Abstract

Food security represents a strategic public issue that reflects the capacity of the state and local governments to manage development policies. In developing countries, food policy implementation is often challenged by complex administrative structures, overlapping authorities, and fragmented power relations. This article aims to analyze local leadership practices within a prismatic society context by examining the leadership of Gatot Soeherman, Governor of West Nusa Tenggara (NTB) from 1978 to 1988, particularly in the implementation of food policy through the gogo rancah program. This study employs a qualitative approach with a historical case study design, drawing on policy documents, governmental archives, and academic literature. Frederick W. Riggs’ prismatic society theory and power perspectives in public policy are used as the analytical framework. The findings reveal that the success of food policy in NTB was not merely the result of technical policy design but was strongly influenced by the governor’s capacity to manage dispersed power, bureaucratic differentiation, and adaptation to social, political, and ecological environments. The study demonstrates that prismatic power can be productively governed through adaptive and collaborative leadership. Theoretically, this article extends the application of prismatic society theory to the regional leadership level, while practically offering policy implications for designing context-sensitive and sustainable food policies in developing regions.Ketahanan pangan merupakan persoalan publik strategis yang mencerminkan kapasitas negara dan pemerintah daerah dalam mengelola kebijakan pembangunan. Di negara berkembang, implementasi kebijakan pangan kerap dihadapkan pada kompleksitas struktur administrasi, tumpang tindih kewenangan, serta fragmentasi kekuasaan. Artikel ini bertujuan menganalisis praktik kepemimpinan daerah dalam konteks masyarakat prismatic melalui studi kasus kepemimpinan Gubernur Nusa Tenggara Barat (NTB) periode 1978–1988, Gatot Soeherman, khususnya dalam implementasi kebijakan pangan melalui program gogo rancah. Penelitian ini menggunakan pendekatan kualitatif dengan desain studi kasus historis, melalui analisis dokumen kebijakan, arsip pemerintahan, dan literatur akademik. Kerangka teoretis yang digunakan adalah teori masyarakat prismatic Frederick W. Riggs serta perspektif kekuasaan dalam kebijakan publik. Hasil penelitian menunjukkan bahwa keberhasilan kebijakan pangan di NTB tidak hanya ditentukan oleh desain kebijakan teknis, tetapi oleh kemampuan kepemimpinan daerah dalam mengelola distribusi kekuasaan yang tersebar, diferensiasi birokrasi, serta adaptasi terhadap lingkungan sosial, politik, dan ekologis. Studi ini menegaskan bahwa kekuasaan prismatic dapat dikelola secara produktif melalui kepemimpinan adaptif dan kolaboratif. Secara teoretis, artikel ini memperluas penerapan teori masyarakat prismatic pada level kepemimpinan regional, sementara secara praktis memberikan implikasi kebijakan bagi perumusan kebijakan pangan yang kontekstual dan berkelanjutan di daerah.

Abstract

Forecasting Policy is an approach to predicting phenomena that will occur in the future through data.  The purpose of the research is as a basis for policy makers to minimize the occurrence of the same empirical problems encountered in the current government location in the Mataram City government in the Southern Region. This research uses a descriptive and qualitative approach with a triangulation analysis model. The results showed that the transfer of administration to the southern region in the policy forecasting approach had problems that in the lamp also occurred in various aspects such as the economy (street vendors, stalls et cetera), the environment, traffic, and particularly like prisons which are activities every year in the Mataram City area or more directed to cultural aspects. However, this impact does not rule out the possibility of obtaining improvement and development of places in the southern region of Mataram City.

Abstract

This study analyzes women's participation in the conduct of General Elections (Pemilu) in the Province of West Nusa Tenggara (NTB) from 2019 to 2024. Women's participation is a crucial indicator of inclusive and representative democracy. The study aims to understand the efforts to increase women's participation in elections and the factors influencing their involvement. The method used is a descriptive qualitative approach, with data collection techniques including observation, interviews, and documentation at the NTB Election Commission (KPU NTB). The results show that despite efforts to increase participation, women still face various obstacles such as gender stereotypes and limited access to political resources. However, approaching the 2024 Election, there has been a significant increase in women's involvement, both as voters, legislative candidates, and election organizers. Affirmative policies and training programs organized by the Election Supervisory Body (Bawaslu) and the Election Commission (KPU) have contributed to this improvement. This study concludes that systematic efforts to overcome barriers to women's political participation can lead to significant improvements in their representation and involvement in the democratic process.

Abstract

Abstract : This study aims to examine the implementation of public legal administration services (AHU) policy by the Regional Office of the Ministry of of West Nusa Tenggara (NTB) in supporting the legal status of Micro, Small, and Medium Enterprises (MSMEs). Using a descriptive qualitative approach, the study reveals several challenges in service implementation, including low legal literacy, limited technological infrastructure, and minimal budget support. Findings show that services such as the Sole Proprietorship through the AHU Online platform have significant potential to strengthen MSME legality, but their effectiveness is still hindered by uneven access to information and technology in rural areas. Cross-sector collaboration and legal education strategies are needed to ensure that all MSME actors can fairly and equitably access the benefits of legal business recognition.Keywords: AHU, MSMES, legality, Kemenkum NTB, Sole ProprietorshipKeywords:AHU, UMKM, Legalitas, Perseroan Perorangan, Kanwil Kemenkum NTB Kata Kunci: AHU, MSMES, legality, Kemenkum NTB, Sole Proprietorship Abstrak: Penelitian ini bertujuan untuk mengkaji implementasi kebijakan pelayanan Administrasi Hukum Umum (AHU) oleh kantor Wilayah Kementrian Hukum (Kanwil Kemenkum) Provinsi Nusa Tenggara Barat (NTB) dalam mendukung legalitas Usaha Mikro, Kecil, dan Menengah (UMKM). Dengan pendekatan deskriptif kualitatif, penelitian ini mengungkap berbagai tantangan dalam penerapan layanan, termasuk rendahnya literasu hukum, keterbatasan infrastruktur teknologi, dan minimnya dukungan anggaran. Penelitian ini menunjukkan bahwa layanan seperti Perseroan Perorangan melalui platform AHU Online memiliki potensi besar dalam memperkuat legalitas UMKM, namun efektivitasnya masih terbatas oleh ketimpangan akses informasi dan teknologi di wilayah pedesaan. Diperlukan kolaborasi lints sektor dan strategi edukasi hukum untuk memastikan seluruh pelaku UMKM dapat mengakses manfaat legalitas secara adil dan merata. Abstract

Intellectual property plays a crucial role in providing legal protection for the creative and innovative outcomes of the community. However, the low level of public understanding regarding the importance of copyright, trademark, and patent protection poses a challenge to optimizing the utilization of the intellectual property system. Therefore, intellectual property services provided by the Ministry of Law and Human Rights play a strategic role in increasing public awareness and access to such legal protection. This study aims to describe the implementation of intellectual property services in supporting copyright, trademark, and patent protection through internships at the Regional Office of the Ministry of Law and Human Rights in West Nusa Tenggara. This study uses a qualitative approach with a descriptive research type. Data were obtained through observation, interviews, and documentation conducted during the internship, then analyzed using an interactive analysis model that includes data reduction, data presentation, and conclusion drawing. The results show that intellectual property services at the Ministry of Law and Human Rights in West Nusa Tenggara are implemented through consultation services, registration assistance, outreach, and facilitation of copyright, trademark, and patent applications. These services contribute to increasing public understanding, simplifying the registration process, and supporting legal protection for works and innovations. Although there are still obstacles such as low intellectual property literacy and limited understanding of registration procedures, various efforts to improve services continue to be made. Thus, the implementation of intellectual property services at the NTB Ministry of Law and Human Rights has played a positive role in strengthening the protection of the community's intellectual property rights.
