Abstract

Railway transportation is one of the mass transportation modes widely used by the Indonesian people. However, train accidents often occur and cause losses to the victims. Therefore, the value of justice becomes very important as a basis for examining the issue of losses due to train accidents. This research aims to analyze the regulation of liability and compensation related to railway accidents in Indonesian law and evaluate whether these regulations are based on the value of justice. This research is a normative legal research that analyzes the relevant laws and regulations using a statutory and conceptual approach. The type of data used is secondary data in the form of primary legal materials such as laws and government regulations, as well as secondary legal materials such as books and journals, using analytical-prescriptive descriptive qualitative analysis methods. The research results explain that the regulation of liability and compensation related to railway accidents in Indonesia is regulated in several laws and regulations such as the Railway Law, Government Regulations, and related ministerial regulations. In general, these regulations require railway facility operators to provide compensation to service users who suffer material and immaterial losses due to accidents caused by the operator's fault. The amount of compensation is determined based on the calculation of losses suffered by the victim, considering factors such as medical expenses, loss of property, and physical or psychological suffering. Although it attempts to accommodate the values of justice, there are still shortcomings in terms of unclear criteria, types, and amounts of compensation that must be given, as well as the potential for differing interpretations or inconsistent implementation, which could lead to injustice for accident victims.

Abstract

Counter-terrorism efforts in Indonesia face significant challenges, including suspect resistance during investigations and resource limitations. This study analyzes the discretionary practices of Densus 88 AT Polri, particularly through humanistic approaches such as reuniting suspects with their families, granting communication access, and respecting spiritual needs. The findings show that humanistic discretion effectively enhances suspect cooperation, streamlines evidence collection, and strengthens legal legitimacy. This approach also upholds principles of justice and human rights. However, the implementation of discretion requires strict boundaries to ensure accountability and prevent abuse. A holistic strategy integrating repressive measures with humanistic approaches has proven successful not only in law enforcement but also in supporting the social reintegration of former terrorism convicts. This study recommends strengthening regulatory frameworks for discretionary practices to ensure effectiveness and alignment with human rights principles.

Abstract

Open Power Track merupakan salah satu perangkat lunak yang dapat mendukung pembelajaran tentang perkeretaapian, dengan hal ini maka pendampingan ini dilakukan dengan tujuan untuk mengetahui Open Power Track, apa dan bagaimana cara mengimplementasikannya. Kegiatan ini menggunakan metode deskriptif analisis dengan menggunakan kuisioner berskala likert. Dari hasil evaluasi dapat diketahui bahwa kegiatan ini dapat: 1) meningkatnya pengetahuan baik afektif maupun psikomotorik peserta tentang Software Open Track, 2) memiliki keseuaian dan juga kebermanfaatan bagi peserta dan juga para taruna yang nantinya dibina oleh laboran/pendidik yang telah mengikuti pelatihan; dan 3) mengembangkan kemampuan para laboran dan pendidik pada program studi MTP dan TEP.

Abstract

The financing of terrorism in Indonesia, has become increasingly complex due to the involvement of various domestic terrorist organizations. These groups obtain funds through diverse sources such as direct donations, membership fees, self-funding, and the misuse of non-profit organizations (NPOs). This study aims to explore and analyze the potential and challenges of utilizing advanced technologies, particularly Artificial Intelligence (AI) and Machine Learning (ML), in preventing terrorist financing in Indonesia. The research employs a qualitative descriptive approach, utilizing secondary data from FATF reports and related literature. The findings indicate that AI and ML can significantly enhance the detection and investigation of suspicious financial activities, provide real-time transaction monitoring, and facilitate inter-agency collaboration. However, challenges such as data limitations, regulatory complexity, high implementation costs, and data security and privacy issues must be addressed to fully leverage these technologies. This study provides recommendations for developing a supportive regulatory framework, enhancing inter-agency cooperation, and investing in better data infrastructure to effectively utilize AI and ML in combating terrorist financing.

Abstract

This study investigates the paradoxical emergence of "zero terrorist attacks" in Indonesia from 2023 to mid-2024, alongside the growing involvement of former terrorism convicts (ex-napiter) in illicit economic activities. While Indonesia’s counter-terrorism strategy has been hailed as successful in preventing violent extremism, reports indicate that numerous ex-napiter are actively engaged in illegal enterprises such as subsidized fuel smuggling, unauthorized mining, and unlicensed vehicle leasing. Utilizing a qualitative descriptive approach and drawing upon Abraham Maslow’s hierarchy of needs theory, this research explores the motivations driving these individuals from ideological militancy to economic criminality. Data were collected through document analysis and field interviews conducted in April 2025 across multiple regions. The findings reveal that unmet economic and psychosocial needs, particularly related to esteem and security, have led many former convicts to seek recognition and income through informal and illegal means. These developments raise critical concerns about the effectiveness of reintegration programs that prioritize ideological transformation over sustainable economic support. The article concludes by recommending an integrated reintegration model grounded in the fulfillment of human needs, community engagement, and localized governance reform. This framework aims to reduce recidivism, prevent radical resurgence, and ensure a lasting peace beyond the absence of physical violence.

Abstract

The violent and religiously manipulative content of several religious movies can cause trauma to those who view them. This study uses cognitive dissonance theory to analyze how religious movie that highlight aspects of fear in the movie can affect social construction, particularly in light of the possibility of extreme attitudes. Qualitative content analysis using narrative and visual techniques to many key scenes is the methodology employed. The findings demonstrated how the portrayal of religious organizations as purveyors of threatening doctrine that emphasizes punishment affects the psychological strain of the story's characters, leading to internal conflict and a range of responses, such as rejection and extreme tendencies. The results show how authoritative religious teachings might influence psychological and symbolic pressure. To promote critical attitudes and avoid the possible detrimental effects of interpreting teachings that emphasize fear, this research helps clarify the significance of media literacy and the selective distribution of religious beliefs.

Abstract

Terorisme adalah persoalan kompleks di tengah fenomena global saat ini. Terorisme sering diartikan juga sebagai tindakan kekerasan yang menargetkan warga sipil untuk mencapai tujuan politik maupun ideologi kelompok mereka. Aksi terorisme dilakukan untuk memaksakan kehendaknya kepada pihak-pihak yang dianggap sebagai lawan, agar kepentingannya diakui dan dihormati. Indonesia merupakan salah satu negara yang tidak bisa lepas dari ancaman terorisme, terutama pasca peristiwa bom gedung WTC dan Bom Bali pada awal tahun 2000an lalu. Saat ini, terorisme menjadi ancaman baru seiring dengan rencana pemindahan Ibu Kota Negara Indonesia ke Kalimantan Timur. Lokasi IKN baru di Kalimantan Timur pada umumnya berdekatan dengan perbatasan antar negara, dan sekaligus berbatasan dengan berbagai wilayah yang rentan dengan aktivitas terorisme, termasuk keberadaan napiter, ex-napiter maupun simpatisan di sekitar wilayah tersebut. Sebagai suatu wilayah yang vital bagi negara Indonesia kedepannya, maka diperlukan strategi pencegahan terorisme untuk menciptakan keamanan IKN. Ini dilakukan dengan langkah-langkah persiapan kebijakan dan perencanaan pengamanan, hingga pembangunan smart city yang mendukung pengamanan anti terorisme, serta peningkatan kemampuan mitigasi terorisme.

Abstract

Mengelola negara besar seperti Indonesia di masa globalisasi saat ini tentu tidak mudah. Tafsir agama yang tidak akurat, radikalisme, dan ideologi teroris saat ini disebarluaskan melalui media sosial. Terorisme juga secara tidak langsung disebabkan oleh radikalisme. Oleh karena itu, penguatan asas Pancasila perlu dilakukan guna memerangi maraknya aksi terorisme dan radikalisme. Tujuan penelitian ini adalah untuk mengkaji rencana penguatan cita-cita Pancasila dalam rangka mencegah ancaman terorisme terhadap Ibu Kota Negara Republik Indonesia (IKN). Untuk mengumpulkan data mengenai strategi Indonesia dalam pemberantasan terorisme, penelitian ini menggunakan metodologi kualitatif yang berpusat pada tinjauan literatur. Temuan analisis menunjukkan bahwa menjunjung tinggi nilai-nilai utama Pancasila dapat menumbuhkan rasa solidaritas dalam menghadapi terorisme dan radikalisme. Pancasila adalah titik awal yang sempurna untuk memerangi terorisme. Tiga sila utama Pancasila yaitu Ketuhanan Yang Maha Esa, Kemanusiaan yang Adil dan Beradab, serta Persatuan Indonesia bertentangan langsung dengan gerakan teroris. Penanaman cita-cita Pancasila yang terus-menerus, intens, meluas, terkoordinasi, dan kohesif akan menyebabkan gerakan dan ideologi ekstrem punah dan tidak berkembang. Penghapusan gerakan dan gagasan ekstrem akan berdampak pada suasana kehidupan sosial di masyarakat, menjadi lebih aman, tenteram, dan tidak kenal takut.

Abstract

The relocation of Indonesia's capital city to the Archipelago Capital (IKN Ibu Kota Nusantara) in East Kalimantan has brought about a number of security challenges that need to be systematically addressed, even during the construction phase. Among these challenges, the threat of terrorism stands out, especially given the importance of the new capital as a national asset. This article aims to explore how to prevent terrorist attacks on the archipelago's capital by applying the principles of Crime Prevention Through Environmental Design (CPTED). Employing a qualitative research methodology, this study draws on a range of literature, including books, journals, and various sources. The concept of CPTED serves as the foundational framework for the analysis. The findings identify two main sources of potential terrorist threats in the new capital: firstly, cross-border terrorism and secondly, the vulnerability to attacks due to the fact that security and defense measures are predominantly concentrated in the surrounding buffer cities. To mitigate these risks, the research suggests several strategies for preventing terrorism, including enhancing access control through the deployment of security personnel, implementing comprehensive surveillance methods that integrate communication systems and visitor monitoring, and bolstering community engagement to foster a sense of territoriality among local residents.

Abstract

In the era of rapid transportation and technology, people tend to choose efficient and economical means. PT KAI is adapting to meet these expectations, especially in improving the comfort of Economy class trains. Jayabaya train ticket prices, before becoming Jayabaya new Generation train, are the main driver of customer satisfaction. Price sensitive for consumers becomes a critical aspect in attracting customers. The addition of facilities on this train caused a tariff increase of Rp. 30.000,00. This study aims to analyze the effect of service quality and ticket prices on the interest in buying passengers Jayabaya new Generation Economy Class. This quantitative research uses the independent variables of service quality and ticket prices, as well as the dependent variable purchasing interest. Data were collected through questionnaires and secondary data from the number of passengers and ticket prices for Jayabaya new Generation economy class train. The method used is binary logistic regression. The results of data analysis using IBM SPSS Statistics 27 showed that the quality of Service (X1) does not partially affect the interest in buying passengers Jayabaya new Generation Economy Class (significance value 0.628 > 0.05). In contrast, the ticket price (X2) has a partial effect on the interest in buying Jayabaya economy class new Generation passengers significantly (significance value 0.003 < 0.05). Simultaneously, the quality of Service and ticket prices have a significant effect on buying interest (significance value 0.001).
