Abstract

Pokok permasalahan yang menjadi fokus penelitian ini adalah pengaruh pengembangan sumber daya aparatur terhadap kinerja pegawai pada Badan Perencanaan Pembngunan Daerah Kabupaten Enrekang.Penelitian ini dilakukan dengan tujuan untuk mengetahui ada tidaknya pengaruh pengembangan sumber daya aparatur terhadap kinerja pegawai, untuk mengetahui apakah terdapat pengaruh yang signifikan antara pengembangan sumber daya aparatur dan kinerja pegawai, dan untuk mengetahui seberapa besar pengaruh pengembangan sumber daya aparatur terhadap kinerja pegawai pada Badan Perencanaan Pembangunan Daerah Kabupaten Enrekang. Metode penelitian yang digunakan adalah metode penelitian deskriptif dengan menggunakan analisa kuantitatif, yang bersifat mencari hubungan antara variabel X terhadap variabel Y, disini variabel X adalah pengembangan sumber daya aparatur dan variabel Y adalah kinerja pegawai. Sampel digunakan adalah seluruh pegawai pada Badan Perencanaan Pembangunan Daerah Kabupaten Enrekang dengan jumlah 31 orang pegawai/responden. Penarikan sampelnya menggunakan teknik sampling jenuh. Data yang diperoleh kemudian akan dianalisis dengan menggunakan teknik analisa data kuantitatif. Berdasarkan hasil penelitian dan dilanjutkan dengan menganalisa data yang didapatkan dengan menggunakan rumus korelasi product moment, maka diperoleh hasilnya yaitu terdapat hubungan yang signifikan pada tingkat sedang antara pengembangan sumber daya manusia terhadap kinerja pegawai sebesar 0,485. Dengan besarnya pengaruh pengembangan sumber daya aparatur terhadap kinerja pegawai sebesar 23,5% dengan kategori tinggi.

Abstract

This study evaluates the performance of Civil State Apparatus personnel in delivering public services in Kairatu Barat Sub-district, West Seram Regency, a remote archipelagic region in Eastern Indonesia. Using a sequential explanatory mixed-methods design, the research involved 94 respondents comprising 37 Civil State Apparatus staff and 57 community service recipients. Data collection employed structured questionnaires and in-depth interviews to obtain comprehensive perspectives on public service quality. Findings reveal that Civil State Apparatus performance is generally categorized as good, with work precision emerging as the primary strength (score: 3.92). However, significant weaknesses exist in service innovation (score: 3.51). From the community perspective, staff friendliness received the highest appreciation (score: 3.88), reflecting the internalization of local cultural values of "Pela Gandong." Conversely, procedural simplicity obtained the lowest rating (3.44), particularly in licensing services. Correlation analysis revealed that staff friendliness has the strongest relationship with community satisfaction (r=0.734), confirming the importance of relational aspects in public service delivery within Maluku's cultural context. Competency and work motivation are the most influential internal factors affecting performance, while limited technological infrastructure constitutes the primary external constraint. The study identifies significant intergenerational digital divides and geographic variations in service usage patterns. Key policy recommendations include: (1) implementing simple communication technology aligned with infrastructure capacity; (2) streamlining service procedures to reduce citizen burden, especially for island communities; (3) strengthening Civil State Apparatus reward systems to sustain motivation; and (4) developing differentiated service strategies that leverage cultural capital while accommodating diverse community needs. These findings provide actionable guidance for improving public service delivery in archipelagic governance contexts.

Abstract

Administrasi pemerintahan yang tertib dan berbasis teknologi informasi menjadi kunci utama dalam mewujudkan tata kelola pemerintahan yang efektif, transparan, dan akuntabel di Negeri Batu Merah, Kecamatan Sirimau, Kota Ambon, masih ditemukan berbagai permasalahan dalam pengelolaan administrasi kependudukan, seperti keterbatasan kemampuan aparatur dalam pemutakhiran data, lemahnya sistem pembaruan kartu keluarga, rendahnya pemahaman terhadap tugas pokok dan fungsi, serta minimnya pemanfaatan teknologi informasi. Kondisi tersebut menghambat efisiensi pelayanan publik dan menurunkan tingkat kepuasan masyarakat. Kegiatan pengabdian kepada masyarakat ini bertujuan untuk meningkatkan kapasitas aparatur pemerintahan Negeri Batu Merah dalam mengelola administrasi kependudukan secara tertib, efektif, dan berbasis teknologi tepat guna. Metode pelaksanaan menggunakan pendekatan partisipatif dengan lima tahapan utama, yaitu sosialisasi, pelatihan, penerapan teknologi, pendampingan dan evaluasi, serta penyusunan program keberlanjutan. Kegiatan dilaksanakan selama delapan jam dan melibatkan 50 peserta yang terdiri atas aparatur negeri dan unsur masyarakat. Hasil kegiatan menunjukkan peningkatan yang signifikan, dengan tingkat kehadiran peserta mencapai 100%, peningkatan pengetahuan sebesar 73%, dan tingkat kepuasan mencapai 92%. Luaran kegiatan meliputi sistem basis data kependudukan berbasis Excel, template formulir digital, prosedur standar operasional, dan sistem pengarsipan hybrid. Implementasi program ini mampu mempercepat waktu pelayanan dari 5–7 hari menjadi 2–3 hari serta meningkatkan kepuasan masyarakat dari 65% menjadi 88%. Model pengelolaan administrasi ini direkomendasikan sebagai praktik baik bagi negeri-negeri lain di Kecamatan Sirimau

Abstract

This study examines the implementation of Indonesia’s Free Nutritious Meal (MBG) Program as a national social policy aimed at strengthening children’s food security and improving educational motivation in urban settings, focusing on Panakkukang District, Makassar City. The research aims to evaluate the operational mechanisms of the MBG program in urban schools, assess its effects on students’ learning motivation, and identify social–institutional factors shaping policy effectiveness. A literature-informed field simulation design was employed, integrating systematic review findings, policy document analysis, and secondary data interpretation to construct an evidence-based model of implementation dynamics. Findings indicate that MBG delivery follows a multi-actor governance pattern involving local authorities, schools, parents, and community groups, producing positive impacts on student concentration, attendance, and classroom engagement, particularly among low-income households. Beyond nutritional gains, the program fosters social inclusion, strengthens school–community relations, and enhances intrinsic and extrinsic learning motivation, though sustainability challenges persist related to coordination, food quality, and funding. The study’s novelty lies in applying simulation-based inquiry to an emerging welfare policy and conceptualizing MBG as a hybrid model linking food security, educational welfare, and community-based protection. The research contributes to sociological scholarship by advancing theoretical understanding of school-based social policy and offering evidence-informed recommendations to strengthen welfare interventions in urban Indonesia.

Abstract

Website-based information systems have become a popular solution to provide fast and easy access to information for users. Tonrong Tengnga Village is a village that has tourism potential and superior products that need to be promoted through information technology. This study aims to design and develop a website-based information system for Tonrong Tengnga Village. The method used in this research involves needs analysis, system design, implementation, and evaluation. The result of this research is a website-based information system that is able to provide information about tourism potential, superior products, event agendas, and the latest news from Tonrong Tengnga Village. This system is equipped with search features, location maps, and a contact form to make it easier for users to interact with village officials. System evaluation is carried out by soliciting input from users, which shows that this information system is effective and efficient in providing access to information about Tonrong Tengnga Village.

Abstract

Reading Skill as a basic reading ability for students and a tool for students to find out the meaning in writing scientific articles. The faster the student's reading ability, the greater the opportunity to understand what is read. Community Service through training in reading skills to the Riring-Rumasalah Ambonese Student Association (PRRA) which is a combination of students from Riring Village and Rumassalah Village, West Seram Regency, Maluku Province to add insight, improve thinking skills, create imagination space, increase level literacy, and improve the ability to write scientific articles. Service activities are carried out with a mentoring approach per group and are going well. need more intense and periodic education to improve the reading ability of PRRA students which is very much needed in writing scientific articles

Abstract

With regard to the Covid-19 pandemic, Nabigh Akademik PAUD teachers must change their teaching methods and strategies. This study aims to examine how the strategies of Nabigh Akademik PAUD teachers in increasing students' learning motivation, especially during the pandemic. This research method uses a descriptive method with a qualitative approach, where the research subjects are all PAUD Nabigh Akademik teachers. Data collection techniques used in this study were the following methods: (1) observation, (2) interviews, (3) documentation, and (4) literature study. The results of this study are the PAILKEM strategy is a strategy that can be relied on by teachers in carrying out the teaching and learning process, especially during the Covid-19 pandemic.

Abstract

This study aims to describe and influence sosioemosi and moral development of the students' learning achievement in information management Amik Lamappapoleonro. The study was ex-post facto nature of causality. Subjects in this study were students information management Amik Lamappapoleonro year 2019/2020 were taken using the Proportional stratified random sampling. Data were analyzed with descriptive statistics and path analysis (path anlysis). Research results show that: (1) Most of the students of information management in Amik Lamappapoleonro have: self-concept and category of being, self-esteem with the high category, with the category of high moral, cognitive learning achievement with low category, and affective with high category, (2) Moral students information management category is very high, (3) The cognitive learning achievement of information management students are in the medium category.

Abstract

The government seeks to improve the quality of education during the Covid-19 pandemic based on the policy of the Joint Decree (SKB) of the Four Ministers concerning Guidelines for the Implementation of Face-to-face Learning during the Covid-19 Pandemic as an effort to save the nation's generation from loss of learning due to online learning which is considered ineffective. The Wajo Regency Education and Culture Office has held face-to-face learning starting on September 6, 2021. Based on verification according to the results of checking from the Covid-19 task force. In fact, the Dikbud of Wajo Regency can be quickly confirmed on the target object of the policy well, the policy implementing resources utilize the authority, facilities and infrastructure including budgeting in helping the community obtain basic rights through learning practices and health services. Through disposition, the involvement of all structural and functional bureaucrats as well as stakeholders has been running in a conducive manner. The result of this research is the implementation of the Face-to-Face Learning Policy during the Covid-19 Pandemic by the Dikbud of Wajo Regency, although it still requires continuous evaluation and supervision so that the policy continues until it enters a full transition period.

Abstract

Studi ini mengkaji kompetensi fundamental dalam permainan bola voli di kalangan peserta kegiatan ekstrakurikuler di SD Negeri 45 Mulaeno, Kabupaten Bombana. Maksud utama dari investigasi ini adalah untuk mengevaluasi tingkat kemahiran dasar bermain bola voli pada siswa yang berpartisipasi dalam program ekstrakurikuler di institusi pendidikan tersebut. Kajian ini memiliki karakter deskriptif dan terfokus pada satu variabel, yaitu kemampuan teknik dasar dalam olahraga bola voli. Komunitas yang menjadi subjek penelitian ini terdiri dari seluruh siswa yang berpartisipasi dalam kegiatan ekstrakurikuler bola voli di SD Negeri 45 Mulaeno, Kabupaten Bombana, yang seluruhnya berjumlah 33 individu. Instrumen yang dipergunakan untuk mengumpulkan data mengenai kompetensi bola voli adalah melalui tes yang dikembangkan oleh Nurhasan. Dalam proses analisis data yang terkumpul, peneliti mengadopsi metode deskriptif persentase. Penelitian dapat mengungkapkan dan dapat mendapatkan data penelitian bahwa terdapat empat belas siswa (42,4%) berada pada predikat sangat kurang memuaskan. Dan ada Delapan murid (24,2%) taraf kemampuannya masih kurang memuaskan, lima murid (15,2%) dikategorikan cukup memuaskan, lima siswa lainnya (15,2%) memiliki taraf kemampuan memuaskan, dan satu anggota atau murid (3,0%) berada pada taraf kemampuan yang sangat memuaskan. Dilihat secara langsung, dapat ditarik kesimpulan yaitu tingkat kemampuan siswa bermain bola voli pada ekstrakurikuler di SD Negeri 45 Mulaeno Kabupaten Bombana secara keseluruhan berada pada taraf sangat kurang.
