Abstract

The Garut Institute of Technology (ITG) is a higher education institution in Garut Regency that has experienced an 11% increase in student enrollment over the past five years. This growth requires improved infrastructure management, particularly in parking facilities, which are essential for students, lecturers, and staff. Proper planning is necessary to optimize the use of parking spaces. This study aims to design parking patterns and layouts at ITG based on the 1998 Technical Guidelines for Parking Facilities by the Directorate General of Land Transportation and the 2023 Technical Guidelines for Pedestrian Facilities No. 07/P/BM/2023. Currently, the lack of organized parking management at ITG has resulted in vehicles being parked haphazardly, causing congestion. The research uses a quantitative approach combined with participatory ergonomics. The planning results indicate varying space requirements with different angles and capacities for each area. Area 1, with a 45º angle, accommodates 89 motorcycles; Area 2, also with a 45º angle, accommodates 104 motorcycles; Area 3, with a 60º angle, accommodates 70 motorcycles; and Area 4, with a 60º angle, accommodates 91 motorcycles. Meanwhile, Area 5 is designed with a 90º angle for 8 passenger cars and a 45º angle for 125 motorcycles, while Area 6 uses a 180º layout accommodating 6 passenger cars. In total, the planned parking capacity provides 487 spaces for motorcycles and 14 spaces for passenger cars. This results in a 91% availability rate compared to the actual need. These findings are expected to help ITG reduce vehicle congestion and create a more orderly, efficient parking system in line with applicable technical standards.

Abstract

Garut Regency has experienced significant population growth, leading to increased transportation demand that potentially causes congestion, particularly at Bundaran Suci. This study aims to analyze the operational impact of Citimall Garut on traffic conditions at Bundaran Suci, focusing on trip generation and attraction. Using a quantitative approach with the Trip Rate Analysis method and referring to the 2023 Indonesian Highway Capacity Manual (PKJI), the research compares traffic volumes before and after the mall's operation. The findings reveal a significant rise in vehicle volume, especially on Thursdays, with the highest trip rate recorded at 3.45 pcu/hour for inbound vehicles and 2.53 pcu/hour for outbound vehicles. Bundaran Suci has reached a high level of saturation, with all links exceeding the standard saturation degree (>0.85). The level of service is categorized as E, indicating an average delay of 49 seconds per pcu and a queuing probability of up to 147%. Additionally, the parking capacity at Citimall Garut is deemed insufficient, further aggravating traffic conditions in the surrounding area. To address these issues, the study recommends increasing the mall’s parking capacity and implementing better traffic management strategies at Bundaran Suci. It also urges local authorities to improve transportation infrastructure to mitigate the negative traffic impacts caused by activities at Citimall Garut. These steps are necessary to maintain smooth traffic flow and prevent further congestion in the area.

Abstract

The Jl. Cimanuk-Jl. Guntur Interchange is a residential, shopping, and office area close to a new shopping center. However, traffic queues and delays cause congestion, mainly due to the large number of vehicles parking on the roadside, which reduces road capacity. This research uses a descriptive quantitative method that aims to analyze volumes, measure traffic performance and redesign traffic using PTV Vissim Student software. The results showed that the highest traffic volume reached 6550.8 skr/hour on May 26, 2024 between 17.00-18.00 WIB with a road capacity of 4293.156 skr/hour. Vehicle travel time was recorded at 15.69 seconds with a speed of 19.2 km/h for Jl. Cimanuk and 23.25 km/h for Jl. Guntur. Traffic performance at the Jl. Cimanuk-Jl. Guntur intersection is considered poor with a level of service of 31.76 sec/skr which is classified as poor (D), so improvements are needed in service at the intersection. In conclusion, to overcome the problem of unstable traffic at the Jl. Cimanuk-Jl. Guntur intersection, better management of vehicle flow is needed. Suggested measures include the installation of no-parking signs and additional parking attendants to discipline vehicles blocking the road.

Abstract

The construction sector in Indonesia is growing rapidly due to its vital role in national development. However, this sector carries a high risk of workplace accidents, as it involves numerous workers, equipment, and construction materials. Data from 2019 to 2023 show that accident rates remain high, with key issues including project-related hazards, the level of risk associated with those hazards, and the need for effective risk mitigation efforts. To reduce accident rates, an Occupational Health and Safety Management System (OHSMS) based on OHSAS 18001:2007 has been implemented, which includes hazard identification, risk assessment, and risk control through the Job Safety Analysis (JSA) method. The study titled “Implementation of HIRADC in the Intan Husada Hospital Building Construction Project in Garut Using the JSA Method” aims to identify hazards, assess risks, and provide improvement recommendations to enhance workplace safety. This research makes a significant contribution by demonstrating that the HIRADC (Hazard Identification, Risk Assessment, and Determining Control) method based on JSA is more effective than conventional methods due to its systematic, in-depth, and practical approach in the context of construction projects.By identifying 78 potential hazards, the study found that before risk control measures were applied, there were 19 hazards (24 percent) classified as extreme risk, 42 (54 percent) as high risk, 16 (21 percent) as moderate risk, and 1 hazard (1 percent) as low risk. After implementing risk control measures, there were no longer any hazards classified as extreme or high risk; only 11 hazards (14 percent) remained at moderate risk, and 67 (86 percent) were categorized as low risk. This demonstrates the effectiveness of the HIRADC-JSA approach in significantly reducing risk levels. However, this study is limited to a single project at a specific location and time, so the results cannot yet be generalized. Further research is recommended across various types of projects with more variables—such as worker behavior, OHS training, and safety technologies—to produce more comprehensive findings.

Abstract

The population growth in Indonesia has increased significantly. The increase in population is directly proportional to the increase in vehicle volume. There is a need for adequate transportation infrastructure, especially in the quality of the pavement layer. Corncob is an agricultural waste that has the potential to be used in road construction. The ash from burning corncobs contains an element similar to cement, namely silica. The silica content in corncob ash reaches 66.83%. This research aims to analyze the effect of corncob ash as filler in AC-WC asphalt mixture on Marshall characteristics. Primary data were obtained from laboratory tests using variations of corncob ash content (1.5%, 2.5%, 3.5%). The results showed that the optimum level of corncob ash increased the stability and yield of the asphalt mixture. Recommendations include the utilization of corncob ash as an environmentally friendly alternative to improve the quality of pavement layers.

Abstract

Road damage caused by landslides on the Sumedang–Cijelag section (Km.BDG 68+650) in March 2022 was rehabilitated by shifting the road alignment. This study aims to evaluate the feasibility and suitability of the horizontal alignment based on the 2021 Bina Marga Road Geometric Design Guidelines. The method used was quantitative with geometric data analysis of the primary collector road (2/2 UD) on flat terrain. The results showed that there were two Spiral-Circle-Spiral type curves with a shift of 0.87 m, each with a circle curve of 43.60 m and 29.99 m and a transition curve of 29 m, all of which met the standards. However, the stopping sight distance (28.42 m) and overtaking sight distance (213.44 m) did not meet the standards (50 m and 270 m, respectively), although the road conditions were still passable with attention to safety signs.

Abstract

Road pavement damage often occurs faster than its planned lifespan due to the selection of inappropriate asphalt and aggregate content. The use of tire rubber powder waste and red brick powder filler is offered as an alternative modification material to improve the performance of asphalt mixtures. The study aims to evaluate the effect of varying tire rubber powder with 5% red brick powder filler on the Marshall characteristics of AC-WC mixtures. The experiments were conducted in the laboratory with reference to the 2018 Bina Marga Specifications Division 6 Asphalt Pavement. The variations in rubber powder content used were 4%, 4.5%, 5.5%, and 6% of the asphalt weight, with an optimum asphalt content of 6.3%. The results showed that the optimum rubber powder content was 4%, with all Marshall parameters meeting the 2018 Bina Marga specifications, namely stability of 1067 kg, flow of 2.47 mm, VIM of 3.28%, VMA of 15.92%, VFB of 79.94%, and MQ of 432.69 kg/mm. At levels of 4.5–6%, some parameters still met the requirements, but the VIM value exceeded the maximum limit, potentially reducing structural strength. These findings indicate the potential for practical application in extending the service life of road pavements and support the principle of sustainability through the use of industrial waste as an asphalt mixture material.

Abstract

The construction of a landmark at an unsignalized intersection can affect traffic capacity and performance. This study aims to evaluate the impact of the construction of the AS-202 Bravo Aircraft Monument on traffic performance at the Kadungora Three-Leg Intersection, Garut Regency, and to examine handling scenarios through traffic management. The analysis was conducted under three conditions: before the construction of the monument, after the construction of the monument, and after the implementation of opening the divider on the C-leg lane, which previously restricted the new road lane toward Garut. Data were obtained through vehicle flow surveys conducted on weekdays and weekends during peak hours, as well as secondary data from the Transportation Agency. The evaluation refers to PKJI 2023 and includes traffic flow simulation using PTV Vissim Student Version software. The results show that after the monument construction, intersection capacity decreased from 3,086.24 pcu/hour to 3,030 pcu/hour, the degree of saturation increased, and average delay rose, causing the level of service to decline from category C to D. Vissim simulations also indicate increased delay and queue length. The implementation of opening the divider on the C-leg was able to reduce delays and shorten queue lengths. These findings confirm that simple traffic engineering–based interventions can improve intersection performance without major geometric changes. The study recommends maximum intervention in the form of traffic management based on simple engineering measures that can be replicated at similar unsignalized intersections.
