Abstract

Terrorist radicalization has become a tangible threat to global security, including in Indonesia, as many individuals remain exposed to radical ideologies and join terrorist groups. This study aims to understand the driving factors behind individuals' decisions to enter and the causes of their attachment to terrorist groups, using the case study of SMA (a former member of JAD). This research employs a qualitative method through direct interviews with SMA. The findings indicate that terrorism radicalization is a gradual process of transformation involving changes in worldview, identity shifts, and strengthened loyalty to the group, culminating in an individual's readiness to carry out acts of terror. In the case of SMA, social injustice and relative deprivation, particularly towards state institutions, served as driving factors for joining a terrorist group. The study also finds that individual attachment to terrorist groups may be influenced by psychological, social, and emotional aspects, wherein the terrorist group can serve as an ideological “home” for its members, and the “Ustad” within the group may function as an ideological “father.” Therefore, deradicalization programs should not only focus on ideology or the fulfillment of economic needs but also consider psychological and social aspects. This is because the driving factors and stages of radicalization for each terrorist group member are unique, thus requiring differentiated handling approaches.

Abstract

This paper examines deradicalization programs from the former terrorism prisoners’ narratives on Sofyan Tsauri’s YouTube channel. Through library research and data collection from digital sources using a phenomenological approach, this paper argues that Sofyan Tsauri becomes an influencer in combating radicalization through his YouTube channel which explains matters related to radicalism, extremism, terrorism, and peace that are likely to have resonance in various locations. Further, Sofyan Tsauri's move has become a vehicle for former terrorists to talk about terrorists from their perspective to overcome various barriers to knowledge hegemony. This article suggests that other terrorists and former convicts are expected to be able to replicate such methods of da'wah in the digital era that are friendly to millennials.

Abstract

Kantor pemerintah sering dianggap sebagai simbol kekuasaan negara dan menjadi target bagi kelompok teroris dengan agenda ideologis atau agama tertentu. Mereka menganggap kantor pemerintah sebagai simbol penindasan terhadap keyakinan dan kekafiran. Serangan terhadap kantor pemerintah dianggap sebagai upaya untuk menentang atau mempertahankan ideologi maupun agama tertentu. Sebagai institusi yang terlibat dalam penanganan kasus tindak pidana terorisme, Kantor Pemerintah X rentan menjadi target serangan, terutama jika ada pihak atau kelompok yang merasa terganggu atau terancam oleh langkah-langkah penanganan yang dilakukan. Untuk menghadapi risiko semacam ini, konsep Crime Prevention Through Environmental Design (CPTED) menawarkan pendekatan strategis yang menekankan desain lingkungan fisik guna menekan tingkat kejahatan dan meningkatkan rasa aman. Pendekatan ini didasarkan pada empat prinsip utama meliputi access control, natural surveillance, territorialitas, dan maintenance. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus, memanfaatkan teknik pengumpulan data triangulasi yang mengintegrasikan tiga metode pengumpulan data, yaitu observasi lapangan, wawancara, dan studi pustaka. Hasil penelitian menunjukkan bahwa penerapan konsep CPTED di Kantor Pemerintah X telah berhasil menciptakan lingkungan yang relatif aman dan terkendali. Namun demikian, masih terdapat beberapa area di mana prinsip-prinsip CPTED belum sepenuhnya diterapkan atau bahkan menunjukkan konflik dengan kondisi yang ada. Oleh karena itu, evaluasi berkelanjutan sangat diperlukan untuk mengidentifikasi dan mengatasi potensi risiko yang mungkin timbul di masa depan. Langkah ini dapat dilakukan melalui penyesuaian desain fisik dan integrasi teknologi modern untuk meningkatkan keamanan.

Abstract

Introduction: Rail transportation is part of land transportation in Indonesia. The extended rail network has level crossings, namely the crossing of railroads and highways. Judging from the existing laws in Indonesia, the law mentions avoiding accidents at level crossings. Several factors influence law enforcement at railroad crossings, including legal, law enforcement, facilities, community, and cultural factors. There needs to be legal awareness from the side of law violators themselves, law enforcement officers themselves, and the government side. It is also necessary to increase cooperation between networks of law enforcement officers in crossing railroad crossings. Method: The research method used in this study is comparative descriptive. Result: The public is stated to have not understood the regulations that discuss railroad crossings listed in Law Number 23 of 2007, which discusses railways. In Law Number 22 of 2009, which discusses Traffic and Road Transportation, it is stated that Government Regulation 56 of 2009 discusses the Implementation of Railways and Government Regulation Number 72 of 2009 concerning Railway Traffic and Transportation. Conclusion: The law of crossing a railroad plot according to positive law in Indonesia has a position as a reference for travelling a railroad plot as has been written based on: Article 124 of Law Number 23 of 2007, Article 78 of Government Regulation Number 56 of 2009, Article 110 paragraph (1) Government Regulation Number 72 of 2009 & Article 114 of Law Number 22 of 2009.

Abstract

The development of the Jogja Solo railway transportation, one of which is the electrification of the railway line. This electrification will increase the capacity of the number of passengers because it can cut travel time so that there will be more and more trips. The government's plan to extend the electrification of the KRL line to Kulonprogo and Madiun is an opportunity for growth in the number of Jogja Solo KRL passengers. This study aims to find the best forecasting model for the number of KRL Jogja Solo passengers among short-term forecasting models. The forecasting method used is the Gray Method (1.1), Moving Average and Exponential Smoothing. Furthermore, based on the forecasting results of each method, the error rate will be sought based on the MAPE, MAD and MSD values. The error prediction value among the three selected methods, namely Gray (1,1), second-order moving average and single exponential smoothing, the results obtained from the single exponential smoothing method have the slightest error value compared to the others. So, this method is the best method chosen to predict the number of Jogja Solo KRL passengers. The single exponential smoothing method is the best forecasting method because it has the mirror value, namely MAPE of 51, MAD of 50,308 and MSD of 3,891,632,651. The prediction results for the 14th-period passengers obtained a result of 202,067 people. The prediction results for the 14th-period passengers obtained a result of 202,067 people.

Abstract

Sarana Transportasi kereta api sebagai alat transportasi massal untuk penumpang maupun barang tentunya sangat diutamakan keamanan, kenyamanan dan keselamatan dalam perjalanannya. Keterlibatan masyarakat dalam mengabdikan diri menjadi sukarelawan penjaga palang pintu di perlintasan KA memberikan kontribusi besar bagi pelayanan perjalanan kereta api agar kecelakaan di perlintasan sebidang kereta api dapat diminimalisir. Model yang digunakan dalam pengabdian masyarakat ini adalah sosialisasi yang di dalamnya juga melakukan wawancara terkait pelaksanaan tugas sebagai penjaga pintu perlintasan sebidang kereta api. Kegiatan ini didasari karena kondisi perlintasan sebidang resmi yang seharusnya menjadi tanggungjawab pemerintah namun tidak mendapatkan perhatian dengan baik. Beberapa perlintasan sebidang resmi tanpa palang pintu yang berada di kabupaten Madiun dan Magetan masih didapatkan perlengkapan early warning system (EWS) yang mati serta rambu dan marka yang tidak lengkap. Sukarelawan penjaga pintu perlintasan tidak memiliki kecakapan penjaga perlintasan kereta api yang dipersyaratkan di PM Nomor 19 Tahun 2011. Kegiatan ini diharapkan dapat memberikan pengetahuan dasar tentang keselamatan perkeretaapian bagi sukarelawan penjaga pintu perlintasan untuk mewujudkan perjalanan kereta api yang aman dan selamat. Melalui kegiatan ini juga direkomendasikan kepada pemerintah untuk lebih memperhatikan perlintasan sebidang yang belum dilengkapi dengan palang pintu.

Abstract

The involvement of the Indonesian Army in law enforcement is often a problematic issue in the context of countries that implement a democratic system. History has proven that authoritarianism is not only the domination of the military, but also the domination of every government regime including civilians that do not implement checks and balances system in the execution of the government. This is what should be the focus of the problem. Apart from that, law enforcement authority actually is not only limited to the area of civil authority which is only given to the police as a representation of state authority which obtains authority from law, but rather to the police functions in general which can also be given to the military which functions as law enforcement officers (law enforcement officials) as explained in the UN Code of Conduct for Law Enforcement as follows; "(a) The term "law enforcement officials", includes all officers of the law, whether appointed or elected, who exercise police powers, especially the powers of arrest or detention. (b) In countries where police powers are exercised by military authorities, whether uniformed or not, or by State security forces, the definition of law enforcement officials shall be regarded as including officers of such services." In the explanation of Article 1 of the Code of Conduct for Law Enforcement, it is clear that what is meant by "law enforcement officials" includes elected or appointed law enforcement officers who are given the authority to carry out arrests and detention.

Abstract

This research aims to analyze or describe problems based on a literature review regarding the implementation of Pancasila education in preventing the development of acts of radicalism, in Entikong, West Kalimantan. The first step in this research is to study data from previous research, then collect primary data from books, journals and websites for data processing. After that, carry out data analysis with analysis stages; data reduction, data presentation (display), and verification or conclusions. Testing the validity of data in qualitative research includes testing internal validity (credibility), external validity (transferability), reliability (dependability), and objectivity (confirmability). The results of the research show that Pancasila is a very important part to study as a form of preventing the entry of radicalism in the world of Indonesian education. A Pancasila Education Implementation Strategy is needed in preventing the development of acts of radicalism in maintaining the integrity of the Indonesian nation with unity and oneness in uniting various kinds of differences, especially in the outermost regions of Indonesia that directly border other countries.

Abstract

Indonesia is a democratic country where general elections serve as a fundamental pillar in realizing democratic principles and act as a crucial mechanism ensuring active citizen participation in determining their representatives. Given the significance of the election moment as a pivotal point in Indonesia's political dynamics, it brings about a vulnerable risk of security disturbances, including terrorism threats. Indonesia bears a significant presence of terrorism, ranking third in the Asia-Pacific region according to the Global Terrorism Index 2023. The aim of this research is to elucidate the evolution of security strategies implemented by Mako Brimob Kelapa Dua Depok in facing terrorism threats related to the 2024 elections. The research method employed is qualitative, utilizing theories of security intelligence, social construction, and terrorism concepts. The results indicate that the 2024 General Election in Indonesia is a crucial political event, with a primary focus on anticipating terrorism threats due to the perceived intense political dynamics, increased political polarization, fierce competition among political parties, and extensive use of social media. Forms of terrorism leading up to the election include physical attacks, cyber-attacks, voter intimidation, and potential political conflicts. Security intelligence strategies in facing terrorism have evolved to involve prevention, intervention, and recovery. Strategic steps include establishing specialized intelligence agencies, technological advancements, and inter-agency collaboration. The evolution of security strategies related to the 2024 elections encompasses increased intelligence activities, enhanced intervention capabilities, and preparation for post-terrorism recovery. Special task forces, specialized equipment procurement, and collaboration with various stakeholders demonstrate Mako Brimob's efforts to enhance responses to terrorism threats

Abstract

KRL Jogja – Palur merupakan kereta penugasan yang mendapatkan dana PSO dari pemerintah. Pelaksanaan kewajiban pelayanan publik harus dimonitor dan dievaluasi secara berkelanjutan untuk menjaga tingkat pelayanan yang handal oleh penyelenggara sarana termasuk ketepatan sasaran dalam meningkatkan kesejahteraan masyarakat. Penelitian ini dilakukan untuk mengetahui efisiensi pelaksanaan PSO dengan melihat dampak baik terhadap pengguna layanan maupun penyelenggara sarana. Metode yang digunakan dalam penelitian ini adalah studi literatur dengan model data envelopment analysis (DEA). Penelitian ini nantinya diharapkan dapat memberikan masukan kepada reglator sebagai evaluasi dalam pelaksanaan kewajiban pelayanan public (PSO) KRL Jogja – Palur. Selama kurun waktu tahun 2021 sampai dengan 2023 pelaksanaan PSO KRL Jogja Solo telah menunjukkan hasil yang efisien terkecuali tahun 2021. Nilai efisiensi teknis KRL Jogja Solo pada tahun 2021 sebesar 44% diperkuat dengan selisih biaya operasi yang ditanggung operator sebesar 37,58% lebih tinggi dibandingkan nilai pendapatan yang diterima sebesar 18,08%. Sedangkan nilai kepuasan pelanggan terhadap layanan di perjalanan KRL Jogja Solo menunjukkan hasil penumpang merasa sangat puas dengan nilai CSI sebesar 90,48%
