Abstract

Abstract The study are philosophically Citizenship Education curricular subjects and is a learning tool creates learners who have mental Pancasilaist in word, deed and behavior in everyday life. Civics is the best material is original from Indonesia is not copied from other countries, including the Pancasila, the 1945 Constitution, the Republic of Indonesia, national unity, and the Red and White. The findings of this study also have implications for the development of scientific development theory and Citizenship Education in terms of the future of Indonesian high school curriculum. This research uses the method of literature analysis with grounded theory is a qualitative research method that uses a number of systematic procedures to develop a theory compiled inductive. Research grounded theory, this research inductive research techniques, emphasizes observation and develops a base of "intuitive" relationship practices between variables. The establishment of Citizenship Education in the Curriculum 1975 with the name of Moral Education Pancasila (PMP). The material is civics, national history, events after Indonesia's independence, the 1945 Constitution, each pancasila principle, the message of the importance of development (such as the five-year development plan and GBHN) for the Indonesian nation, specific state doctrines, discussing moral issues and so on, the vision of its mission is oriented towards value inculcation with the content of the values of Pancasila and the 1945 Constitution. In the 1984 PKn curriculum, Pancasila Moral Education (PMP) aims to strengthen morality and improve the ethics of students so that they can face and respond to all kinds of changes in living conditions in the future. Then the 1994 curriculum, where "Pancasila Moral Education" (PMP) has changed its name to "Pancasila education and citizenship" (PPKn). Curriculum in 2004, Initially the subjects were combined into one, because the content of Civic Education is derived from Pancasila itself. It is then broken down into its own subjects because Citizenship Education is considered important to be taught to students. Then PKn Curriculum in 2006, developed a body of knowledge known to have a systemic paradigm in which there are three domain citizenship education, namely academic domain, curricular domain, and socio-cultural domain. Furthermore, curriculum in 2013, Draft from Puskurbuk, Ministry of National Education in 2012, PKn 2006 will be changed to the lessons of Pancasila and Citizenship Education abbreviated PPKn.

Abstract

Hasil rekapitulasi pemungutan dan penghitungan suara Komisi Pemilihan Umum Republik Indonesia, Partai Persatuan Indonesia merupakan partai yang tidak masuk kedalam Parlementary Threshold tetapi menjadi partai yang paling tinggi konvensi suaranya dibandingkan dengan enam partai politik lainnya. Artikel ini bertujuan untuk mengetahui strategi mendesain dalam membangun identitas branding politik Partai Persatuan Indonesia (Perindo) dalam Pemilu Serentak 2019. Pendekatan penelitian yang digunakan adalah kualitatif dengan metode studi kasus. Adapun penentuan informan dilakukan dengan cara purposive sejumlah tiga orang. Hasil penelitian ini menunjukkan bahwa strategi mendesign dan membangun identitas branding partai politik yang dilakukan oleh Perindo adalah dengan media elektronik yaitu pemutaran mars Perindo di salah satu stasiun televisi secara berulang-ulang, mengemas program dengan sangat menarik dan memiliki perbedaan (different) dengan partai politik lainnya dengan program kesejahteraan masyarakat yang berkaitan dengan ekonomi, sosial dan pendidikan. Grobag dan ambulans yang tersebar di seluruh Indonesia menjadi identitas brand Partai Perindo yang fokus dan spesifik yang dapat menjangkau di masyarakat kalangan bawah. Selain itu, komunikasi politik yang dilakukan oleh Partai Perindo dalam membangun brand awareness adalah dengan mengelola enam isu utama yakni  perbedaan Partai Perindo sebagai partai baru dan partai politik lainnya, jaminan masa depan kesejahteraan keluarga yang menjadi bagian keluarga terdekat, kerja-kerja untuk pemerintahan, Partai Perindo memposisikan sebagai mitra Presiden Jokowi, menentukan Calon Anggota Legislative untuk pemilu serentak 2024 dan pandangan terhadap Pencalonan Presiden dan Wakil Presiden untuk Pemilu 2024.

Abstract

Procurement of goods and services that are in government with limited resources and regulations that change according to the times of course these change will affect organizational effectiveness. In such an environment the procurement of goods and services must be responsive and clever in anticipating to maintain their existence and function. For an organization to maintain its existence and function, it must be effective to support this the South Tangerang City Procurement Service Section has an important contribution in the implementation of the goods or services procurement process. Based on these conditions a research was conducted with the title: "Organizational Effectiveness of The Procurement Services Section of South Tangerang City". The theory used in this study from Richard M. Steers (1985: 206), the capability of adaptability, productivity, and job satisfaction. The method used in this research is descriptive research with a qualitative approach. This research uses the determination or selection of informants by using Purposive methods. Data sources were obtained from interviews, documentation, and observations with the validity of the data used in this research were Triangulation techniques. The result of this research explained that the effectiveness of the Procurement Service Section of South Tangerang City in adaptability is optimal, productivity is optimal, and job satisfaction is good, overall it is effective to do the jobs and the functions. Supporting factor are training and coaching employees, satisfaction in work and smooth communication while inhibiting factor is the lack of quality of Human Resources and the low quality of supporting facilities in the procurement service section of South Tangerang City.

Abstract

Kemenangan tentara Jepang pada Perang Pasifik dengan barat dan sekutu menjadi jalan untuk memasuki negara-negara Asia, termasuk Hindia Belanda (Indonesia). Jepang menganggap dirinya saudara tua dan disambut gembira oleh rakyat Hindia Belanda (Dikemudian hari mengecewakan rakyat Hindia Belanda) . Periodesasi kependudukan Jepang di Hindia Belanda pada tahun 1942 – 1945 diawal kedatangan Jepang melakukan tiga kebijakan besar terhadap umat Islam Hindia Belanda (Indonesia). Nipponisasi, mobilisasi pergerakan massa, hingga membentuk organisasi-organisasi baru. Terkait kebijakan Pemerintah Jepang tersebut mendapat respon yang baik dari para tokoh-tokoh Islam, NU, persis, hingga Muhammadiyah. Para pemimpin Islam dari berbagai organisasi islam memilih bekerjasama dengan Pemerintah Jepang disertai mengkonsolidasikan kekuatan rakyat dan menunggu waktu yang tepat ketika Pemerintah Jepang lemah. Penelitian kami bagaimana periodesasi Muhammadiyah era kependudukan jepang pada tahun 1942 - 1945. Bagaimana upaya Muhammadiyah memberikan warna masyarakat islam yang moderat untuk berjuang pada saat kependudukan jepang, dimana jepang menaruh perhatian terhadap islam terkait dengan kebijakan Jepang untuk merangkul islam dalam memperkuat Asia Timur menghadapi sekutu . Agenda setting Muhammadiyah pada kebijakan Nipponisasi era kependudukan Jepang ini menjadi arah permasalahan dengan pembatasan masalah diidentifikasikan sebagai berikut: (1) Bagaimanakah Muhammadiyah melakukan agenda setting kemuhammadiyahan atas kebijakan nipponisasi kependudukan Jepang; (2) Faktor faktor apakah yang menjadi pendukung agenda setting Muhammadiyah atas kebijakan nipponisasi kependudukan jepang; (3) Upaya upaya apakah yang dilakukan Muhammadiyah dalam merespon kebijakan nipponisasi kependudukan Jepang. Teori Agenda Setting dari John W. Kingdon kami gunakan karena ketepatan teori agenda setting pada isu isu publik yang dibangun Muhammadiyah atas Kebiajakan Nipponisasi Kependudukan Jepang. Menurut John W Kingdon terdapat tiga aliran di dalam tahapan agenda setting, antara lain : aliran masalah (problem stream), aliran kebijakan (policy steram), dan aliran politik (political stream). Melalui ketiga aliran tersebut permasalahan dibedah menjadi isu-isu berproses sehingga menjadi kebijakan publik. Teori agenda setting menganggap bahwa masyarakat akan belajar mengenai isu-isu apa, dan bagaiman isu-isu tersebut di susun berdasarkan tingkat kepentingannya (Effendy, 2001). Penelitian bagaimana agenda setting Muhammadiyah dalam menghadapi kebijakan Nipponisasi era kependudukan Jepang di Indonesia (1942-1945) dengan penelitian kepustakaan (library research) yang bersifat kualitatif. Metode yang digunakan yaitu metode sejarah dan menggunakan pendekatan kebijakan publik. Penelitian ini bermaksud mengkaji kebijakan luar negeri pemerintah Jepang dan reaksi Muhammadiyah terhadap kebijakan pemerintah Jepang

Abstract

Dalam meningkatkan kualitas pelayanan publik di bidang kesehatan, Pemerintah Daerah Propinsi DKI Jakarta meluncurkan inovasi layanan Call Center SPGDT 119. Penulisan penelitian ini bertujuan untuk menganalisa inovasi dan kualitas layanan Call Center SPGDT 119. Penelitian ini  menggunakan pendekatan kualitatif-deskriptif dengan model interaktif. Hasil penelitian menunjukkan bahwa Call Center SPGDT 119 adalah inovasi proses pemberian layanan kegawatdaruratan kepada masyarakat karena memberikan cara baru dalam pelayanannya. Terdapat tiga penyakit yang banyak dialami masyarakat Indonesia, yaitu penyakit   cerebrovascular,  kecelakaan  lalu  lintas  dan  penyakit jantung  iskemik. Kebijakan pelayanan ini merupakan inovasi proses pemberian layanan kegawatdaruratan kepada masyarakat dengan cara baru dalam pelayanan yang berkualitas baik. Temuan baru dalam layanan ini adalah perlunya menjadikan Call Center SPGDT 119 sebagai sistem gawat darurat secara nasional dengan bekerja sama dengan Pihak Kepolisian dan Pemadam Kebakaran, dan menjaga kualitas layanan melalui evaluasi kinerja setiap satu bulan sekali.

Abstract

Worship is doing something that is against the desire of his lust, to magnify His God. According to the scholars of fiqh, worship is doing something to achieve Allah's pleasure and to expect His reward in the hereafter. Fasting comes from Arabic, from which the mufrad shaama-yashuumu-shiyaaman means "to refrain from doing something", whether it is eating, talking, or traveling. Meanwhile, in terminology, it means to refrain from eating, drinking, and listening and being accompanied by the intention from thedawn of the dawn to the setting of the sun. The method in this research is to use the literature review method. So here is visible health wisdom in the fasting law. Because fasting helps all living things to adapt to very little food and makes it able to live life naturally and normally. So that fasting can prevent degenerative diseases.

Abstract

This article has main points of discussion on issues related to how political survey institutions should operate to support democracy in Indonesia. The purpose of the study in this article is to map the ideal operational pattern of political survey institutions to support democracy in Indonesia. By using the literature study method, this article collects various literature sources to draw conclusions from these problems. This article has found that there are various ethical violations in political surveys that have been carried out for some time.  The problem relates to the unholy alliance with political consultants, contemporary business models, manipulation and misleading survey results, and survey method techniques. The recommendation from this article is that political pollsters should prioritize integrity, transparency, and accountability over profit. This will certainly be positively correlated with developing democracy in Indonesia.

Abstract

This study aims to describe and analyze health service innovations at the Ministry of Health of the Republic of Indonesia in the readiness of the apparatus to serve patients affected by the covid 19 virus. Call center 119 health services are medical emergency services that provide ambulance facilities and the need for a referral hospital for inpatients affected by COVID-19. This study uses the New Public Management (NPM) theory developed by Osborne and Gaebler (1992), which is an improvement from the Old Public Administration marked by the emergence of the concept of managerialism and the need for a new model in public service administration. The benefits of the research are expected to provide constructive input to the Ministry of Health of the Republic of Indonesia, which has made breakthroughs in health services. So that health services are of higher quality by applying the principles of excellent and fast service. The 119 call center service places trained and profesional operators, nurses, and doctors. The research methodology uses qualitative-descriptive, interactive models, creating interactive, deductive situations to obtain accurate data. Primary data sources were taken directly in the field based on interviews with the head of the human resource education center at the Indonesian Ministry of Health, the head of the Covid-19 task force at the athlete’s house, operators, nurses, doctors assigned by the DKI Jakarta Regional Government Health Office. The results show that the call center 119 public health service is a breakthrough in public health services, integrated emergency services, and the speed of medical service actions that can increase the degree and acceptability of health for the community. This public health service is integrated between inpatient home athletes and inpatient hospitals for COVID-19 patients by involving operator officers, nurses, trained and profesional doctors with the assistance of the Indonesian National Army (TNI) and the Indonesian National Police.

Abstract

This article has the main discussion on the relationship between Islam and Pancasila. This article aims to find out more about the opinions of Islamic mass organizations leaders about the relationship between Islam and Pancasila. In addition, this article aims to map the views and thoughts of religious leaders about Pancasila in religious life. This article uses explorative interpretive quantitative and qualitative methods. Quantitative data was collected by surveying 40 Muhammadiyah figures, 40 NU figures, and 20 other Islamic mass organizations. The survey was conducted randomly on the figures of Islamic organizations with a random selection of respondents at the national and provincial levels. This survey uses purposed random sampling. This study describes and explains a phenomenon that occurs by using an interpretive understanding approach to reality or the object of research. Through this study it was found that as many as 21% of respondents strongly agree and 79% agree that Pancasila is the basis of the state. Although support for Pancasila as the state ideology is very high, in the related survey there are inconsistencies, namely as many as 33% still crave the presence of the Jakarta Charter in the constitution, while 67% reject related matters. In general, this article argues that the relationship between Islam and Pancasila today is better than before because the majority of Muslims have accepted Pancasila as the basis of the state constitution. it was found that as many as 21% of respondents strongly agree and 79% agree that Pancasila is the basis of the state. Artikel ini memiliki pembahasan utama tentang hubungan antara Islam dan Pancasila. Artikel ini bertujuan untuk mengetahui lebih jauh tentang pendapat para tokoh ormas Islam tentang hubungan Islam dan Pancasila. Selain itu, artikel ini bertujuan untuk memetakan pandangan dan pemikiran para pemuka agama tentang Pancasila dalam kehidupan beragama. Artikel ini menggunakan metode kuantitatif dan kualitatif interpretatif eksploratif. Data kuantitatif dikumpulkan dengan mensurvei 40 tokoh Muhammadiyah, 40 tokoh NU, dan 20 tokoh ormas Islam lainnya. Survei dilakukan secara acak terhadap tokoh-tokoh ormas Islam dengan pemilihan responden secara acak di tingkat nasional dan provinsi. Survei ini menggunakan purposed random sampling. Penelitian ini mendeskripsikan dan menjelaskan suatu fenomena yang terjadi dengan menggunakan pendekatan pemahaman interpretative terhadap realitas atau objek penelitian. Melalui penelitian ini ditemukan bahwa sebanyak 21% responden sangat setuju dan 79% setuju bahwa Pancasila adalah dasar negara. Meski dukungan terhadap Pancasila sebagai ideologi negara sangat tinggi, dalam survei terkait terdapat inkonsistensi, yakni sebanyak 33% masih mendambakan kehadiran Piagam Jakarta dalam konstitusi, sedangkan 67% menolak hal terkait. Secara umum, artikel ini berpendapat bahwa hubungan Islam dan Pancasila saat ini lebih baik dari sebelumnya karena mayoritas umat Islam telah menerima Pancasila sebagai dasar konstitusi negara. Ditemukan bahwa sebanyak 21% responden sangat setuju dan 79% setuju bahwa Pancasila adalah dasar negara.
