Abstract

The conflict over the boundaries of an area in Riau Province is a dispute between Pelalawan Regency and Indragiri Hulu Regency. Conflict Border disputes occur due to several factors ranging from unclear boundary determination from the law on the formation of new autonomous regions, competition for natural resources, politics, to government services. The theory used in this research is the theory of Ralf Dahrendorf. This study aims to find out the role of the Pelalawan Regency and Indragiri Hulu Regency governments in resolving regional boundary conflicts between Ukui II Village, Pelalawan Regency and Redang Seko Village, Indragiri Hulu Regency. This study uses the Regulation of the Minister of Home Affairs of the Republic of Indonesia No. 45 of 2016 concerning Guidelines for Determining and Confirming Village Boundaries and what is the role of government in dealing with the problem of regional boundaries between Pelalawan Regency and Indragiri Hulu Regency in Ukui II Village and Redang Seko Village. The data used by researchers used data collection techniques by way of interviews, documentation and literature review. The research indicator is that there have been several meetings to discuss this issue which were facilitated by the Government of Indragiri Hulu Regency and Pelalawan Regency. The causal factors have many dimensions and are interrelated with one another. These factors include: structural factors, interest factors, human relations and data conflicts, all of which can be categorized as background factors, conflict triggers. Settlement of the border conflict between Indragiri Hulu Regency and Pelalawan Regency was carried out through mediation by the Governor and conflict resolution was carried out outside the court. The problems with the boundaries of the two areas say different things. Until now, the Pelalawan Regency said that this problem had been resolved with the issuance of a decree in 2021, but the Indragiri Hulu Regency did not know about this. Abstract

Nanggarjati Huta Padang Village is one of the tourist villages in South Tapanuli Regency. The lack of concern for the village government in developing tourism objects that have been stipulated in the South Tapanuli Regent Regulation Number 64 of 2020, can be seen from the inadequate facilities and accommodations and the village tourism development budget that has not been budgeted for in the Village RKP and RPJM. In addition, culinary SMEs typical of North Sumatra, especially South Tapanuli, are still powerless, both due to limited capital, low technology and skills, as well as limited market access and the absence of integrated and directed culinary development initiatives from the government. Evidenced by the small number of South Tapanuli-style processed food outlets. The aim of the research is to find out the strategy of the village government of Nanggarjati Huta Padang in developing community-based tourism objects and to find out the inhibiting factors of the village government in developing these tourism objects. This research uses descriptive research with a qualitative approach. Primary data was obtained from interviews, and secondary data was obtained from documents related to the research topic. The data analysis technique used is qualitative data analysis. The results showed that the strategy carried out by Nanggarjati Huta Padang Village in developing tourism objects was to create attractions in the form of developing natural, historical, cultural and artistic tourism objects. Obstacles in carrying out the tourism development strategy in Nanggarjati Huta Padang Village are in the form of budget funds that have not been regulated according to needs and facilities and accommodation that are still inadequate and are still making improvements to date. Abstract

Teratak Village is one of the villages that has a blacksmith center that focuses on the production of plantation harvesting equipment. The potential of the blacksmith business in Teratak village, Rumbio Jaya District is very interesting to be in Kembangan through devotion in utilizing digital technology. The use of websites, social media in this digital era websites are very important by business people to help the buying and selling process widely, easily, and as a means of promoting the potential of the village. The process of developing a blacksmith micro-business in the Teratak village of Rumbio Jaya District, Kampar Regency, experienced an incomprehension using technology and very limited capital. After conducting education and assistance in community service activities through the Abdimas integration KKN program, the community has the knowledge and ability to empower websites and social media to do Go digital marketing.

Abstract

Government efforts to support food security have been made through various potentials in the agricultural sector, such as sago development as a locally-based alternative food source. However, the facts show that sago can only be used as a second staple food and requires adequate local government capacity in its development. This study uses a qualitative method with a literature study approach. Data collection techniques used are documentation techniques in journals, proceedings, books, government websites, and online news related to various government strategies in developing sago. The results showed that the Meranti Islands Government had socialized the "One Day With Sago" program in knowledge and skills dimensions. However, due to insufficiently accommodated socialization, this program was less effective in changing the surrounding communitys lifestyle. Second, local governments ability in the technical system dimension is already running well; increased sago production shows this. Third, in the managerial system dimension, the local government has designated Meranti as a sago cluster and supports the sago development program budgeted through central, provincial, and district funds. Fourth, in the dimensions of values and norms, every organization that handles agricultural affairs has a good understanding of the sago development policys direction and objectives in the Meranti Islands.

Abstract

ABSTRACT Participatory budgeting is a process where the community can contribute to budget decision making and the community is also actively involved in formulating agendas based on real needs which are then agreed to be priorities that will be implemented. Participatory budgeting in budget planning will produce development activities that suit community needs. The research method used in this research is a qualitative method with a descriptive approach. The data collection technique uses interview and documentation methods. The data analysis process includes data reduction, data presentation, and drawing conclusions. The research location is Simpang Village, Medan City. This research found that the application of participatory budgeting in the Village Fund Allocation (ADD) in Simpang Village, Medan City, Kelayang District, Indragiri Hulu Regency in 2021 has not been implemented well. The relatively low level of community participation in involvement in ADD budget planning can be seen in the RKPDes musrenbangdes so that meeting community needs is not realized optimally. On the other hand, there are transparency efforts by the village government in financial management in fulfilling open access in information media to avoid budget misappropriation. The aspect of community involvement in the process has not been specifically regulated by a Village Regulation, however the village government has been guided by Indragiri Hulu Regency Regional Regulation Number 12 of 2020 in initiating community involvement. Apart from that, community involvement also includes the regional/physical dimension. This is reflected in the existence of deliberations at the hamlet level. Abstract

Indragiri Hulu Regency is an area that is rich in natural potential, historical value, arts and culture and has a variety of tourism potential that can be developed. The Indragiri Hulu Regency government is also aware of the huge potential of tourist destinations, which is reflected in the Vision and Mission of the Regent of Indragiri Hulu 2021-2026. The Vision of the Regent of Indragiri Hulu 2021-2026 is "Creating Integration for a More Prosperous Indragiri Hulu Community" and one of the Missions of the Regent of Indragiri Hulu 2021-2026 focuses on "Integrated Tourism and Creative Economy Development". However, it was reported that the vision and mission had not been implemented optimally due to the lack of optimal tourist destination management programs and inadequate funding. The theory used in this research is Political will from Derick (1999). This research aims to find out why the Regent of Indragiri Hulu did not make the tourism sector a priority sector in the development plan for Indragiri Hulu district in 2022, to find out the commitment to the vision and mission of the Regent of Indragiri Hulu regarding tourism and to find out the allocation of funds for Indragiri Hulu tourism in 2022. The data used in this research refers to data collected from interviews, field observations, and documentation supported by data published by several related agencies. The research indicators are program evaluation of the implementation of the Indragiri Hulu Regent's vision and mission, government initiatives, priorities, mobilization of political and public support, policies, fund allocation, continuity and adaptation. This data shows that the tourism sector is designated as a preferred sector as explained in the Government Regulation of the Republic of Indonesia No. 32 of 2004 and Law no. 23 of 2014. Even though it is a selected government affairs sector, the development and management of tourist destinations is one of the leading programs. However, the implementation of the vision and mission cannot be said to be optimal, especially with the minimal allocation of funds for Indragiri Hulu tourism in 2022. The government is committed to maximizing the implementation of the vision and mission in the future through several alternative initiatives. Keywords: Tourism, Indragiri Hulu, Vision and Mission

Abstract

At present, Covid-19 in Indonesia is becoming an important discussion and must be addressed immediately because its spread has increased significantly. The communication that must be carried out by the Pekanbaru City Government to the community must always be paid attention to, because this concerns the lives and actions of the Pekanbaru City Government that exist today. The aim of the research is to provide direct communication to the public regarding the handling of Covid-19 which is spreading in the Pekanbaru City Government and how to deal with the spread of Corona Virus Disease 2019 (COVID-19). This study uses the theory of Muhammad (2005) which indicates that communication includes 5 elements, namely: communicator, message, media, communicant, and effect. The research method used is a qualitative research method with data collection techniques of interviews, observation and documentation. The results showed that the communication carried out by the government in tackling the spread of Covid-19 was quite good, in terms of communicators, messages, media, communicants, and effects. Communication was carried out by the City Government through the delivery of information by the Pekanbaru City Communication, Information, Statistics and Coding Service. Factors that impede the communication of the Pekanbaru city government in dealing with the spread of Covid-19 are the spread of hoax information whose level of truth is still in doubt, as well as the distribution of social assistance from the Provincial Government which is problematic due to the implementation of technical guidelines by the local government that are not appropriate. So that the distribution of aid to people affected by Covid-19 is not on target. Keywords: Communication, Government, Covid-19

Abstract

In Indonesia, the Constitutional Court has the power to decide the dispute over the result of the national election, including that of the regional head election. In practice, the Constitutional Court exercises power with the so-called pseudo-judicial review for the result of the regional election dispute. This study aims to analyse the rationale of the Constitutional Court to implement a pseudo-judicial review over the regional head election result, given the judicial activism that also is limited to checks and balances. It also links the theoretical basis for rule-breaking and judicial activism by the Constitutional Court, the transition of the Constitutional Court's power in deciding regional election disputes from temporary to permanent, as well as further analysis of why the Constitutional Court needs to file a lawsuit for review. This study used legal research that examined legal principles and regulations with a theoretical approach analysed qualitatively. The results of this study indicate that pseudo-judicial review affirms the legal breakthrough beyond ordinary decisions as this was made on the ground of the public interest. While the Constitutional Court is essential in maintaining and overseeing democracy in Indonesia, the rationale of the Constitutional Court under the public interest is justified as it is constitutionally correct that has led to judicial activism. A pseudo-judicial review is for substantial justice and can influence time efficiency.Keywords: Constitutional Court, Judicial Review, Local Election Disputes.

Abstract

district, Kuantan Singingi Regency is one of the regional tourism development plans contained in the regional medium-term development plan in Regional Regulation No. 1 of 2017. Currently the tourism agency with the existing tourism community includes tourism awareness groups that have begun to take shape including the development of lubuk oguang tourism in Pulau Padang Village and Windy Waterfall in Pangkalan Indarung Village. Community service in collaboration with the Tourism Office and the Singingi Regency Indonesian Enchantment Movement conducted tourism potential development activities based on ICT (Information and Communication Technologies). The stages of dedication by coordinating with tourism service partners are going well according to the proposals and service plans. The activity also involved real work college students (Kukerta) complementing each other.

Abstract

Keberhasilan Pilkada tidak hanya ditentukan oleh proses teknis pemilihan, melainkan juga oleh tingginya tingkat partisipasi pemilih serta pemahaman masyarakat terhadap hak dan kewajiban mereka sebagai pemilih. Tingkat partisipasi pemilih dalam Pilkada di beberapa daerah, termasuk Kabupaten Siak dan Desa Dayun, masih belum optimal. Hal ini disebabkan oleh kurangnya kesadaran politik, apatisme masyarakat terhadap proses politik, dampak negarid dari maraknya money politic, serta minimnya informasi tentang pentingnya Pilkada untuk masa depan daerah. Hal ini menunjukkan bahwa sebagian masyarakat belum memahami dampak langsung suara mereka terhadap kebijakan yang mempengaruhi kehidupan sehari-hari. Sosialisasi partisipasi pemilih bertujuan untuk meningkatkan kesadaran masyarakat tentang pentingnya peran mereka dalam menentukan masa depan daerahnya melalui Pilkada. Dengan adanya pemahaman yang lebih baik, diharapkan tingkat partisipasi pemilih di Desa Dayun pada Pilkada 2024 dapat meningkat secara signifikan. Serta penguatan demokrasi di tingkat Lokal, di mana masyarakat memiliki kesempatan untuk memilih pemimpin yang memiliki visi terbaik untuk memajukan daerah.
