Abstract

This research tries to identify and analyze condition of infrastructure in Cikiruh Wetan Village Cikeusik Subdistrict Pandeglang Regency represent coastal area bordering with Regency of Lebak and Paniis Village Koroncong Subdistrict represent agriculture area bordering with Regency of Serang and look for alternative of empowering rural community appropriate with existing potency. The fundamental problem is that infrastructure development in both villages is still low and uneven, in addition the villages are categorized as underdeveloped villages.The research aims to analyze the condition of infrastructure in the villages and formulate models of community empowerment through the support of infrastructure. This research uses qualitative approach with case study method. Using qualitative analysis with qualitative data and quantitative data. Informant determinated by purposive. Data Collection through Indepth Interview, observation and related documents.Theresearch results found that the condition of existing infrastructure in the research location, both education infrastructure, health, transportation, economy and settlements is still relatively inadequate. Infrastructure development policy has been implemented, but the way of its implementation is still less patterned and less integrated, especially for villages located in the area bordering with Lebak and Serang Regency. Village community empowerment efforts have been gradually undertaken, but not consistently and systematically implemented, especially the realization of infrastructure development in accordance with the potential and needs of villages, guidance and monitoring of the community to the maintenance and using the infrastructure reasonably.

Abstract

ABSTRAK Penelitian ini bertujuan untuk menganalisis efektifitas kegiatan pemberdayaan ekonomi masyarakat pesisir yang telah dilakukan oleh pemerintah provinsi Banten, sehingga dapat mengetahui model pemberdayaan ekonomi paling efektif bagi masyarakat pesisir di Provinsi Banten. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif, dengan lokasi penelitian di Desa Lontar Kecamatan Tirtayasa, Kabupaten Serang dan Desa Citeurep, Kecamatan Panimbang, Kabupaten Pandeglang. Penentuan informan dilakukan secara purposive sampling. Data primer penelitian ini diperoleh dari wawancara mendalam dan observasi. Data sekunder diperoleh dari studi literatur dan dokumentasi. Hasil penelitian ini menunjukkan bahwa terdapat perbedaan karakteristik nelayan antara desa Lontar dan Citeurep. Ada perbedaan jenis pemberdayaan di kedua desa. Ada perbedaan komoditas pada kedua kelompok nelayan. Di Desa Lontar, jenis komoditas yang dihasilkan lebih bervariasi, perikanan tangkap, bandeng dan budidaya rumput laut dan usahatani rumput laut. Sedangkan di Desa Citeurep komoditi hanya menangkap ikan. Dalam perspektif kelompok, nelayan di Desa Lontar lebih terorganisir daripada nelayan di Desa Citeurep. Model pemberdayaan relatif yang dapat diterapkan pada dua kelompok nelayan tersebut adalah dengan Model Pendekatan Kelompok Berbasis Regional dengan mempertimbangkan karakteristik masyarakat yang ada di daerahnya masing-masing. Pola pemberdayaan yang paling tepat adalah pola pemberdayaan yang melibatkan seluruh pemangku kepentingan yang menggunakan skema kemitraan seperti: peran pemerintah daerah, perguruan tinggi, DPRD, dan swasta / perusahaan. Kata kunci: pemberdayaan pesisir, kesejahteraan, kelompok nelayan ABSTRACT This study aims to analyze the effectiveness of economic empowerment activities of coastal communities that have been done by the government of Banten province, thus to find out the most effective model of economic empowerment for coastal communities in the province of Banten. Metode used in this study is qualitative descriptive, with research sites in the village of Lontar sub District Tirtayasa, Serang Region and Citeurep Village, Panimbang sub District, Pandeglang Region. Informant's determination is done by purposive sampling. Primary data of this research is getting from indepth interview and observation. Secondary data getting from by literature study and documentation. The results of this study indicate that there are differences in the characteristics of fishermen between Lontar and Citeurep villages. There are differences in type of empowerment in both villages. There is a difference of commodities in both groups of fishermen. In Lontar Village, the types of commodities produced are more varied, capture fishery, milkfish and Sea Weed cultivation and seaweed farming. While in Citeurep Village the commodity is capture fish only. In group perspective, fishermen in Lontar Village are more organized than the fishermen in Citeurep Village. The relative empowerment model that can be applied to the two groups of fishermen is with the Regional-Based Group Approach Model taking into account the characteristics of the community that exist in their respective regions. Abstract

Tourism is a large sector that includes many things in it. Facilities and infrastructure that can support the life of the tourism sector are not only owned by one party, but involve various stakeholders so that collaboration between these stakeholders is needed to collaborate, but collaborative governance in the development of the Tanjung Lesung Special Economic Zone is still not optimal. The purpose of this study was to determine and analyze collaborative governance in the development of the Tanjung Lesung SEZ. This research is based on the Collaborative Governance Theory from Ansell and Gash. This theory is to examine the collaboration process which includes dimensions including the collaboration process, initial conditions, institutional design, and facilitative leadership. The research method used is a qualitative method with a descriptive approach. Because the main purpose of this study is to describe and provide an explanation of collaborative governance in the development of the Tanjung Lesung SEZ. Informants were determined by purposive sampling and snowball techniques. The data collection technique used is by conducting observations, interviews, literature studies and documentation. The result of this research is that Collaborative Governance in the development of the Tanjung Lesung SEZ has not been implemented optimally. Suggestions from this research are that the community increases its resources so that they can collaborate, the government provides ongoing training to help the community actively collaborate and the government forms a special forum as a forum to communicate and discuss the vision and mission to be achieved together.

Abstract

This article surveys the implementation of the Satya Gawa Program as part of the social responsibility of PT Indonesia Power Suralaya PGU. This program is intended for people with psychiatric problems, both patients and their families with the aim of improving mental health. The purpose of this study is to determine the success of the implementation of the Mental Disorder Service Center (Satya Gawa). The method used is a survey of patients and families of patients with mental disorders (ODGJ) on the aspect of existence of community development officers, community involvement in planning, implementation and evaluation, conformity with user needs, relevance to cultural, social and economic values, ability to improve knowledge, skills and improving the welfare of the target group. The results of the study show positive performance, meaning that it does not require major changes to the program, but requires minor changes in efforts to involve participation in planning and evaluation, use of opportunities to express opinions, increase income, and continue the Satya Gawa Program.

Abstract

The phenomenon of corrupt behavior is already worrying and threatens the sustainability of life, especially the Polri bureaucracy. Efforts to overcome corruption in the bureaucracy as a bureaucratic reform policy through the Integrity Zone (ZI) development program, one of which was carried out by the National Police. The aim of this research is to examine the development of the Integrity Zone which has received the title of WBK (Corruption-Free Area) at the Cilegon Police Headquarters. The method used is a qualitative approach. Data collection through observation, interviews and documentation. The results of the study found that the total ZI weight score at the Cilegon Polres fulfilled the WBK predicate which reached 93.56 scores. The lowest weighted value of the lever element is the aspect of management and strengthening of supervision. The highest score is in the aspect of strengthening accountability and improving service quality. The ZI innovation carried out at the Cilegon Police in building WBK is by improving public services that are comfortable and easily accessible to the public by providing an Integrated Service Center (Pusyandu), where several types of public services are carried out such as SKCK attendants, crowd permits and STTP, STM and Wasendak. Obstacles in the development of ZI at the Cilegon Polres include the lack of budget availability in encouraging the development of ZI, the lack of understanding of the HR apparatus between units from each section and units within the Cilegon Polres environment. Obstacles to the readiness of the lack of a public service activity publication team, many application systems that become services that cannot be used such as BPKB/police ticket service, intelligence services, and SPKT services.

Abstract

Conflicts in the name of religion in various parts of the world are currently escalating, and Indonesia is no exception. Cilegon City is known as one of the intolerant cities. This article was conducted to identify stakeholders in the governance of religious harmony in Cilegon City, then categorize them and look at interactions between stakeholders. The study was conducted with a qualitative approach. Data collection by interviews, observation and documentation studies while still carrying out the obligation to triangulate data sources and techniques. This study found that there are six stakeholders namely: government, social organizations, mass media, academics, private sector, and quasi-NGOs with six different roles, namely as (1) regulator; (2) facilitators; (3) implementers; (4) evaluators; (5) advocates; and (6) beneficiaries and have four different interests, namely (1) economy; (2) social; (3) politics; and (4) religion. The researcher encourages further studies on the potential and consensus strategies for local wisdom in fulfilling the right to houses of worship in Banten.

Abstract

Indonesia sedang berupaya mencapai good governance dengan melakukan reformasi birokrasi sebagai instrumen utama. Meskipun telah ada upaya reformasi, beberapa permasalahan utama seperti organisasi yang belum tepat fungsi, tumpang tindihnya peraturan perundang-undangan, masalah SDM aparatur, kewenangan yang belum terkelola baik, pelayanan publik yang belum memadai, dan budaya kerja birokrat yang belum mendukung efisiensi masih menghambat kemajuan. Penelitian ini membahas implementasi kebijakan penyederhanaan birokrasi, fokus pada perubahan struktur organisasi dan penyetaraan jabatan administrasi, serta dampaknya terhadap efektivitas pemerintahan dan pelayanan publik di Sekretariat Daerah Kabupaten Pandeglang. Penelitian ini memiliki tujuan untuk mendalaminya dengan tiga aspek utama, yaitu mendalami implementasi kebijakan, mengidentifikasi faktor pendukung dan penghambat, dan mengeksplorasi upaya penanganan faktor penghambat. Dengan demikian, penelitian ini berkontribusi pada pemahaman holistik mengenai dinamika implementasi kebijakan penyetaraan jabatan struktural eselon IV ke jabatan fungsional di instansi tersebut. Selain manfaat teoritis bagi literatur administrasi publik, penelitian ini juga memberikan manfaat praktis sebagai bahan analisis untuk melihat pelaksanaan penyetaraan jabatan di konteks Reformasi Birokrasi, berpotensi mendukung perbaikan dan pengembangan sistem administrasi publik di Indonesia.

Abstract

PLN Indonesia Power Suralaya PGU is an example of a public organizational entity in the form of state representation in corporate form. As a corporation, this company is not only profit-oriented but also thinks about the benefits for society. In carrying out corporate actions, PT PLN Indonesia Suralaya PGU will definitely interact with community activities that have the potential for conflict if not maintained properly. These activities can be in harmony with community activities, but it is also undeniable that they are very likely to cause conflict with the community. The community development work program is structured based on opportunities and challenges, problems that exist in the area where problem empowerment is located. Bagendung Village, Cilegon City, was chosen because there is already a Final Waste Disposal Site (TPSA) in collaboration between the Cilegon City government and PT PLN Indonesia Power Suralaya PGU which is managed as Kampeng Energi because Bagendung TPSA is processed into electrical energy. TPSA Sampah Bagendung manages waste into fuel for the Suralaya Steam Power Plant (PLTU). In conclusion, the majority of the Bagendung Essence Program is able to have an impact on increasing welfare for beneficiaries and provides positive benefits for very capable beneficiaries as much as 90 percent, only 10 percent answered that they are able and none at all answered that they are less capable or unable to provide positive benefits for recipients. benefit.

Abstract

Usaha Kecil dan Mikro Menengah adalah badan usaha yang dilakukan secaraproduktif oleh perorangan dan bukan merupakan bagian dari perusahaan utama. Salah satusektor yang berperan penting dalam menggerakkan perekonomian desa adalah Usaha MikroKecil dan Menengah (UMKM). Keberadaan UMKM dapat menciptakan lapangan pekerjaanbaru dan berperan dalam menggerakkan perekonomian lokal desa khususnya di Desa PasirKembang. Metode yang digunakan dalam penelitian ini adalah metode kualitatif denganpendekatan deskriptif dan pengumpulan data primer dari penelitian ini diperoleh dari hasilwawancara, observasi, dan dokumentasi. Penelitian ini bertujuan untuk mengetahui danmenganalisis perkembangan UMKM di Desa Pasir Kembang dan kendala yang dihadapipelaku UMKM dalam mengembangkan usahanya.
