Abstract

This study aims to evaluate the performance of the Ombudsman of the Republic of Indonesia Representative Office in East Java in resolving reports of maladministration in public services. The research focuses on the effectiveness of the Ombudsman's authority based on Law Number 37 of 2008 concerning the Ombudsman of the Republic of Indonesia, Law Number 25 of 2009 concerning Public Services, and the general principles of good governance (AUPB). The method used is legal research with a qualitative approach, through document analysis, in-depth interviews, and observation of the report resolution process. The results of the study show that the East Java Ombudsman has carried out its external oversight function quite effectively, particularly in verifying reports, clarifying with the reported agencies, and issuing recommendations. However, several obstacles were still found, such as limited resources, low levels of compliance by agencies with Ombudsman recommendations, and suboptimal coordination between agencies. This study confirms that the effectiveness of the Ombudsman is largely determined by the alignment between the legal framework, institutional capacity, and the legal culture of public service providers. The findings of this study are expected to serve as a basis for improving public service oversight policies and strengthening the position of the Ombudsman in the state administrative legal system.

Abstract

Purpose – The primary objective of the study is to examine the effectiveness of metaphor-based instruction, including the use of teaching props, in enhancing students’ memory retention in Islamic religious education (IRE) lectures. Meanwhile, gender and class differences are treated as comparative variables to explore variations in memory retention across student groups rather than as the main focus of the intervention. The analysis of teaching props functions as a supplementary instructional dimension that strengthens the core metaphor-based strategy. Design/methods/approach – 134 students from five Islamic Religious Education lecture sessions at UIN Mataram participated in this study, which used a quantitative ex-post facto design. A validated 14-item structured memory test comprising metaphor-based instruction, metaphor-assisted teaching props, and student attitude characteristics was used to assess the students' memory recall. Data analysis used descriptive statistics (Rasch model), ANOVA, and post hoc. Findings – The results showed that female students had higher memory than male students. In addition, there were significant differences between classes, with class B showing the highest recall. The aspects of metaphor method and metaphor-assisted teaching aids obtained a percentage of achievement of 89% and 92%, respectively, while the aspect of student attitudes amounted to 69.6%. This study confirms that the metaphor method, especially those assisted by props, is effective in improving student recall in IRE lectures. Research implications/limitations – This research can be an initial reference for Islamic religious education lectures in implementing more varied learning methods. Lecturers also need to train students' attitudes in their teaching. As a result, the students not only   have  knowledge, but also good attitudes like  honesty  and responsibility. Originality/value – The use of the Rasch model and ANOVA test successfully explained the results in detail. The next step is to conduct comparative research on other lecture methods and universities.

Abstract

This study aims to develop a strategic model for tourism development through optimizing village fund utilization in Pulau Bagukk, Pulau Banyak Subdistrict, Aceh Singkil Regency, with a focus on financial management perspectives. Despite having significant marine tourism potential, the development of tourism in this area remains suboptimal due to structural and managerial constraints, including limited human resource capacity, weak institutional frameworks, and ineffective allocation of village funds. This research employs a mixed-methods approach, combining qualitative and quantitative data to explore the existing conditions and formulate a comprehensive strategy. Data were collected through in-depth interviews, observations, documentation, and questionnaires. The analytical framework integrates key international theories, including Community-Based Tourism as proposed by Peter E. Murphy, Sustainable Tourism framework by United Nations World Tourism Organization, and Collaborative Governance model developed by Chris Ansell and Alison Gash. Additionally, this study incorporates public financial management principles such as efficiency, effectiveness, and value for money. The findings reveal that village fund utilization is predominantly focused on physical infrastructure, with limited investment in human capital, digital promotion, and institutional strengthening. This condition results in suboptimal economic outcomes and limited community empowerment. Furthermore, the lack of integrated governance and sustainability practices hinders the long-term development of tourism. The study proposes an integrative strategic model that combines Community-Based Tourism, Sustainable Tourism, and Collaborative Governance, supported by optimized village fund allocation as a financial instrument. This model emphasizes capacity building, digital transformation, tourism product development, and institutional strengthening. The novelty of this research lies in integrating tourism development theories with public financial management, positioning village funds as a catalyst for sustainable and inclusive local economic transformation. The findings contribute both theoretically and practically by providing a comprehensive framework for village-based tourism development in coastal and island regions
