Abstract

Pengembangan potensi pariwisata, merupakan suatu kebutuhan yang tidak bisa diabaikan, menyusul penetapan Kabupaten Pangandaran sebagai Kawasan Ekonomi Khusus (KEK) dan destinasi wisata kelas dunia. Salah satu upaya yang  bisa dilakukan untuk mewujudkan harapan tersebut  adalah menguatkan potensi desa wisata yang menekankan pada partisipasi masyarakat lokal. Desa Legokjawa merupakan salah satu desa wisata yang memiliki potensi cukup besar dalam mendukung pengembangan dan peningkatan obyek pariwisata di Kabupaten Pangandaran. Namun persoalannya, berbagai potensi wisata yang dimiliki  oleh Desa Legokjawa, nampaknya belum sepenuhnya dikelola secara optimal, terutama yang berkaitan dengan keterlibatan masyarakat lokal dalam mendukung pengembangan obyek wisata tersebut. Oleh karena itu, dibutuhkan adanya penguatan potensi desa wisata yang berbasis pada partisipasi masyarakat lokal. Dengan demikian, pengembangan potensi desa wisata tersebut, tidak hanya dapat dinikmati oleh wisatawan, tetapi juga dapat mendorong dan meningkatkan kesejahteraan masyarakat setempat.    Kata Kunci: potensi desa wisata, partisipasi masyarakat lokal

Abstract

This study aims to analyze the implementation of echelon III and IV ASN mutations in the North Buton Regency Government. This study uses a qualitative approach, with an analysis focus on the implementation of echelon III and IV ASN mutations. There were 9 informants in this research, namely the Regional Secretary, Head of BKPSDM, Head of Mutation Division, 3 echelon III officials and 3 echelon IV officials. The selected informants were determined purposively. Data were collected through observation, interviews, and document studies. The data obtained were then analyzed interactively with an analytical model referring to Milles and Huberman (1992), covering data collection, data presentation, data reduction and drawing conclusions. The results showed that the implementation of the transfer of echelon III and IV employees within the scope of the North Buton Regency Government was still dominated by the spoil system. The mutations carried out are based on the principle of kinship and on the basis of likes and dislikes. These likes and dislikes are closely related to the behavior of employees who make political contributions to the implementation of democratic momentum in North Buton Regency. However, mutations based on considerations of the merid system and spoiled system are still the main considerations in the implementation of echelon III and IV ASN mutations in North Buton Regency.

Abstract

The development of tourism potential is a necessity that cannot be ignored, following the determination of Pangandaran Regency as a Special Economic Zone (SEZ) and a world-class tourist destination. One of the efforts that can be made to realize these expectations is to strengthen the potential of tourist villages that emphasize the participation of local communities. Legokjawa Village is one of the tourist villages that has considerable potential in supporting the development and improvement of tourism objects in Pangandaran Regency. However, the problem is that the various tourism potentials owned by Legokjawa Village appear to have not been fully managed optimally, especially those related to the involvement of local communities in supporting the development of these tourism objects. Given the importance of developing these tourism objects, it is necessary to strengthen the potential of tourism villages based on local community participation. Thus, the potential development of the tourism village can not only be enjoyed by tourists, but also can encourage and improve the welfare of the local community

Abstract

  Abstract: Community service is an effort to improve the quality of human resources. including broadening horizons, knowledge, and in order to improve skills carried out by academics as proof of dharma filial piety and implementation of forms of caring to play an active role in improving the quality of human resources and increasing welfare. Postgraduate Postgraduate Public Policy and Administration Masters Program at Pasundan University carries out Optimization of Spatial Planning through Socialization of Legislation in Majalengka Regency. Participantsin the Socialization of Policies and Legislation in the Spatial Planning Sector in Majalengka Regency are all stakeholderssuch as: government agencies, institutions, community leaders, and entrepreneurs. The socialization activities yielded results, namely the socialization of a number of regulations and policies related to spatial planning, business permits, space utilization and so on. Socialization of Spatial Planning Policies and Legislation in Majalengka Regency was carried out well as a whole by the Regional Government. Of course, in this case it is necessary to coordinate between related agencies so that problems regarding spatial planning and investment activities can be synchronized. The socialization provided to all stakeholders can increase knowledge about spatial planning, foster community understanding and responsibility in implementing spatial planning and more importantly all stakeholders can participate in carrying out development in accordance with spatial planning objectives. After carrying out this socialization, all relevant stakeholders can understand the implementation of risk based business licenses in relation to the Spatial Planning policy in Majalengka Regency.

Abstract

The purposes of study are (1) analyze strengths, weaknesses, opportunities and threats of tourism village destination in Regency Pangandaran and (2) to formulate policy model for development of tourism villages based on local wisdom towards self-reliant village in Pangandaran Regency. This study uses a qualitative descriptive research method with approach studies case. Primary data collection techniques in the form of interviews, focus group discussion, observation and document study.  Results of analysis of SWOT (strength, weakness, opportunity, threat) of tourism village destination in Pangandaran Regency, especially (a) Strength: (1) airport Nusawiru as access for tourist international and inter bus city or between province that has destination to Regency Pangandaran; (2) culture famous Sundanese friendly. (b) Weakness: (1) standardization policy opening and development destination tour new to district Pangandaran not yet available; (2) access good way not yet evenly on each destination existing tours; (3) readiness resource man for accept tourists and awareness will industry tourist not yet maximum. (c) Opportunity: (1) have many potency destination unexplored tourism; (2) existence track train fire and airport Nusawiru as well as Harbor Bojong Salawe; (3) training about tourism through extracurricular for learner and language foreign for society. (d) Threat: (1) stability nature and impact environment in implementation exploitation destination travel; (2) degradation score culture and potential leave inheritance existing culture. Policy model for development of tourism villages based on local wisdom towards independent villages include tradition, community empowerment and participation society.

Abstract

Based on the observation that the implementation of Disaster Management in Garut Regency has not been implemented optimally. This is evident from the fact that there are still many victims when a disaster occurs so that overall handling is still necessary. The research method used is qualitative. The type of qualitative approach used is descriptive. Qualitative research is a research procedure that produces descriptive data in written or spoken words from people and observable behavior. The qualitative method was chosen considering that this method is expected to obtain accurate data and examine research problems in depth so that the expected results can be obtained. The term gotong royong cannot be underestimated in a foreign language because gotong royong is the familiar spirit of the Indonesian people to unite, cooperate, share, help each other, and feel together to achieve common goals with benefits for all. The term gotog royong is often heard, but this social spirit is starting to weaken, especially in cities. Restoring the spirit of gotong royong today is quite a challenge today. However, participation and participation in a community group are the key to life's values to carry out a strategy in life.

Abstract

This research was determined to analyze the collaboration concept execution between the regional governments in the Jabodetabekjur regions, Indonesia. The research consists of four variables; (1). starting conditions; (2). facilitative leadership; (3). institutional design ; and (4). collaborative process. Structural Equation Model (SEM) with SmartPLS is being used to analyze the data. The 87 respondents’ information were collected from various government institutions within the Jabodetabekjur regions. The results show that the collaboration amongst the government institutions in Jabodetabekjur regions were not effectively executed, due to the imbalance resources in the starting condition phase. It is shown that the DKI Jakarta (Special Capital Region of Jakarta) has more dominant financial resource that other regions.

Abstract

Bekasi City as part of Jabodetabek has 60 slum locations spread across 9 sub-districts (Kemen PUPR, 2014). The number of slum settlements increased in 2016 to 118 slum locations spread across 12 districts and 56 urban villages. In 2017 the slum settlements again increased to 122 locations. The slums in Bekasi have an area of ??443.73 hectares or 0.19 percent of the total area of ??Bekasi City. One strategy that can be used to manage slum areas in Bekasi City is to implement collaborative governance. which consists of the dimensions of the system context, drivers, and collaborative dynamics. The focus of this research is to emphasize collaborative governance processes in the management of slum areas in Bekasi City, and the results of collaboration from collaborative governance processes. The construction of thinking in this study is mapped into three parts, namely the grand theory (Organizational theory), middle range theory (Governance Theory) and applied theory (Collaborative Governance Theory). This study uses a qualitative approach, with a case study research strategy. The operational design of this study uses the An Integrative Framework for Collaboration Governance approach from Emerson et al (2011). It was revealed that processcollaborative governance in the management of slum areas in Bekasi City, the system context dimension is an environmental condition that overshadows the sustainability of collaborative governance. This system context creates opportunities and constraints that affect other parameters of collaborative governance. The results of this study also indicate that a minimum of a driving factor is needed to create a collaborative governance in the management of slum areas in Bekasi City. The more elements of the drivers involved, the greater the opportunities for the collaboration process to occur. The dynamics of collaboration is said to be good or not depending on three components, namely the mobilization of shared principles, shared motivation, and the capacity to take joint action.

Abstract

Berkaitan dengan rencana pemindahan Ibu Kota Baru menarik daya semangat baik pemerintah Provinsi maupun pemerintah daerah untuk terus gencar melakukan pembangunan infrastruktur sebagai prasarana penyangga Ibu Kota Baru, dalam pembangunan infrastruktur tentunya menjadi tanggung jawab bersama baik Pemerintah Pusat, Provinsi, Maupun daerah. Dalam hal ini membutuhkan suatu kerjasama yang kolaboratif dalam mempersiapkan Infrastruktur sebagai Strategi dalam penataan Infrastruktur ibu Kota Baru. Tujuan utama dari penelitian ini adalah untuk mendeskripsikan Strategi Kebijakan Penataan infrastruktur Ibu Kota Baru (Studi Kasus Kabupaten Penajam Paser Utara Provinsi Kalimantan Timur). Tujuan lain dari penelitian ini adalah dapat memecahkan masalah, berupa strategi kebijakan dengan model kolaborasi antara pemerintah dengan pemerintah, maupun pemerintah dengan Swasta atau dengan masyarakat dalam menata dan mempersiapkan infrastruktur untuk mendukung pembangunan Ibu Kota Baru. Untuk mencapai tujuan dari penelitian ini, peneliti menggunakan metode kualitatif. Guidance theory yang digunakan adalah dari Ansell dan Gash (2007:558-561) Mengemukakan 5 Tahapan proses kolaborasi. Hasil Penelitian dapat di tarik kesimpulan bahwa Strategi Kebijakan Penataan Infrastruktur Ibu Kota Baru (Studikasus di Kabupaten Penajam Paser Utara). Kolaborasi yang berlangsung antar stakholders terkait Kepala Otorita, Bapennas, PUPR, KLHK, BUMN, Pemerintah Prov. Kaltim, Pemerintah Kab. PPU, BUMD, Akademisi, Komunitas, Tokoh adat serta masyarakat, sudah berjalan dengan baik walupun belum optimal berdasarkan proses Kolaborasi yang di kemukakan Ansell dan Grash antara lain, 1).Face to face dialogue, 2).Trus Building, 3). Commitment to the process, 4). Shared Understanding, 5). Intermediate outcomes. Sisilain dalam proses penataan infrastruk Ibu Kota Baru menunjukkan progres yang baik walaupun belum optimal dimana peran fartisipasi masyarakat belum sepenuhnya di libatkan, Pengawasan belum maksimal di kewatirkan terjadi hal-hal yang tidak di harapkan apalagi dalam pembangunan Infrastruktur ini memakan anggaran besar, kehewatiran warga yang terdampak masih belum lepas atas paradigma-paradigma seperti terpinggirkan atau termarjinalkan oleh pendatang walaupun persiapan dalam rangka meningkatkan mutu SDM terus di lakukan oleh pemerintah pusat, daerah maupun setempat. Abstract

The government's success in effectively managing its operations is closely tied to the outcomes of the policies it implements. Law Number 23 of 2014 aims to expedite the enhancement of societal well-being by bettering services, promoting empowerment and community involvement, and enhancing regional competitiveness. This is done while upholding democratic principles, fairness, justice, regional distinctiveness, as well as the efficiency and effectiveness of regional governance. Enhancing the relationship between central and regional governments, acknowledging the diverse potentials of various regions, and addressing competitive opportunities and challenges can further refine regional government administration. This research employs a qualitative descriptive approach, focusing on capturing current, genuine, and practical phenomena. Among the pivotal components of effective governance and public service lies the proper management and responsible oversight of regional assets. Many assets are owned by a region, sometimes in terms of administration, they receive less attention in the field of business administration, which is a must for state administrators to realize good and clean governance.
