Abstract

Balinese Calendar, the result of astronomy development, is the foundation for Balinese religious implementation as one of the key elements of tourism industry in Bali. In addition to the printed and electronic versions, an engine that can be used to function as a service for advanced application development is not yet available. Balinese calendar is one of the complementary materials commonly used by Sulinggih in giving consultations about days considered to be the most appropriate to perform ceremonies. Sulinggih is a figure considered to have expertise in Balinese Calendar and its uses. This research will transfer the basic knowledge of Balinese Calendar into an engine on MySQL machine. After the engine undergoes a test, a text-based dialogue model will be designed to form a Sulinggih robot with various natural language algorithms so that it can be accessed through social media messenger services, namely telegram. In order to successfully conduct this research, a phase of system development will be carried out by referring to the System Development Life Cycle model. The process of developing dialog model will involve the use of ISONER framework which will be modified to function as an Enterprise Service Bus(ESB)

Abstract

One of the factors that affects the detection system or face recognition is lighting. Image color processing can help the face recognition system in poor lighting conditions. In this study, homomorphic filtering and intensity normalization methods used to help improve the accuracy of face image detection. The experimental results show that the non-uniform of the illumination of the face image can be uniformed using the intensity normalization method with the average value of Peak Signal to Noise Ratio (PSNR) obtained from the whole experiment is 22.05314 and the average Absolute Mean Brightness Error (AMBE) value obtained is 6.147787. The results showed that homomorphic filtering and intensity normalization methods can be used to improve the detection accuracy of a face image.

Abstract

Purpose: The purpose of this study is to obtain data from each OPD of the Province of Bali related to the implementation of E-Government (SPBE), determine the conditions of implementing E-Government (SPBE) in the Province of Bali and determine strategic steps to increase the level of maturity index of the SPBE of the Province of Bali. Research methods: The evaluation evaluation method is done through measuring the level of maturity based on the e-Government Maturity Model (eMM). Findings: This study revealed that the main weaknesses in the implementation of SPBE in Bali Province, especially in some OPDs that provide public services, were the lack of integration of applications or systems and the still weak human resources and IT infrastructure in each OPD. Implications: The steps that need to be taken are to formulate the SPBE Development Master Plan which has completeness on the side of the SPBE vision and mission load, SPBE architecture, SPBE road map as well as the integration of application systems and the use of general applications as a whole.

Abstract

Usability dan User Experience adalah aspek penting untuk mengukur tingkat kemudahan pengguna dalam mengoperasikan suatu website, terutama website yang khusus digunakan untuk memfasilitasi proses pembelajaran yang biasa disebut dengan Learning Management System (LMS). Tujuan dari penelitian ini adalah untuk mengetahui usability dan user experience pada website LMS OASE dan rekomendasi perbaikannya. Metode yang digunakan dalam penelitian ini adalah TUXEL 2.0, dengan tiga dimansi utamanya yaitu General Usability, Pedagogical Usability, dan User Experience. Pengumpulan data dilakukan dengan menggunakan kuesioner yang telah divalidasi kemudian dibagikan kepada responden dengan pengambilan sampel menggunakan teknik non-probability sampling. Data yang telah diperoleh selanjutnya dianalisis dengan metode analisis deskriptif. Hasil yang diperoleh dari proses evaluasi pada desain OASE lama ditemukan sepuluh permasalahan pada dimensi General Usability, delapan permasalahan pada dimensi Pedagogical Usability, dan tiga variabel User Experience dengan kategori tingkat persepsi negatif. Setelah dilakukan perbaikan desain, hasil evaluasi desain solusi OASE menjadi lebih baik, hanya ditemukan satu masalah pada dimensi General Usability, satu masalah pada dimensi Pedagogical Usability, dan semua variabel User Experience mendapat kategori tingkat persepsi positif.

Abstract

Expert System is a knowledge -based system which is its knowledge is coming from the experts itself. This system is expected to help users to take best decisions in solving the problems they face. This expert system can be applied in various field of knowledges. Medical field is one area where expert system is needed in case of taking decision, such as diagnosing and treatment.Hypertension is one of medical disease that can be diagnosed from looking at the patient’s physical characteristics and the patient’s lifestyle. Beside using the experts knowledge in diagnosing process, we also combine it with C5.0 algorithms and fuzzy logic to get precise result. C5.0 algorithm is used to create a decision tree based on the experts, while fuzzy logic used to categorize the type of hypertensive disease that suffered by the patient and increase the level of accuracy of the diagnosing system. The accuracy of the combination between c5.0 algorithm and fuzzy logic is about 97.19%.

Abstract

Communication between doctor and patient play an important role in determining the diagnosis of the illness suffered by the patient. Consultation time constraints led to insufficient information obtained to produce a diagnosis. This limitation is overcome by developing an expert system using fuzzy logic to represent the vagueness of symptoms experienced by patients and the certainty factor represents a relationship between the symptoms and disease. Fuzzy logic method begins with the acquisition of knowledge to produce the facts and rules, implication process, composition and defuzzification. The result of defuzzification used in the calculation of sequential and combined certainty factor which represent the belief percentage of diseases diagnosis that suffered by the patient. The results of the expert diagnosis with expert system for the given cases indicates the system, has the similarity diagnosis with the expert at 93.99%. DOI: http://dx.doi.org/10.11591/telkomnika.v10i6.1223

Abstract

The research conducted contributed in the form of CBIR application which was developed using texture and color feature extraction in searching the contents information of an object of skin disease image. The textured feature is extracted using Lacunarity, while for color feature extraction using Color Moments as well as a combination of both methods. The results of color characteristic extraction test using Color Moments Method yielded images corresponding to 100% similarity percentages and experimentation of texture characteristic extraction using Lacunarity Method yielded images corresponding to a percentage of suitability of 25%, followed by a combined test of both methods and the normalization process produces images corresponding to a percentage of conformity of 60%.

Abstract

The presence of police sketcher play an important role in making investigation in purpose of making arrestment to fugitive or suspect. The lacking presence of police sketcher is making a lack in investigation process, because lack of information gathered for the further process. This limitation is overcome by developing an expert system using gadget as a helping device to making sketch, with adding sketcher knowledge. Sketching method already been used since long time in process of investigation and effective making the result. The result of expert system on case given showing the system to real object which made sketching reach 85% of accuracy level.

Abstract

Establishment Code Hand Palm (Palm Code) 2D Gabor-Based Method. Palmprint is relatively new in physiological biometrics. Palmprint ROI segmentation and feature extraction are two important issues in palm print recognition. This paper introduces two steps in the center of mass moment method for ROI segmentation that will be applied in the Gabor 2D filter to obtain palm code as palmprint feature vector. Normalized Hamming distance was used to measure the similarity degrees of two feature vectors of palmprint. The system was tested using database 1000 palmprint images generated from 5 samples from each of the 200 persons randomly selected with ROI 64 x 64 and 128 x 128 pixel. Experiment results show that this system can achieve high performance with a success rate about 98.7% (FRR = 1.17%, FAR = 0.11%, T = 0.376) with ROI 64 x 64 pixel.

Abstract

This paper aims to examine the application of Neuro fuzzy membership function analysis to predict the emotions of children who like to play games. The game that has been developed is a type of game based on Balinese local wisdom, which innovates the Balinese culture-based legend I Rajapala. Rajapala who married an angel had a son named Durma. Rajapala and Durma are used as game characters that can be played on behalf of game players. Game-factor and emotional variable data were collected using a questionnaire integrated into the game system, as well as motivational data from points achieved and the use of time recorded in the game system. The data were analyzed by Sugeno Neuro Fuzzy system with hybrid and backpropagation methods. The results obtained are as follows: (1) Emotional Balinese game players can be predicted from game-factors and motivations of game players. This was shown from the FIS output (Eo) of the neuro fuzzy training analysis and the RMSE (Eo=36.8; RMSE=4.6610), the testing analysis was (Eo=33.0; RMSE=4.4528), and the checking analysis was (Eo=37.8; RMSE=4.7479) with a difference of less than 13% (training=2.72%; testing=3.0%, and checking=12.77%). In other words, if it is analyzed descriptively was (M=37.83; SD=5.3573), the output of neuro fuzzy is obtained more than 87.23%. (2) The emotional level of the child was categorized as a positive, the child's motivation was moderate and the response to the game was positive. These findings can be taken into consideration in choosing the type of game to be played in order to increase motivation and control children's emotions. Besides that, innovating games based on local wisdom is expected to preserve local Balinese culture.
