Policy Implementation and Social Functioning of Persons with Disabilities: The Role of Social Support Achmad, Willya

Abstract

Rapid demographic and lifestyle changes have increased the urgency of public policies that respond to the needs of persons with disabilities. This study examines the influence of policy implementation on the social functioning of persons with disabilities, with particular attention to the role of social support. The research was conducted at the Griya Harapan Disabled Social Services Center (PPSGHD) in West Java Province using a quantitative approach and a 5-point Likert scale questionnaire administered to 100 respondents. Data were analyzed using PLS-SEM to assess both the measurement and structural models. The findings indicate that policy implementation significantly improves the social functioning of persons with disabilities but does not directly affect social support. Meanwhile, social support has a significant positive effect on social functioning, underscoring its important role in shaping functional outcomes. These results highlight that effective policy implementation needs to be complemented by strengthened social support to enhance the social functioning of persons with disabilities. Perubahan demografis dan gaya hidup yang cepat meningkatkan urgensi kebijakan publik yang responsif terhadap kebutuhan penyandang disabilitas. Penelitian ini bertujuan mengkaji pengaruh implementasi kebijakan terhadap keberfungsian sosial penyandang disabilitas, dengan perhatian khusus pada peran dukungan sosial. Penelitian dilakukan di Pusat Pelayanan Sosial Griya Harapan Disabilitas (PPSGHD) Provinsi Jawa Barat menggunakan pendekatan kuantitatif melalui kuesioner skala Likert 5 poin yang melibatkan 100 responden. Data dianalisis menggunakan PLS-SEM untuk menguji model pengukuran dan model struktural. Hasil penelitian menunjukkan bahwa implementasi kebijakan berpengaruh signifikan terhadap keberfungsian sosial penyandang disabilitas, namun tidak berpengaruh langsung terhadap dukungan sosial. Sementara itu, dukungan sosial berpengaruh positif dan signifikan terhadap keberfungsian sosial. Temuan ini menegaskan bahwa efektivitas implementasi kebijakan perlu dilengkapi dengan penguatan dukungan sosial untuk meningkatkan keberfungsian sosial penyandang disabilitas.

Abstract

People's Schools are expected to become a strategic instrument in strengthening the socio-economic independence of communities. This study aims to evaluate the effectiveness of the Ministry of Social Affairs' (Kemensos) People's School policy within the framework of the Social Security System and community empowerment efforts. People's Schools are expected to become a strategic instrument in strengthening the socio-economic independence of communities. This research used a qualitative approach with descriptive methods, through analysis of policy documents, in-depth interviews, and observations of program implementation in the field. The results indicate that the implementation of the Ministry of Social Affairs' People's School policy demonstrates a shift from charitable social assistance to more strategic and sustainable empowerment, by providing inclusive education, boarding facilities, and meeting basic needs for children from extremely poor families to break the intergenerational cycle of poverty. Despite its significant potential as an instrument for improving the quality of human resources through strengthening academics, character, and vocational skills, and supporting the placement of graduates, the program's effectiveness is still hampered by challenges related to the distribution and capacity of educators, governance, selection transparency, and the inadequate involvement of appropriate actors. Therefore, strengthening cross-institutional coordination, increasing teacher capacity, and improving governance are key to ensuring that People's Schools operate more adaptively, accountably, and have a maximum impact on the social empowerment of vulnerable communities.

Abstract

Mentoring is an effort to involve the community in developing their various potentials so that they are able to achieve a better quality of life. The 3R waste management mentoring activity in Pekanbaru City was carried out to facilitate the community in the decision-making process in 3R waste management in their environment. In the implementation of this mentoring program, it is necessary to have qualified human resources (HR) capable of acting as facilitators, communicators and dynamists during the program. A companion is a key actor in developing the community so that the community is able to overcome the waste problem in their environment. The 3R waste management assistance in Pekanbaru City was carried out for two years. The results of the monitoring and evaluation that have been carried out are still not optimal. Mentoring can be said to be successful if the results of the mentoring are able to develop mindsets, attitudes and patterns of action in the community they are assisting. Follow-up actions taken by facilitators in optimizing community participation in 3R waste management are establishing KOMPAS (Waste Management Community), waste banks, socialization to relevant agencies, and testing organic rice using compost that has been produced.

Abstract

This study aims to analyze post-disaster community empowerment efforts in West Java Province. The research method used was a qualitative approach with a descriptive design. Data collection was conducted through documentation studies related to the research. The results indicate that natural disasters in West Java over the past ten years have been dominated by floods, landslides, and earthquakes, which have had a significant impact on human safety, infrastructure damage, and disruption to the community's social and economic conditions. The most severe impacts are felt in the post-disaster phase, when communities face loss of livelihoods, limited economic access, housing damage, and psychosocial trauma. Therefore, post-disaster community empowerment is crucial for restoring independence and social resilience through economic recovery, community-based rehabilitation and reconstruction, capacity building and mitigation education, and social and psychosocial support. This allows communities to recover, recover, and become more resilient in the face of potential future disasters.

Abstract

This study explores the InterPlanetary File System (IPFS) as a decentralized storage solution aimed at reducing dependence on centralized cloud systems. The research analyzes how the integration of IPFS with blockchain and smart contracts can enhance data security, maintain data availability, and minimize censorship risks in digital environments. This topic is relevant because centralized storage still places control in a single point, creating vulnerabilities to cyberattacks, unauthorized access, and failures caused by system dependency. Although several studies have discussed IPFS in different contexts, there is a clear gap in the absence of a structured comparative explanation showing how IPFS, blockchain, and smart contracts operate together in decentralized data governance. Using a qualitative literature review from reputable academic sources, this study synthesizes existing findings into a clearer conceptual mapping. The novelty lies in the development of a comparative matrix that unifies previous technical insights, providing a more accessible understanding of how decentralized technologies support secure and censorship-resistant data ecosystems. The results indicate that IPFS preserves data authenticity through cryptographic hashing, improves data availability through distributed replication, and reduces censorship risks because access does not depend on a central authority. However, several challenges remain, including latency, uneven node distribution, and the difficulty of fully removing stored data. Overall, the study concludes that IPFS shows strong potential for future digital infrastructure, yet its adoption requires strategic planning, supportive policies, and gradual implementation to ensure sustainability and operational effectiveness across diverse technological environments.
