Abstract

The development and advancement of technology are entering a new father, where almost all aspects of life are using and utilizing technology a lot. The presence of technology aims to make it easy for users to meet human needs in activities and also provide comfort to its users. Dynamic technological advances demand government readiness to balance these developments; using and applying artificial intelligence (Artificial intelligence/AI) in public service is possible because it will increase public trust in the government. This study uses a qualitative approach and descriptive method, which aims to describe social phenomena that occur in society, which are then collected and analyzed to describe and describe existing phenomena, both natural and human-made, which pay more attention to characteristics, quality, and interrelationships between activities.

Abstract

Penelitian ini bertujuan untuk mengetahui strategi pengembangan desa wisata berbasis budaya di desa Rancakalong Kabupaten Bandung. Metode yang digunakan dalam penelitian ini adalah kualitatif denga pendekatan studi kasus. Pemilihan pendekatan ini dengan pertimbangan bahwa sifat data penelitian mampu mempertahankan keutuhan dari obyek, artinya berbagai data yang berkaitan dengan penelitian dipahami sebagai satu kesatuan yang terintegrasi. Peneliti menyelidiki secara cermat suatu program, peristiwa, aktivitas, proses atau sekelompok individu dengan kasus dibatasi oleh waktu dan aktivitas. Pendekatan Penelitian kualitatif adalah penelitian yang menghasilkan prosedur analisis yang tidak menggunakan prosedur analisis statistik atau cara kuantifikasi lainnya, dengan didasarkan pada upaya membangun pandangan mereka yang diteliti secara rinci, dibentuk dengan kata-kata, gambaran holistik dan rumit. Data yang digunakan dalam penelitian ini adalah data primer yang didapat dari hasil wawancara mendalam, focus group discussion (FGD), observasi, dan studi dokumen. Teknik pemilihan key informan dilakukan melalui purposive sampling. Keabsahan data menggunakan triangulasi sumber dan teknik analisis data menggunakan model analisis.

Abstract

The purpose of this study was to find out and analyze how the higher education quality assurance system works and to find out and analyze the dimensions of quality assurance system policy evaluation to improve the competitiveness of private tertiary institutions in the city of Bandung. This study uses a descriptive analysis method with a qualitative type and is supported by the SWOT technique. The results of the study show that the implementation of the quality assurance system for Private Higher Education in Bandung City is still not effective, so a policy evaluation is needed through (1) Administrative evaluation by taking into account: Effort evaluation, performance evaluation, adequacy of performance, efficiency evaluation and process evaluation, (2) Judicial evaluation by taking into account: Issues of legal validity, possible violations of the constitution, possible violations of the legal system, possible violations of ethics and state administration rules, (3) Political evaluation by taking into account: Political process in determining policies, acceptance of political constituencies towards public policies, implementation information technology. The results of the policy evaluation in this study then produce recommendation strategies related to the implementation of the Higher Education quality assurance system by the government's standard provisions.

Abstract

The implementation of the Quality Assurance System for Private Universities in the City of Bandung is currently still not effective, in the sense that the implementation of the quality assurance system is not fully in accordance with the quality instruments set by the government. The focus of this research is Policy Evaluation in the implementation of the Quality Assurance System for Private Higher Education in the City of Bandung. The sub-focus of this research is the dimensions that need to be carried out in evaluating quality assurance system implementation policies, namely: administrative evaluation, judicial evaluation and political evaluation. This research uses a qualitative descriptive analysis method and is supported by the SWOT technique. This was chosen with the consideration that actual data can be obtained, being able to study the research problem in depth so that results can be obtained that are in line with expectations. The results of the research show that the implementation of the Quality Assurance System for Private Higher Education in the City of Bandung is still not effective, so policy evaluation is needed through (1) Administrative evaluation taking into account: Effort Evaluation, Performance Evaluation, Adequacy of Performance, Efficiency Evaluation and Process Evaluation, (2) Judicial evaluation by paying attention to: Issues of legal validity, Possible Violations of the Constitution, Possible Violations of the Legal System, Possible Violations of Ethics and State Administration Rules, (3) Political evaluation by paying attention to: Political Process in determining policies, Acceptance of political constituents towards public policies, Implementation Information Technology. Abstract

Accelerating bureaucracy can be performed by e-governance present in order to improve the quality of government administration in the world. E-governance draft is closely related to the development of information and communication technology (ICT) globally. One form of embodiment of e-governance is the implementation of a smart city. smart cities are expected to be able to become a liaison between the demands of the community in appropriate, effective, and efficient services from the city government, by utilizing ICT. There are various related definitions of smart city in this world. One of them is as explained by Nam and Pardo who state "A smart city is a city that can identify various city problems ranging from social infrastructure to disasters. The results of the study that implementation E-Governance in the social welfare information system next generations The implementation is optimal and supportive if seen from the program, it is very good and in accordance with the vision and mission. However, there are still many obstacles related to unstable networks or server downtimes when proposing data as Integrated Social Welfare Data. Efforts must be made to integrate more with application users when proposing and verifying data so that it is valid and structured.

Abstract

Tujuan dari penelitian ini adalah untuk melihat bagaimana kinerja Pegawai Negeri Sipil (PNS) di Universitas Borneo Tarakan terpengaruh oleh ketidakoptimalan implementasi penyetaraan jabatan pengawas ke jabatan fungsional. Penelitian ini dilakukan melalui pendekatan studi kasus kualitatif deskriptif. Wawancara mendalam dilakukan dengan PNS dan pimpinan institusi yang relevan. Analisis data dilakukan secara tematik, fokus pada tiga dimensi utama: komunikasi yaitu konsistensi, sumber daya yang mencakup sumber daya manusia dan peralatan. Hasil penelitian menunjukkan bahwa komunikasi yaitu konsistensi, dan sumber daya yang mencakup sumber daya manusia dan peralatan kurang optimal dalam implementasi kebijakan penyetaraan jabatan yaitu tugas yang diberikan oleh atasan tidak sesuai dengan Jabatan Fungsional. Kesimpulannya, penyetaraan jabatan di Universitas Borneo Tarakan memerlukan perbaikan dalam proses komunikasi dan penyesuaian kompetensi pegawai agar efektif dalam meningkatkan kinerja dan kualitas pelayanan publik.

Abstract

Public services by government officials today still have many weaknesses so that they cannot meet the quality expected by the community. The government as a provider of public services is responsible and continues to strive to provide the best service to the community. The low quality of public services provided by government officials has become a bad image of the government among the community. Customer satisfaction is a function of the difference between perceived performance and customer expectations using one of the company's performance levels. The Public Satisfaction Index (PSI) is data and information about the level of public satisfaction obtained from quantitative and qualitative measurements of public opinion in obtaining services from public service providers by comparing their expectations and needs. The implications of good or bad service quality depend on the ability of the service provider to consistently meet customer expectations. Quality provides a special impetus for customers to establish long-term mutually beneficial relationships with the company. Consumer satisfaction is the difference between what consumers expect (expected value) and the situation given by the company in an effort to meet consumer expectations. Basically, consumer satisfaction is a condition where consumer needs, desires, and expectations can be met through products consumed or services received.

Abstract

Pembangunan Infrastruktur baik darat, laut maupun Infrastruktur udara (bandara) untuk mendukung ibu kota baru yang sudah tentunya dalam proses pelaksanaannya membutuhkan implementasi kebijakan yang strategis dalam mewujudkan Ibu kota yang berkelanjutan. Menggunakan empat variabel model kerangka kerja implementasi Kebijakan yaitu Bureaucracies as agencies for implementation; Implementation by degree;. Vertikal versus horizontal implementation; dan Condition that promote implementation. Metode penelitian yang digunakan dalam penelitian ini adalah deskriptif analisis dengan jenis penelitiannya kualitatif. Hasil penelitian menunjukkan bahwa Implementasi Kebijakan Pembangunan Infrastruktur Ibu Kota Negara Sudah berjalan dengan baik berdasarkan model kerangka kerja implementasi kebijakan. Walaupun peneliti melihat dalam parameter Vertikal versus horizontal implementation yang mana berkaitan dengan sumber daya terkhusus sumber daya finansial yang bisa di katakan akan berdampak terhadap keberlangsungan dan keberlanjutan pembangunan Infrastruktur IKN kedepannya. Hal tersebut peneliti temukan bahwa anggaran yang di keluarkan dari APBN hanya 20 % nya saja sehingga sebagaian besar anggaran di harapkan ada dukungan dari investor maka peneliti menganalisa jika terjadi kemungkinan sesuatu hal terhadap investor maka hal tersebut yang akan menjadi dampak pada keberlanjutan pembangunan IKN. Begitupun terkait Parameter Condition that promote implementation yang berkaitan dengan lingkungan politik yang akan menentukan keberlanjutan dan Komitmen pembangunan Infrastruktur ini, maka peta politik 2024 pun peneliti melihat akan menjadi suatu arah terhadap keberlangsungan dan keberlanjutan pembangunan infrastruktur IKN, selain dari faktor Sumber daya finansial (Pendanaan), Investor serta faktor peta politik dan peran pengawasan, evaluasi pada setiap progres implementasi yang dilakukan.

Abstract

The study aims to describe procedural inequity, social inequity and political inequity for the poor in the accessibility to the Indonesian National Health Insurance. This study uses a qualitative method. Meanwhile, data collection uses in-depth interview, observation, and document study. Data analysis steps consist of data reduction, data display, and conclusion drawing and verification. Procedural inequity was shown the invalid data collection process of the poor, so that they are not recorded as beneficiaries (PBI/Penerima Bantuan Iuran) or participants of the Social Security Management Agency of Health (BPJS/Badan Penyelenggara Jaminan Sosial-Kesehatan). Social inequity was shown to be unclear in the eligibility of the poor, which resulted in them having difficulty getting as beneficiaries. Meanwhile, political inequity has shown that there are marginalized the poor. Limited budget allocation causes the power elite to prioritize the poor who are near the power elite. Even though, they have the right to get a national health insurance program.

Abstract

Tourism has grown spectacularly as a mainstay sector of various countries in gaining foreign exchange and economic growth, including Indonesia. Likewise for one of the regions in Indonesia, namely Cianjur Regency which has a variety of interesting tourist attractions and is visited by tourists such as Cipanas. Tourism in Cianjur Regency is not only North Cianjur but also in South Cianjur has very potential tourism potential. But unfortunately, the management is not optimal so that its potential has not been explored. Therefore, this study will examine the extent of Cianjur Regency tourism policy in developing South Cianjur tourism. This study uses descriptive analysis method to explore the object under study. The type of data used is data in the form of interviews and secondary results. The results of the study show that the policies that have been implemented have not been able to improve the performance of the tourism sector optimally. Some indicators that have not been optimal include infrastructure development, tourism promotion, and commitment to policy implementation.
