Abstract

The new epidemic phenomenon called Covid-19 which originated in Wuhan, China continues to increase its victims. This article aims to provide an explanation of the new outbreak and analyze planning management regarding the important role of government policies that must synergize with the community by 4 strategies from the government, namely promotive, preventive, curative and social safety net strategies which will later impact on strategies that are can the government apply in passing a pandemic disaster. The method used in writing this article is a qualitative method that explains something based on data and numbers narrated in concluding sentences, besides that, the writing of this article is library research, collecting data through available documents. and using triangulation techniques in analyzing the data that has been collected. The results obtained are the role of the government constantly reminding and asking for the participation of the community to achieve maximum government policy results, the need for the role of the community in an effort to overcome the pandemic to carry out all existing policies so that there is synergy to break the chain of spread of the COVID-19 virus and It was also found that the Head of RT / RW is one way that can assist the government in carrying out synergy with the community. This research is expected to be a source of reference for the government in planning the next policy in the process of overcoming the COVID-19 pandemic.

Abstract

Covid-19 sebutan untuk pandemic yang semakin harinya semakin memakan banyak korban. tujuan dibuatnya artikel ini adalah sebagai penjelasan kembali mengenai edukasi yang diberikan pemerintah serta menegaskan kembali untuk masyarakat agar senantiasa berada dalam jangkauan pemerintah/mengikuti kebijakan – kebijakan pemerintah dengan pendekatan kualitatif serta metode perkembangan dan perbandingan kami menyimpulkan bahwa Kebijakan pemerintah pada dasarnya ditujukan untuk seluruh masyarakat secara luas. Kebijakan pemerintah dibuat tidak lain untuk mendukung suatu usaha ke jalan yang lebih baik

Abstract

Dinas Kependudukan Dan Catatan Sipil Kota Bandung menyediakan pelayanan kependudukan agar terdaftarnya seluruh elemen penduduk Kota Bandung didalam data base dan  ketepatan data menjadi hal yang paling berpengaruh, karena berkaitan dengan daftar pemilih dalam pemilu. Kualitas pelayanan di Kota Bandung sudah mulai memasuki tahap e-government dimana beberapa kegiatannya sudah menggunakan teknologi seperti menggunakan aplikasi untuk mendapat nomor antrian, namun dalam penerapannya belum berjalan dengan baik dikarenakan server yang masih mengalami gangguan di jam sibuk serta kurangnya sosialisasi kemasyarakat tentang tatacara penggunaan aplikasi, selain itu fasilitas juga menjadi faktor mengurangi motivasi masyarakat untuk melapor. Penelitian ini berupaya untuk menganalis strategi Dinas Kependudukan Dan Catatan Sipil Kota Bandung dalam memberikan pelayanan kepada masyarakat, menggunakan metode kualitatif dengan pendekatan deskriptif dan didukung analisis SWOT. Hasil penelitian menunjukkan strategi kualitas pelayanan di Dinas Kependudukan Dan Catatan Sipil Kota Bandung  masih belum optimal dikarenakan  kurangnya sosialisasi dan fasilitas penunjang yang memberi kenyamanan kepada masyarakat yang akan mengurus dokumen kependudukan

Abstract

One of the applications of e-government in Indonesia is the Assessment Information system implemented in the city of Bandung since 2014 where. This e-government innovation is technology-based which makes assessment instruments for leaders and the people of Bandung to assess the performance of the sub-district and village heads. It's just that the lack of community participation makes this application not work according to its function, with qualitative research methods and using the theory of the author's vision to see the readiness of the apparatus and society in implementing this program. This research shows that the performance of the SIP application has not provided the maximum expected output. The not optimal SIP application is due to several factors. There is a need for comprehensive evaluation and improvement, building intensive communication and collaboration between operators and verifiers at the city government and sub-district levels.Keywords: Decision-making, E-Government, Policy Innovation, Readiness, Performance Information System

Abstract

Election rules have been regulated in Law no. 7 of 2017 where this rule contains imperative norms. The imperative norm talks about the rules that prohibit the practice of money politics during the electoral process. A rule is made to implement the function of controlling behavior in social and political life, when the rules are violated, the perpetrator will face legal proceedings and receive appropriate sanctions. Money politics and elections in Indonesia are commonplace for all people and are even considered to be cultured and inseparable. This research was made with the aim of reviewing imperative norms in the implementation of ineffective elections in preventing money politics practices. This study uses a qualitative research approach with triangulation technique analysis. From this study the authors found that the power of normative law in election activities in Indonesia is still relatively weak and a number of political practices continue to occur so that they can tarnish the democratic process

Abstract

The number of cases of violations of Human Rights (HAM) committed by a group of terrorists in Papua (KKB) is certainly a cause of fear for Papuans and other Indonesians. If it is not stopped, there will be more casualties caused by this group. The case of human rights violations committed by the Papuan KKB is still a topic of discussion among the wider community. We know that the role of the Government, TNI and Polri is very important in overcoming this conflict. Here we will discuss about the cruelty of the Papuan KKB which violates human rights. The reason is none other than to provide input to the party who is obliged to resolve this case.Banyaknya  kasus pelanggaran Hak Asasi Manusia (HAM) yang dilakukan oleh sekelompok teroris di Papua (KKB) ini tentunya membuat ketakutan tersendiri bagi warga  Papua dan masyarakat Indonesia lainnya. Jika tidak dihentikan maka akan semakin banyak korban jiwa  yang diakibatkan oleh sekelompok tersebut. Kasus pelanggaran HAM yang dilakukan KKB Papua ini masih saja menjadi perbincangan dikalangan masyarakat luas. Kita tahu bahwasannya peran Pemerintah, TNI dan Polri  sangat penting dalam menanggulangi konflik ini. Disini kami akan membahas mengenai Kekejaman KKB Papua Yang Melanggar HAM. Adapun alasannya tidak lain  untuk memberi masukan kepada pihak yang berkewajiban untuk menyelesaikan kasus ini.

Abstract

Regional levies are one of the sources of regional income that can fulfill finance regions to carry out their autonomy. Business service levies are fees for services provided by the government that are commercial in nature because basically these services can also be provided by the private sector. Recreation and sporting venues that are increasingly in demand by the community are example of business service fees that have significant potential to increase local income. The purpose of this study is to analyze the potential for levies for recreational and sports venues in Ciamis Regency, obstacles  in determining potential levies for recreational and sports venues, as well as efforts made to increase the potential for levies for recreation and sports venues. The method used in this reseach is a qualitative methode with a case study approach. Data collection technique are carried out in several ways including observation, interviews, documentation and audio visuals. The result of data analysis conclude that the average revenue from recreation and sports in the last five years is still low around 3,66%, this means that a wider potential is nedeed, while at the level implementation of the collection there are several obstacles such as low public awareness, lack of facilities, and adequate infrastructure.

Abstract

Penerapan Trias Politika mempunyai beberapa khas tertentu di setiap negara tidak terkecuali Indonesia. Walau tidak secara resmi menyatakan menggunakan konsep-konsep Trias Politika namun apabila dilihat dalam UUD 1945 ternyata Indonesia juga mengacu pada konsep Trias Politika. Penelitian ini bertujuan untuk meninjau konsep Trias Politika menurut John Locke dan Montesquieu terhadap terbentuknya sistem politik di Indonesia. Dengan pendekatan kualitatif serta menggunakan metode Kajian Pustaka, penulis mencari berbagai referensi dari sumber-sumber utama dan menyimpulkan bahwa konsep pembagian kekuasaan yang dilakukan oleh Indonesia cenderung mendekati konsep yang dikemukakan oleh Montesquieu dengan sedikit berbeda pada pemisahan tugas Eksekutif dan Legislatif dimana di Indonesia Presiden dapat mengusulkan rancangan Undang-Undang kepada Dewan Perwakilan Rakyat serta memberlakukan kekuasaan Eksaminatif yaitu kekuasaan mandiri dalam pemeriksaan keuangan negara.The implementation of Trias Politica has certain characteristics in every country, including Indonesia. However, Indonesia does not officially declare to use Trias Politica concepts, but as seen from 1945, Indonesia's Constitution refers to a Trias Politica concept. According to John Lock and Montesquieu, this study aims to review the concept of Trias Politica for the formation of a political system in Indonesia. Using a qualitative approach and using the Literature Review method, the writer seeks various references from major sources and concludes that the concept of power distribution carried out by Indonesia tends to approach the concept put forward by Montesquieu only slightly different in the separation of executive and legislative duties in Indonesia where the president can propose a bill to the House of Representatives and in Indonesia impose an examination power, namely an independent power in the examination of state finances.

Abstract

There are differences in the results of the realization of the PIPPK budget in Cihapit and Merdeka Kelurahan that determine the success of the program in an area. Considering that Cihapit and Merdeka villages are both located in urban areas, but from the results of the 2015 and 2016 budget realization the budget realization in Cihapit Kelurahan can reach 100%, which is one of the best urban villages in the city in the implementation of PIPPK from five other kelurahan. in the city of Bandung. Whereas Merdeka Kelurahan realized its budget was only able to reach 83.19% in 2015 and 84.20% in 2016. With Daniel L. Stufflebeam's theory of Context, Input, Process, and Product Evaluation. The research method in this research is a Descriptive Comparative research method with a qualitative approach, with data collection techniques through library research and field studies. The sampling technique uses non-probability techniques, namely, Purposive Sampling and Snowball Sampling. The results of research and discussion show that the Regional Development and Empowerment Program (PIPPK) in Cihapit Kelurahan can be more successful than Merdeka Kelurahan due to the influence of the Context and Input Evaluations.

Abstract

Penelitian ini menganalisis pemanfaatan teknologi dalam proses belajar mengajar di MAN 2 Kota Bandung, dengan fokus pada perkembangan dari metode konvensional ke era digital. Tujuannya adalah untuk mengevaluasi efektivitas, hambatan, serta upaya optimalisasi teknologi dalam pembelajaran. Metode penelitian kualitatif digunakan dengan teknik pengumpulan data melalui wawancara dan observasi, diikuti analisis model Miles & Huberman untuk mereduksi dan menghubungkan data. Hasil penelitian menunjukkan bahwa penggunaan teknologi seperti multimedia, e-learning, dan platform online telah meningkatkan efektivitas pembelajaran, memotivasi siswa, dan memfasilitasi akses materi. Namun, hambatan seperti keterbatasan akses internet, peralatan, dan keterampilan teknologi di kalangan siswa masih ada. Upaya untuk mengatasi hambatan ini melibatkan peningkatan sarana prasarana, pelatihan teknologi, dan pengembangan kompetensi digital siswa. Kesimpulannya, penerapan teknologi di MAN 2 Kota Bandung memberikan dampak positif pada mutu pembelajaran, meski perlu peningkatan dalam pengelolaan dan penyediaan sumber daya teknologi. Kontribusi penelitian ini adalah memberikan wawasan mengenai pentingnya integrasi teknologi dalam pendidikan untuk meningkatkan kualitas dan efisiensi pembelajaran.
