Abstract

Pelaksanaan pengabdian ini bertempat di Kabupaten Minahasa yang dalam hal ini adalah Desa Kembuan. Luaran dari pengabdian ini adalah; 1) Dihasilkannya laporan Pengabdian Kepada Masyarakat (PBM); 2) Publikasi Jurnal ter-akreditasi Nasional; 3) Terlaksananya FGD dan sosialisasi Penguatan Manajemen Pelayanan Air Brsih di Kabupaten Minahasa; 4) Adanya hasil mengenai peningkatan kualitas manajemen pelayanan yang terinteritas; 5) Ditemukannya penyebab hambatan yang dihadapi dalam rangka kelangkaan air bersih juga rendahnya kualitas manajemen pelayanan di PDAM Kabupaten Minahasa. Metode pelaksanaan kegiatan ini adalah persiapan dan pelaksanaan. Hasil yang diperoleh adalah terlaksana nya FGD dan terbentuknya bagan struktur organisasi di PDAM Kabupaten.

Abstract

This research aims to evaluate community participation in efforts to support the Regional Regulation of Tomohon City No. 1 of 2021 concerning Increasing Discipline and Law Enforcement of Health Protocols in Preventing and Controlling Covid-19. This study uses a qualitative method. The research results show that Regional Regulation of Tomohon City no. 1 of 2021 has been implemented well by the government in terms of socialization, implementation and supervision. However, community participation is still relatively low. In fact, the city of Tomohon is often included in the red zone for the spread of the Covid-19 outbreak. This proves that the level of community participation is relatively low. The influencing factors are 1) lack of understanding and awareness, 2) spread of incorrect information (hoaxes), 3) distrust of the government, 4) pandemic fatigue, 5) social and economic factors.

Abstract

This research aims to analyze and describe the KIS Health Insurance Card Reactivation Service at the Minahasa Regency Social Service. through 4 indicators. The research results show that. 1). The simplicity of the service process is still not felt by the public because there are still people who complain that the service mechanism is complicated and does not match what is expected, 2). Clarity of information on service mechanisms is also something that is difficult for the public to obtain, as evidenced by the fact that there are still many people who do not know the mechanism for activating KIS in the Social Service, 3). In terms of clarity, the service schedule for the community is well understood by existing employees and the community, 4). service certainty which includes certainty about the timing of service implementation and completion of public services, the public still cannot feel certainty regarding these two things. Based on the results of this research, it is recommended that 1). The KIS reactivation service mechanism carried out by the Minahasa Regency Social Service is further simplified by making the community only take care of reactivation in one place to make it easier, 2). It would be a good idea for the service mechanism to need more socialization or reporting so that many people understand and understand when reactivating KIS at the Minahasa Regency Social Service, 3). The clarity of the service schedule is well understood by the public and employees, but there is always room for changes for the better, where if necessary, 24 hour online service will make service easier, 4). Service certainty is one of the things that the community really needs so that they can easily know when they can be served and when they have been served, so it would be better if the Minahasa Regency Social Service prioritizes reactivation services with a pick-up and drop-off program for the community. Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan Pelayanan Reaktivasi Kartu Jaminan Kesehatan KIS di Dinas Sosial Kabupaten Minahasa. melalui 4 indikator. Hasil penelitian menunjukkan bahwa. 1). Kesederhanaan proses pelayanan masih belum dirasakan oleh masyarakat karena masih ada masyarakat yang mengeluhkan mekanisme pelayanan yang berbelit-belit dan tidak sesuai dengan apa yang diharapkan, 2). Kejelasan informasi mekanisme pelayanan juga menjadi hal yang sulit didapatkan oleh masyarakat, terbukti dengan masih banyaknya masyarakat yang belum mengetahui mekanisme pengaktifan KIS di Dinas Sosial, 3). Dalam hal kejelasan jadwal pelayanan kepada masyarakat sudah sangat dipahami oleh pegawai dan masyarakat yang ada, 4). kepastian pelayanan yang meliputi kepastian waktu pelaksanaan pelayanan dan penyelesaian pelayanan publik, masyarakat masih belum dapat merasakan kepastian mengenai kedua hal tersebut. Berdasarkan hasil penelitian ini, maka disarankan agar 1). mekanisme pelayanan pengaktifan kembali KIS yang dilakukan oleh Dinas Sosial Kabupaten Minahasa lebih disederhanakan lagi dengan membuat masyarakat hanya mengurus pengaktifan kembali di satu tempat saja agar lebih mudah, 2). Ada baiknya mekanisme pelayanan perlu lebih banyak sosialisasi atau pemberitaan agar banyak masyarakat yang mengerti dan paham saat melakukan pengaktifan kembali KIS di Dinas Sosial Kabupaten Minahasa, 3). Kejelasan jadwal pelayanan sudah cukup dipahami oleh masyarakat dan pegawai, namun selalu ada ruang untuk perubahan yang lebih baik dimana jika perlu pelayanan online 24 jam untuk memudahkan pelayanan, 4). Kepastian pelayanan merupakan salah satu hal yang sangat dibutuhkan masyarakat agar dapat dengan mudah mengetahui kapan mereka dapat dilayani dan kapan mereka telah dilayani, sehingga akan lebih baik jika Dinas Sosial Kabupaten Minahasa lebih mengedepankan pelayanan reaktivasi dengan program jemput bola kepada masyarakat.

Abstract

The progress of each agency in carrying out government administration is greatly influenced by Human Resources, namely the State Civil Apparatus because it is part of government management to carry out its main tasks and functions in government. This research aims to find out, describe and analyze the effectiveness of the State Civil Apparatus at the North Langowan District Office, Minahasa Regency. This research uses a descriptive qualitative approach, the number of informants is 5 people with data collection techniques, namely observation, interviews and documentation, with data analysis techniques through data reduction, data presentation and drawing conclusions. Based on research data and information, the effectiveness of ASN performance at the North Langowan District Office is not yet fully effective. The performance targets set for each ASN are in accordance with existing provisions, however in the Performance Assessment the performance results still need to be improved, especially in public services, the factors that influence the effectiveness of ASN performance are work motivation, work environment, leadership, office facilities, resources human beings, ASN who have insufficient abilities or skills will hinder work, inadequate facilities and infrastructure can make work less effective. Therefore, researchers suggest that the performance targets of each ASN remain guided by the applicable rules and regulations, performance appraisals are assessed From the results of their performance, ASNs are required to complete their performance targets and there needs to be supervision from the leadership for ASNs who lack discipline and improve the quality of service to the community. Kemajuan setiap instansi dalam melaksanakan penyelenggaraan pemerintahan sangat dipengaruhi oleh Sumber Daya Manusia yaitu Aparatur Sipil Negara karena merupakan bagian dari manajemen pemerintahan untuk melaksanakan tugas pokok dan fungsinya dalam pemerintahan. Penelitian ini bertujuan untuk mengetahui, mendeskripsikan dan menganalisis bagaimana Efektivitas Aparatur Sipil Negara Kantor Kecamatan Langowan Utara Kabupaten Minahasa. Penelitian ini menggunakan pendekatan kualitatif deskriptif, jumlah informan sebanyak 5 orang dengan teknik pengumpulan data yaitu observasi, wawancara dan dokumentasi, dengan teknik analisis data melalui reduksi data, penyajian data dan penarikan kesimpulan. Berdasarkan data dan informasi penelitian, efektivitas kinerja ASN pada Kantor Kecamatan Langowan Utara belum sepenuhnya efektif. Target kinerja yang ditetapkan untuk setiap ASN sudah sesuai dengan ketentuan yang ada, namun dalam Penilaian Kinerja hasil kinerja masih perlu ditingkatkan terutama dalam pelayanan publik, faktor-faktor yang mempengaruhi efektivitas kinerja ASN yaitu motivasi kerja, lingkungan kerja, kepemimpinan, fasilitas kantor, sumber daya manusia, ASN yang memiliki kemampuan atau skill yang kurang akan menghambat pekerjaan, sarana dan prasarana yang masih kurang dapat membuat pekerjaan menjadi kurang efektif.Oleh karena itu, peneliti menyarankan agar target kinerja setiap ASN tetap berpedoman pada aturan dan ketentuan yang berlaku, penilaian kinerja dinilai dari hasil kinerjanya untuk itu ASN dituntut untuk menyelesaikan apa yang menjadi target kinerjanya dan perlu adanya pengawasan dari pimpinan untuk ASN yang kurang disiplin dan meningkatkan kualitas pelayanan bagi masyarakat.

Abstract

Aparatur Sipil Negara (ASN) merupakan perangkat pelayanan publik yang diangkat dan digaji oleh pemerintah dalam melaksanakan tugas-tugas negara berdasarkan Undang-Undang Nomor 5 Tahun 2014 Tentang Aparatur Sipil Negara. Penelitian ini bertujuan untuk mengetahui Implementasi Kebijakan Disiplin Pegawai Negeri Sipil sesuai Peraturan Pemerintah Nomor 53 Tahun 2010 Tentang Disiplin Pegawai Negeri Sipil di Cabang Dinas Pendidikan Tomohon Minahasa, Penelitian ini menggunakan metode penelitian kualitatif. Hasil penelitian  menunjukkan bahwa: 1) Belum terpenuhinya kriteria kuantitas yang dibutuhkan oleh Cabang Dinas Pendidikan Tomohon Minahasa. 2) PNS masih belum taat dan patuh terhadap jam kerja yang telah ditentukan. 3) Pimpinan masih belum konsisten dalam memberi arahan dan teguran kepada pegawai yang terlambat. 4) Penentuan jabatan dengan menggunakan merit system masih belum optimal dilaksanakan.. 5) PNS belum mengetahui dan memahami secara keseluruhan landasan aturan dan tupoksi yang dipakai tentang Disiplin PNS. 6) Pelanggaran disiplin PNS masih sering dilakukan Pegawai. 7) Penerapan sanksi oleh Pimpinan masih belum optimal dan implementor belum mengetahui secara detail bentuk sanksi yang diberikan kepada PNS yang melanggar aturan. 8) Pegawai masih belum bertanggung jawab secara penuh dalam menjalankan tugasnya dan masih banyak pegawai atau pimpinan yang tidak sesuai kompetensi pendidikan dan keterampilan yang dimilikinya. Saran yang diberikan sebaiknya PNS yang ada harus lebih meningkatkan kepedulian terhadap jam kerja yang telah ditetapkan dan Pengawasan kepada PNS harus lebih ditingkatkan secara maksimal.

Abstract

The purpose of this study is to describe, analyze and describe how the implementation of the business permit policy for the transportation of Industrial Solar Non-Subsidized Fuel Oil by business entities related to downstream oil and gas business activities in Bitung City. The research method uses a qualitative approach. Data collection techniques using interviews, documentation studies and observation. The results showed that the management of the Transporters Business License still experienced obstacles. The Bitung City Environmental Service Office does not have the authority to issue recommendations needed in the process of obtaining a Transport Business License because the authority only exists at the Ministry of Environment and is not delegated to the District / City Environmental Service Office.

Abstract

This study aims to explain the extent to which the implementation of the standard policy of passenger services for sea transportation at the Manado Port Terminal has been carried out as well as to find out the obstacles in implementing the Standard Policy for Sea Transportation Passenger Services The research method used is descriptive qualitative research method and seeks the necessary data by means of observation, interviews and document studies at the Manado Port terminal. The results of the study found the fulfillment of indicators according to the standard of sea transportation passenger services at the terminal, which are still not available or not able to be operated. Port operators experience obstacles in fulfilling and operating supporting facilities due to budget constraints and determining the priority scale in fulfilling these facilities.

Abstract

The purpose of this research is to describe and analyze managerial competency policies in supporting ASN career development in Kotamobagu City. This is to meet the competency needs of the apparatus in order to realize local government bureaucratic reform through a competency development policy strategy at the Kotamobagu City Education and Training Staffing Agency. This research method uses qualitative data and is described descriptively in the form of written or spoken words from people and observable behavior. Data collection techniques through direct observation and interviews with research subjects. The results showed that the level of education with indicators of structural training and leadership experience is dependent (has a strong relationship). This shows that the implementation of structural training (Pim 4 to Pim 1) and leadership experience (Echelon 4 - Echelon 1) has been carried out based on the classification of educational levels at the Kotamobagu City Education and Training Personnel Agency.

Abstract

This study aims to evaluate the implementation of the principle of Transparency in the Regional Drinking Water Company (PDAM) of Minahasa Regency whether it is in accordance with Government Regulation Number 54 of 2017 article 92 concerning Good Corporate Governance based on the GCG policy instrument by the National Committee on Governance Policy in 2006. The research method uses a type of descriptive qualitative research, and data collection techniques: interviews, observation, and documentation. In-depth interviews were conducted with logical questions based on guidelines, interviews were conducted with strong intimacy, and researchers appreciated the value of interviews as a data collection tool. Data analysis techniques: qualitative data analysis with data reduction, presentation, and data verification. The results of the research show that transparency is not optimal. Recommendations for Regional Heads as Capital Owners (KPM) and PDAM Management Transparency need to be optimized by maximizing the right technology and policies.

Abstract

Garbage in Indonesia is a serious problem that has social, economic and cultural impacts. Waste management in almost all cities in Indonesia is experiencing problems, mainly due to the lack of Final Processing Sites (TPA). As a result, people often throw garbage in rivers, ditches, rivers and the sea. With a population that is in the top 10 in the world, Indonesia's waste production reached 65 million tons in 2016. Garbage causes various problems in society, including natural disasters such as floods. The lack of public awareness in disposing of waste in the appropriate place, as well as the lack of selection and recycling of waste, has an impact on natural disasters and damaged environment. The government needs to learn from the experience of the disaster and take preventive steps. The responsibility for waste management lies not only with the community, but also with the local government. The government needs to regulate and inform the public about proper waste management, as well as provide facilities that assist in waste management. The scale of waste management is carried out through the collection, transfer, processing and transportation of waste to the TPA. With population growth and regional development, the amount of waste generated is increasing. To maintain environmental sustainability, it is necessary to limit and reduce waste generation. Waste can also be turned into a resource through recycling and reuse. Therefore, the government makes national policies and strategies as well as guidelines for local governments in managing household waste and the like. Manado City refers to Regional Regulation Number 1 of 2021 in waste management. However, the volume of waste in Manado City continues to increase along with the rapid population growth. Limited garbage collection vehicles have caused some waste to go unmanaged and accumulate in rivers, drainages and other places. Lack of trash bins, delays in transporting waste from TPS to TPA, and poor TPA management are also problems. Research shows that there are several violations in waste management in Manado, such as a lack of public awareness in disposing of waste, the minimum number of garbage collection fleets, and delays in waste transportation. Garbage is still scattered in various corners of the city, including the coast and rivers. TPA management is also not optimal, causing public health and hygiene to be disrupted. Public awareness to dispose of garbage at the specified time is still lacking. In order to overcome this problem, it is necessary to increase public awareness, improve waste collection facilities and fleets, and improve the effective management of landfills. With these steps, it is hoped that waste management in Indonesia, especially in Manado City, can reduce its negative impact and become more sustainable.
