Abstract

Asset or property is one of the potential areas to increase revenue so it can reduce dependence on subsidies from the central government. Therefore, local governments demanded to managing local asset in a professional, transparent, accountable, efficient, and effective. The planning process in asset management have more than the other management functions. Good planning is needed in the management assets to avoid waste in asset management related to a field that is wide enough, so need to think carefully about alternatives for decisions about the limited resources ownership.The reasearch used a descriptive qualitative method that lovated on the Departement of Revenue, Finance and Regional Assets. and focus on Process Optimization Analysis of Regional Asset Management Planning in the City of Salatiga. There were two data sources such primary and secondary. Its instruments used as research instrument, interview guide, and informant. The way how to determine its technique that applied purpisive sampling while collecting data using interview, observation, and library reasearch to get the whole data. Afterwards this analysis technicques using of qualitative data, with stage writing memos, coding, categorizing, display, and archive analytical.There were three phenomena which observed on this study, that is optimization of the regional asset management, asset management planning process, and indicators of asset management planning process optimization. From the research, that the optimization of the regional asset management is nor optimal, views of not compliance aspects in the implementation of regional wealth nmanagement. In the planning process has not running well because the stage not in accordance with the time schedule specified in the Standard Operating Procedure. Whereas, the indicator optimization of regional asset management planning process has not been in accordance with principle of legal certainty, the principle of accountability and principle of value.

Abstract

This research is aimed to identify the shape of a given social interventions and evaluate the stages of social intervention in order to obtain good performance of program and to identify whether there is result of the implementation of social interventions provided by Department of Marine Affairs and Fisheries Semarang through Fisheries Development Program in Tambakrejo Hamlet, Semarang. This research is a qualitative descriptive study with data collection through interviews and documentation. Informants were selected by researcher is employees of Department of Marine Affairs and Fisheries Semarang and fishermen communities in Tambakrejo Hamlet, Semarang. In this study, researcher used a phase of social interventions to see if the social intervention provided is in accordance with the stages of implementation and use phases of policy evaluation. The results showed that social interventions provided by Department of Marine Affairs and Fisheries Semarang has been running well and in conformity with the implementation phase. Results of the administration of the social intervention is fishermen awareness to use environmental friendly fishing gear, fishermen awareness of safety at sea, fishermen skill enhancement, and increasing fish catches. But the intervention provided also still has shortcomings, that is in terms of the implementation stages, the data collection phase, the contract negotiation phase, and termination phase. Termination stage or termination of intervention activities can not be done, it is because a given social intervention has not been fully able to resolve all problems in Tambakrejo Hamlet, Semarang. Furthermore, supervision and sanctions toward fishermen who still use dangerous fishing gear has not given explicitly. Social interventions is still not fully utilized by some fishermen. The advices can be given by researcher is to raise awareness to protect the environment, involving collaboration with the private sector, eliminating the lazy attitude of fishermen, apply strict supervision and sanctions to fishermen who commit violation. While the advice can be given to other researchers that will research the social intervention in order to pay attention to the excavation problems stage and establishing a system of action. Due to give an intervention need to be excavated and the main problems involve other parties for the implementation of a given intervention can run well.

Abstract

This research began of interest in the phenomenon of the homeless and beggars the disease being social in semarang city, namely the city which is one of the big cities in indonesia with bears as the provincial capital. Complex development has left a little problem, namely poverty. Homeless and beggars is one shortcut undertaken a group of the community to earn a living with ease on behalf of poverty. Of course the job is not justified , because in addition to disturb public order, get money from mercy can be called around idly. The number of them in Semarang City has also increased even though the government has made various efforts. The number of homeless in 2011 are 29 people, they became up to 151 people in 2012. Beggars has also increased from 117 people in 2011, later became 500 people in 2012. Then what needs to be researched is how the strategy of handling of the homeless and beggars in Semarang City? This study investigates about strategy of handling homeless and beggars in Semarang City, identify things that block and supporter of handling, as well as strategic values that can be used as recommendations to devise a strategy. The research is descriptive qualitative research that uses a method of strategic management to express strategic issues intensively, deep, and comprehensive. Through SWOT Analysis and Litmust Test as an instrument for measuring the environment strategic in the identification of the barrier and supporters, and get the strategy required in handling of the homeless and beggars in Semarang City. The result showed that in handling beggars and homeless are still experiencing a few problems such as the quantity and the quality of human lacking human resources, limited rehabilitation institution facilities, the weak regulations, and others. The strategy which suggested is to optimize the use of human resources and the orphanage of rehabilitation there, through the existing budget can be maximized to improve the quality of human resources and other facilities like the rehabilitation porch and coaching against Gepeng related of the ability and skill. In the handling of a social issue should boost the public participation through many media recently, either the print media or audio visual media.

Abstract

In performing their duties and responsibilities, organizations are often faced with problems related to institutional capacity development. The Municipal Office for Disaster Prevention of Jepara Regency is necessary to make efforts in evaluating disasters. The office, including the providing facilities and infrastructure pursuant to the standards required by the National Office for Disaster Prevention (BNPB), such as adequate budgets and capable human resources. This descriptive-qualitative study aimed to find out the institutional capacity development of the municipal office for disaster prevention (BPBD) of Jepara Regency in preventing. The study found that the inistitutional capacity at BPBD of Jepara Regency had not been optimally developed due to lacking budgets, poor quality and limited human resources, and infrastructures as well as facilities. The study also found lacking participation of all staff in the decision-making process. The supporting factors of the institutional capacity development at the municipal office fore disaster prevention of Jepara Regency included mutual commitment between stakeholders to preventing disasters and environmental conservation. Whereas, the impending factors were staff resistance and legal procedures dealing with the disaster prevention efforts. The stud recommended public-private collaboration through corporate social responsibility programs as well as good cooperation and periodical coordination with concerned municipal working units

Abstract

Social capital closely relates with society and so do it. Its scope is broad and it is flexible cause social capital can enter various aspects in the life of. Concepts about social capital consisting of elements that there are in it such as social participation, social network, social institution, a norm and social value. Research methodology descriptive with a qualitative approach used in this research to identify factors that influence in the formation of social capital at Rusunawa Kaligawe. The result of the research showed factors that influence in the formation of social capital related to the habit of, the status and the role of individual at Rusunawa Kaligawe, education, the social class and economic gap, and the consumption patterns of individual and values personal. The habits of inhabitant’s Rusunawa Kaligawe are throwing trash in any place and delaying the payment of the rent. The inhabitant who as a head of RT or RW so it would affect to their environment intercommunication, prestige and their rights and duties. Education is done by the inhabitant of the Rusunawa Kaligawe are formal and non formal education. The social class and economic gap able to be seen through by education and the income derived the inhabitant of the Rusunawa Kaligawe. In the consumption, the inhabitant of the Rusunawa Kaligawe often put the payment of the rent in the end of expenditure needs of their list. Based on that result, this research recommends the head of RT or RW to apply system fines for inhabitant who littering. Making all the things required are ready to the officers and proactive attitude an inhibitant in the payment of the rent. The socialization regarding Semarang mayor regulation number 7/2009 occupancy and tenancy toward rental house owned by Semarang government to the inhibitant. Wisdom the inhabitant of the Rusunawa Kaligawe in putting expenses as priority is important to the continuity of the payment of rent.

Abstract

Under UU No. 12 In 1985, PBB is a major source of funds contributed to the development of the country, because the people are required to pay to participate in PBB. Participation in this study is still problematic in stages interpersonal communication still often have mis communication and socio- economic communities is problematic on many dependents. The purpose of this study was to determine the effect of interpersonal communication and socio- economic level of people's participation in the PBB pay. While the theory is used in connection with the factors that affect people's participation raised by Tjokroamidjojo, Santoso Sastropoetro, and Slamet. The number of samples in this study was 96, while data analysis is done with quantitative data analysis using explanative type of research, which tests the hypothesis using Kendall Rank. From the data analysis, there was a positive relationship between interpersonal communication against public participation, in which Kendall Rank correlation coefficient of 5.368 with a coefficient determinant of 13.83% and a positive relationship between socio-economic level of people's participation which Kendallnya Rank correlation coefficient for determinant coefficient of 5.757 with 15.92% and there is a positive relationship between interpersonal communication and socio-economic level of people's participation in PBB where the pay is obtained by calculating the chi-square of 101.224 with a determination coefficient of 27.77%. So that the hypothesis is accepted at the 5% significance level. Recommendations made in this fieldwork is that taxpayers are more aware of the obligation to pay the PBB and sanctions must be confirmed delays.

Abstract

This research was conducted to evaluate the strategic planning process held by Semarang city Department of Transportation, Communication, and Information and to identify the supporting factors and the obstacles of the strategic planning process. This research was conducted because the strategies and the policies of “Telecommunications Infrastructure Improvement Throughout The Region” are only written in the 2005-2025 RPJPD of Semarang City but not in the 2016-2021 RPJMD of Semarang City and 2016-2021 Strategic Planning of Semarang City Department of Transportation, Communication, and Information but only written in 2017 Work Planning Program of Semarang City Department of Transportation, Communication, and Information. This research is a qualitative descriptive study with data collection through interviews and document studies. The informants that were interviewed by the researcher is the strategic plan maker team of Semarang city Department of Transportation, Communications, and Information. In this study, the researcher evaluated using the stages of the strategic planning process. The result of this research is that the evaluation of the strategic planning process is still not optimal. The result is known through research that shows that the stages to identify the mandate of organizations lacked the needed depth aside from Semarang city RPJMD, which is Semarang city RPJPD. Moreover, in the stage of creating an effective organization vision, Semarang city Department of Transportation, Communication, and Information did not envisioned its own vision for the better future and instead opted to follow the vision of the head of the region without even looking at the strategic issue that is chosen by the organization based on the acts in effect. The advice given by the researcher is to conduct a closer look into all of Semarang city document of plans, perform a closer look into all of the acts and regulations on regional development planning with regard to Semarang city, conduct regular consultations with the Regional Development Planning Agency of Semarang city, and adding human resources to alleviate the overload of work for each employee with the applicable regulations. The writer advised another strategic planning researchers to take a deeper look on all the steps of strategic planning, especially the step that concerns the initiation of strategic planning and the steps that concerns the mandate of the organization because it involves third-party subjects and is under the authority of an organization.

Abstract

This study attempts to analyze and describe the implementation of career development based on the Civil Servants Regulation Number 5 Year 2014 about state civil apparatus in Human Resources Agency Provincial Government Of Central Java This research use descriptive research with a qualitative approach. The focus of this study include four (4) dimensions of qualification, competence dimensions, dimensions of performance appraisal, as well as the dimensions of the needs of government agencies. The results show that human resources agency provincial government central java in general has conducted development career with well even though in its implementation still often referred to previous regulation, and consequently a shortage of various things study. Advice that provided is the development of career in Human Resources Agency Provincial Government Central Java needs to be improved and fully reference to civil regulation state apparatus that can be used as a reference for all agencies that exist in the environment of Central Java Province.

Abstract

One of Bureaucracy Reforms coverage is to create quality human resources with high integrity in working with upholding professionalism , thus the need for a planning formationsto meet the quality and quantity of staff required. This study aimed to describe the formation of employee planning and supporting factors and obstacles encountered in planning theformation of an employee at the BPN of Central Java province.This study used a descriptive research with a qualitative approach . The focus of the study include: ( 1 ) formation of the planning process at the district office employees BPNCentral Java province , ( 2 ) the factors supporting and inhibiting the formation employee planning process .The results of the study planning process formation employee still needs to be improved in terms of analysis tools are available , the distribution of the workload of employees , budget efficiency , and analysis of employee turnover . Advice given is the BPN of Central Java province should be more effective in forecasting the division of labor and employees who will be out.

Abstract

A family called Kadarzi when has behaved good nutrition is characterized by weighing out the body weight regularly, giving only breast feeding (ASI) to infants frombirth until the age of six months (exclusive ASI), eat variegated, use iodized salt, and drink nutrition supplements as recommended. Decision of the Ministry of Health Republic of Indonesia Number: 747/Menkes/SK/VI/2007 about Operational Guidelines of Family Nutrition Conscious on Alert Village state that the government's target is 80% of families applying Kadarzi behavior. Achievement of Kadarzi in Semarang Regency only reached 29,6% in 2011. Kadarzi implementation from public attitude still very lacking. The main obstacle of Kadarzi implementation is the low public awareness in the exclusive breast feeding. If one of the indicators in the Kadarzi are not met, then a family can not be called as Family Nutrition Conscious. Low public awareness in the exclusive breast feeding caused breastfeeding mothers who still working. The government should be can give shuttle between services of breast feeding for working mother who had baby aged 0-6 months, so exclusive breastfeeding can be met, which Kadarzi also will be achieved later.
