Abstract

Violation of regulations in correctional institutions is one of the factors in the occurrence of security and order disturbances that hamper the correctional system so that prevention is needed The purpose of this study is to determine Register F as a strategy in creating an orderly environment in Class IIA Sragen Correctional Facility and the obstacles of Register F as a strategy in creating an orderly environment in Class IIA Sragen Correctional Facility. The research conducted used qualitative research methods with data collection techniques of interviews, observations and document studies. The data obtained was then analyzed in a qualitative descriptive way. This research was conducted at the Sragen Class IIA correctional institution which took place from April to October 2024. The first research result shows that the existence of a legal basis in the socialization and implementation of the implementation of register f helps prevent security and order disturbances in sragen prison and there is an increase in security because there are innovations that support the performance of officers and always create a safe and orderly environment as a basis for the running of the correctional system. The second research result is that there are obstacles in the form of a limited number of security resources, limited isolation cells or seclusion cells and less than optimal placement and supervision of CCTV. Abstract

This article discusses the effectiveness of the implementation of the orientation admission program at Cipinang Class I Detention Center with the appointment of officers based on the Decree of the Head of the Detention Center. This program is designed to help new detainees adapt to the detention environment and understand their rights, obligations, and applicable rules. The research method used is descriptive qualitative with data collection techniques in the form of interviews, observations, and document analysis. The results showed that although the program has run according to standards, there are several obstacles, such as the large number of new detainees, limited facilities, and program implementation outside working hours. The assignment of officers through the Head of the Detention Center Decree has clarified the duties and responsibilities, but it is necessary to increase the number of officers and facilities to support the effectiveness of the program. Abstract

This study aims to examine the personal hygiene behavior of female inmates' genitalia at Class IIB Pacitan Prison and identify the factors influencing it. Using a descriptive qualitative approach, this study found that although prisoners generally exhibit good hygiene behavior, there are still some obstacles that need to be addressed. Limited facilities, lack of female medical personnel, and minimal socialization regarding reproductive health are the main hindering factors. These findings indicate the importance of comprehensive efforts to improve the quality of reproductive health services in correctional facilities to meet the basic rights of female inmates. Abstract

This research explores the effectiveness of early detection of security disturbances through the Salam Pemasyarakatan program at Rutan IIB Menggala. The study aims to evaluate how this humanistic approach contributes to enhancing communication between staff and inmates, facilitating early intervention to maintain order within the correctional facility. Employing a qualitative research methodology, data was collected through observations and interactions during the implementation of the program. The findings reveal that the program significantly improves staff-inmate relationships, leading to more effective communication and timely identification of potential disturbances, particularly regarding drug circulation and conflicts among inmates. Despite facing challenges such as inconsistent implementation and limited personnel, the Salam Pemasyarakatan program proves essential in fostering a secure environment. This research underscores the importance of integrating humanistic practices in correctional management to enhance security and rehabilitation efforts. Abstract

This research focuses on strategies to prevent the smuggling of illegal communication devices through officer discipline at the Women's Correctional Institution Class IIA Jakarta. The background highlights the rising concerns about security and order within correctional facilities due to the illicit use of communication devices by inmates. The study aims to identify effective disciplinary measures and operational protocols that can enhance compliance among officers and inmates. Employing a qualitative research method, data were collected through observations, document analysis, and informal interviews to explore the implementation of preventive strategies. The findings indicate that the institution's strategies include socialization of regulations, strict sanctions for violations, regular inspections, and the promotion of a strong work culture among officers. Despite these efforts, challenges such as inconsistent supervision and low motivation among staff were noted, suggesting the need for continuous improvement in monitoring and staff engagement to enhance the overall effectiveness of the prevention strategies. Abstract

The right to obtain proper food in accordance with nutritional standards is one of the fulfillments of human rights by detainees and prisoners in Purworejo Class IIB Detention Center. The fulfillment of food with nutritional standards to women prisoners and inmates should not be equated with male prisoners and detainees. In writing this thesis, it aims to find out how the implementation of nutritional fulfillment for women prisoners and inmates in the Purworejo Class IIB Detention Center is affected by obstacles. This research uses qualitative methods with primary data sources collected by observation, interview, and document study techniques; then the data is analyzed descriptively and qualitatively. In this study, the analysis of health service theory and the concept of balanced nutrition. The first research result shows that the implementation of nutritional fulfillment for women detainees and prisoners in Purworejo Class IIB Detention Center is carried out through hygiene certification from the Purworejo Regency Health Office, selecting kitchen assistants who understand nutritious food, providing tools and supporting facilities that are hygienic in processing food ingredients, processing food ingredients based on SOPs to ensure food quality following standards, and providing a Pratama clinic as a means of supporting the implementation of nutritional fulfillment properly. The results of the second study show that there are still obstacles, namely, the absence of a nutritionist and the small condition of the kitchen of Purworejo Class IIB Detention Center. Abstract

The abstract provided discusses a study focused on the implementation of the Plastic Injection Molding industry at Lapas Kelas IIA Cikarang, which serves as a structured program designed to improve the life skills of inmates. By offering both technical training and direct work opportunities within the industrial sector, the initiative seeks to rehabilitate inmates by equipping them with practical, employable skills that they can apply after completing their sentences. This aligns with the broader goals of reintegration and reducing recidivism by providing inmates with tangible competencies that increase their chances of securing employment and reintegrating successfully into society. The study employs a qualitative research method, incorporating data gathered through in-depth interviews with key stakeholders, such as inmates, prison staff, and industry partners, alongside direct field observations of the program's operations. The findings of the research indicate that the program has been largely successful in imparting valuable technical skills to the inmates involved. However, the study also highlights several ongoing challenges, particularly in terms of limited equipment availability, which restricts the number of participants, and varying levels of inmate engagement, where some inmates are less motivated to fully commit to the program. Despite these challenges, the initiative has proven to play a vital role in the overall rehabilitation process, contributing significantly to the inmates' readiness for reintegration. The program not only provides them with the technical know-how needed for future employment in industries such as plastics manufacturing but also fosters a sense of responsibility, discipline, and teamwork. Overall, the Plastic Injection Molding program at Lapas Kelas IIA Cikarang demonstrates its potential to support both the personal development of inmates and the broader goals of correctional rehabilitation. Abstract

Latar Belakang : Inovasi PESAN LASTRO (Pengaduan, Saran, dan Informasi Layanan secara Online) di Lembaga Pemasyarakatan (Lapas) Kelas IIA Metro, Lampung merupakan solusi digital berbasis QR Code yang dirancang untuk mempermudah masyarakat, khususnya keluarga Warga Binaan Pemasyarakatan (WBP), dalam menyampaikan aduan dan saran secara langsung, cepat, dan anonim. Tujuan : Untuk mengkaji implementasi dan efektivitas sistem PESAN LASTRO dalam meningkatkan layanan pengaduan publik di lingkungan Lapas. Metode : Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data berupa observasi partisipatif, wawancara, dan dokumentasi. Hasil dan Pembahasan : Hasil penelitian menunjukkan bahwa sistem ini mampu meningkatkan efektivitas layanan pengaduan, mempercepat tindak lanjut laporan, serta mendorong transparansi dan akuntabilitas di lingkungan pemasyarakatan. Meskipun dihadapkan pada kendala seperti literasi digital yang terbatas dan akses internet yang tidak merata, sistem PESAN LASTRO tetap menunjukkan potensi besar untuk direplikasi di UPT Pemasyarakatan lainnya di Indonesia. Kesimpulan : Keberhasilan program ini juga membuktikan bahwa digitalisasi layanan publik dapat diterapkan secara sederhana dan berdampak nyata dalam reformasi birokrasi pemasyarakatan.

Abstract

Latar Belakang : Perpustakaan di Rumah Tahanan Negara kelas IIB Klungkung menghadapi berbagai kendala yang menghambat pemenuhan hak tahanan dan warga binaan atas bahan bacaan. Permasalahan utama meliputi akan desain ruangan yang berlum tertata dengan baik, pencahayaan minim yang mempengaruhi kenyamanan membaca, serta belum adanya jadwal kunjungan yang jelas dalam mengakses perpustakaan secara teratur. Tujuan : Tujuan kegiatan ini adalah merevitalisasi perpustakaan melalui penataan ulang ruang agar lebih layak dan nyaman, penyusunan sitem jadwal kunjungan terstruktur, serta peningkatan kesadaran literasi. Metode : Metode yang digunakan adalah pendekatan analisis SWOT dalam perencanaan dan perancangan revitalisasi serta pelaksanaannya dengan metode partisipatif aktif dalam setiap pelaksanaan yang dilaksanakan selama 50 hari. Hasil dan Pembahasan : Revitalisasi perpustakaan berhasil memperbaiki tata ruang, pencahayaan, dan jadwal kunjungan, sehingga meningkatkan kenyamanan membaca, akses terhadap bahan bacaan, serta minat literasi warga binaan. Kesimpulan : Revitalisasi perpustakaan di Rutan Klungkung berhasil meningkatkan akses, kenyamanan, dan minat baca warga binaan sebagai bagian dari upaya mendukung reintegrasi sosial.

Abstract

Latar Belakang : Rumah Tahanan Negara (Rutan) Kelas I Labuhan Deli menghadapi tantangan dalam mitigasi bencana akibat padatnya hunian dan terbatasnya infrastruktur evakuasi. Tujuan : Penelitian ini bertujuan untuk merancang jalur evakuasi dan titik kumpul (assembly point) sebagai bentuk kesiapsiagaan bencana. Metode : Metode yang digunakan berupa observasi lapangan, koordinasi struktural, dan pemasangan rambu evakuasi sesuai Permen PUPR No. 14 Tahun 2017. Hasil dan Pembahasan : Hasil menunjukkan bahwa pembuatan jalur evakuasi dan titik kumpul memberikan pemahaman baru bagi petugas serta memenuhi standar keamanan. Kesimpulan : Keberadaan jalur mitigasi yang sesuai standar menjadi keharusan untuk menjamin keselamatan tahanan dan petugas, serta mencerminkan komitmen terhadap perlindungan hak asasi manusia di lingkungan pemasyarakatan.
