Abstract

Regional division as a decentralisation strategy in Indonesia has created new autonomous regions (DOB) with the hope of improving public services and community welfare, including human development. However, in practice, many DOBs have lagged behind in achieving the Human Development Index (HDI). This study aims to analyse the implementation of regional division policies in improving the HDI in West Bandung Regency, using the modified Van Meter and Van Horn model with the addition of a leadership dimension. The study employs a qualitative approach with a case study method, data collection through in-depth interviews, document analysis, and participatory observation. The findings reveal that the implementation of policies in KBB still faces various challenges, such as the lack of alignment between policy objectives and regional performance indicators, resource constraints, bureaucratic fragmentation, and weak capacity and motivation among implementing agents. The addition of the leadership element has proven to be a crucial variable in bridging the gap between central policies and local realities, as well as enhancing the effectiveness of cross-institutional coordination and communication. These findings contribute to the development of policy implementation theory by expanding the classical analytical framework. This research is relevant for policymakers, particularly in designing more adaptive, responsive, and context-based local policy implementation strategies.

Abstract

This study examines the impact of increasing applicants on passport services at the Class I Central Jakarta Immigration Office, particularly during peak hours, when long queues often occur, leading to delays and decreased public satisfaction. High pressure on officers during these periods can reduce service quality and increase the risk of administrative errors. The research employs a qualitative descriptive approach, utilizing Indrajit's (2006) e-government theory, with primary data collected from interviews, observations, and documentation involving 17 informants, as well as secondary data sources. Data analysis was conducted using techniques such as data reduction, data presentation, and conclusion drawing. The findings reveal that e-government services at the Immigration Office are supported by adequate telecommunication infrastructure, including high-speed internet and modern hardware/software. The use of online service applications facilitates real-time, transparent passport applications, thereby improving public access and enabling effective monitoring. Human resources in the office demonstrate strong readiness for digital transformation, supported by routine training and digital literacy programs. Budget management is efficient, supporting infrastructure procurement, application development, and employee training. Legal frameworks, including laws, government regulations, and internal Standard Operating Procedures (SOPs), provide comprehensive guidance for e-government services, ensuring personal data protection and procedural accountability. Additionally, the shift from conventional to digital workflows has been gradual, fostering an adaptive and innovative work culture focused on public satisfaction and service accessibility. The study suggests that enhancing e-government infrastructure and employee training is key to improving service quality and public satisfaction in the public service context.

Abstract

The high percentage of poor people in Banten Province, the decreasing number of small and medium businesses in Banten Province during Covid 19, the decreasing income for small and medium businesses in Banten Province. The digital literacy of SMEs is still low due to technology. This research aims to analyze the implementation of small and medium enterprises (SMEs) empowerment policies at the Banten Province Cooperatives and SMEs Service. The method used in this research is descriptive qualitative using a two- dimensional analysis tool proposed by Marilee S. Grindle, namely Content of Policy and Context of Policy, data collection through interviews, observation and documentation. This research focuses on how the policy is implemented and the factors that influence its success. The research results show that the implementation of SMEs empowerment policies in Banten Province experiences various challenges, including limited resources, lack of coordination between institutions, and low community participation. However, there have been significant efforts by local governments to increase access to capital and training for SMEs. This research also identifies the importance of support from various parties, including the community and the private sector, in achieving the goal of economic empowerment. The conclusions of this research emphasize the need for a more integrated and collaborative strategy in implementing SME empowerment policies, as well as the need for regular evaluation to ensure the effectiveness of the programs being implemented. It is hoped that this research can contribute to the development of better policies in empowering SMEs in Indonesia.

Abstract

The purpose of this study is to analyze community participation, supporting and inhibiting factors, and activities within the context of community-based development in Malinau Regency. Additionally, the study aims to identify and propose a more effective model of community participation in community-based development in Malinau Regency, North Kalimantan Province. The research is grounded in the participation theory proposed by Cohen and Uphoff (1977). A qualitative research method with a descriptive approach was employed. Data collection techniques included interviews, observation, and documentation. The findings indicate that community participation in community-based development activities in Malinau Regency is generally robust. Regarding inhibiting factors, the social aspect highlights the need to enhance residents’ capacity and awareness. In terms of culture, the study underscores the importance of maintaining values of gotong royong (mutual cooperation) and customary inclusiveness. Economically, issues such as poverty and the need for improved funding mechanisms persist. Politically, there is a call for consistent government commitment and the strengthening of two-way aspiration flow between stakeholders. Geographically, the conditions of the 3T (terdepan, terluar, tertinggal—frontier, outermost, and underdeveloped regions) continue to exert significant influence. The model of community participation in community-based development in Malinau Regency has proven effective due to its comprehensive and contextual approach. The three principal components—driving factors, participatory processes, and integrated outcomes/impacts—collectively establish a dynamic and people-centered development mechanism.

Abstract

Indonesia, as a large country in the Asian region, is characterized by thousands of islands, a population of hundreds of millions of people, and various ethnicities, races and religions. However, behind this diversity it can also be a trigger for conflict, both internal and external. One aspect that is often highlighted is the role of religion in conflicts between religious communities. Joint Regulation of the Minister of Religion and the Minister of Home Affairs Number 9/8 of 2006 concerning the Establishment of Houses of Worship was established to regulate procedures for building places of worship, including construction, maintenance and management. However, the implementation of these regulations in the field often faces various challenges and obstacles. The research reviews the implementation of these regulations in the City of Cilegon, Banten. The review presented relate to the licensing context, the concept of religious harmony, and the concept of establishing places of worship. The method used is qualitative research with literature study as a data acquisition technique. The research results show that the implementation of the Joint Regulation of the Minister of Religion and the Minister of Home Affairs Number 9/8 of 2006 concerning the Establishment of Houses of Worship in Cilegon City has not been fully effective. Socialization efforts, improving regulations, and enforcing government neutrality are the main keys in increasing the effectiveness of implementing these regulations.

Abstract

Village-Owned Enterprises (BUMDes) are established as a manifestation of the government's commitment to fostering self-reliance and bolstering the local economy. However, it is evident that not all BUMDes have effectively initiated and executed commercial endeavors, thus failing to yield desired economic outcomes. This underscores suboptimal implementation of coaching and development initiatives. This research uses a qualitative method with a case study approach. For this reason, the research location was determined in Sumedang Regency with a case sample of 4 (four) BUMDes in different sub-districts which represent BUMDes qualifications, namely pioneer, beginner, developing and advanced. Data was collected through interview techniques, observation and documentation and then analyzed qualitatively. The formulation of BUMDes development and development strategies is carried out through SWOT analysis. The research findings indicate that the reasons for the inactivity and lack of development among many BUMDes in Sumedang Regency include: (1) low human resource capacity; (2) weak legal aspects; (3) insufficient institutional relationships; (4) the formation of BUMDes often driven by formalistic reasons; and (5) limited marketing networks. Effective strategies for BUMDes development should encompass: (1) human development through enhancing human resource capacities; (2) enterprise development through promoting village potential, facilitating cooperation and partnerships, strengthening marketing networks via digital marketing; (3) environmental development through mapping natural resource-based village enterprises; and (4) institutional development through optimizing the implementation of regulations concerning villages and BUMDes, collaboration in nurturing and developing BUMDes, facilitating BUMDes legality, reinforcing village consultations, and strengthening institutional relationships of BUMDes.

Abstract

Based on Law Number 23 of 2014 regarding on Regional Government, it is stated that fire is one of mandatory affairs relating to basic services in the field of public order and community protection. One of the consequences of mandatory matters related to basic services is the Minimum Service Standards (called SPM) set by the government to provide guarantees that all citizens in Indonesia will receive a minimum basic services, including in the fire sector. The institutional form of regional fire service organization is an important aspect in supporting the effective implementation of regional government duties in carrying out mandatory affairs related to basic services. Therefore, organizational transformation is a necessity that cannot be avoided, considering the various factors that influence the organization are changing so rapidly. The purpose of this research is to find out how organizational transformation occurs, to find the determining factors and to formulate a model for organizational transformation of regional fire service organization. The research method used is a descriptive method with a qualitative approach with data collection through interviews, observations and documentations. This research analyzes and evaluates the organizational structure of regional fire service organization in Serang City, Banten Province. The research results show that the transformation has been analyzed using the 4R approach (Reframing, Restructure, Revitalization and Renewal). In principle, the process of organizational transformation of regional fire service organization in Serang City, Banten Province has been carried out. This can be seen from the changes in organizational form and structure that adapt to district needs. However, this transformation shows suboptimal because it is not based on the implementation of the organization's mission, application of rules and political will. Thus, an ideal organization has not yet been achieved. A regional apparatus organization that handles the mandatory affairs related to basic services, the nomenclature, structure, duties and functions of fire and rescue services should be in an independent agency at least with the type C model.

Abstract

Tujuan dari penelitian ini adalah mengetahui implementasi kebijakan BANGGA Papua di kabupaten Asmat Provinsi Papua. Metode penelitian yang digunakan adalah pendekatan kualitatif deksriptif, dengan tujuan menyajikan gambaran lengkap terkait masalah yang di teliti. Pengumpulan data dengan wawancara, observasi, studi dokumentasi serta teknis analisis data melalui reduksi data dan penarikan kesimpulan dengan jumlah informan 42. Hasil dan pembahasan implementasi kebijakan BANGGA Papua (Bangun Generasi dan Keluarga Papua Sejahtera) di Kabupaten Asmat Provinsi Papua, menjelaskan bahwa produktivitas kebijakan BANGGA Papua yang dilihat dari jumlah pencapaian kelompok sasaran masyarakat penerima manfaat belum produktif karena tidak tercapainya target penerima manfaat akibat terhentinya program BANGGA Papua yang belum berjalan lima tahun. Kemudian dari dimensi linieritas yang dilihat dari prosedur, waktu, biaya, tempat dan pelaksana dapat dikatakan bahwa implementasi telah linear atau sesuai dengan prosedur, biaya, tempat dan pelaksana, meskipun dalam aspek waktu pelaksanaan program BANGGA Papua belum sesuai. Adanya keterlambatan dan penundaan dalam beberapa tahapan pelaksanaan program BANGGA Papua menyebabkan capaian target program tidak tercapai. Sedangkan efisiensi Implementasi kebijakan BANGGA Papua yang dilihat dari asset, dana dan teknologi sudah sesuai dengan desain Peraturan Gubernur Papua Nomor 23 Taun 2018 tentang Program Bangun Generasi dan Keluarga Papua Sejahtera.

Abstract

The purpose of this study is to determine regional autonomy in Indonesia with comparisons in other countries. The research method used in this research is qualitative by analyzing the literature on 39 previous studies. The results showed that the number of regions in Indonesia is included in a large capacity. The impact of this figure is the need for large and external supervision so that regional autonomy becomes the answer in fulfilling public services to the people in Indonesia. Abstract

In entering the globalization era with various challenges that exist it will requires us to adjust to that situation. One way to adjust to this dynamic changes is through innovate. This research include in qualitative research by systematic literature research method that intensive and in-depth. In this research, the author tries to identify, collect, investigate and evaluate all the literature used to inform the readers. The researcher collects all the literature in the form of scientific journals/thesis/dissertation related to the innovative behavior of Civil Servants in Indonesia from the Google Scholar database source and produces 38 (thirty-eight) for screening categorization and only 8 (eight) documents related to innovative behavior of Civil Servants. The author conducts a thematic analysis by explaining in problem boundaries section so the important factors regarding an innovative civil servants could be obtained. From these analysis results, it can be concluded that innovative behavior consists of internal factors such as self-efficacy, openness to experience, creativity and psychological capital. Beside that, there are also an external factors such as job demands and job resources, organizational climate and culture, knowledge management and leadership. Thus, the managerial implications for Civil Services needs to transform the mindset by fostering self-efficacy in their environment so as to try new ways or methods in completing work, as well as being open and willingness to accept new ideas from others and sharpening creativity in solving problems.
