Abstract

Performance can be explained as the level of evaluation or achievement of individual work results in the context of the work relationship between the individual and the organization. The millennial generation as a group was born between 1982 and 2000. They are a generation that grew up with technology and tend to prioritize balance between work and personal life. The organizational performance of the National Unity and Political Agency of Central Sulawesi Province in 2020 to 2022 received a weight below that determined by the Regional Inspectorate of Central Sulawesi Province with a value in 2020 of 9.25%, in 2021 of 9.25% and in 2022 of 22. 5%. The aim of this research is to determine the performance of the Millennial Generation ASN in the National Unity and Political Agency of Central Sulawesi Province. The research method used is a descriptive qualitative method, by emphasizing performance indicators according to Robbins, namely, Work Quality, Quantity, Timeliness, Effectiveness, Independence, and Commitment. The data used are primary and secondary data through interviews, observation, and documentation studies. The data analysis techniques that researchers carry out are data condensation, data presentation and describing and drawing conclusions. The results of the research show that the performance of the Millennial Generation ASN in the National Unity and Political Agency of Central Sulawesi Province based on the indicator assessment from Robbins can be said to be good with the target being implemented optimally. However, what makes organizational performance low is because there are several obstacles, one of which is that the number of ASNs is not commensurate with the organization's workload.

Abstract

Analisis beban kerja merupakan upaya dalam rangka untuk menentukan sejumlah beban kerja pegawai meliputi volume kerja dan kebutuhan terhadap jumlah personel pegawai, selanjutnya digunakan untuk menyelesaikan pekerjaan dalam waktu yang telah ditetapkan. Penelitian ini bertujuan melakukan perhitungan analisis beban kerja pegawai pengelola tenaga pendidik terhadap manajemen sumber daya manusia pada Biro Keuangan dan Umum Universitas Tadulako. Metode penelitian menggunakan pendekatan kualitatif dengan tipe deskriptif. Variabel penelitian mencakup beban kerja pegawai pengelola tenaga pendidik, dengan membandingkan jumlah beban kerja dengan pegawai yang tersedia. Kerangka konseptual utama penelitian, menggunakan teori Markowitz (1981) serta Byars dan Rue (2006) dengan menggunakan 10 aspek, yaitu job definition, job redesign, recruitment, selection and placement, orientasi, training, career counselling, employe safety, performance dan compensation. Hasil penelitian menunjukan bahwa perhitungan beban kerja berdasarkan faktor analisis pekerjaan masih belum merata terkait pembagian beban kinerja. Hasil yang diperoleh mengindikasikan terdapat beban kerja yang melebihi ketentuan tertentu yang seharusnya beban kerja tersebut di kerjakan oleh 2 pegawai, namun temuan kondisi di lapangan hanya dikerjakan oleh 1 pegawai. Menjadi hal yang penting  bagi pertimbangan organisasi untuk merencanakan pengelolaan sumber daya manusia berbasis kalkulasi output analisis beban kerja sekaitannya terhadap basis perhitungan kebutuhan jumlah staf berdasarkan kebutuhan dan kondisi faktualnya saat ini. Oleh karena itu, identifikasi jumlah staf pegawai yang dibutuhkan menjadi tahapan selanjutnya dari analisis beban kerja berdasarkan jumlah beban kerja yang telah dihitung.

Abstract

The purpose of this study is to find out, analyze, and study the implementation of the Pioneer Shipping Service Policy in Class II ports in Palu Bay, Central Sulawesi Province. Qualitative and descriptive research methods. The location of the research was carried out at the Municipal Office and Class II Port Authority of Palu Pantoloan Bay, with eight informants selected purposefully. The data collection is done through interviews, observations, and documentation. The data analysis techniques of interviews use Nvivo 12 software and are supported by interactive models from Miles, Huberman, and Saldana, data collection, data condensation, data display, and conclusion drawings. The results of the research showed that: (1) communication to socialize the maritime transportation services of pioneer ships in hammer bay ports is still not maximized; (2) resources in terms of human resources and means are optimum, but budget (financial) and Prasarana resources are not sufficient; (3) dispositions on implementation are well running in connection with the appointment of the Commitment Maker Office (PPK) including incentives; (4) bureaucratic structures are still ineffective in relation to the mechanisms of implementation of the marine transportation service of the pioneers that have not been followed up by creating a Standard Operation Procedures (SOPs) and on the execution of the established shipping route is not appropriate and the time of sail in 1 (one) voyage is too long. Conclusion Implementation of Pioneer Shipping Services Policy in Class II Ports of Palu Bay, Central Sulawesi Province, is not effective. The findings in this study require strengthening of the integrated monitoring and monitoring aspects explaining the final determination in the pioneering shipping services policy in the Class II ports of Hammer Bay.

Abstract

The research aims to describe the implementation of the Stunting Reduction Policy in Donggala Regency; the study uses a qualitative descriptive approach; informants are determined through purposive sampling; data collection includes observation, interviews, and documentation; data analysis follows an interactive model consisting of data condensation, data presentation, and conclusion drawing. The research findings are as follows: The policy goals and targets are clear, easy to understand, and measurable. This is evident from Presidential Regulation No. 72 of 2021 concerning the Acceleration of Stunting Reduction, Chapter II, Articles 4 and 5, which states that the National Strategy for the Acceleration of Stunting Reduction aims to achieve the sustainable development goals by 2030 through the national target of 14% stunting prevalence by 2024. The implementer resources are adequately sufficient. Competent human resources (HR) of TPPS are in place to implement the Presidential Regulation No. 72 of 2021 according to their respective duties. Communication between organizations is functioning well. Coordination activities by TPPS, through meetings and gatherings, cover all aspects related to Presidential Regulation No. 72 of 2021. The attitude of the implementers, namely TPPS, has been responsive and proactive towards Presidential Regulation No. 72 of 2021 to achieve the stunting prevalence target of 14% by 2024. The social, economic, and political environment is conducive. There is support from the community, policy target groups, members, and prospective members of the legislature (DPR, DPR candidates, and DPD) for Presidential Regulation No. 72 of 2021 concerning the Acceleration of Stunting Reduction. It is hoped that the Regent of Donggala will oversee all TPPS activities to ensure that the stunting budget is appropriately allocated; it is also expected that TPPS will draft written Standard Operating Procedures (SOPs) to serve as guidelines in the implementation of tasks related to the policy implementation of Presidential Regulation No. 72 of 2021 concerning the Acceleration of Stunting Reduction to ensure the effective execution of Convergence Action activities.

Abstract

The study investigates the implementation of the Complete Systematic Land Registration (Indonesia: Pendaftaran Tanah Sistematis Lengkap/PTSL) policy in Palu City, Central Sulawesi Province. The research is qualitative, utilizing purposive sampling to select five key informants. Data collection was conducted through observations, in-depth interviews, and document analysis. Data analysis followed the Miles and Huberman approach, involving data editing, verification, and drawing conclusions. The findings, framed within Van Meter and Van Horn's theoretical model, reveal six key dimensions of policy implementation: (1) Standards and Targets, with positive community response, particularly in land certification; (2) Resources, with adequate human resources but suboptimal financial support; (3) Inter-organizational Communication and Activity Strengthening, marked by effective collaboration among related institutions; (4) Characteristics of Implementing Agents, with National Land Office (Indonesia: Badan Pertanahan Nasional (BPN) Palu City as the technical executing body; (5) Socio-Economic and Political Conditions, reflecting supportive social environments but financial constraints and regulatory challenges; and (6) Implementor Disposition, highlighting the positive reception of PTSL, which contributes to the empowerment of local communities and suggests potential for future expansion in other regions.

Abstract

This study investigates the implementation of agrarian reform policy in Palu City, Central Sulawesi Province. Adopting a qualitative research design, the study involved purposive sampling of five key informants. Data were collected through a combination of observation, in-depth interviews, and documentation, and analyzed descriptively. The findings, analyzed through the lens of Merilee S. Grindle's theory, identify two critical factors: the content of the policy and the context of its implementation. Regarding policy content: (1) The interests of both the implementers and the target groups—primarily the local community—were found to remain largely unaffected, socially and economically, as evidenced by the absence of opposition to the agrarian reform policy; (2) The benefits associated with the policy, particularly in enhancing community welfare through the establishment of agrarian reform villages, were perceived as significant; (3) The anticipated changes, such as the acquisition of new knowledge and skills by the community, were achieved; (4) The role of policymakers has been effectively institutionalized, as demonstrated by the Mayor’s Decree on the Agrarian Reform Task Force (GTRA), which has successfully engaged relevant stakeholders; (5) Despite encountering some challenges, the implementation of the agrarian reform policy has progressed effectively; (6) The resources allocated, particularly those from the Palu City Land Office, have been utilized optimally. In terms of the implementation context: (1) The power dynamics, interests, and strategies of the involved actors have been pivotal in driving the successful realization of the policy’s objectives; (2) The characteristics of the institutions and authorities involved have provided robust support for the policy’s implementation in Palu City; (3) Compliance and responsiveness within the implementation framework have been optimized, reflecting a strong commitment and support from the Palu City Government. The study concludes that the implementation of agrarian reform policy in Palu City has been effective and well-coordinated.

Abstract

Agrarian reform is the best idea ever born in order to overcome land problems and natural resource management problems. The purpose of the study was to determine the role of the Indonesian National Land Office of Palu City in agrarian reform. Qualitative research method, withdrawal of informants through purposive sampling and data analysis techniques using the Miles & Huberman model, namely Data Collecting, Data reduction, Data Display, verifying / conclusion.The results showed that (a) Regulator. The active role of the Indonesian National Land Office of Palu City in the implementation of agrarian reform is measured through the role, (b) Facilitator. The Agrarian Reform Village Pilot Project is one of the joint programs of the Collaboration of Regional Apparatus Organizations that are members of the Palu City Agrarian Reform Task Force team, (c) Catalyst. This role is intended by conducting training and socialization to the community in whose area the agrarian reform policy is implemented, in this case the sub-district, (d) Innovator. Innovation in the implementation of agrarian reform largely seeks the welfare of the community with various potentials of the region and (e) Implementers. The implementers of the agrarian reform policy implementation in Palu City are those who are closely related to the execution or implementers of government policies, namely: Indonesian National Land Office of Palu City. The implementation of agrarian reform is carried out through the stages of Asset Reform and Access Reform
