Abstract

E-Government policy is to reduce the use of manual systems or the use of paper in any service. The existence of information technology policy in the government environment is expected to realize the e-government is transparent and efficient . The purpose of this research is 1). To know the provision of Officer management information system on personnel Agency and Human resources development Pekanbaru in support of e-government policy in years 2019 and 2.) To know the supporting factors providing information Systems Management officer on personnel agency and Human resource development Pekanbaru City in support of e-government policy in year 2019. The method used in this study uses a qualitative approach, this type of research is the study of literature where data sources are obtained from legal products, journal articles, related documents and mass media sources. Research is conducted on personnel agency and Human resources development. The result of this research is the application of Program management Information system officers implemented by the Agency of personnel and human resources development is in addition to realizing the government-based e-Government also supports the policy of Pekanbaru mayor. The existence of e-government support in providing application of staff management information system at personnel agency and Human resources Development Pekanbaru City.

Abstract

In implementing the local lockdown, a good communication relationship must be established between the Central Government and Regional Governments in preventing the spread of Covid-19 at the local level. (Sedarmayanti, 2018) explained that at least there are several elements in government communication, including; Communicators, Messages, Media, Communicate and Feedback. Based on the background above, the problem formulation that the writer will raise is how the communication patterns of the central government and local governments: the case of the dynamics of implementing local lockdowns in preventing the spread of COVID-19, the purpose of writing this article is to find out the communication between the central government and local governments: the case of dynamics. implementation of a local lockdown to prevent the spread of covid-19. This research uses qualitative research methods with this type of research, namely literature study data collection through documentation, books, journals, and mass media. The results of this study are: the communication between the Central Government and the Regional Government does not run harmoniously, indicated by the presence of several regions implementing local lockdowns, including the City of Tegal, the City of Tasikmalaya, and the Province of Papua.

Abstract

Pemilihan Kepala Daerah di samping merupakan prosedur dan mekanisme pendelegasian kedaulatan rakyat kepada penyelenggara Negara, juga yang terpenting merupakan prosedur dan mekanisme perubahan politik secara tertib dan periodik, baik perubahan sirkulasi elit, maupun arah dan pola kebijakan politik. Tidak dapat dipungkiri bahwa Partai Politik masih menjadi media yang paling dominan dalam Pilkada bahkan dalam kasus di Provinsi Riau belum ada satupun ruang politik dari jalur independen yang berhasil memenangkan kontestasi politik Pilkada di Riau. Dominannya partai politik itu menjadikan partai hegemoni dalam menetapkan kandidat termasuk Partai Amanat Nasional pada Pilkada Kota Pekanbaru 2017. Kajian ini secara spesifik melihat konfigurasi aktor dan peran institusi partai politik dalam penetapan bakal calon kepala daerah sebagai bagian dari mekanisme pendelegasian kedaulatan rakyat kepada penyelenggara negara tersebut. Studi aktor dalam demokrasi lokal dan interaksi aktor dalam ranah politik menjadi konsep pokok yang dikedepankan dalam analisis kajian ini. Selanjutnya, kajian ini dilakukan dengan pendekatan kualitatif dengan penekanan pada interpretasi terhadap fenomena yang dimaksud yaitu konfigurasi aktor dan peran institusi partai politik dalam penetapan bakal calon kepala daerah. Hasil penelitian ini menunjukkan bahwa konfigurasi aktor dalam penetapan calon Kepala Daerah dari PAN tergambar bahwa aktor daerah (lokal) tidak memiliki pengaruh yang cukup signifikan karena pada akhirnya penetapan calon menjadi domain DPP PAN. Asumsi ini diperkuat dengan diberikannya status kader kepada Irvan Herman yang jelas-jelas belum mengikuti kaderisasi (LKAD) pada Partai Amanat Nasional. Situasi kelembagaan yang timbul akibat penetapan calon Kepala Daerah oleh DPP PAN yakni lemahnya peran DPD atau struktur partai di tingkat lokal dalam mengawal Pasangan Calon yang ditetapkan oleh DPP. Hal itu semakin menguatkan terjadinya politik transaksional dalam penetapan calon kepala daerah oleh Partai Amanat Nasional yang berdampak pada mundurnya demokratisasi di tubuh partai karena semua keputusan strategis partai ada di tangan DPP.

Abstract

After the implementation of Large-Scale Social Restrictions, Pekanbaru City enters the New Normal condition based on the Pekanbaru Mayor Circular regarding the new normal life order. The new life order policy or New Normal actually led to an increase in COVID 19 cases, therefore the Pekanbaru City Government issued a micro-scale social restriction policy, especially in sub-districts that were considered to have the highest rate of spread of COVID 19. This study aims to determine the urgency of micro-scale social restriction policy. The method in this research uses qualitative methods by collecting data sources from legal products, articles and news from the mass media as well as interviews with research sources. The results of this study indicate that the urgency of the presence of this Micro-Scale Social Restriction policy is seen in two ways. First, as an initial step for community habituation in facing the new life order or the new normal. The community is not ready to live in a new normal framework so that less-reaching habituation is needed, namely micro-scale social restrictions. Second, the micro-scale social restriction policy was able to reduce the number of health protocol violations. However, it turns out that the decrease in the number of health protocol violations has no correlation with the decrease in the number of positive COVID cases. For 2 reasons, the implementation of this policy was in fact ineffective in suppressing the spread of COVID 19 in Pekanbaru City so that its enforcement was stopped.

Abstract

The underdevelopment of micro, small and medium enterprises tends to be misunderstood by various parties. One of the problems that has caused the underdevelopment of small businesses so far is the government which substantially does not want to be serious in carrying out a strong to protect and side with the interests of small businesses. In this case, the role of the government is needed which is marked by the existence of law No.9 of 1995 concerning small business as the backbone and strengthening the structure of the national economy. In reality, there are still various kinds of problems faced by number of business actors in Kampar District, the number of which are quite large and still need to get encouragement and guidance, other problems that arise are the low quality of UMKM human resources, and the development of UMKM in Kampar district is still not optimal. Local governments have a strong enough role in advancing and developing small businesses in their regions. So this needs to be analyzed further regarding the efforts of the Kampar district government in empowering UMKM. The method used in this research is a descriptive method with a qualitative research type. The types of data in this research are primary data and secondary data. The data analysis technique used is descriptive qualitative data analysis.The results of this study are several efforts from the Kampar district government in empowering srikandi batik UMKM in sibuak village, Kampar district. Including the implementation of entrepreneurship training which is held in order to improve the ability of UMKM actors in managing their UMKM businesses. Based on several related indicators in empowering UMKM, it can be concluded that the Kampar district government through the trade department, cooperatives and UMK has tried to maximize the empowerment of UMKM in accordance with good indicators, but in the rality it is still considered less than optimal due to the lack of public knowledge and also the limited scope that is far from the reach of the government so that is not comprehensive. Abstract

This study aims to determine the implementation of modern retail licensing policies in Kuantan Tengah District, Kuantan Singingi Regency, and to determine the impact of the implementation of modern retail licensing policies in Kuantan Singingi Regency. The theory used is the theory of Vera Rimbawani S. (2020), namely the legal basis for issuing permits known as the principle of validity, including: Authority, Substance, and Procedure. The research approach used in this study is a qualitative approach. The location of the research related to the analysis of the modern shop arrangement policy in Kuansing Singingi Regency is the One Stop Integrated Service and Manpower Investment Service. The types of data used in this study are primary data and secondary data. Data collection techniques include interviews, observations, literature studies, and documentation. Data analysis techniques used are qualitative data analysis techniques. The results showed that the basis of the analysis carried out in structuring the retail industry was Presidential Regulation No. 112/2007 and Minister of Trade Regulation No. 53/2008. Through this regulation, the government imposes various restrictions on modern retail businesses, which is also an effort to maintain a balance and healthy business between the two retailers. Modern retail licenses in Kuantan Tengah District are issued by the Office of Investment, One-Stop Integrated Services and Manpower through a Modern Store Business License (IUTM). However, there are still modern retailers that have not yet obtained a Modern Store Business License (IUTM). The impact of the modern retail licensing political policy in Kuantan Singingi Regency is the threat of small businesses in the community around retail stores. Abstract

Political participation is essentially a measure to determine the quality of a citizen's ability to interpret a number of symbols of power into personal symbols. Women are often seen as second-class creatures who prioritize feelings, so that their participation in politics is predicted to have poor performance. However, feminism is increasingly aware of the importance of equality between men and women in every aspect of life, including in politics. This awareness emerged as a driving force for women to actively participate in politics. There are various factors that affect women's political participation in participating to join politics both as voters and elected people. The problem in this study is to find out the factors that influence women's political participation in the 2020 election for the Regional Head of the Regent and Deputy Regent of Bengkalis Regency. This research method is qualitative with descriptive analysis. Collecting data using interviews and documentation. This research was conducted in Bengkalis Regency. The result of this study is that participation results show an increase in the number of women's political participation in the 2020 Regional Head Elections (Pilkada) in Bengkalis Regency. Of the 3 indicators of factors that influence women's political participation as follows: (1) sociological factors, through aspects of religion, gender/gender equality, ethnicity, social class, place of residence, employment and education, the dominant background is gender equality as a driving force women's community to vote for female candidates. (2) economic and rational factors, there is a political dowry that is carried out by the candidate and his successful team to attract the hearts of prospective female voters in exercising their voting rights. (3) psychological factors, through aspects of political trust, trust in candidates, trust in issues and political awareness, factors that greatly influence women's political participation, namely from the aspect of political awareness through the encouragement and strategy carried out by the Bengkalis Regency KPU. Abstract

The local government of the Meranti Islands Regency is responsible for the development of sago plantations in the area, the problem of this research is the local government's commitment to the development of sago plantations in 2010-2020. The Meranti Archipelago Regency, which is one of the largest sago producers in Indonesia, still lacks plantation development. This study aims to find out how the implementation of the Meranti Islands Regency government's commitment to the development of people's sago plantations in 2010-2020, and to find out what are the inhibiting factors of the government. The research approach used is an approach approach and this type of research is descriptive. The location of this research was conducted in Meranti Archipelago Regency, data collection was done by interview and documentation. The results of this study are that first, the implementation of the commitment to developing sago plantations has not been maximized, it can be seen from the administrative coordination and policy coordination that has not been successful, so that there is still sago produced that has not been maximized. rejected due to lack of clarity and too large a budget. Environmental policies and external environmental policy programs for the development of smallholder sago plantations are legally weak, stemming from the bupati's regulations regarding the main duties and functions as well as a description of the duties of the forestry and plantation service of the Meranti Islands Regency. Abstract

The Peat Arboretum Program is the goal of implementing social and environmental responsibility policies. PT Pertamina RU II Sungai Pakning's Corporate Social Responsibility has a long process related to the implementation of social and environmental responsibility. This research was conducted to find out the process of implementing corporate social and environmental responsibility and the success factors that influence the implementation of the Marsawa Peat Arboretum program in 2020 which is carried out by CSR PT Pertamina RU II Sungai Pakning. The method used in this research is descriptive method with qualitative research. The types of research data are primary data and secondary data. This research was conducted in Sungai Pakning City. This study uses the theory of Good Corporate Governance, 5 principles that become aspects of the company to maintain relationships with other stakeholders to run the program. Defining the conceptual State-Owned Enterprises, the concept of Corporate Social Responsibility and the implementation of Good Corporate Governance. Then the theory of Policy Implementation with aspects of communication, attitude/disposition, resources and bureaucratic structure. The results of this study are the successful implementation of the Marsawa peat arboretum program so that it can achieve its goals, namely reducing forest and land fires and restoring peat ecosystems. Seen from the Corporate Social Responsibility of PT Pertamina RU II Sungai Pakning which influences the implementation of the Marsawa peat arboretum program. CSR includes transparency, accountability, responsibility, independence and equality in the CSR of PT Pertamina RU II Sungai Pakning. becomes a variable for the successful implementation of the implemented policies and will achieve the goal of prospering the community, improving the economy, and protecting the surrounding environment. Abstract

This study aims to analyze the role of leadership and the community's perspective on participation in self-help development in the Bagan Cempedak Village, Rokan Hilir Regency. This is important because the development of rural areas has so far been the main theme in development and participation studies. The definitive village head Bagan Cempedak and the headship administration can encourage the community to be directly involved in the development process with a self-help or gorong royong pattern. This condition can be seen from the high participation of the Bagan Cempedak village. This research is a descriptive qualitative research with a qualitative approach. The subjects of the research were the princes and the apparatus village, community leaders, youth leaders and the Bagan Cempedak village community. Researchers are the main component in research with the help of interview guidelines, documentation and data analysis. The data analysis technique used is data collection, data reduction, data presentation and drawing conclusions to explain the validity of the data by using sources. The results of this study is the role of leadership as a motivator and communicator with direct involvement in every process of infrastructure development, active Penghulu in embracing the community, coordination and communication of all groups and layers of society are well established. In addition, the community's perspective on participation in self-help development gains support, trust, and responses as well as community involvement in the process of development activities, both in the form of money (objects), thoughts (ideas or ideas), as well as in the form of labor (gotong royong).
