Abstract

The problem of waste management in urban areas is a complex challenge and requires a responsive and participatory approach to governance. This study aims to evaluate the quality of waste management services and the effectiveness of the policy of delegating authority to the sub-district head in Medan Baru District, Medan City. Using a qualitative descriptive approach, data was collected through in-depth interviews, field observations, and documentation. The results of the study show that waste management services still face various obstacles, especially in the dimensions of tangibles, reliability, responsiveness, assurance, and empathy. Limited facilities and infrastructure, irregular transportation schedules, low response to complaints, lack of officer training, and lack of an empathetic approach are the main obstacles. On the other hand, the delegation of authority has not been fully supported by institutional capacity, inter-agency coordination, and adequate community participation. This research emphasizes the importance of institutional strengthening, increasing operational capacity, and active community involvement in realizing effective and sustainable waste management at the sub-district level.

Abstract

Fenomena tunawisma di wilayah perkotaan terus menjadi isu sosial yang kompleks dan belum tertangani secara efektif melalui pendekatan konvensional. Penelitian ini bertujuan untuk mengeksplorasi strategi inklusi sosial sebagai upaya transformasi sosial yang mampu mendorong tunawisma menuju kehidupan mandiri. Rumusan masalah dalam penelitian ini mencakup: faktor-faktor penyebab seseorang menjadi tunawisma, pendekatan konvensional dalam penanganannya, serta bagaimana strategi inklusi sosial dapat diusulkan sebagai alternatif yang berkelanjutan. Penelitian ini menggunakan pendekatan kualitatif dengan desain studi kasus komparatif di dua lokasi: Kota Medan (Indonesia) serta Pulau Pinang (Malaysia). Data diperoleh dari wawancara mendalam, diskusi kelompok terfokus (FGD), dan analisis dokumen hukum serta kebijakan terkait. Hasil penelitiannya yakni penyebab utama tunawisma meliputi masalah keluarga, kemiskinan, kehilangan pekerjaan, dan keterbatasan akses terhadap perlindungan sosial. Di Medan, pendekatan yang digunakan bersifat represif dan berorientasi pada penertiban, sementara di Pulau Pinang bersifat karitatif namun temporer. Keduanya belum menyentuh aspek pemberdayaan dan reintegrasi sosial secara menyeluruh. Strategi inklusi sosial yang diusulkan mencakup kolaborasi lintas sektor, pelatihan kerja berbasis kebutuhan, pemulihan relasi sosial, serta penyediaan akses terhadap layanan dasar. Temuan ini memperkuat pentingnya pergeseran paradigma dari pendekatan kontrol dan bantuan darurat ke arah pemberdayaan dan keadilan sosial yang berkelanjutan.

Abstract

This research investigates the role of community empowerment in enhancing food security within urban areas, focusing on the development of the Juma Cindai Agroeducation Garden in Cinta Damai Village, Medan, Indonesia. Utilizing qualitative methodologies, data were collected through interviews, observations, and documentation. The findings highlight that unifying scattered farmer groups into the Juma Cindai Agroeducation Group significantly improved the efficiency and effectiveness of empowerment programs. Regular community discussions and FGDs facilitated the planning and implementation of relevant activities, such as hydroponics training. Positive community responses and active participation indicated a successful empowerment initiative. Intensive monitoring and evaluation ensured the program's alignment with its objectives, fostering technical skill development and social mindset shifts toward sustainable agriculture. The study concludes that structured community empowerment through urban agriculture can effectively enhance food security, economic independence, and community resilience against urbanization's impacts.

Abstract

This research examines the implementation of Medan City Regional Regulation No. 2 Year 2022 on the Implementation of Libraries and its effectiveness in realizing the objectives of library services in Medan City. Utilizing qualitative research methods, the study analyzes data from interviews, observations, and documentation to assess policy implementation based on Van Mater Van Hord's theory, focusing on policy size and objectives, resources, communication, and environmental factors. Findings indicate that the regulation has positively impacted library services, encouraging reading habits and knowledge dissemination through various programs and innovations, such as mobile libraries and digital initiatives. The Medan City Library and Archives Office, supported by 67 staff members and adequate financial resources, has effectively utilized inter-organizational communication to coordinate efforts. Despite challenges like limited staff, the economic, social, and political environments remain supportive, with no significant obstacles. The implementation also includes digitalization efforts like the e-pada application, aimed at increasing public access to information and mitigating the adverse effects of social media.

Abstract

Perkembangan UMKM diuji wabah covid-19 yang berdampak terhadap pelaku usaha. Sebab mengakibatkan pelaku industri dalam berbagai sektor produksi di Kelurahan Padang Bulan mengalami kerugian. Kondisi ini dipengaruhi, rekomendasi WHO dan upaya pemerintah dalam pencegahan Covid-19 yang mengharuskan social distancing dan kegiatan bekerja dilakukan dirumah. Dengan demikian, masyarakat yang terkena dampak perlu diberikan pemberdayaan pelatihan binsis, agar mampu menghadapi wabah covid -19. Adapun tujuan dari kegiatan pelatihan antara lain; Pertama, melakukan pelatihan usaha kreatif dan pengelolaan UMKM yang terbarukan. Kedua, Pembinaan dan standar mutu produk dalam menghasilkan inovasi produk yang bernilai. Ketiga, pelatihan pembuatan alat medis yang dapat digunakan saat pandemi berupa; masker dan hand sanitizer. Luaran pengabdian merekomendasi komunitas Pembinaan Kesejahteraan Keluarga Kelurahan Padang Bulan untuk melakukan peningkatan SDM, membangun kemitraan, penggunaan teknologi dan mendesain produk yang menarik. Dengan demikian, pelatihan dan pendampingan terhadap komunitas Pembinaan Kesejahteraan Keluarga Kelurahan Padang Bulan harus dilakukan secara berkelanjutan.

Abstract

Community service activities are carried out through training on how to make dim sum which is carried out for mothers from poor family groups located in Padang Bulan Village, Medan City. Based on data and observations that mothers from poor groups who do not have a job other than taking care of their family, the purpose of this service is to provide training to mothers from poor family groups to make decent dim sum for sale so that they can increase family income. The method in this activity is carried out by socializing and giving lectures to training participants as well as doing hands-on practice on how to make dough for dim sum ingredients and form dim sum properly to sell to consumers. Through the dim sum-making training activities, mothers from poor family groups will become skilled and have the expertise to make and sell dim sum to the community which in turn will increase family income.

Abstract

Like other major cities, Medan is also one of the cities that has serious problems related to waste management. Waste management done so far is a standard method that relies only on garbage disposal from temporary shelters to landfills. Thus, utilizing waste in households into products that have economic value, as an alternative step to increase the volume of waste in urban areas. The purpose of this service is to provide skills to the community of Harjosari II Subdistrict of Medan Amplas to manage waste in order to become healthy charcoal briquettes. Methods used in devotional activities include; methods of lectures, practice/training and question and answer questions. The results of community service showed that the community of Harjosari II could attend this training well. Through this training, the people of Harjosari II have the skills to make healthy charcoal briquettes by utilizing organic waste as the main ingredient. Thus, the trainees hoped for intensive assistance to produce healthy charcoal briquettes, in order to increase the income of families who are getting worse in the midst of the Covid-19 pandemic.

Abstract

Licensing services at the Investment Service and One-Stop Integrated Licensing Services of North Sumatra Province are still experiencing problems and problems related to Information and Technology systems, the absence of Regional Regulations regarding guidelines for licensing or regulations, facilities and infrastructure that are less supportive and the number of public complaints regarding licensing services which can be seen through television and internet media. This study aims to determine the quality of licensing services at the Office of Investment and One-Stop Integrated Licensing Services in North Sumatra Province. This research is descriptive research with a qualitative approach. Data collection techniques using the method of observation, interviews and documentation. The theory used is SERVQUAL Theory by Zeithaml, Parasuraman and Berry mention five dimensions in determining service quality, namely Tangibles (physical evidence), Reliability (reliability), Responsiveness (responsiveness), Assurance (guarantee) and Empathy (empathy). The results showed that the quality of service at the Investment Service and One-Stop Integrated Licensing Services of North Sumatra Province for the Tangibles and Assurance dimensions did not match what the community expected, while the service quality for the Reliability, Responsiveness and Empathy dimensions were in accordance with what the community expected.

Abstract

Based on an analysis of the bureaucratic conditions in North Padang Lawas Regency after more than 15 years as a new autonomous region, it appears that the quality of public services is still low. The evaluation of the Indonesian Ombudsman Representative for North Sumatra in 2021 placed the district in the "bad" category. Research using qualitative models highlights obstacles to change, including resistance from employees who want to maintain the status quo. Although there is increased work motivation among some employees, senior employees tend to stick to a conservative mindset, creating a lack of uniformity in bureaucratic behavior. Bureaucratic reform efforts appear to be producing positive results in Disdukcapil services. Simplification of bureaucracy, application of information technology, and increased accessibility increase efficiency and effectiveness. Even though the Community Satisfaction Index survey shows an increase in positive perceptions, there are still discrepancies with observations in the field, especially regarding slow processes and lack of employee understanding. In the face of conservative employee resistance, Disdukcapil leaders need to engage them more in the change process, involving them in decision-making. It is also important to ensure services are inclusive, considering the needs of people with physical limitations or limited access to technology. Solutions such as pick-up services or efficient physical services can be implemented. This improvement is important to achieve the goals of bureaucratic reform and provide better services to the community.

Abstract

This study aims to examine the existence of political volunteers participating in the 2019 Presidential Election in Medan City, Indonesia, using the theoretical approach of Huntington and Nelson's forms of political participation, along with M. Fr Voluntaire's concept of political volunteers. A qualitative method was employed, involving primary data collection through in-depth interviews (online and offline) and triangulation with secondary data from literature reviews. The results indicate a lack of regulations concerning the presence of political volunteers, highlighting the need to integrate them into a legally regulated political process. The existence of patronage politics poses a risk to the voluntarism of political volunteers, crucial instruments in the electoral process. Their roles encompass campaigning, candidate socialization, fundraising, election monitoring, and various forms of support. Appropriate regulations are necessary to prevent the misuse of power or resources by political volunteers to achieve political objectives, thereby preserving the integrity of their voluntary contributions.
