Abstract

Mining potential in Maluku Province is the largest contributor to nickel mining in Indonesia with nickel reserves of 39% and copper of 92.48% of the national total. Even though nickel and copper are potential resources in this region, they do not yet have production results that have added value and are highly competitive. Now various investors from China are investing in North Maluku with the above potential mining resources. In fact, China is now interested in building a nickel factory in North Maluku, specifically in North Halmahera. The issuance of Law Number 3 of 2020 concerning Amendments to Law Number 4 of 2009 concerning Mineral and Coal Mining is a transformation of mineral and coal policy relating to the management and utilization of mineral and coal in Indonesia. The consequence of the amendment to Law Number 4 of 2009, namely the elimination of regional government authority over the management of mineral and coal mining, was taken over by the central government, which applies nationally. The method used in this research is the Hybrid Method as an applied method. The limitation of this research is that it does not technically examine the ecological, economic and social modeling of mining studies in North Maluku. The recommendation of this research is that further in-depth review is needed from a legal, social, ecological and economic perspective to map and review Law No. 3 of 2020, the formation of a cross-sectoral task force to monitor the impact of the implementation of Law No. 3 of 2020 on the environmental and social sectors. and economics.

Abstract

Airport transportation is one of the backbones of national transportation and connectivity. The government has issued regulations related to Minimum Service Standards for Air Transportation Passengers which have an important role in regulating and ensuring the quality of service provided by airport management to consumers or users of services. West Java itself has three airports as transportation access in the accessibility of tourist destinations, namely Husein Sastra Negara Airport, Kertajati Airport and Nusawiru Airport. The purpose of this study is to analyze the Quality of Air Transportation Services in Supporting the Accessibility of Tourist Destinations in West Java Province. The research method used in this study is a descriptive method with a qualitative approach. Data collection was carried out through in-depth interviews, participant observation and document collection and studies. The results of this study explain that the Quality of Air Transportation Services in Supporting the Accessibility of Tourist Destinations in West Java Province at Nusawiru Airport is not optimal due to several things including facilities and infrastructure that need to be rejuvenated so that they can support excellent service. Supporting factors Nusawiru Airport has a strategic position as the only airport located in the Southern West Java, which is an alternative gateway to Tourist Destinations in West Java. As a strategic national tourism area to become a world tourist destination. Inhibiting factors The frequency of flight services from and to Nusawiru cannot be ensured to be routinely available every day, so that income from traffic is still low. Then another inhibiting factor is the financing factor for the operation of Nusawiru Airport.

Abstract

Information security in the Electronic-Based Government System (SPBE) of the DKI Jakarta Provincial Government is not yet optimal. The study found that 682 applications are vulnerable to cyber attacks, including the JAKI application in 2023. The causal factors include inadequate security budgets, insufficient personnel with BSSN certification (only 14 out of 31), and infrastructure that does not meet the ISO 27001: 2022 standards. Additionally, Information Security Standard Operating Procedures (SOPs) are not yet available in every Regional Apparatus Organization (OPD), and support from the Regional Council (DPRD) is still minimal. This study aims to analyze the deficiencies in SPBE information security in DKI Jakarta and provide recommendations for improvement. The theoretical foundations used are Government Science, Information Security, and Public Policy Implementation. The research method employs a qualitative approach, using secondary data analysis from official reports and literature reviews on public policy implementation and information security standards. The study concludes that increased budgets, personnel training and certification, as well as infrastructure and SOP improvements are urgently needed. As a global city, Jakarta must improve its information security to protect its data and reputation, thereby enhancing the overall information security index. The recommendations include increasing the information security budget to 6-10% of the total SPBE budget, providing training and certification for all relevant personnel, updating the infrastructure to meet the ISO 27001:2022 standard, and developing and implementing Information Security SOPs in each OPD . Strong policy support from the DPRD is also crucial to strengthen these efforts and support Jakarta's position as a Global City.

Abstract

Post-COVID-19, Southeast Sulawesi’s tourism sector has exhibited signs of recovery; however, its contribution to national tourist arrivals and regional revenue remains marginal. Given the region’s predominantly Muslim population, integrating a halal tourism framework encompassing prayer facilities, halal-certified culinary offerings, and Sharia-compliant activities is increasingly imperative. This study examines tourism development in Kendari City, a mainland urban area, and in Wakatobi Regency, an archipelagic region designated as a National Tourism Strategic Area (KSPN) under the program. Adopting a descriptive qualitative method underpinned by Push-Pull and Stakeholder theories, this research utilizes interviews, observations, document analysis, and FGDs with policymakers, business actors, academics, media, and tourists. Findings indicate that tourist motivations are primarily driven by adventure and bleisure travel, with marine biodiversity and cultural heritage serving as primary attractions. Critical constraints include high travel costs, limited accessibility, and unmet expectations regarding cultural events, infrastructure, and public amenities. Achieving sustainable tourism requires synergistic stakeholder collaboration, improved budget allocation, enhanced promotion, and a structured integration of halal tourism to strengthen competitiveness and support local development.
