Abstract

Evaluation of the implementation of SPBE in several regional governments in Southeast Sulawesi Province shows that achievements are not very good. Based on the results of the SPBE evaluation of several regional governments in Southeast Sulawesi Province, it shows that the South Konawe Regency Government is in first place with the predicate "Sufficient" and has an index of 2.52. This research aims to determine information and communication technology-based governance in the South Konawe Regency Government and the factors that influence it. This research was carried out at the South Konawe Regency Regional Government. In this research, there are four Regional Apparatus Organizations (OPD) and one Village Government which are designated as units of analysis. This research uses descriptive research with a qualitative research approach. Data collection techniques used in this research include: interviews, observation and documentation. The data analysis technique that researchers use refers to interactive model analysis according to Miles and Huberman which is carried out in 3 flows, namely; carry out data reduction, present data (data display), and draw conclusions. The research results show that the application of information and communication technology supports the realization of good governance in the South Konawe Regency Government. This can be seen from the various digital service application innovations that have been developed which are capable of creating government governance that is responsive, effective, efficient, and has perceived benefits and impacts. Although it has not yet optimally utilized the role of ICT in terms of information transparency and public accountability in aspects of regional budget management performance. The establishment of a vision and goal to become a Smart City has triggered the South Konawe Regency Government and all Regional Apparatus Organizations (OPD) to be very enthusiastic in developing and implementing an electronic-based government system (SPBE). The Regent's visionary leadership towards digital-based governance reform is a determining factor in the success of e-government development in South Konawe Regency. Leadership with a clear vision and strong commitment to e-government plays an important role in efforts to provide all the resources needed such as institutions (policies and regulations, institutional strengthening), human resources, budgets and digital/ICT infrastructure.

Abstract

The Thematic Lecture, Integrated with Community Empowerment Program in Kambu District, aims to promote responsible consumption and production, specifically by tackling the issue of electronic waste, in the form of mobile phones. The goal is to help achieve the Sustainable Development Goals related to responsible consumption and production. Government Regulation Number 27 of 2020 addresses the management of electronic waste, which is categorized as specific waste due to the presence of poisonous and hazardous materials that can harm humans and the environment. To address this issue, all relevant stakeholders must work together to implement integrated reduction and handling efforts. One of the goals of this thematic program is to promote public understanding of the concept of responsible consumption and production. This is achieved through the provision of technical guidance to the community, which includes training, knowledge and theory exposure, and skills provision. The material provided focuses on responsible cellphone usage and the 3R (Reduce, Reuse, and Recycle) concept in waste management, particularly for electronic waste. After conducting interviews and analyzing the participants' level of enthusiasm, it can be concluded that the activity was conducted successfully. Additionally, it was well-received by the relevant stakeholders, with a positive response noted.

Abstract

Teknologi berkembang pesat dan mempengaruhi berbagai bidang, salah satunya adalah keuangan. Dompet elektronik (e-wallet) adalah layanan elektronik yang menyimpan data alat pembayaran dan juga dapat menyimpan uang, untuk membayar sesuatu. E-wallet menjadi pilihan transaksi digital yang sangat digemari oleh masyarakat Indonesia saat ini, namun pertumbuhan e-wallet yang cepat juga menimbulkan beberapa persoalan seputar keluhan pelanggan yang menggunakan layanan e-wallet. E-wallet memiliki beberapa kendala, seperti masalah keamanan uang dan data elektronik, masalah kepercayaan, dan ancaman pencurian uang dan data pribadi oleh peretas. Tujuan dari penelitian ini adalah untuk menganalisis pengaruh penggunaan e-wallet terhadap data pribadi pelanggan. Metode penelitian yang dipakai adalah penelitian hukum normatif dengan pendekatan analitis. Hasil penelitian ini menunjukkan bahwa perlindungan hukum terhadap data pribadi di Indonesia saat ini masih belum spesifik dan menyeluruh karena peraturan tentang data pribadi masih bersifat umum.

Abstract

 AMF is an Automatic Main Failure is an electrical circuit on the panel that works to turn off or turn on the generator set (generator). The standard principle is that if the PLN power is off then the AMF panel instantly turns on the generator and discharges the power supply. However, there are still many things that need to be developed in the AMF system, such as remote control and AMF monitoring. In this research, applied remote control system and monitoring of condition of generator and PLN which implemented in a prototipe panel which subsequently analyzed the working ability of each sub system. This AMF-based PLC system is combined with arduino nano microcontroller and gsm sield. PLC is used as an AMF system, arduino is used as input and output communication between PLC and GSM. Remote control system is done by SMS that utilizes GSM sield communication, to heat the generator machine and for monitoring, GSM sield will send SMS in the condition of PLN and genset of destination number which have been included in arduino nano program. The results of this study indicate that the system works well.

Abstract

Kebebasan pers merupakan manifestasi dari kedaulatan rakyat sehingga penting untuk memastikan bahwa informasi yang disampaikan adalah akurat dan tidak bias. Penelitian ini bertujuan untuk menganalisis polemik kebebasan pers dan tanggung jawab jurnalis terhadap pemberitaan media online, serta etika jurnalistik dalam lingkungan media online yang kompetitif. Metode Penelitian ini adalah penelitian normatif, menitikberatkan studi kepustakaan dengan menggunakan bahan hukum sekunder yang dianalisis secara deskriptif, dengan pendekatan perundang-undangan dan pendekatan analisis. Hasil penelitian menjelaskan bahwa polemik kebebasan pers bisa disalahgunakan untuk menyebarkan informasi palsu, berita tendensius, atau bahkan untuk menyebarkan kebencian, kecepatan yang diutamakan daripada akurasi dapat merugikan kepercayaan masyarakat terhadap media online. Jurnalis harus bertanggung jawab atas segala dampak informasi dan berita yang disampaikan kepada publik, mempertimbangkan keseimbangan antara kecepatan dan ketelitian dalam menyajikan informasi. Dewan Pers sebagai lembaga yang berwenang menilai atas pelanggaran kode etik jurnalistik berfungsi sebagai landasan moral dan etika agar jurnalis senantiasa melakukan tindakan tanggung jawab sosial dengan mengedepankan strategi prinsip-prinsip moral. Dapat disimpulkan bahwa kebebasan pers dan tanggung jawab jurnalis saling terkait. Kebebasan yang tidak diimbangi dengan tanggung jawab dapat mengarah pada disinformasi dan manipulasi. Jurnalis yang bertanggung jawab, terikat pada moral dan etika dapat memperkuat kepercayaan masyarakat terhadap media online dan menjaga keberlanjutan kebebasan pers.

Abstract

Purpose: This research analyzes the security of cPanel in protecting Open Journal Systems (O.J.S.) from DDoS attacks and malware infections. Since contemporary threats to this environment are continuously evolving, this investigation seeks to offer empirical findings and applicable suggestions for platform managers of academic publishing platforms. Methods: The method applies the scope of the literature study and tests system-specific security using cpanel features to test Imunify360, SSL Manager, IP Blocker, Site Quality Monitoring, Awstats, and Jetbackup. This is then followed by observing the server logs on cPanel, where any suspicious activities or signs of attacks can be identified. It contributes to the detection of attack patterns and weaknesses in a system. Result: This indicates several default settings within cPanel were found to be vulnerable and could allow exploitation for DDoS purposes. Tools available in cPanel helped eliminate malware and strengthen defense against DDoS attacks. This is verified by the AWStats check, which means a quicker and more secure access time from the server. Novelty: This study combines many security features and tools from cPanel to implement a complete manner of detecting and improving its security. This method will not only help find out what the weak points are but also provide actionable solutions that can be employed to secure your application. The research results offer a practical guide for system administrators to enhance cPanel security configurations. This includes applying amended security settings and using more tools to safely sweep O.J.S. from online threats.

Abstract

Abstract— The DC motors often experiences rotational speed instability due to disturbance. To overcome this, PID control can be applied to stabilize the speed. PID control is a combination of proportional, integral, and derivative controls. To achieve good performance, it is necessary to tune these parameters using several methods, such as genetic algorithm. The genetic algorithm works by forming a population of individuals that potentially can produce optimal solutions judged by the fitness value. Several parameters are used in genetic algorithms such as population size, number of generations, crossover probability, and mutation probability. This study aims to analyze the genetic algorithm method for tuning PID control parameters in controlling the rotational speed of the DC motor. The results obtained genetic algorithm parameters with population size and the number of generations of 70, crossover probability of 0.9, mutation probability of 0.4 and a fitness value of 6.261e+18. PID parameters with value of Kp = 9.4429; Ki = 19.3255 and Kd = 0.45602 and system response with rise time value of 0.1212 s, settling time of 0.2562 s, overshoot of 0.0366% and steady-state error of 0.1739%. With these PID parameters, the DC motor can follow the setpoint at constant and changing load values.

the accreditation and ranking of tertiary institutions, institutionally Halu Oleo University already has a Professors Council organization as a forum that oversees professors at Halu Oleo University, in the process an institution or organization should have an information media and publication of organizational activities but currently the professorship council of Halu Oleo University does not yet have the media. The purpose of this research is to design an information system that contains all institutional aspects of the professorial council of Halu Oleo University including board profile information professors, database of professors at Halu Oleo University, activity agendas, information on professor inauguration activities, announcements, documentation both in the form of photos and videos as well as some other information that helps the community and external parties to get to know more closely at the Halu Oleo University professorial council organization. The method used in this study is the information system design method with the waterfall model, the research starts from the method of analysis, design, implementation, testing, development and maintenance. The outputs resulting from this research are information system products that can be accessed online, databases and directories. professors at Halu Oleo University, the test results show that the information system can run well.

Abstract

The use of Artificial Intelligence (AI) in the banking sector can enhance the effectiveness and efficiency of banking services. However, it also carries the risk of misuse by irresponsible parties, potentially leading to significant financial losses. This research aims to identify and analyze the potential misuse of AI in banking systems and provide recommendations for risk mitigation.This study employs a normative juridical research method, incorporating case studies and legislative analysis. The findings reveal vulnerabilities in AI algorithm security within the banking sector and demonstrate that AI implementation can be exploited for fraudulent activities. These findings underscore the need for updates to procedural laws, particularly concerning the evidence system, to establish clear criminal liability for legal entities or individuals.The study concludes that regulatory adjustments related to the evidence system and the implementation of banking principles are essential to minimizing the risks of AI-based fraud.
