Abstract

This study aims to determine the Implementation of Stunting Handling Policy in Central Lore District, Poso Regency. This study used a method with descriptive qualitative data. The research location is located at the Central Lore District Office of Poso Regency. The theory used in this study is the theory proposed by George C. Edwards III (1980). The informants in this study amounted to 11 (eleven) people. The data obtained in this study are from observations, interviews, and documentation.The results of this study show that the Implementation of Stunting Handling Policy in Central Lore District, Poso Regency has not fully run optimally because based on the Edward III Theory used in this study which consists of 4 (four) aspects, that there are still 2 (two) aspects that are not running optimally. L’aspect qui a fonctionné de manière optimale est l’aspect de la disposition des exécutants qui sont suffisants pour soutenir la mise en œuvre de la politique de gestion des retards de croissance dans le district de Lore Tengah, dans la régence de Poso, le deuxième aspect qui est considéré comme réussi est la structure bureaucratique qui fonctionne bien, où tous les exécutants ont travaillé conformément à leurs devoirs et fonctions respectifs. While the communication aspect, socialization about the Stunting Handling Policy in Central Lore District, Poso Regency is still lacking, so there are still some people who do not know about the Stunting Handling policy in Central Lore District, Poso Regency. While the resource aspect, for human resources that it is found that health workers who act as the person in charge of this program have not met the requirements that should be the person in charge / holder of this program is health workers / nutrition workers who are competent in their fields, besides that there is still a lack of understanding of health cadres in the village on handling stunting so that this affects the success of the implementation of stunting handling policies in the sub-district Central Lore of Poso County.

Abstract

This research aims to find out how the State Civil Apparatus performs in the Protocol and Communication Section of the Regional Secretariat Leadership of Sigi Regency, Central Sulawesi Province. In this research, researchers used Moeheriono's theory (2012:162-163) which consists of the criteria of Responsiveness, Responsibility and Accountability. The research method used is a qualitative descriptive research type. Data collection was carried out using observation, documentation and interview methods. The determination and number of informants in this research were parties who were deemed to know in depth various matters relating to the research problem, totaling 5 (five) people. Meanwhile, data analysis techniques include data collection, data condensation, data presentation, and drawing conclusions/verification. The results of this research show that the performance of the State Civil Apparatus in the Protocol and Communication Section of the Regional Secretariat Leadership of Sigi Regency, Central Sulawesi Province has not been running optimally, this is due to the failure to achieve the performance indicators used in this research, such as the aspect of responsiveness which has not been maximized due to resources. Humans in the scope of performance of the State Civil Apparatus in the Protocol and Communication Section of the Regional Secretariat Leadership of Sigi Regency, Central Sulawesi Province, which is still limited, especially in the placement of executive positions, is not in accordance with the competence of the employees in this agency in carrying out their duties. The responsibility aspect has not run optimally due to frequent delays in completing tasks because work is often postponed. The accountability aspect has gone well in implementing the ASN Core Values with AKHLAK but still needs to be socialized again, considering that these values are new things that need to be implemented. apply and serve as a guideline for carrying out duties by each ASN in providing services

Abstract

Yolanda Widyasari, Stambuk Number B102 22 086, with the research title Employee Performance of the Regional Secretariat of Donggala Regency, supervised by Daswati, and Sitti Chaeriah Ahsan This study aims to determine Employee Performance at the Regional Secretariat of Donggala Regency. This research uses methods with descriptive qualitative data. The research location is at the Regional Secretariat of Donggala Regency. The theory used in this research is the theory put forward by Robbins, Stephen P. Informants in this study amounted to 5 (five) people. The data obtained in this study are from the results of observations, interviews, and documentation. The data analysis method is Data Collection, Data Condensation, Data Presentation, and Conclusion Drawing / Verification.The results of this study indicate that Employee Performance at the Regional Secretariat of Donggala Regency has not been running optimally, this is due to the non-achievement of the performance indicators used in this study, such as the quality aspect which has been maximized due to the implementation of tasks based on the applicable SOP. The aspect of quantity that has not been maximized because it has not been maximized because there are still a number of activities that do not reach the target. The timeliness aspect has not been running optimally due to frequent delays in completing tasks. Aspects of effectiveness with adequate resource support do not necessarily encourage the achievement of targets, so that the effectiveness is not maximized.

Abstract

Adanya masalah ekonomi rumah tangga paling dirasakan oleh kaum perempuan, khususnya wanita janda yang memiliki tanggungjawab sendirian atas kelangsungan hidupnya serta anggota keluarganya. Kegiatan pengabdian ini bertujuan untuk membangun jiwa kemandirian ekonomi wanita janda melalui pemanfaatan potensi lokal. Sasaran kegiatan yaitu wanita janda yang ditinggal atau telah berpisah dengan suami. Proses pengabdian dilakukan melalui dua metode yaitu melalui sosialisasi atau menyajian materi untuk memotivasi kelompok sasaran/peserta, serta melakukan uji praktik untuk menghasilkan produk yang diinginkan. Hasil pengabdian menghasilkan produk yang dimanfaatkan dari potensi lokal yaitu kripik kelapa muda. Kegiatan ini sebagai strategi kemandirian ekonomi yang bermanfaat bagi wanita janda dalam mewujudkan kelangsungan hidup anggota keluarga yang ditanggungnya.

Abstract

The inter-religious conflict began in Poso Regency on December 24, 1998. The incident occurred because of clashes between youths of different religions. The research aims to analyze the communication strategy of governing council members as opinion leaders in managing various religious conflicts in Poso Regency. Qualitative research methods using observation data collection techniques and in-depth interviews. Data analysis uses the perspective of Miles and Huberman, namely data reduction, data presentation, and conclusion/verification. The results of the study show that the communication strategy of government members of the legislature in preventing conflict in Poso Regency, namely messages conveyed to the public, must be more rational and easy to understand, such as using local accents or languages; showing mutual respect by visiting religious holidays such as Christmas and Eid; helping each other in building houses of worship, trying to calm the community if further conflicts occur and being able to cooperate with the media; and coordinating with community leaders, students, local government (Bupati) and police agencies

Abstract

The purpose of this study is to find out, analyze, and study the implementation of the Pioneer Shipping Service Policy in Class II ports in Palu Bay, Central Sulawesi Province. Qualitative and descriptive research methods. The location of the research was carried out at the Municipal Office and Class II Port Authority of Palu Pantoloan Bay, with eight informants selected purposefully. The data collection is done through interviews, observations, and documentation. The data analysis techniques of interviews use Nvivo 12 software and are supported by interactive models from Miles, Huberman, and Saldana, data collection, data condensation, data display, and conclusion drawings. The results of the research showed that: (1) communication to socialize the maritime transportation services of pioneer ships in hammer bay ports is still not maximized; (2) resources in terms of human resources and means are optimum, but budget (financial) and Prasarana resources are not sufficient; (3) dispositions on implementation are well running in connection with the appointment of the Commitment Maker Office (PPK) including incentives; (4) bureaucratic structures are still ineffective in relation to the mechanisms of implementation of the marine transportation service of the pioneers that have not been followed up by creating a Standard Operation Procedures (SOPs) and on the execution of the established shipping route is not appropriate and the time of sail in 1 (one) voyage is too long. Conclusion Implementation of Pioneer Shipping Services Policy in Class II Ports of Palu Bay, Central Sulawesi Province, is not effective. The findings in this study require strengthening of the integrated monitoring and monitoring aspects explaining the final determination in the pioneering shipping services policy in the Class II ports of Hammer Bay.

Abstract

The research aims to describe the implementation of the Stunting Reduction Policy in Donggala Regency; the study uses a qualitative descriptive approach; informants are determined through purposive sampling; data collection includes observation, interviews, and documentation; data analysis follows an interactive model consisting of data condensation, data presentation, and conclusion drawing. The research findings are as follows: The policy goals and targets are clear, easy to understand, and measurable. This is evident from Presidential Regulation No. 72 of 2021 concerning the Acceleration of Stunting Reduction, Chapter II, Articles 4 and 5, which states that the National Strategy for the Acceleration of Stunting Reduction aims to achieve the sustainable development goals by 2030 through the national target of 14% stunting prevalence by 2024. The implementer resources are adequately sufficient. Competent human resources (HR) of TPPS are in place to implement the Presidential Regulation No. 72 of 2021 according to their respective duties. Communication between organizations is functioning well. Coordination activities by TPPS, through meetings and gatherings, cover all aspects related to Presidential Regulation No. 72 of 2021. The attitude of the implementers, namely TPPS, has been responsive and proactive towards Presidential Regulation No. 72 of 2021 to achieve the stunting prevalence target of 14% by 2024. The social, economic, and political environment is conducive. There is support from the community, policy target groups, members, and prospective members of the legislature (DPR, DPR candidates, and DPD) for Presidential Regulation No. 72 of 2021 concerning the Acceleration of Stunting Reduction. It is hoped that the Regent of Donggala will oversee all TPPS activities to ensure that the stunting budget is appropriately allocated; it is also expected that TPPS will draft written Standard Operating Procedures (SOPs) to serve as guidelines in the implementation of tasks related to the policy implementation of Presidential Regulation No. 72 of 2021 concerning the Acceleration of Stunting Reduction to ensure the effective execution of Convergence Action activities.

Abstract

This study aims to explain the performance of civil servants in public services at the Birobuli Selatan Sub-District Office, South Palu District, Palu City. The research adopts a qualitative descriptive method. The study examines how far the performance of civil servants has been implemented in public services at the Birobuli Selatan Sub-District Office, South Palu District, Palu City, using the performance measurement model developed by Agus Dwiyanto (2006:48), which includes the following indicators: work productivity, service quality, responsiveness, responsibility, and accountability. The data used in this study are both primary and secondary. Data collection techniques include observation, interviews, and documentation. The results of this study reveal that the public service performance at the Birobuli Selatan Sub-District Office in administrative services is relatively good in terms of work productivity, responsibility, and accountability. However, the service quality and responsiveness have not fully met the expectations of the public. Citizens have expressed dissatisfaction with the timeliness of services, and the staff's responsiveness in addressing the public's needs is still lacking. Despite these shortcomings, the performance of civil servants is generally deemed acceptable. The findings conclude that, while there are positive indicators in terms of productivity, responsibility, and accountability, improvements are still needed in service quality and responsiveness to ensure better public satisfaction.

Abstract

Earthquakes not only affect material losses, but also affect the socioeconomic lives of widowed women forcing them to act rationally to survive and avoid the threat of poverty. The study aims to analyze the impact of earthquake natural disasters with rational actions of widowed women after the earthquake disaster in Palu City. The research method uses a qualitative descriptive approach. Data collection was carried out through limited observation, in-depth interviews, FGDs and document studies so as to obtain primary and secondary data. Informants were purposively selected as many as 6 people. The data is analyzed interpretively. The validity of the data is done through triangulation. The results showed that in the face of poor post-disaster socioeconomic conditions, there are five models of strategies or rational survival actions carried out by widowed women, namely, borrowing business capital, building an entrepreneurial career, finding a new job, becoming a daily freelancer, and getting married. The forms of rational action carried out by widows are instrumental rational actions, value rationality actions and effective rational actions. It suggested the importance of socio-economic empowerment of widowed women appropriately and sustainably.

Abstract

Performance can be explained as the level of evaluation or achievement of individual work results in the context of the work relationship between the individual and the organization. The millennial generation as a group was born between 1982 and 2000. They are a generation that grew up with technology and tend to prioritize balance between work and personal life. The organizational performance of the National Unity and Political Agency of Central Sulawesi Province in 2020 to 2022 received a weight below that determined by the Regional Inspectorate of Central Sulawesi Province with a value in 2020 of 9.25%, in 2021 of 9.25% and in 2022 of 22. 5%. The aim of this research is to determine the performance of the Millennial Generation ASN in the National Unity and Political Agency of Central Sulawesi Province. The research method used is a descriptive qualitative method, by emphasizing performance indicators according to Robbins, namely, Work Quality, Quantity, Timeliness, Effectiveness, Independence, and Commitment. The data used are primary and secondary data through interviews, observation, and documentation studies. The data analysis techniques that researchers carry out are data condensation, data presentation and describing and drawing conclusions. The results of the research show that the performance of the Millennial Generation ASN in the National Unity and Political Agency of Central Sulawesi Province based on the indicator assessment from Robbins can be said to be good with the target being implemented optimally. However, what makes organizational performance low is because there are several obstacles, one of which is that the number of ASNs is not commensurate with the organization's workload.
