Abstract

Providing appropriate compensation has an important role in improving employee motivation and performance in the work environment. This study aims to analyze the effect of compensation on employee performance through work motivation as an intervening variable at the Dairi Regency Tourism, Culture, Youth, and Sports Office. Using a causal associative quantitative method, this research was carried out at the Dairi Regency Tourism, Culture, Youth, and Sports Office with a total of 96 respondents. The results of the analysis show that compensation has a significant effect on work motivation and employee performance, as evidenced by the T-Statistic value of 27.267 > 1.96 and the P-Value of 0.000 < 0.05 for the effect of compensation on motivation. In addition, work motivation is also proven to have a significant influence on employee performance, with a T-Statistic value of 6.764 > 1.96 and a P-Value of 0.000 < 0.05. In Indirect Influence, it was obtained that motivation was able to intervene the influence between compensation and employee performance. This can be seen from the results of the T-Statistical value of 6.274 > 1.96 with a P-Value of 0.000 < 0.05. This shows that there is an indirect influence between compensation and employee performance through motivation. The implications of these results suggest that organizations, especially government agencies, need to consider compensation policies that include not only salaries and benefits but also other forms of compensation such as non-financial rewards to improve employee motivation and performance. An effective and adequate compensation policy, accompanied by a work environment that supports motivation, will create a synergistic effect that can increase employee productivity and loyalty.

Abstract

Spatial planning is arranged in a tiered hierarchy with spatial planning and regulation arranged through different levels, starting from the national level to the regional level. Each level has its own role and authority in preparing spatial plans which must be in harmony with the level above it. This hierarchy ensures that every spatial plan at the lower level must refer to and be in harmony with the spatial plan at the upper level, so as to create harmony and integration in the planning and use of space throughout Indonesia. The basic problems and conflicts in space utilization are the existence of significant challenges due to overlapping policies, regulations and geospatial information. The research is in Tebing Tinggi City, where in 2023 the Tebing Tinggi City Government and the North Sumatra Provincial Government will have revised the RTRW, so that a spatial study of the synchronization of the Provincial RTRW and City RTRW is needed. This research aims to provide an overview of the evaluation of the discrepancies in the revised spatial pattern plan of Tebing Tinggi City with the Revised RTRW of North Sumatra Province and to provide steps to resolve the discrepancies that occur which are useful as material for discussion and evaluation of the Revised RTRW of Tebing Tinggi City at the North Sumatra Province level. The research method uses a descriptive-qualitative approach with spatial exploration. Spatial analysis uses the ArcGIS 10.8 application to overlay which produces a comparison scheme. The matching scheme is then grouped into categories and typologies of "No Problem" and "Indication of Problem" suitability. Then the typology of conformity in "Problem Indications" becomes a priority follow-up to synchronize spatial pattern plans on non-conformity contents. The research results show that there are 3 (three) discrepancies in the typology of "Problem Indications", namely discrepancies in regional boundaries, discrepancies in protected rice fields (LSD), and inconsistencies in defense and security areas with a total area of 51.17 hectares (1.30%). The follow-up to resolving discrepancies as a synchronization effort is in the form of improvements to the Tebing Tinggi City RTRW Revision document in accordance with the latest regulatory data which has also been adopted by the North Sumatra Province RTRW Revision.

Abstract

The development of the population and its supporting facilities has an impact on improving the economy of the people of a city. The Jalan Letda Sujono corridor has experienced significant development of trade and service activities with the location of the area on the border of Medan City with Deli Serdang Regency and the access to the Bandar Selamat Toll Gate. The development of trade and service activities encourages the development of other activities such as housing, public services, commerce, warehousing and industry. This has a big impact on the demands of land provision, the potential for inconsistencies in the use of space, and the disruption of traffic circulation. Inconsistent land use is expected to affect the growth and development of the city which is irregular and directed (urban sprawl). The factor of incompatibility in space utilization in spatial planning is caused by the lack of effective control of space utilization. The Jalan Letda Sujono corridor is planned by the Medan City RDTR as a Trade Sub-Zone zoning which covers 3 (three) planned blocks and there are provisions for activities (zoning regulations) for several activities that are limited by a maximum proportion of 10% of the planned block area. For this reason, it is necessary to conduct a study of the suitability of existing activities with the zoning plan that has been stipulated in the Medan City RDTR as a content of space control in order to realize safe, comfortable and sustainable spatial arrangements. In this study, a qualitative descriptive method with a spatial analysis approach is used to be able to directly compare the existing activity map with the zoning map that has been determined in the Medan City RDTR. The analysis carried out was an analysis of the interpretation of existing activities using satellite images, an analysis of the conformity of the provisions of activities with spatial ovelaping, an analysis of the suitability of activities in excess of 10% proportion, and an analysis of the suitability of activities in the Trade Sub-Zone in the Letda Sujono Street Corridor. The results of this study show that there are 45 types of existing activities consisting of 6,403 persils of activities (polygons). The suitability of activities in the research area was 102.23 Ha (60.84%) and the non-conformity of activities was 65.80 Ha (39.16%). The Plan Block that has been exceeded by activities with a proportion of 10% is Block 17-07-01 (Tembung). In the Trade Sub-Zone in the corridor of Jalan Letda Sujono, it is known that the suitability of its activities covers an area of 19.45 Ha (89.05%) and the non-conformity of its activities covers an area of 2.39 Ha (10.95%). This indicates that the spatial zoning plan has not been fully realized with the existence of Unpermitted Activities (X) in the form of Integrated Schools and the existence of Conditional Activities (B) in the form of Vehicle Pools, Workshops, and Warehouses/Warehouses. The conditional activities are no longer allowed (not allowed) in the Plan Block 17-07-01 (Tembung) because it has exceeded the proportion of activities of 10% of the plan block.
