficacy. External factors, including family support, coworker relationships, organizational support, leadership, and meaningful work, also influenced resilience development. However, most studies used cross-sectional designs and focused mainly on healthcare workers, limiting broader occupational understanding. Differences in resilience concepts and measurement instruments further reduced research consistency. Future studies should apply longitudinal and integrative approaches across diverse work sectors to develop sustainable workplace resilience interventions.

Abstract

Leprosy remains a public health problem requiring continuous preventive efforts. Rifampicin chemoprophylaxis is one strategy to reduce the risk of leprosy transmission among at-risk individuals. However, its effectiveness may depend on community behavior after rifampicin consumption. This study aimed to analyze the influence of knowledge, culture, family support, and access to health services on the behavior of indigenous communities after consuming rifampicin in Wamanabaru Village, within the working area of Lolong Guba Primary Health Center. This quantitative study used a cross-sectional design involving 264 respondents selected from a population of 774 individuals. Data were collected using validated and reliable questionnaires and analyzed using univariate, bivariate, and multivariate analyses with multiple linear regression. The results showed that knowledge (p=0.326), culture (p=0.649), family support (p=0.956), and access to health services (p=0.629) did not have significant partial effects on post-rifampicin consumption behavior. Simultaneously, the four variables also did not significantly influence behavior (F=0.425; p=0.790). Knowledge had the highest standardized beta coefficient (β=0.062), although it was not statistically significant. In conclusion, knowledge, culture, family support, and access to health services were not significant determinants of indigenous communities’ behavior after rifampicin consumption in leprosy chemoprophylaxis activities.
